EVIDENCE OF INDUSTRY SUPPORT
States and Territories
To be updated post STA Consultation
Report/s by exception
Advice about alternative approaches explored
There was substantial stakeholder feedback throughout the transition and development. TACs
considered each item of feedback. Significant amendments were made to some training package
components in response to this feedback (e.g. the removal of nested Certificate III core units from
the core of AQF4, 5 and 6 qualifications where they appeared; redevelopment of ‘hazardous area’
units to better align to the AS/NZS Standard upon which they are based; changes made to entry
requirements proposed in some qualifications based on feedback received during public
consultation).
Key stakeholder awareness of the expected impact of the changes
Industry stakeholder views were sought through extensive public consultations and all feedback
was presented to TAC members during the transition/review of the UEE Training Package. All key
stakeholder feedback was considered during the consultation periods and the draft material was
prominent on the AIS website project page for broader industry-wide consultation. TAC members
discussed and considered feedback received as the subject matter experts in the transition/review.

IMPLEMENTATION OF THE NEW TRAINING
PACKAGE
Advice about how training package component(s) meet occupational and licensing
requirements
Persons employed in the Electrotechnology industry need to fulfil competency and training
requirements as detailed in the regulations relevant to their occupation and state/territory. Persons
assessed as complying with these requirements are usually provided with some form of certification
by the respective authority. These certificates are required by the relevant state/territory or before a
person can work in the occupation covered under the legislation. These certificates are separate to
national VET qualifications issued by Registered Training Organisations (RTOs).
Electricians in any State/Territory in Australia need to be able to demonstrate a set of minimum
capabilities in order to be granted an electrician’s licence.
What this means is that a person seeking an electrician’s licence needs to be able to work
competently and safely when performing tasks independently or under supervision.
In addition, they need to be able to carry out these tasks across a variety of industries and work
environments.
In 2001, the National Uniform Electrical Licensing Advisory Council (NUELAC) released a uniform set
of requirements for licensed electricians known as Essential Performance Capabilities (EPCs).
The list of EPCs provides advice to industry, particularly RTOs, about the regulatory requirements
that an apprentice electrician must satisfy before being issued with an electrical licence. These EPCs
have since been updated and ratified. The updated training package has been aligned and mapped
back to the EPCs.
The list of Essential Performance Capability Requirements for Licensed Electricians can be accessed
via: https://www.erac.gov.au/wp-
content/uploads/2019/04/List_of_Essential_Performance_Capability_Requirements_for_Licensed_Ele
ctrician.pdf
Where applicable, units of competency, Skill Sets and qualifications in the UEE Electrotechnology
Training Package describe licensing and/or regulatory requirements related to the tasks they cover.
These may differ between jurisdictions and should be checked with the appropriate regulator prior
to commencing training and/or assessment.
Licensing and registration requirements that apply to specific industries and VET, vary between each
jurisdiction, state and territory, and can regularly change. For a list or licencing and regulatory
bodies please visit: https://www.erac.gov.au/contact-us/members-of-erac/

Implementation issues of note and management strategy
AIS provided public consultation opportunities throughout the life of the project.
With significant changes being made across the training package, non equivalence will be the
biggest impact to RTO’s. The relevant RTO’s will need to apply have the updated training products
include on scope.
No other implementation issues have been identified by the IRC or from public consultation
feedback.
Supporting equitable access and progression of learners
The equity review undertaken for the qualifications, skills sets, Units of Competency and assessment
requirements included in this CFE provides evidence that the draft Electrotechnology Training
package i.e release 2 components meet the Standards for Training Packages 2012.
Supporting learner transition between education sectors
There are no formal transition arrangements between the vocational education and training sector
and the higher education sector. There are Certificate II Qualifications suitable for use in School
Based VET programs that will assist in transition to post-secondary training and employment
Supporting movement of skills within and across organisations and sectors
The updated and new units of competency support the movement of skills across the
Electrotechnology industry
Industry priorities for implementation
Industry through the consultation phases have requested this training package become available as
soon as possible. Appreciating that the last training package was endorsed in 2011. The training
package has been developed to facilitate flexible delivery and assessment methods that suit the
trainees job role and the enterprises need for identified skills
Supporting implementation across a range of settings
The Companion Volume Implementation Guide(CVIG) for the Electrotechnology Training Package
Release 2.0 provides advice on implementation across a range of settings.
