A Carletonville man was brutally at-tacked and stabbed by three unknownassailants while a nearby security gu-ard allegedly stood by and watched wit-hout going to his assistance. Three uni-dentified men approached him, andwithout warning, attacked. A fiercefight followed as Mr Kock attempted todefend himself. He was stabbed threetimes in the back before his attackersfled, taking R200 in cash and MrKock’s keys.

Verskeie van dié tak se lede het on-langs tydens die VLU se jaarlikse kon-ferensie in Potchefstroom meegeding.Die tak het die tweede meeste punte be-haal in borduurwerk en vir masjien-werk ‘n derde plek behaal. Vir hand-breiwerk spog Losberg met ‘n eersteplek en hekelwerk het hulle ‘n tweedeplek besorg. Die tak het ook ‘n derdeplek in die bak-afdeling behaal.

Die Losberg-tak was ook tweede indie afdeling vir die tak met die meestepunte.

Verskeie van die tak se lede het ookindividueel presteer.

This man is wanted by the policefor sexually harassing a school girland robbing her at knifepoint.

The suspect apprehended thegirl as she was walking fromschool. He took the girl’s cell pho-ne and kissed and fondled her,claiming that he loved her. He alsosexually assaulted her, enquiringwhether or not she was a virgin.Threatening to destroy her familyand friends, he fled the scene. Thegirl went back to school to reportthe incident to her teacher.

The suspect is apparently aslender 20-24-year-old, light incomplexion man and was spea-king English. He was wearingblack pants with a red top and apitch hat, and carried a kitchenknife.

Any information on the manshould be reported to the Carle-tonville and Westonaria police.The case is being investigated byWarrant Officer Visser and peoplewho see the suspect can call theirnearest police station.

A cashier and a salesman were assaul-ted during an armed robbery at a well-known business in Carletonville lastweek.

Five suspects entered the Carleton-ville Cash Crusaders store on EmeraldStreet at around 14:00 on Tuesday af-ternoon, 31 March. Two of them, oneof whomwas armed, initially came intothe shop as customers, pretending tobe interested in the phones. Anothertwo entered another part of the shopthrough a regulated gate. As they camein, one took out a firearm while theother dragged the cashier out from be-hind the counter to the storeroom atthe back, demanding money. The ar-med suspect appeared to be young andinexperienced and struggled for a mo-ment to load the weapon.

The cashier was instructed to getdown on the floor and was tied up, justbefore a customer came in unexpected-ly. After demanding money from her,too, they also led her to the back.

One of the suspects pointed a gunat the other cashier at the entrance ofthe store and ordered her to get down.He then jumped over the counter andemptied the cash register. He forcedher to the back of the store where heassaulted her and demanded to knowthe combination to the safe.

The assistant manager, who was inthe store at the time, only found outabout the robberywhen shewent to thebathroomandheard someonewarningsomeone else not to call the police. Sheimmediately alerted her employer, Ci-ndy Smith. Meanwhile, a salesmanwas also kicked in the head and admit-ted to hospital as a result.

The fifth suspect entered during acommotion which had ensued whenother customers realised what was ta-king place and they ran out.

Employees from the CNA next dooralerted the police, but the suspects hadalready fled on foot with the money inan unknown direction.

The police are looking for any infor-mation that can lead them to the fivesuspects who were involved in the rob-bery.

Three unknown men forced theirway through a security gate of a shopin Blyvoor recently.

The owner of the business repor-ted that he was working alone in the

store at around 19:30 on 28 March inthe evening. Three men forced the se-curity gate open and one pointed a fire-arm at him, demanding money.

His accomplices took money fromthe counter, airtime valued at R1 000as well as a camera and decoder before

fleeing the scene.The suspects were unmasked,

but one was wearing a black bullet-proof vest.

There were no witnesses to therobbery and the case is still being in-vestigated.

The police are looking for aman who recently stole par-cels from a business aftermasquerading as a deliveryman.

This man was capturedon the camera footage ofPrint.com in Carletonvilleafter stealing an orderedparcel.The box was delivered by

a delivery man on the 24March. The thief who tookthe parcel was also wearinga blue overall jacket.

