confirming and interrogating each other’s experiences”1. This represents the spirit of the IDP, but there are pragmatic challenges to authentic implementation of this ideal.

Placemaking theory can only become IDP praxis though a process of valuing community experience equally with professional expertise and ensuring both are documented and implemented. IDP has the potential to provide a model that emphasizes social and environmental sustainability equally. To achieve this there must be a collective shift in mindset to a shared set of knowledge, skills and values of social, environmental and economic sustainability. This means approaching the IDP with the needs of a community first and critically evaluating checklists for “green” building that may or may not serve people.

How can planners participate with architects other professions to achieve this? Opportunities and next steps emphasize collaboration over confrontation, dialogue over debate and the role of the facilitator in the IDP process3. This exploration considers who participates in an IDP and how participation is sustained throughout the process. Independent planning consultants may emerge as facilitation leaders in the IDP process.

This case study examines the IDP methodology of BridgmanCollaborative Architecture. Two

projects are described that highlight opportu-nities for social sustainability in the IDP model.

FactsaboutIDPTheprimarygoaloftheIDPistodeveloparchitecturalsolutionsthatmaximizeenergy efficiency to support the long term sustainabilityofabuilding.Solutionsmustmeettheneedsoftheclientandendusersinbothbudgetandprogramme.InIDP“successismeasuredbythedegreetowhichcommongoalsareachieved”4.Theapproachisuniquebecauseitemphasizestheprocessofcollaborationequallywithnewbuildingscienceandtechnology.IDPteamsarecomprisedofprofessionalswithdifferentexpertise.ClientparticipationisintegralthroughouttheIDPtoensurethattheapproachmeetsthegoalsthat were defined in project planning. Client participationmustoccurearlyandateverystepoftheIDP.

Key roles in an IDP are a LEED® certified energymodelingspecialist,architect,mechanical/structural/electricalengineer,constructionmanagerandtheclientorclientgroups.AholisticIDPapproachmayalsoincludeacombinationofprofessionalsandsupportingparticipants.TheseindividualsmaynotnecessarilyattendeveryIDPmeeting.Asparticipationwillvary,itisintegraltoensuretheprocessiswelldocumentedandallstakeholdersreceiveregularandupdatedinformation.

Keyparticipantswillmeetwithmorefrequencyandcomprisethecoredecisionmakingbody.Meetingswillfollowapre-determinedschedule and clearly highlight project milestones.Ultimatelytheteamwilldeterminehowdecisionswillbemadeanddeviseastrategyforemergencymeetingsiftherearecircumstancesthatrequireimmediateattention.Communicationprotocolshouldalsobedeterminedatanearlystage.Ensuringakeyparticipantisresponsiblefordocumentinganddisseminatingallinformationcanreducemiscommunication and ensure the project historyisclearlyrecorded.Allparticipantswillbe subject to a confidentiality agreement.

IDPdoesnotaddcosts,itincreaseslongtermbenefits for communities and the environment. BoththefederalandprovincialgovernmentofCanada support IDP projects. IDP is promoted byNaturalResourcesCanadathroughtheresearchanddevelopmentbranchofCANMETEnergyTechnologyCentreatthefederallevel.TheGreenBuildingPolicyfortheGovernmentof Manitoba supports IDP projects with fundingattheprovinciallevel5.Integrationisemergingasamethodologicalbestpracticetoensurelifecyclecosting6.

ReducingenergyconsumptionandwaterusearedirectoutcomesofIDP.Demolition,construction,operationandmaintenanceofbuildingsconsumetremendousamountsofnaturalresources7.

Simulationmodelingisanimportantservicethat projects efficiency of the building. Building InformationModeling(BIM)ispartneredwithearlyandongoingcollaborationwithaclient/clientgrouptobuildliteracyforbetterbuildingchoices.Thisresearchhelpstestandillustratehowtheneedsoftheclient,thevisionofthearchitectandthesystemsoftheengineersfunctionasanintegratedwholeforenergyefficiency. The approach enables participants toseehowtheirchoicetopursuesustainablesolutionscanreduceenergyconsumptionwithmoreresponsiblebuildingtechnology.

Withouttrustbasedcollaboration,thesuccessofanIDPwillbeatrisk.Informationmustbesharedfreelyandparticipantsmustbeaccountabletoeachotherfortheinformationprovided.TenkeyprinciplesofIDPare8:

1.Mutualrespectandtrust;

2.Mutualvalueandrewardofthecollaborativeprocess;

3.Collaborativeandinnovationdecisionmakingwhereallvoicesareequal;

4.Earlyandongoinginvolvementof

keyparticipants;

5. Early definition of goals for all participants;

6. Intensified planning and design developmenttoreducecostlychangesinconstruction;

7.Openandhonestcommunicationwith a clear plan for conflict resolution;

8.Bestuseofappropriatetechnology;

9. Clearly defined roles for the project team to ensure organization andleadership;and

10.PromotequalitydocumentationandachievementsofthecollaborativeIDPprocess.