The proposed qualifications and Units of Competency meet the Standards for Training Packages
2012 and therefore present no barriers at the implementation level.
How the downstream impacts (including, state and territory funding arrangements)
of the changes will be managed (for example, where the case for endorsement
recommends the deletion of units/qualifications)
It will require reassessment by state and territory departments regarding funding arrangements.

Explanation of how the decision being sought from the AISC would support the COAG
Industry and Skills Council reforms to training packages:
Remove obsolete, superfluous and duplicative qualifications and units from the system
The Electrotechnology IRC identified 24 Qualifications and 83 Units of competency with Zero
enrolments for the last 3 years. These training products have been put forward for deletion as part
of this revision process.
Include information about industry’s expectations of training delivery (i.e. duration of
training mode of delivery and learner characteristics)
This Case for Endorsement describes industry’s expectations for training delivery and provides a
CVIG that describes additional requirements applicable to the learner’s and assessor’s
characteristics.
Improve qualification design to enable individuals to upskill and move easily from one
related occupation to another
While the IRC made all reasonable efforts to ensure flexibility within the industry, it is important to
note that the electrical industry is highly regulated and licensed.
Improve the efficiency of the training system through the creation of units of competence
that can be owned and used by multiple industry sectors
The qualifications and Units of Competency were revised and developed to potentially facilitate use
by multiple industry sectors.

Electrotechnology Training Package Case for Endorsement 34
Equity requirements Equity reviewer comments
Provide brief commentary on whether the draft endorsed
components meet each of the equity requirements
with the access and equity requirements: • Training Package developers must
meet their obligations under Commonwealth anti-discrimination legislation and associated standards and regulations.
• Training Package developers must ensure that Training Packages are flexible and that they provide guidance and recommendations to enable reasonable adjustments in implementation.
SECTION 3 - TRAINING PACKAGE QUALITY PRINCIPLES
Quality Principle 4
Be flexible to meet the diversity of individual and employer needs, including the capacity to adapt to changing job roles and workplaces.
Key features
Do the units of competency meet the diversity of individual and employer needs and support equitable access and progression of learners? What evidence demonstrates that the units of competency and their associated assessment requirements are clearly written and have consistent breadth and depth so that they support implementation across a range of settings? Are there other examples that demonstrate how the key features of flexibility are being achieved?
Equity requirements Equity reviewer comments
1. What evidence demonstrates that the draft components provide flexible qualifications/units of competency that enable application in different contexts?’
Qualifications
The units of competency reviewed meet the diverse needs of leaners through a substantial range of qualifications and units.
The inclusion of units of competency imported from other Training Packages provides greater flexibility of choice and provides skills that are transferable.
Units of competency enable the application of skills and knowledge in different contexts.
There is the capacity for units of competency to be adapted to changing job roles within the Energy Sector industry through appropriate contextualisation in program design.
However, flexibility of choice is limited by the packaging rules and qualification requirements which requires individuals and workplaces to meet one or more of the following:
Electrotechnology Training Package Case for Endorsement 35
Equity requirements Equity reviewer comments
(a) weighted points system (‘points’)
(b) unit prerequisites
(c) requirement to be engaged in a contracted training arrangement (apprenticeship)
2. Is there evidence of multiple entry and exit points?
Some of the reviewed qualifications limit capacity for multiple entry and exit points.
Example: UEE32220 Certificate III in Air Conditioning and Refrigeration. The entry requirements for this qualification is a refrigeration and/or air conditioning apprenticeship or relevant employment in the refrigeration and/or air conditioning industry.
Reviewed units without pre-requisites offer a variety of multiple entry and exit points.
