Biographical Outline

Caroline Werner was born in Rochester, New York on January 22, 1894, thedaughter of Lillie Boller Werner and New York State Court of Appeals JudgeWilliam E. Werner. She attended public schools in Rochester until the 8th grade,went on to Miss Hake's School (1908), The Columbia School in Rochester (1911),and Rosemary Hall in Greenwich, Connecticut (1914). She also spent a yearat "Pension Glucker,"a girls' school in Munich, Germany and traveled extensivelythroughout Europe.

Frank Gannett came to Rochester early in 1918. Through a friend in Elmira,he was introduced to Mrs. William Werner. During the visit he met her youngestdaughter Caroline. He was forty-two. She was twenty-four. Despite the agedifference, Frank and Caroline fell in love and, after less than two months, becameengaged. On March 25, 1920, they were married in Rochester. They had twochildren, a daughter, Sarah Maria (Sally), born in 1923, and an adopted son,Dixon, born in 1929. Mrs. Gannett traveled extensively in North America andin Europe. She maintained homes in Rochester, New York and Miami Beach,Florida.

A strong supporter of her husband's business and political careers, Mrs. Gannettcampaigned activelyfor her husband when he sought the Republican nominationfor the presidency in 1940. She also served as a board member of the GannettCompany, as Vice President and Director of the Gannett Foundation, and wasinvolved in the Frank E. Gannett Newspaperboy Scholarships and the GannettYouth Center. Remaining active in politics after Frank Gannett's death, she wasco-chairwomen of the Senior Americans for Nixon-Lodge Committee in 1960.

Caroline Gannett's social and civic works were numerous. She served on the

Board of the Convalescent Hospital for Crippled Children for twenty-fiveyears,beginning in 1918. She was appointed by Governor Thomas E. Dewey as amember of the War Council of New Yorkand worked in centers caring for childrenof war plant workers during World War II (1943-1945). She also served as Vice-Chairwoman of the First Aid Department of the Rochester Chapter of theAmerican Red Cross (1941-1944),as a member of the Honorary Board of Patronsof Hartwick College (1944), as honorary chairwoman for the Lights-on-for-the-Blind Drive of the Rochester Eye Bank (1958), and as a member of numerousother social and civicorganizations, including the Chatterbox Club of Rochester,Allendale Country Day School, Rochester Junior League, Rochester Chamberof Commerce, Brighton Garden Club, and the Bath Club of Miami Beach. In

1947she becamethe firstwomanto serveon the Boardof Regentsof theUniversity of the State of New York, a position she held until 1963. She was

affiliated with the Syracuse University Youth Development Center (1958-1961)and participated in the 1960 White House Conference on Children and Youth.

Caroline Werner Gannett received many awards and honorary degrees forher civic and philanthropic activities, including ones from Alfred University,Keuka College, Bradley University, Syracuse University, the University ofRochester, Springfield College, Elmira College, and Ithaca College. She diedon January 4, 1979 at the age of eighty-four.

The White House Conference on Children and Youthhas been held everyten years since it was first originated by James E. West and sponsored by PresidentTheodore Roosevelt in 1909. The purpose of the conference is to assess theneeds and conditions of children, and the theme of the 1960 conference was"to promote opportunities for children and youth to realize their fullpotentialfor a creativelifein freedomand dignity;'The 8,000participantsofthe conferenceheard and discussedproblems typicalof the 1960s;focuswasleveledon largerfamilies,changingpopulationproblems,increasednumbersofwomenand youngpeople entering the work force,unemploymentproblems, broken homes, outof wedlockbirth increases, the rise in juvenile delinquency and shortages ofprograms for assisting the juvenile offender,substandard housing and slumsin rural areas and inner cities, health problems in children such as blindness,birth defects, mental illness, immunization, carcinomas, and poor nutrition.Proposalsfor changesin legislation,education,governmentfunding,and medicalcare were discussed, as well as future trends in these areas.