It is integral that project milestones and deliv-erablesareclearlyoutlinedbytheschedule.

Large-ScaleIDP TheManitobaHydroBuildingisanexampleof a high profile IDP project backed by a substantialbudget.Seventeenprofessionalteamsrepresentingarangeofexpertisecollaboratedonthis$278milliondollarproject scheduled for completion in May 20089. The project website communicates thehistory,budget,scheduleandprogressandisequippedwithaconstructionsiteweb-cam.ThreepublicmeetingswereheldfortheManitobaHydrobuildingandexternalcommitteemembersincludedrepresentativesfromtheSocialPlanningCouncil,theInstituteofUrbanStudies,PlanningPropertyandDevelopment and a Project Manager for CommunityEconomicDevelopmentfortheProvinceofManitoba10.

HowdoesIDPworkonsmallor medium sized projects?Thereisnocookie-cuttermodelforanIDP.Project size and programme requirements willdeterminewhoshouldbeparticipatinginanIDPcommunicationloop.AlthoughtheAIAguidedoesnotstateaminimumbudgetfortheprocess, projects under $5 million dollars may struggle to ensure all roles are fullfilled while maintainingaseparationofleadershipfromprofessionalinterests.Thismaybeabarriertotheprocess.

Project size should not deter sustainability goals.However,theIntegratedDesignProcessisstillemergingasanapproachforsmallerand mid-size projects and should be evaluated more significantly going forward.

ChallengestoIDPCurrently,economicandsocialsustainabilitydonotreceivethesamepriorityasenergymodelingintheIDPprocess.Truecostaccounting should reflect the total benefits of IDPcollaborations.Incorporatingfund-raisingas a milestone on the project time-line may be integralforsomeclientgroups.

Thesecondchallengerelatestothecompetitivebidprocess.ConstructionpartnerswhoprovidecostestimatesduringtheIDPmaybeconsideredtohaveanunfaircompetitiveadvantage when the project goes to tender. A policyforthetenderprocessneedstobere-evaluated specific to IDP bids.

Thethirdchallengeisensuringdocumentationof the project history is ongoing. The rich informationlearnedintheearlyparticipatoryworkshopsshouldnotbedilutedbytime.IfastallintheIDPoccurs(often,butnotalwaysrelatedtofund-raising),maintainingboththemomentumandthestoryoftheproject can be a challenge. Once the IDP meetingsresume,itisintegraltoensurethatallvoicescontinuetobeheardandacknowledged.

AmemberoftheIDPteamshouldbedesignatedtoensuretransparentandongoingdocumentationandcommunicationoftheprocesstoillustratehowtheoriginalsharedvisionwashonouredthroughouttheprocess.

Individualstrainedindocumentation,participationandfacilitationwouldbestservea client group. Objectivity may necessitate thatthefacilitatorisexternaltoallotherstakeholdersintheprocess.However,formanyclientgroupsthecostofadditionalconsultantisunrealistic.Integrativearchitectural offices may find they are in a positiontoofferthisserviceaspartoftheirarchitecturalfee.

BridgmanCollaborativeArchitectureiscurrentlyexploringtheroleoftheprofessionalplannerasafacilitatorinthisprocess.Thisexperimentisnotwithoutchallenges

to subjectivity. Allied with the architectural partner,theplannerisnotanoutsidertotheprocess.However,plannersaretrainedtolisten,documentanddescribeparticipantneedsusingavarietyofmethods.OurprofessionalethicmayenableustoworkacrossdisciplinesforsustainablecommunitydevelopmentintheroleoffacilitatorsinanIDP.Wemayalsoservetheclient,communityandinterdisciplinarypartnersascommunicatorsthroughouttheprocess.

CaseStudy:SISTARSBridgmanCollaborativeArchitecturestrivestofacilitate rich client consultation in all projects. Throughparticipatorydesignworkshops,focussedprogramminginterviewsandintensiveconsultation,clientsandpotentialusersactivelyinformdesignatseveralstagesofdesigndevelopment.Newapproachesfor communicating project histories and milestonesarebeingimplemented.Thisincludescommunityphoto-narrativedocumentation and project web-sites.

In2005SistersInitiatingStepsTowardsaRenewedSociety(SISTARS),aCommunityEconomicDevelopmentCo-Operative,beganasagroupofgrassrootsactivistsdeterminedtomakeapositivechangeintheircommunity.Theyinitiatedacommunitybasedresearchproject that determined that a daycare, improvedaccesstoeducationandtrainingandhousingwereallcomponentsthatweredesperatelyneededinPointDouglas.

WhenSISTARSbeganworkingwithBridgmanCollaborativeArchitecturetheyhadclear project goals in mind.