After the bona fide mes-senger delivered the parceland then left, the suspectwent out with him only to re-turn a few seconds later. Hetold the woman behind thecounter that it was a wrongorder. After receiving them,he fled the scene with thebooty. The parcels, fromAvon and Justine cosmetichouses, were valued at R6000. Carletonville police arelooking for the suspect andthe only picture that wasfound was the one from thecamera footage.

Thepoint towhich crimehas recentlyescalated in our area has become ter-rifying to many.

After reporting on so many inci-dents of house and business robbe-ries, as well as rape cases, I personal-ly feel concerned for the victims. Cri-me is terrorism on a small scalebecause people are living in fear andour town does not feel safe anymore.It seems as if Merafong has becomea target for dangerous thugs who, Ibelieve, are not from this area. Theycome here not just for money, butthey actually have intentions toharm.

It is a horrifying thought to knowthat there are such people around,and to think that you may be next, ishell on its own because you don’tknow if you’ll be lucky to survive.

I do not know what can be doneto stop this whole fiasco, but many

people are resorting to other means ofprotecting themselves because this hasbecome a matter of life and death. So-mething has to be done about this befo-remore people are harmed. Somehow,police visibility and security reinforce-ment have to be stepped up to combatthese criminal activities.

Overall, this is a serious issue thathas to be brainstormed by the commu-nity, SAPS and the municipality to findways to work together to create a saferMerafong.

The situation has led to many peoplebeing too afraid to walk the streets alo-ne or to go out at night.

This shows that these criminals arewinning. More thought has to be put in-to fighting this battle.

If more thugs get punished, otherswill see that this is not the place forthem to be because we do not toleratethis kind of intimidation.

It is not pleasant to live in fear, and

the after-effects are sometimes evenworse.

Somehow we have to join forcesand not let these criminals get awaywith these crimes.

The justicemust also implementhe-avy punishment on such offenders toensure that they are removed from so-ciety.

The time has come for crime to becompletely eradicated.

It can only happen if there is somesort of social cohesion from the exis-ting organisations in partnership withthe community.

Crime is everyone’s responsibility,we need to take this bull by the horns.

The whole community must workas a unit and not expect the police tohandle the situation on their own.

It will obviously not be an easy warbecause crime will always be there,but the rate at which it has increasedis definitely not acceptable.

Instead of conveying rain water, a newstorm water channel was directing lea-king sewage into a river this week.

The Herald reported last week thatcontractors at a building site next toHangananiPrimarySchool inKhutsongExtension 3 had built a large ditch todivert sewage in the direction of theWonderfonteinspruit. Despite the mu-nicipality’s assurance that a “honeysucker” truck would be sent to the siteto remove the excess sewage, conditi-ons still looked grave when the Heraldvisited on 2 April.

Mr Chuku Kerileng from the Khuts-ongCrisis andDevelopmentResolutionCommittee, is one resident who is con-tinually trying to alert the municipalityto the problems inExtension3. He sho-wed the Herald how contractors hadseemingly covered up the site of the se-wage leak with soil. As a result, sewagewasbubblingupbetween the large spoilheaps.From here, it flowed down the brand

new storm water channel built by thecontractors to the Wonderfontein-spruit. Whoever was responsible forchannelling the sewage, apparently hadno problemwith the consequential pol-lution of theWonderfonteinspruit. Thisriver flows through the area, later joinsthe Mooi River and flows into the Bos-kop Dam, which supplies Potchef-stroom with drinking water.

“The MMC’s (Members of the Mayo-ral Council) are not concerned about usbecause theydonot live in this area. Yousee trucks removing sewage in otherareas but not here,” Kerileng complai-ned.He also showed theHerald how sewa-

ge problems inother areas of Ex-tension 3 conti-nue, unchecked.In one of thestreets, sewagestreamed from amanhole, floodingmost of the road.Children, pensio-ners and other re-sidents had tomake a wide de-tour to avoid thecesspool. Theconditions wereno different towhen the Heraldvisited the samestreet on 16 Fe-bruary, a monthand a half ago.

