Part 1—Preliminary
1 Name
This is the Carbon Credits (Carbon Farming Initiative—Refrigeration and Ventilation
Fan Upgrades) Methodology Determination 2015.
2 Commencement
This determination commences on the day after it is registered.
3 Authority
This determination is made under subsection 106(1) of the Carbon Credits (Carbon
Farming Initiative) Act 2011.
4 Duration
This determination remains in force for the period that:
(a) begins when this instrument commences; and
(b) ends on the day before this instrument would otherwise be repealed under
subsection 50(1) of the Legislative Instruments Act 2003.
5 Definitions
In this determination:
Act means the Carbon Credits (Carbon Farming Initiative) Act 2011.
ANZSIC means the Australian and New Zealand Standard Industrial Classification,
jointly developed by the Australian Bureau of Statistics and Statistics New Zealand.
AS 1731.6-2003 has the same meaning as in the Greenhouse and Energy Minimum
Standards (Refrigerated Display Cabinets) Determination 2012.
BCA means the Building Code of Australia, forming Volumes one and two of the
National Construction Code.
CO2-e means carbon dioxide equivalent.
cold storage warehouse means a temperature controlled warehouse for housing chilled
and frozen goods.
declaration day, in relation to a fan unit upgrade project, means the day the project is
declared to be an eligible offsets project.
electronically commutated motor means a synchronous electric motor that is powered by
direct current electricity using an electronically controlled commutation system.
eligible fan unit means a fan unit driven by an electronically commutated motor.
fan unit means a unit that is:

(a) a refrigeration fan unit; or
(b) a ventilation fan unit.
fan unit upgrade—see subsection 8(2).
fan unit upgrade project—see subsection 8(1).
freezer cabinet means a refrigerated display cabinet as defined in AS 1731.6-2003 with
the temperature class of L1 or L2.
ISO 13349:2010 means the International Organization for Standardization’s international
standard ISO 13349:2010 Fans-Vocabulary and definitions of categories, as it existed on
the date this determination came into force.
ISO 5801 means the International Organization for Standardization’s international
standard Industrial fans—Performance testing using standardized airways, as it exists
from time to time.
motor input power has the same meaning as in the joint Australian/New Zealand
Standard AS/NZS ISO 12759:2013 Fans—Efficiency classification for fans, as it existed
on the date this determination came into force.
NGA Factors document means the document titled National Greenhouse Accounts
Factors, published by the Department and as in force from time to time.
permanent split capacitor motor means an electric motor with the start and run windings
permanently connected to the power source through a capacitor.
project abatement amount, of a fan unit upgrade project, means the carbon dioxide
equivalent net abatement amount for the project in the reporting period for the purposes
of paragraph 106(1)(c) of the Act (see also section 13).
refrigerated display cabinet means a refrigerated display cabinet as defined in
AS 1731.6-2003 with the temperature class of M1 or M2.
refrigeration fan unit means a unit with one or more impellers driven by a motor that is
installed in a refrigeration system.
refrigeration system means a refrigeration system listed in column 2 of Schedule 3.
replaceable fan unit means a fan unit that:
(a) is driven by a shaded pole motor or permanent split capacitor motor; and
(b) provides:
(i) ventilation services to a BCA building classification listed in column 2 of
Schedule 4; or
(ii) refrigeration services to a refrigeration system.
shaded pole motor means an alternating current induction motor with a squirrel cage
rotor that uses a shading coil in the face of each field pole to delay the phase of the
magnetic flux to provide a rotating magnetic field.
ventilation fan unit means a unit with one or more impellers driven by a motor that is
part of an air-handling system and includes the following:

