He has also authored a second construction-related book on urban city redevelopment by ASQ entitled, A Nation Reconstructed: Quest For The Cities That Can Be released in October of 1996. An important segment of his most recent book is devoted to the contracting and rebuilding of urban structures around the country. Mr. Hart was featured (authored) in the 1998 issue of DESIGN-BUILD MAGAZINE on "Reconstructing the nation's distressed urban areas will require fresher ideas and more flexible contracting" with a focus on public works projects at the local level. In addition, his first book pertaining to architectural/ engineering and construction is a text being used by many construction companies around the country. “I paid my dues in the fi eld,” notes Roger, who worked as an engineer and as a licensed builder on the East Coast before joining Fluor Daniel, one of the world’s largest and most diversi-fi ed construction services and design fi rms. As a Director with the $18-bil-lion+ construction conglomerate, he oversaw massive projects and helped manage thousands of employees. Among the myriad of lessons learned, Roger says, was the importance of a strong leadership team. “I’ve learned that management will make or break a project,” he asserts.

With master’s degrees in math-ematics and physics with emphases on engineering-related fi elds, Roger offers a unique perspective that blends theory and practice. In addition to teaching construction courses at the University of Massachusetts, he has also penned two books: A Nation Reconstructed: A Quest for the Cities That Can Be, and Quality Handbook for the Architectural, Engineering, and Construction Community. implement new ideas and was faced with someone telling me, ‘That’s not corporate policy,’” he recalls of his motivation to go solo. “So, I decided to start my own corporate policy!” he chuckles.

Though he “started small,” Roger notes that he has consistently doubled and tripled his volume. The company’s focus, he states, is primarily on residential construction in Orange County, with a specialty on estate homes ranging from $3.5 to $10 million. Still, RDH Group Development Corporation has had a hand in an impressive range of projects including California’s Pasadena Design Center and the currently under development Williams Springs Equestrian Estates, as well as highway and commercial projects in Canada and Fiji. Driving every project that RDH Group Development Corporation handles, says Roger, is a promise of exceptional quality at a reasonable price.

to detailed planning, he also uses contractor incentives and handles much of the upfront work in order to reduce wasted funds. “We usually handle grading, most of the underground and road work, steel construction, curb fi nishes and foun-dations,” Roger explains. “By the time our subs are on site, we’re able to be more competitive in our bidding. It translates into a better level of service for our customers.

For Roger, who has served on the board of examiners for the prestigious award, there is simply no better path to success than to follow the detailed standards and criteria upon which the award is based. He also taps into his experience as a senior judge for the Secretary of the Air Force Unit Award, a judge for the USA Today/RIT Cup, and the boards of American Society for

Quality (ASQ), in implementing the highest levels of quality processes and services.

Ultimately, a builder and developer is only as good as his product. Both Roger and his homes have been lauded by cli-ents and professionals alike for beauty, quality and attention to detail. Among the current projects RDH Group Development Corporation is handling, is an enclave of 10 luxury custom homes in Capistrano Beach “with magnifi cent views of the ocean.” While the homes feature designs based upon Tuscan themes, Roger notes that each is unique in its appearance. “There’s an original look, a distinct style, for each home,” he says. “We’re offering a range of looks within the Tuscan architecture, for a neighborhood that is fl uid and congruent, that avoids the ‘cookie cutter’ syndrome.” Sizes range from 4,000 to 5,000 square feet of living space, and each home features a convenient “lower-level” basement and roof decks with fi replaces.