3. Have prerequisite units of competency been minimised where possible?
The use of prerequisites in the qualifications and most of the units is extensive; this adds a layer of complexity that presents challenges in program design and a barrier for students to undertake and complete in a flexible manner.
Example: UEE32220 Certificate III in Air Conditioning and Refrigeration has a core unit UEERA0094 Verify functionality and compliance of refrigeration and air conditioning installations which lists 26 pre-requisite units but is given the same weighting as some core units that only have one pre-requisite unit.
4. Are there other examples of evidence that demonstrate how the key features of the flexibility principle are being achieved?
Some limitations apply learners not holding a relevant licence, however the application descriptions outline options for practice without a licence.
Example: UEERA0044 Find and rectify faults in single phase motors and associated controls: requires a national Refrigerant Handling Licence. Where a licence or permit to practice is not held, a relevant contract of training, such as an Australian Apprenticeship, is required.
This provides options to design realistic industry environments options including contingency training that closely align to the real situation for both training and assessment.
Language in the performance criteria of the units, support the skills and knowledge to use standard and specialised tools in addition to problem solving methodologies.
The Companion Volume Implementation Guide (CVIG) offers further information and advice on licensing and regulatory requirements.
Quality Principle 5
Facilitate recognition of an individual’s skills and knowledge and support movement between the school, vocational education and higher education sectors.
Electrotechnology Training Package Case for Endorsement 36
Key features
Support learner transition between education sectors.
Equity requirements Equity reviewer comments
1. What evidence demonstrates pathways from entry and preparatory level as appropriate to facilitate movement between schools and VET, from entry level into work, and between VET and higher education qualifications?
Qualifications reviewed in this report are suitable for delivery via an Australian Apprenticeship pathway and facilitate movement between schools and VET through Career Start qualifications.
Currently, there are no specified arrangements between qualifications in this Training Package and higher education qualifications.
Quality Principle 6
Support interpretation by training providers and others through the use of simple, concise language and clear articulation of assessment requirements.
Key features
Support implementation across a range of settings and support sound assessment practices.
Equity requirements Equity reviewer comments
1. Does the Companion Volume Implementation Guide include advice about: • Pathways • Access and equity • Foundation skills?
(see Training Package Standard 11)
The CVIG includes advice on the following:
• Pathways • Access and Equity • Foundation Skills
2. Are the foundation skills explicit and recognisable within the training package and do they reflect and not exceed the foundation skills required in the workplace?
Relevant foundation skills are recognisable in the training package. They are embedded into the units, are appropriate for job roles and reflect the complexity of job tasks.

Information required Detail
Panel member’s view about whether:
• the evidence of consultation and validation
process being fit for purpose and
commensurate with the scope
• estimated impact of the proposed changes
is sufficient and convincing
The evidence of consultation and validation is
sufficient, appropriate, in context and commensurate
with scope.
There is substantial evidence that the consultation
was extensive, exhaustive and ongoing.
The impact of the proposed changes is compelling and
convincing, highlighting the changing and advancing
nature of the industry and the associated technology
implications and qualification requirements, especially
sustainability and waste reduction.
It is noted that a continuous improvement approach
has been seen as a way of achieving incremental
change to counter some of the entrenched and
traditional industrial challenges facing this heavily
regulated industry with significant change and
modernisation occurring in these changes.
The changes made will allow for units and
qualifications to comply with current templates while
maintaining the industry’s demand for clear and
standard traditional pathways which are designed to
develop safety and skills requisite to other units of
competence in a structured sequence of delivery

SECTION 2 – COMPLIANCE WITH THE STANDARDS FOR TRAINING PACKAGES 2012
Standards for Training Packages
Standard met ‘yes’ or ‘no’
Evidence supporting the statement of compliance or noncompliance (including evidence from equity and editorial reports)
Standard 1
Training Packages consist of the following: 1. AISC endorsed components:
• qualifications
• units of competency
• assessment requirements (associated with each unit of competency)
• credit arrangements 2. One or more quality assured
companion volumes
Yes
The qualification, associated units of competency and
assessment requirements meet AISC requirements as
outlined in the editorial and equity reports.