In anotheryard, sewage stillstreams from amanhole, in verymuch the sameway as when theHerald’s journa-

list visited the same yard about six ye-ars ago.Kerileng also showed the He-rald how the other newly-built stormwater channel, situated to the Westernside ofHlanganani,was also still not be-ing used for the purpose for which itwas intended. This channel was not lin-ked to any visible storm water outletand was several hundred metres awayfrom the closest visible place fromwhich storm water could come. A roadand an illegal rubbish dump were alsoblocking the path of possible stormwa-ter. “I do not knowwhy themunicipalityspentmillionson these channels.Thereare bigger problems facing the commu-

nity in Extension 3, such as a lack ofhouses,” Kerileng added.“The channelis attached to the new road that is cur-rently under construction. The channelis meant to collect storm water and di-vert it away from the new road,” amuni-cipal spokesperson replied to questi-ons on the matter. “There is a contrac-tor that is appointed to reroute thesewer line due to sinkholes on the exis-ting line. New HOPE pipes will be usedfor the rerouting of the sewer line. HO-PE pipes are suitable for dolomiticground where ground movement af-fects wet services. Due to large dolomi-tic rock banks on the new route for the

pipe, the project has been delayed. It isanticipated that completion will be to-wards the end of April 2015. Council iscurrently in theprocurementprocessofreplacement of old agedwet services in-frastructure in the entireKhutsong.Thewet services pipes will be replaced withHOPEpipes.Currentlywet services runmid-block in Khutsong which affectsthe ability of Council to address issues.The project will relocated wet servicesout the mid-block to enable the accessand will address the services obstructi-ons currently experienced. This is amulti-year project,” the spokespersonconcluded.

During thepastweeksresidentsofExtension5andKhuts-ong Extension 3 protested over a lack of services in theirareas.Protests have damaged various roads in our area. The

road between Oberholzer and Welverdiend is pock-mar-ked with black spots, left behind by the various protests.Last week some protesters even damaged road of moto-rists who tried to drive in the area that they blockadedthe road at Welverdiend. Vehicles were also recently da-maged during a protest in Extension 3.Although protests, for reasons such as these cannot be

condoned, many residents, with reason, feel that protes-ting is the only way by which they can have their voicesheard. Inoneof the yards inKhutsongExtension3, aman-hole has been overflowing on and off for the last six years.In the same area politicians have been promising resi-dents for years that new houses will be built. Especiallyin this area the argument that there is not enough moneyfor the upgrades does not make sense as seemingly use-less storm water ditches were recently built.According to residents these ditches were not the big-

gest priorities in the area, as other issues such as housingneed much more attention. In the meantime residents inExtension 5 has to deal with issues such as various leaka-ges and no refuse removal. The latter also leads residentsto develop the habit of throwing their rubbish in openyards as they do not have access to dustbins, as they haveno other way to keep the areas around their houses freeof rubbish.The longer thesepeopledonothavedustbins, the longer

it will probably take them to get rid of this habit once theydo receive adequate services from themunicipality again.The sooner the municipality deals with the problems inthese neighbourhoods, the easier it will not only be for theresidentsneeding theservices, but also for themunicipali-ty itself as there will be fewer extra problems linked to theissues.

I took my daughter for herdriver’s licence appointment inFochville on Tuesday 17 March2015.It was nice and quiet – there

were only about sevenof us in thequeue. My daughter wentthrough the whole process of fil-ling in forms and having her eyestested. After the eye test, theytold us to go over and make adriving test appointment at thepay point.

Before we could say anything,the clerk just handed us a prin-ted piece of paper with an appo-intment date of 5th May 2015.We told her this date was not ac-

ceptable asmydaughterwas dueback in the Eastern Cape on 13April to start her course, so shewould not be here then. I askedthe clerkwhy she hadn’t checkedwith us first as towhether the da-te was acceptable before proces-sing it, and she responded bysaying it wasn’t possible. Shesaid the systemautomatically ga-ve the date and she couldn’t can-cel it. I asked someone else, butthey confirmed that the new sy-stemdoesnot allowour givenda-te to be cancelled, and told usthat we could only make a newappointment once that appoint-ment date hadpassed.Oneof theladies suggested that a statementfrom thepolicemayhelpwith the

cancellation. Wewent to Fochvil-le Police Station where they issu-ed a statement saying thatwewe-re not given a choice of dates andtherefore asked that it be cancel-led. I then phoned theDrivers Li-cence Head Office in Johannes-burg and they confirmed that thenew system doesn’t allow for ap-pointments to be cancelled. I ex-plained that they hadn’t checkedwhether the date was acceptablewith us first before processing it,but she was unable to help.