(a) a ducted fan as defined in ISO 13349:2010;
(b) a partition fan as defined in ISO 13349:2010.
walk-in cool-room means a refrigerated structure formed by an insulated enclosure of
walls and ceiling, having a door through which a person can pass through and close
behind them.
6 References to factors and parameters from external sources
(1) If a calculation in this determination includes a factor or parameter that is defined or
calculated by reference to another instrument or writing, the factor or parameter to be
used for a reporting period is the factor or parameter referred to in, or calculated by
reference to, the instrument or writing as in force at the end of the reporting period.
(2) Subsection (1) does not apply if:
(a) this determination specifies otherwise;
(b) it is not possible to define or calculate the factor or parameter by reference to the
instrument or writing as in force at the end of the reporting period.
7 Definitions in other instruments
(1) In applying a definition in this determination in relation to a refrigeration fan unit or
ventilation fan unit, a reference to a definition in a standard is a reference to the
definition as in force when the fan unit is commissioned.
(2) Subsection (1) does not apply if this determination specifies otherwise.
Part 2—Refrigeration and ventilation fan unit upgrade projects
8 Refrigeration and ventilation fan unit upgrade projects
(1) For paragraph 106(1)(a) of the Act, this determination applies to an offsets project that
involves one or more fan unit upgrades (a fan unit upgrade project).
(2) For this determination, a fan unit upgrade consists of a set of 1 or more of the following
activities:
(a) replacing a replaceable fan unit with an eligible fan unit;
(b) modifying a replaceable fan unit so that it is an eligible fan unit;
(c) reducing the number of fan units servicing a particular space by:
(i) replacing some or all of the replaceable fan units with a smaller number of
eligible fan units; and
(ii) modifying any other replaceable fan units so that they are eligible fan units.
Part 3—Project requirements
9 Operation of this Part
For paragraph 106(1)(b) of the Act, this Part sets out requirements that must be met for a
fan unit upgrade project to be an eligible offsets project.

10 Information to be included in application for declaration
(1) The application under section 22 of the Act in relation to the project must include a
description of the project, including the following for each identified fan unit upgrade:
(a) whether a refrigeration fan unit or ventilation fan unit is involved;
(b) the type of building (for example, office building, supermarket, warehouse, food
processing plant, apartment or farm construction) or refrigeration system involved;
(c) the following details in relation to each fan unit to be installed:
(i) brand and manufacturer;
(ii) model number;
(iii) motor input power;
(d) for each class of potential fan unit upgrades:
(i) a description of the class;
(ii) whether refrigeration fan units or ventilation fan units are involved;
(iii) the types of building that may be involved;
(iv) if known, the following details in relation to each fan unit to be installed:
(A) brand and manufacturer;
(B) model number;
(C) motor input power.
(2) In this section:
potential fan unit upgrade means one of a class of fan unit upgrades of the same or
similar fan units that have not yet been identified.
11 Fan unit upgrade project requirements
(1) The project must meet the following requirements:
(a) each fan unit to be replaced or modified must:
(i) be a replaceable fan unit; and
(ii) before the commencement of the fan unit upgrade, be in working order and be
providing refrigeration or ventilation services; and
(b) for each fan unit that is modified, all parts of the modified fan unit must be
compatible with the electronically commutated motor (other parts of the unit may
be replaced or modified to meet this requirement, if necessary);
(c) for a fan unit upgrade that includes reducing the number of fan units servicing a
particular space, the space serviced by the replacement or modified fan units after
the upgrade must:
(i) be substantially the same as the space serviced immediately before the
commencement of the project; and
(ii) be serviced only by the replacement or modified fan units;
(d) for each fan unit, the space refrigerated or ventilated by it must not:
(i) be undergoing a structural change; or
(ii) be part of a reconstruction project;
that requires development approval under State or Territory law;

