CARRATHOOL SHIRE COUNCIL RUNNER UP FOR SAM SAMRA AWARD Carrathool Shire Council is proud to announce that it was awarded the Sam Samra
runner up award in the category of Water Supply Services for Small Local Water
Utilities at the Local Government NSW Water Management Conference held 5
September 2017.
The Sam Samra Award recognises improvements in best practice service delivery
by Council in Water and Sewer Services. Finalists and winners are determined
based on an assessment of performance data from the NSW Water Supply &
Sewer Performance Monitoring Report and the NSW Water Supply & Sewerage
Benchmarking Report.
This award celebrates the late Sam Samra’s achievements in contributing to
marked improvements in the performance of local water utilities in Regional NSW
Congratulations to the Water & Sewer team, Anthony & Josh (Goolgowi), Chris
& Andrew (Rankins Springs), Nathan & Chris (Hillston) and Manager Sam
Chaudhari for their efforts.
OXLEY EXPEDITION 200TH ANNIVERSARY The Mayor Peter Laird welcomed visitors to the Oxley Rest Stop in
Rankins Springs for the unveiling of a plaque commemorating the 200
year anniversary of John Oxley exploring the area.
A great crowd gathered to hear excerpts
from Oxley's diary in relation to his trip,
including the trials and tribulations.
The plaque was unveiled by Jean Guiton,
local historian. Visitors walked the trail to
the actual site where he traversed the
countryside and crossed what is now the
Mid-Western Highway.

Audit Committee
Council were informed that the Audit Committee process was difficult with only one nomination
received, Council staff contacted community members to obtain another member for the committee.
The Audit Committee members nominated are, internal Cr Darryl Jardine, external David Maxwell, Wagga
(Chairperson) and John McKeon, Hillston.
Delivery Program 2017/18 to 2020/2021
Council resolved to adopt the Delivery Program 2017/18 to 2020/21. The delivery program includes actions
and performance measures provided from community workshops that focus on strategic objectives outlined in
the Community Strategic Plan and includes Council’s four year budget projections.
The 2017/18 year actions from the delivery program will be translated into Council’s operational plan.
Road Hierarchy
Council resolved to adopt the amended Road Hierarchy. The amendment to the hierarchy was a new category
inclusion ‘School Bus Routes’ these roads have been classed priority roads.
Related Party Disclosure Policy - Public Exhibition
Council moved to adopt the Related Party Disclosure Policy, following an exhibition period of 28 days.
A copy of the policy is available for public inspection at the Goolgowi Shire Office, Hillston District Office;
Hillston Library and Council’s Website www.carrathool.nsw.gov.au.
Submissions in writing, addressed to the General Manager will be received until 4.15 pm Wednesday
18 October 2017. Prior to formal adoption of the draft policy, Council will take into consideration any
submissions that have been received.
MEETING MATTERS
WATER & SEWER NEWS Rankins Springs Raw Water Supply System
Rankins Springs is currently experiencing dirty water due to the very low storage level at the Billings Road
water storage dam. This dam is the only source for the Rankins Springs system while Murrumbidgee Irrigation
close their channel for annual maintenance.
This year Murrumbidgee Irrigation have significant asset replacement works scheduled which are running
longer than expected.
Water Meter Readings
Council would like to notify residents that water meter readings are being conducted
between 25 September 2017 and 13 October 2017. Please ensure all gates are unlocked
and dogs are restrained during this period. If Council officers are unable to read your
meter due to these issues your account will be issued with an estimated reading.
Mains Replacement – Hillston
Council is planning to replace a major intersection of the water network at the corner of High Street and Haines
Street; this will affect some of the properties around that section, with the majority of Hillston remaining
unaffected during this interruption. Council will notify affected residents prior to works commencing.
Hillston Water Pressure
Council is working with the NSW Fire Service, regarding Lachlan St pressure and flow issues with some of the
hydrants being replaced during the school holidays. Water will be turned off for a day during these works.
Water interruption notices will be sent to the affected properties.
Goolgowi Sewer Ponds
Council has recently completed the relining work of three of the Goolgowi sewer ponds. The rest of the ponds
will be isolated and let dry out for works to be carried out in the next round of relining works in 2018-19.
Sewer Chokes
Council would like to remind residents not to flush anything that does not dissolve in water down the toilets
into the sewer system. These items include the following:
* Nappies * Plastic bags * Tissues * Cotton makeup removing pads
* Paper towels * Cigarette butts * Latex gloves * Condoms
* Clothes dryer sheets * Cotton ear buds * Sanitary products * Any type of plastic
* Disposable wipes – including baby wipes & antibacterial wipes.