I find this whole processunacceptable and somethingneeds to be changed in the sy-stem. How can anyone just giveyou a date without you having achoice in the matter?

A mine house in Carletonville is cur-rently causing headaches for the autho-rities as well as people living in thearea.

According to people staying in thevicinity of the house, which is locatedinUmgeni Street, tenants staying in thehouse have been causing problems forsome time.

Not only has the yardbeen in aunhy-gienic state several times, but the occu-pants often have several dogs in theyard.These animals are often so thin and

hungry that neighbours have to feedthem.When the animals become ill, thepeople staying in the yard apparentlyalso do not get themmedicine or medi-cal attention, but allegedly rather waitfor them to die and then drag their car-casses to open standsnearby.

According topeoplein theneigh-bourhood,the tenantsalso oftendump alltheir rub-bish on open stands inthe area rather than inmunicipal rubbish binsfor collection.As far as could be de-

termined, some of theproblems also stem fromthe fact that the currenttenants are not employeesof the mining house towhich the house belongs.Apparently, the employeetowhom the house is offici-ally rented out, stays so-mewhere else while sub-letting rooms in thehouseto tenants.

“We have often tried tospeak to the people, askingthem not to make such amess andto take better care of their dogs, butthey just ignore us,” one of the peo-

ple staying in the area told the Heraldrecently.As far as could be determined, peo-

ple in the area have also reported theproblem to the mining house owningthe property, but no permanent soluti-on has been found up to date.

When the Herald visited the house,five or more black dogs, at least one ofwhich suffered from mange, could beseen in the yard. More than 20 appleboxes, which looked exactly like a boxin the yard of the problem tenants, we-re strewn across open stands in the sa-me street.

The carcass of a dog which, accor-ding to people in the area came fromthe ‘problemyard’, was also thrownon-to one of the open stands.

An inspector from theCar-letonville SPCA (Society forthe Prevention of Crueltyto Animals), Ms René Vil-joen, confirmed that theSPCA had to intervenewith the way that the te-nants treated their dogsbefore.

“There was no res-ponse to our writtenwarning to take bettercare of their animals. Wealso had no joy when weasked the mine to help us

with these people. In the end,I had to call the health de-

partment myself, to get ahealth inspector to come andlook at the property. That was

done shortly afterwards,” Vil-joen told the Herald this week.Shealso confirmedallegationsbyother people in the area that, inone instance, a dog stolen else-where in town was found tied upin the backyard of the problemhouse.Viljoen indicated that, although

it is not SPCA policy, she once hadto remove a dog that was seriously

ill after no one at the property respon-ded to let SPCA inspectors into theyard. The particular dog, whichwas al-most identical to thedogwhose carcasswas recently dumped near the house,had to be put to sleep as a result of itsillness.

Because of these problems, the He-rald contacted Sibanye Gold, the mi-ning house to which the house belongsfor comment on the matter.

“The tenant residing at the mentio-ned address, was counselled on the is-sues raised which included: propertyupkeep, sub-letting and his pets. Hewas then given an opportunity to rectifythe situation.Upon inspection in December, he

was found to be in compliance with hislease agreement and the conditions setfor him to rectify the situation. It is re-grettable, that he has regressed and wewill be investigating the matter onceagain and take appropriate action,” aspokesperson for the mine, Ms SantieKeyter, said on behalf of Thabisile Phu-mo, the mine’s vice president commu-nications.

“The municipality cannot police allneighbourhoods at all time to preventpeople from dumping their rubbish.The very same residents who complainabout rubbish being dumped know ve-ry well who the offenders are, but donot address the problem with thosewho cause the problem.Communities need to take responsi-

bility for their own environments. Ca-ses, where rubbish has been dumpedillegally, can be reported to the munici-pal solid waste section at (018) 7889848,” a municipal spokesperson res-ponded to questions on the matter.