The first stage of the IDP was a series of communitydesignworkshopswhichincludedparticipantsofallages.ThesefacilitatedsessionswerewellattendedandhelpedbuildmomentumfortheproposedDaycareandCommunityHub.IntheCanadianCentreForPolicyAlternatives2006State of the Inner City Report,aparticipantwasquotedsaying“Theamountofcommunityinvolvementinthisprogramhasgonefromthatinitialgroupof14womentoover100peoplewhohavecommunityinvolvementintheconsultations…Whenthatbuildinggoesuppeopleinthecommunitycanactuallysay,‘Idesignedthat.’”11

Maintaining project momentum can be challenging even for enthusiastic non-profit groupslikeSISTARS.Followingplanningandpreliminarydesignphases,fund-raisingwasan immediate priority. Project architects Wins BridgmanandMichaelRobertsonwerefamiliarwiththegrantandfund-raisingprocessmostnon-profit groups must negotiate prior to takingthenextstepstowardsexperiencingacommunityvisioncometolife.

Intheinterveningyearsrequiredforfund-raising,Robertsonmaintainedastrongconnectionwiththecommunitytohelpensurethecommunityvisionwouldbehonouredindesign and development. He reflects that puttingresourcesintobroaderparticipationwithmorecommunitymemberswasfavouredoversustaineddocumentation.

As Robertson has continued on as a project steward,thecommunityvisionhasbeenmaintainedduringthefund-raisingprocess.

The SISTARS project is now moving forward withtheIDPfollowingsuccessfulfund-raisingbythegrassrootsorganization.CommunityrepresentativescontinuetoparticipateintheIDPandconstructionisscheduledtobeginlaterin2008.

“The amount of community involvement in this program has gone from that initial group of 14 women to over 100 people who have community involvement in the consultations…When that building goes up people in the community can actually say, ‘I designed that.’”11

CaseStudy:ManitobaLegislativeRampThe Path to Full CitizenshipIn2006-2007BridgmanCollaborativeworkedwithManitobaInfrastructureandTransportationtoenvision,designandbuildthenewLegislaturerampThe Path to Full Citizenship. This project was socially significant because it provided an opportunity to create the first universally accessible ramp inCanada.ThedesignmadeprovisionsforManitobanswitharangeofabilities andenabledallpeopletoentertheManitobalegislativebuildingthoughthefrontdoorsasintended.

The project began with IDP workshop sessions.Participantswhohadarangeofneedscollaboratedtoensurethedesignaccommodatedallpeople.Bestpracticesforaccesswereincorporatedthroughouttheramp.

Due to the significance of the building as a nationalhistoricsite,IDPparticipantsincludedprofessionalsfromanurbandesignreview,

thePremieroftheprovincealongwithMITstaff,GillisQuarries,DustrialSheetmetalandJed’sconstruction.Atighttime-lineandbudgetpressedtheIDPteamtoworkatatremendouspace to ensure project completion. Project architectJamieKozakdocumentedtheprocesstoensuretransparencyandaccountabilityforthistremendousachievement.

IDPenabledtheramptocomeinonbudgetat1.8milliondollarsandontime.Thetotalschedulewaslessthanayearfromannouncementtocompletion.TheprocesswascelebratedasahighlysuccessfulIDP.Kozakwasrecognizedas“handsdownthebestConsultantIhaveeverbeeninvolvedwith”bythe MIT project manager.

Strengths&OpportunitiesThecollaborativeprocessofIDPisabusinessopportunitytoensureparticipation.Challengesto the process relate specifically to the fact that traditionalinteractionbetweentheprofessionshasbeencompetitiveandindividuallyfocussedintermsofsuccess.Thesilosthatdivideplanning,design,energymodelingandconstructiondonotdisappearbecauseIDPisadopted.ParticipantscollaboratinginanIDParesuccessfulwhentheycommittoachieveproject milestones together.

Facilitatingsustainedclient,communityanduser participation in the IDP is significant. Promotingqualitydocumentationoftheprocessfromvisiontoconstructionisintegraltotheprocess.IDPgoalsforsustainabilityextendbeyondchecklistsandstrivetoconsiderthesocialandeconomicsustainabilityofourarchitecturalandplanningpractices.TheIDPissupportedbytheCanadiangovernmentasatruecost-savingapproach with benefits for communities and theenvironment.

IDPisavaluablestrategytoachievesustainablebuilding.Theprocessismuchmorethanaguidelineforenergymodeling-IDPisthebusinesssideofparticipation.

FutureVisions ForIDPtosucceedasaplacemakingtoolitrequiresinterdisciplinaryparticipation.Communicationwithclientandclientgroupsaswellasthosewhowillusethefacilityisintegraltothegoalofachievingsocially,andenvironmentallysustainablebuildings.IndependentplanningconsultantsmayemergeaspotentialfacilitatorsinanIDP.LEED® certification would be an asset for theseprofessionals.Toachieveintegratedpractice,plannersmustworkwithourpartnersinarchitecture,construction,naturalresourcemanagement,communityhealth,education-inshortwemustworkbroadlyandcollaborativelyifwearetoparticipateinthecreationofconvivialandsustainablecommunities.