There is a Companion Volume Implementation Guide
(CVIG) that is quality assured and provides: clear guidance
on usage and contextualisation; outlines pathways;
addresses reasonable adjustment requirements and
assessment and training contexts.
Some suggestions were made for clarity and continuous
improvement for some of the units and qualifications
during the review of the units and qualifications but all
components of the package meet requirements.
Standard 2
Training Package developers comply with the Training Package Products Policy
Yes As outlined in the editorial report the units are compliant with AISC Training Packages Products Policy.
Standard 3
Training Package developers comply with the AISC Training Package Development and Endorsement Process Policy
Yes Extensive consultation involving active contribution from a range of stakeholders representing all key industry and sector areas occurred during the consultation process. This is conformed in the Case for Endorsement (CfE). The consultation process was lengthy and exhaustive and consultation was structured and frank. Consultation with AIS staff and reading of documents highlights that compliance was at the forefront of discussions as was the need to rationalise and minimalise pre-requisites. The reviewer notes from reports and evidence that there was significant industry “push back” in regards to pre-requisite requirements and that this was a key discussion area during consultation. The reviewer concurs with comments contained within the editorial and equity report, particularly the Equity report comments in relation to the lack of pre-requisite minimisation for some units.
Electrotechnology Training Package Case for Endorsement 65
Standards for Training Packages
Standard met ‘yes’ or ‘no’
Evidence supporting the statement of compliance or noncompliance (including evidence from equity and editorial reports)
Standard 4
Units of competency specify the standards of performance required in the workplace
Yes The units comprehensively address the standards of performance, context and task and contingency management skills. For some units the range of conditions (an optional section) has been used effectively to give context to the type of equipment and conditions within which the work must be performed.
The reviewer has noted and fed back to the AIS SSO
project staff that in some cases the Range Statement is
really just a repeat of the unit title or the word electrical
has been added in the Range to the existing title.
UEECD0035, UEECD0039 and UEEIC0019 are
examples. The SSO has advised that the TAC in all
cases was firm, in its resolve on the need for this
context to be specified in the Range.
This is only evident in a handful of units and a continuous improvement approach has been taken to look to improve units where minor issues were found.
The reviewer did question why conditions were put in the Range when they could sit properly within the Performance Evidence. It was made clear that the IRC/TAC and those consulted in industry wanted to use the Range of Conditions to be specific on context, application, variety and amounts. Including the Range of Conditions does allow for a variety of applications to be mentioned prior to specifying performance evidence in the assessment requirements.
At the end user point, care will need to be taken by the assessment developer and assessor to ensure that all components of the range, which often specifies volume are included. The Range will have to be used in conjunction with the Performance Evidence to ensure assessment is comprehensive and compliant.
It would be of benefit for professional development materials to be developed to help guide this process for Training Package users.
Standard 5
The structure of units of competency complies with the unit of competency template
Yes All units are compliant with the competency template as outlined in the Editorial and Equity Reports.
Standard 6
Assessment requirements specify the evidence and required conditions for assessment
Yes Assessment requirements are compliant with this standard as outlined in the Editorial Report. Performance specifies volume, where required, and a range of conditions. The knowledge evidence is exhaustive but relevant to the unit and is often exhaustive because of the regulatory and safety requirements associated with the unit. The assessment conditions specify context and resources and are specific where required and generic when not.
Electrotechnology Training Package Case for Endorsement 66

Yes The qualification complies with the Australian Qualifications Framework specification for that qualification type.
Standard 9
The structure of the information for the Australian Qualifications Framework qualification complies with the qualification template
Yes The qualification structure of AQF information is compliant with the qualification template. A weighting system is used to determine packaging requirements and this system is consistent and clear.
Standard 10
Credit arrangements existing between Training Package qualifications and Higher Education qualifications are listed in a format that complies with the credit arrangements template
Yes There are no credit arrangements in place and this is outlined in the CVIG.