“In terms of the council by-laws aperson is allowed to keep four dogs ona normal residential property.Where more dogs are kept and they

create problems for the neighbours thematter can be reported to the Depart-ment of Public Safety for investigati-ons.If found to be in contravention of the

municipal by-laws, the dogs can be im-pounded,” the municipal spokesper-son added.

ken pipe is already in the process of be-ing addressed. The equipment to ad-dress the problem was utilised to ad-dress other urgent issues elsewhere.The old KokosiWasteWater TreatmentWorkswas previously fenced off to pro-hibit unauthorised access. The fencewas stolen and, therefore, the workspremises are nowopen for unlawful ac-cess by community members. Fencingof theworkswith the high risk of repea-ted theftwill lead to fruitless andwaste-ful expenditure by the municipality,”the municipal spokesperson said.“A number of future uses for the faci-

lity are being investigated. One possibi-lity is the utilisation of the facility by amining group, the other is to refurbishthe facility and to recommission it assewerage works in the future. canbe used to decorate homes and offi-ces; Ditoro Dream Designs a homeg-rown African print clothing label alsoexhibited their items; and a local artist,Naftali, who hand-makes photo framesand replicates building images ontophoto frames using matchsticks wasalso present to showcase his work.Another local entrepreneur known asTshepiso exhibited the jewellery andhandbags that she sells.The Kawaida group decided to host

a pop-up shop in order to show youngpeople that they cando somethingmea-ningful with their lives by utilising theirtalents to create wealth instead of wai-ting for the “perfect opportunity”.They have held several transforma-

Despite various promises by themuni-cipality, no new houses have been con-structed in Khutsong Extension 3 sofar.

In November last year, the Heraldreported that residents were unhappybecause they had been under the im-pression that a new project to buildhouses inExtension3would commen-ce on the tenth of that month. For ye-ars, people in the area have been com-plaining that there are still no housingdevelopments here.At the time, theMerafong City Local

Municipality explained that although acontractor, uVukoCivils, appointed bythe Gauteng Department of HumanSettlement, was introduced to thecommunity on 9 November, no com-mitment was given that building

would actually proceed. It said thatthe construction of the show houseswould commence before the end of No-vember 2014 and be completed beforethe compulsory site closure on 12 De-cember 2014.

The construction of the outstan-ding units was set to commence in Ja-nuary this year, depending on the ap-proval of province. If possible some ofthe foundations would even be cast be-fore the end of November 2014.

Despite these promises, no newhouses had yet been built in Extension3 by this week.

“I am very disappointed with themunicipality.I personally attended ameeting with

the MMC for housing, the manager ofhousing and the contractor, duringwhich they promised that the houseswould be completed by the end ofMarch last year. Nothing has been do-ne so far,” Mr Vusi Ncunana, a DAcouncillor and a relative of some of thehopeful residents told the Herald re-cently.

“When we ask for help, no one lis-tens, when we fight, the municipalitycomplains that we are violent and donot follow procedures,” lamented MrChukuKerileng, one of the communityactivists who has been complainingcomplained about the Extension 3housing problems for some time. Heand other residents claim that expec-tations were raised when some buil-ding material arrived at a fenced sitein Extension 3 on 28 January this ye-ar. Their hopes were dashed when itsoon became clear that no new hou-ses, except for show houses, were be-ing built. To make matters worse, thecontractor who was appointed, star-ted to remove some of the buildingma-terial about three weeks ago. When re-sidents saw what was happening, ho-wever, they immediately put a stop toit.“It sounded as if the contractor was

getting tired of all the fighting betweenthemunicipality and the Province overthe houses and decided to rather takeit and build houses with it in Tembisa.We later heard allegations that thema-terial was not right. If this is the case,why is it being used in Tembisa? We

have also heard that a new contractoris being appointed, that the plan forthe new houses is going to change andthat they are even going to take downthe show houses,” Kerileng told theHerald.

“How is it that in more than 10 ye-ars the municipality has still not been

able to build new houses here?” he la-mented.“Extension 3 is a provincial project

and all queries can be submitted to theWest Rand Human Setllement Regio-nal Office,” a spokesperson of the Me-rafong City Local Municipality repliedon questions about the matter.

that residents of “Extension 5”, situa-ted between Oberholzer and Welver-diend, have to face.TheHerald previously reported that

people staying in this re-sidential area protestedabout the conditions un-der which they are livinglast week and the weekbefore. As part of theirprotests, the road bet-ween Oberholzer andWelverdiend was bloc-ked off with burning ty-res and large stones.

