City Specifications

• Carpet and pad/cushion must meet the low emission requirements of the Carpet and Rug Institute’s (CRI) Green Label Plus Program or California’s Section 01350 specification.

• Carpet must not contain polybrominated diphenyl ether (PBDE) flame retardants.

• Carpet manufacturer must meet the Carpet America Recovery Effort (CARE) recycling goals.

• Vendor must have in place and provide City with a copy of Vendor’s End of Life Product Program with bid submission. This program must include information on reclamation and recycling of existing carpets and for new carpet products pro-vided under the terms and conditions of the CARE agreement. Reclaimed carpet must not be disposed of in landfills or sent for incineration.

• Adhesives used in the installation of purchased carpet products cannot exceed the Volatile Organic Compound (VOC) limits of 50 grams/liter established by the South Coast Air Quality Management District.

Modular (carpet tile) and broadloom (rolled) carpet are installed as part of new construction, remodeling or replacement projects. The city strives to buy carpet that is both attractive and sustainable. The carpet industry has become a leader in sustainability thus making this possible.

Purchasing carpetCarpet selection, purchasing and maintenance are typically coordinated by the Architecture Services Division, the Purchasing Section and Facilities Maintenance.

• New carpet - contact the Architecture Services Division at 458-2205.

• New construction or major remodels – contact Architecture Services Division at 458-2205.

• The Purchasing Section will direct any carpet inquiries to Facilities Maintenance or the Architecture Services Division.

Surprising factsDid you know that over 19 billion feet of carpet are produced in the U.S. annually? The approximately 2.44 million tons of old unwanted carpet generated each year is more than enough to completely cover New York City if laid flat on the ground.

What do I do with my old carpet?Every effort should be made to have: 1) the vendor that installed the carpet originally, or 2) the vendor that will be installing the new carpet to take the old carpet and recycle it. If neither of these efforts works, contact Resource Recovery and Recycling Division at 458-5706.

LEED for Existing Buildings: Operations and Maintenance credits availablePurchase of carpet that qualifies for recycled content (60% recycled by weight), extended producer responsibility, and material ingredient optimization count towards MR credits.