Standard 11
A quality assured companion volume implementation guide produced by the Training Package developer is available at the time of endorsement and complies with the companion volume implementation guide template.
Yes A CVIG that meets requirements is available, is of high quality and has been reviewed.
Standard 12 Training Package developers produce other quality assured companion volumes to meet the needs of their stakeholders as required.
Yes The CVIG provides adequate information on implementation, pathways, delivery and range. Capacity exists to produce more information if required. SECTION 3 – COMPLIANCE WITH THE TRAINING PACKAGE QUALITY PRINCIPLES
Note: not all training package quality principles might be applicable to every training package or its
components. Please provide a supporting statement/evidence of compliance or non-compliance against each
principle.
Quality principle 1. Reflect identified workforce outcomes
Key features Quality principle is met: Yes / No or N/A
Evidence demonstrating compliance/non-compliance with the quality principle
Please see examples of evidence in the Training Package Development and Endorsement Process Policy
Driven by industry’s needs Yes This project specifically addressed the industry requirements as put forth in the Case for Endorsement and is driven by the requirements to meet the current VET standards. As mentioned industry consultation was exhaustive and detailed.
Compliant and responds to government policy initiatives Training package component responds to the COAG Industry and Skills Council’s (CISC) training package-related initiatives or directions, in particular the 2015 training package reforms. Please specify which of the following CISC reforms are relevant to the training product and identify supporting evidence: • ensure obsolete and
superfluous qualifications are removed from the system
• ensure that more information about industry’s expectations of training delivery is available to training providers to improve their delivery and to consumers to enable more informed course choices
• ensure that the training
system better supports individuals to move easily from one related occupation to another
• improve the efficiency of the
training system by creating units that can be owned and
Yes The units are compliant in all aspects and have been through an extensive consultation and development process. The Case for Endorsement clearly identifies the process undertaken, the stakeholder engagement and notes the agreement reached on qualification, assessment and unit content. The units meet Ministers’ policy initiatives as outlined in the CVIG and specifically those aligned to the 2015 training package reforms. The qualification provides for a range of specialised streams that match workforce requirements at the various qualification levels but also provide for flexibility and portability of skills across streams. The units are future proofed and address current and emerging industry trends and needs. A continuous improvement approach will ensure that the efficacy can continually be improved and the endorsed components will remain compliant. The CVIG provides clear guidance and the packaging rules are clear and specific to inform compliant and unambiguous course delivery by RTOs. As mentioned, professional development materials would help to clarify sequencing and assessment as there are significant pre-requisite requirements for a number of units. Some of these pre-requisite units then contain their own pre-requisite units. That is, pre-requisites within pre-requisites. Where this phenomenon exists, all pre-requisites are included. Where appropriate cross sector units have been included and not duplicated. There is also a classification for units that are used more generically.
Electrotechnology Training Package Case for Endorsement 68
used by multiple industry sectors
• foster greater recognition of skill sets
There are a wide range of skill sets attached to this particular submission, all of which increase specialisations and allow for the acquisition of pre-requisite units required for specialisations and technically complex units. It also allows for individuals to move more readily and transparently between occupations and sectors. The candidate can use units shared across streams to gain credit transfer, thereby increasing their portability and specialisations.
Reflect contemporary work organisation and job profiles incorporating a future orientation
Yes The qualifications and associated units have undergone an extensive and exhaustive consultation process across industry to identify current and emerging trends in electrotechnology and associated operations and to match performance requirements to current workplace requirements as evidence of competence. They have been future proofed in terms of technology and context. The safety and regulatory requirements are also met through knowledge, performance, range and assessment requirements and conditions.