When the Herald visi-ted the part of Extension5 closest to Welverdiendlast Thursday afternoon,residents pointed out va-rious problems. In onearea, large heaps of sand,each about six feet high,were pushed to the sidesof the streets. In someyards, large rocks werealso left behind. Accor-ding to residents, theground and rocks were left behind bythe contractors who build houses. In-stead of properly cleaning the proper-

ties, as theywere supposed to, they justscraped the soil onto heaps while lea-ving some of the boulders behind.

“I want the municipality to removethese rocks from my yard. It is in myway and I have seen a snake coming outfrom under them,” one of the affectedresidents told the Herald. But, manyresidents were afraid to reveal their na-mes as they fear that they will be victi-

mised as a result.In the area near where

two sinkholes put a stop tothe construction of houseslast year, residents com-plain that they either havevery little or no water flo-wing from their taps. Ac-cording to one of the Exten-sion 5 residents, Mr EliasMcheteki, these problemsstarted about threemonths ago. Some of theresidents affected also sho-wed the Herald how only asmall stream of watertrickled from their taps,even through the taps wereturned fully open.At some yards, therewe-

re sewage leaks while atothers water meters werenot properly connected orleaking. A big sewage leak

can also be seen on the side of themainroad. Other problems include open orbroken manhole covers, building rub-

ble left in yards and the fact that no-onein the area has received dustbins fromthe municipality up to now. Accordingto residents, there is also no refuse re-moval in the area, which forces resi-dents to throw their rubbish on openstands in the area. Another problem isthe fact that a mining canal, which hasbeen running through the veld for deca-des but is now only metres away frommany of the newly-built houses, is not

fenced. At the time of the Herald’s visitsome children were indeed playing inthe water with their dog. “The area isvery much still a construction site. Allinputs, complaints andquerieswith re-gard to challenges beneficiaries face,must be reported to the Community Li-asison Officers and the contractor onsite. This will enable issues to be ad-dressed,” a municipal spokespersonreplied to questions abou the matters..

The MEC for Education recently inter-vened to deal with the issue of gangste-rism among learners in Khutsong.

An article involving learners fromRelebogile High School in Ext.4 schoolnear the graveyard was published on27 February. The incident took placeon Tuesday afternoon, 10 February,when a group of learnerswhowerewal-king to their homes in Extension 5,suddenly attacked each other with kni-ves. One of the boys was been badly in-jured and was rushed to hospital Theother boys ran away when the teachersintervened.

Community leader, Steve Marumu-le, who also intervened, tried to contactthe MEC of Education, Panyaza Les-

ufu, regarding the incident. The MECresponded by giving Steve the task ofarranging a preparatory meeting withthe school committee. He said hewould meet with the principals of theschools and the respective school go-verning bodies.

After the meeting, Steve has to findaway tomove forwardwith the schoolsand resolve matters involving studentsparticipating in public violence. He willbe working as a monitoring eye for theschools to make sure things are run-ning smoothly.A director in the Department of Edu-

cation, Dr Skhosana, has also spokento Steve in connection with the fatal in-cident. He warned that the studentswho do not want to attend school willbe expelled.

you need to focus on the timing of thebeat if you want to be a good drum-mer,” she was told. But it was not allplain sailing. It took the teenager 12months to get used to the new instru-ment. Now, the young female drum-mer fromWedela aspires tomakea ca-reer out of drumming.Her first appearance in front of an

audience was during the Women inPartnership event in Green EdenChurch in Wedela in 2012.“It was very challenging because

The police recently held an action topromote road safety, as well as crime

prevention in the area.The South African Police Service of

Carletonville, together with GautengTraffic, held a road block on the P111and Agnew road. The road block tookplace at around14:00 on20March andthe objective was to stop and search forstolen property and to enforce law andorder on the roads. Thirty-seven traffictickets were issued and no illegal itemswere recovered in the road block.