MAGPIES SWOOPING Magpies are characteristic of the Australian urban environment and their social behaviour and
distinctive song provide enjoyment for many people.
Magpies pairs breed in Spring (August – October) and with this comes the magpies natural
behaviour to defend the territory around their nesting site. This may result in magpies swooping either
people or pets who they perceive as a threat to their nest around this 8 week period.
Reduce your chances of being swooped!
Do not deliberately provoke or harass the bird as this may make them more aggressive
Take care as injuries can occur as a result of the birds striking
Walk out of the birds territory immediately
Avoid the swooping area by taking an alternative route
Wear a large, wide brim hat and sunglasses or carry an open umbrella
Keep an eye on the bird as this may discourage attack
Make a temporary sign to warn others.
MAGPIES AND THE LAW Magpies are protected throughout NSW and it is against the law to kill the birds,
collect their eggs, or harm their young.
If you feel a magpie is a serious menace, it should be reported to the local council or
nearest National Parks and Wildlife Service office.
RANGER DAVE’S REPORT
MICROCHIPPING DAY - A HUGE SUCCESS In November 2016 Council received funding as part of the NSW Government
Responsible Pet Ownership Program. As a result to date a total of 125 dogs have been
microchipped.
Council’s free microchipping day held on 26 August 2017 was a great success, with
approximately 40 dogs chipped. Ranger David Treton said he was impressed with the
turn out at both Goolgowi and Hillston.
DEVELOPMENT PROPOSAL DEVELOPMENT APPLICATION 2018/010, LOT 2 DP703719,
‘BRINGAGEE’ MURRUMBIDGEE RIVER ROAD, BENEREMBAH Council has received a Development Application for two (2) Irrigation storages with cumulative capacity of
7,000ML on Lot:2 DP:703719, ‘Bringagee’ Murrumbidgee River Road Benerembah, in accordance with s.79 of the
Environmental Planning and Assessment Act 1979. Council hereby provides Notice of the proposed development,
which will also be assessed as Designated development.
The name of the applicant is Webster Southern Ag Pty Ltd and the Consent Authority for this development is
Carrathool Shire Council, PO Box 12, Goolgowi NSW 2652.
The proposed development consists of the construction of two (2) above ground irrigation storages for the purpose of
holding river water, tailwater and stormwater associated with the irrigation on Bringagee.
The proposed development is Designated Development under the meaning of s.77A of the Environmental Planning
and Assessment Act 1979.
The Development Application and supporting documents may be inspected at the offices of Carrathool Shire Council
located at 9-11 Cobram Street, Goolgowi and the Department of Planning & Environment Offices from Monday 25
September 2017 up until close of business on Friday 3 November 2017.
During the time of public exhibition up until the close of business on Friday 3 November 2017 any person may
inspect the documents and make written submissions to Carrathool Shire Council concerning this proposed
development and if the submission is made by way of objection, the grounds of the objection must be specified in the
submission.
Any person who makes a submission by way of an objection and who is dissatisfied with the determination of
Carrathool Shire Council to grant development consent may appeal to the NSW Land and Environment Court.
Any submissions received regarding this Development Application will be considered a public document.

COMMUNITY TRANSPORT DRIVERS Council is seeking suitably qualified and motivated individuals
for Casual Aged Care Field Officer/Community Transport
positions. The key functions will be to provide care and
assistance to aged care clients and clients with a disability.
This position is based at Hillston and will be offered on a casual
basis. A minimum of 10 hours per week will be offered and up
to 30 hours per week dependent upon requirements.

Council is seeking a suitably qualified and motivated individual
for a Corporate Services Coordinator position.
The Corporate Services Coordinator key functions will be to
ensure administration support to Council to enable the efficient
and effective functioning of Council’s offices.
This full time position is based at Goolgowi. Hours of work are
35 hrs pw with a rostered day off once a month. Salary will be in
the range of $1,185.14 to $1,291.81 pw negotiable dependent
upon skills, qualifications and experience.

COMMUNITY NEWS
Funding applications submitted for
key community projects
Funding applications have now been
submitted for three key community
projects in Carrathool Shire. These are
the refurbishment of the Hillston
Swinging Bridge, the building of a
walking trail in Desatholon Park in
Hillston, and the construction of a
state of the art skatepark in Goolgowi.
Council appreciates the strong interest
and letters of support received from
the community for these projects.
Such interest and support certainly
strengthens our funding case. The
results our applications should be
available mid-November 2017.
The funding applications were made
during the first round of the NSW
Government Stronger Country
Communities Fund. A second round
will open in early 2018, so Council is
keen to hear from community
members and groups regarding
possible projects for consideration.
Remember projects have to be “shovel
ready” and be centred around
community infrastructure.
Promotional filming in Carrathool
Promotional filming took place around
the Shire during the month. Carrathool
hosted a film crew from the
Department of Education and Training
who were shooting footage for a video
to promote the area’s recreation and
lifestyle options for teachers intending
to transfer to rural areas. Once the
video is completed, Council will be
able to incorporate the images in
promotional uses for our Shire.
Outcomes from Small Towns Big
Ideas Workshops
It is pleasing to see that one of the
working groups from the recent Small
Towns Big Ideas Workshops is
liaising with Council during the initial
concept stages of the Desatholon Park
walking trail project.
The group is working on a number of
walking trails throughout Hillston, and
the Desathalon Park project fits neatly
within their plans.

Development Board meets in
Carrathool Shire
A Federal agency with key links to
Canberra held their Board Meeting in
Hillston recently.
Regional Development Australia
Riverina is part of an Australian
Government initiative based on
building regional partnerships and
ensuring that all governments and
stakeholders are responsive to local
priorities and needs.
It is a conduit between government
and local communities, and a provider
of information.
The Mayor and General Manager took
the opportunity to give the RDA
Board a comprehensive briefing on
economic development matters
relative to our Shire, as well as the
opportunities and challenges for the
future.
Carrathool Shire Being Considered
to Host International Reality TV
Show
A number of locations within our
Shire are being considered to film an
international reality television show.
The concept of the show is that a
jackeroo or jillaroo arrives in Australia
with no outback or farm experience,
and the show follows their progress on
their host property from a raw recruit
to a seasoned worker.
The filming is expected to take place
over a six month period. Council is
liaising with Destination NSW on this
project. Given the large number of
backpackers needed in our agricultural
industry, this TV show would be a
great promotional opportunity for our
Shire.

Corynnia Station hosts Heritage
Rail Visitors
Carrathool Shire’s Corynnia Station
played host recently to a group of
visitors from Sydney who had
travelled out to the Riverina on a
charted Heritage Rail Trip.
Whilst at Corynnia, the guests had a
chance to tour the property, as well as
having a gourmet lunch in the
homestead gardens.
The Heritage Rail Trip was one of the
many events featured in this year’s
Taste Riverina Festival.