Quality principle 2: Support portability of skills and competencies including reflecting licensing
and regulatory requirements
Key features Quality principle is met: Yes / No or N/A
Evidence demonstrating compliance with the quality principle
Please see examples of evidence in the Training Package Development and Endorsement Process Policy
Support movement of skills within and across organisations and sectors
Yes While no new skill sets have been developed. The revised skills set are sufficiently broad and specific to allow for relevant specialisation and upskilling and for pre-requisite requirements to be met where needed. The streaming of the qualification ensures that candidates can complete other streams building on their initial core qualification, using shared units to gain credit transfer. The structures allow for flexibility within the sector and for relevant cross-industry units to be recognised where applicable, while ensuring that standard pathways approved by industry partners still exist, and that safety and regulatory requirements are met.
Promote national and international portability
Yes The units can be used nationally across industry and lend themselves to use in international contexts.
Reflect regulatory requirements and licensing
Yes Legislative or licensing requirements are mentioned specifically and in detail where they are relevant and necessary and contexts for interstate variations are also catered for. Where completion of the unit may lead to certification this has been noted within the unit.
Electrotechnology Training Package Case for Endorsement 69
Quality principle 3: Reflect national agreement about the core transferable
skills and core job-specific skills required for job roles as identified by industry
Key features Quality principle is met: Yes / No or N/A
Evidence demonstrating compliance with the quality principle
Please see examples of evidence in the Training Package Development and Endorsement Process Policy
Reflect national consensus Yes The Case for Endorsement (CfE) highlights the consensus reached by the Technical Advisory Committee (TAC) and relevant stakeholders on content, development and need and this is confirmed by the editorial report. The reviewer notes the extensive and contentious nature of the consultation process and the successful outcome that has been negotiated and developed. The CfE specifically outlines how national consensus and all other quality Principle 3 measures were met and addressed.
Recognise convergence and connectivity of skills
Yes These qualifications relate to highly specialised and technical areas of work where specific units are required to meet the sector specific context of the work and to comply with safety and regulatory requirements. However, where cross-industry units are relevant they are included in elective streams. Where a unit of competence has a generic relevance across electrotechnology sectors it is coded accordingly and used across qualifications.
Quality principle 4: Be flexible to meet the diversity of individual and employer
needs including the capacity to adapt to changing job roles and workplaces
Key features Quality principle is met: Yes / No or N/A
Evidence demonstrating compliance with the quality principle
Please see examples of evidence in the Training Package Development and Endorsement Process Policy
Meet the diversity of individual and employer needs
Yes The qualification streams allow for a range of specialisations to meet the specific requirements of a range of different sectors within electrotechnology. Individuals wishing to transfer from one stream within the sector to another can pick up units within other qualification streams on top of their core units to gain that specialisation.
Support equitable access and progression of learners
Yes Pathways are outlined within the CVIG. Units and qualifications are inclusive in their language and are accessible. Reasonable adjustment options will be evident to assessors and end users, with guidance being provided in the CVIG. Pathways are clear and cater for progression from Certificate I through to Advanced Diploma.
Electrotechnology Training Package Case for Endorsement 70

While there are no set articulation arrangements, the higher-level qualifications cover areas that should provide some Recognition into higher education depending on the providers assessments of these units and associated qualifications on a case by case basis.
Quality principle 6: Support interpretation by training providers and others
through the use of simple, concise language and clear articulation of
assessment requirements
Key features Quality principle is met: Yes / No or N/A
Evidence demonstrating compliance with the quality principle
Please see examples of evidence in the Training Package Development and Endorsement Process Policy
Support implementation across a range of settings
Yes A compliant CVIG is available and has been reviewed. The CVIG provides clear advice to industry on context and application. Further professional development materials on sequencing and assessment would be useful to assist implementation.
Support sound assessment practice
Yes The units and the associated assessment requirements are written in plain English and have a consistent application of breadth and depth as confirmed by the Editorial and the Equity Reports. Conditions and context are accurately specified. The range of conditions provides further context. Care will need to be taken by end users to ensure the volume of performance evidence and type of equipment and methods reflects both performance evidence and range specifications.
Support implementation Yes The materials are compliant with the TGA/National Register requirements for publication. Implementation advice is provided in the CVIG that is ready for publication at the same time.