(e) the combined motor input power of all the eligible fan units that service a particular
space must be no more than the combined motor input power of the replaceable fan
units for that space that were replaced.
(2) For the purposes of subparagraph (1)(c)(i) the space is substantially the same as the
space immediately before the commencement of the project if the change in its volume is
less than 5%. .
12 Disposal of shaded pole motor or permanent split capacitor motor
A fan unit upgrade project must ensure that a shaded pole motor or permanent split
capacitor motor removed from a building or refrigeration system (whether or not the
motor remains inside the fan unit), is not re-used or refurbished, other than by being
broken down into components and those components being recycled.
Note: The project proponent may comply with this section by, for example:
rendering the motor not usable or refurbishable before disposing of it; or
selling the motor to a reputable scrap dealer or recycling business with an
assurance that it will not be refurbished or re-used.
Part 4—Project abatement amount
Division 1—Preliminary
13 Operation of this Part
For paragraph 106(1)(c) of the Act, this Part specifies the method for working out the
carbon dioxide equivalent net abatement amount for a reporting period for a fan unit
upgrade project that is an eligible offsets project.
Note This is called the project abatement amount in this determination (see section 5).
14 Overview of gases accounted for in abatement calculations
The following table provides an overview of the greenhouse gases and emissions sources
that are relevant to working out the project abatement amount for a fan unit upgrade
project.

15 Fan units to be used in calculations
(1) For the purposes of working out the project abatement amount for a reporting period, the
project proponent must include only fan units that are in commission before the end of
the reporting period.

(2) The proponent may choose not to include a particular fan unit in the calculations for the
period.
(3) The project proponent must not include a fan unit in the calculations for the period if, at
any time during the reporting period, any of the following circumstances apply:
(a) the unit was decommissioned or removed from the building or refrigeration system;
(b) the building or refrigeration system to which the unit relates is not used for the
majority of the reporting period;
(c) the unit was modified in a way that resulted in the unit consuming more energy to
provide the same function.
16 Data to be used in calculations
In calculating the energy consumption of the project, the project proponent must, for
each refrigeration fan unit or ventilation fan unit use only the following data:
(a) the supplier’s product specifications for the unit; or
(b) standard test reports for the unit that comply with ISO 5801.
Division 2—Calculating project abatement amount
17 Summary
The project abatement amount for a project is the sum of the abatement during the
reporting period resulting from each replacement or modified fan unit produced by the
project.
18 Equation 1—project abatement amount (A)
The project abatement amount for a reporting period is worked out using the formula
(equation 1):
where:
A is the project abatement amount for the reporting period in tonnes CO2-e.
n is the number of replaced or modified fan units over which abatement is measured for
the reporting period.
Ai is the abatement, in tonnes CO2-e, for the ith fan unit of the fan unit upgrade project for
the reporting period, calculated using:
(a) for a refrigeration fan unit—equation 2;
(b) for a ventilation fan unit—equation 3.

19 Equation 2— abatement for refrigeration fan unit (Ai)
(1) For section 18, Ai for the ith refrigeration fan unit, is worked out using the formula
(equation 2):
where:
Pi is the motor input power of the ith fan unit, in watts.
ai is the regression coefficient in column 3 of Schedule 1 that corresponds to the motor
input power of the ith fan unit.
CFi is the control factor in column 3 of Schedule 2 that corresponds to the control system
of the ith fan unit.
bi is the regression constant in column 4 of Schedule 1 that corresponds to the motor
input power, in watts, of the ith fan unit.
COPi is the coefficient of performance in column 3 of Schedule 3 that corresponds to the
type of refrigeration system in which the ith fan unit is installed.
ti is the period, expressed in days, within the reporting period that the ith fan unit was in
commission.
EFelec,i is:
(a) for electricity obtained from an electricity grid that is a grid in relation to which the
NGA Factors document in force on the declaration day includes an emissions
factor—that factor, in kilograms CO2-e per kilowatt hour; or
(b) for electricity obtained from an electricity grid not covered by paragraph (a) or
from a source other than an electricity grid:
(i) if the supplier of the electricity is able to provide an emissions factor that
reflects the emissions intensity of the electricity and is applicable on the
declaration day—that factor, in kilograms CO2-e per kilowatt hour; or
(ii) otherwise—the emissions factor, in kilograms CO2-e per kilowatt hour, for
off-grid electricity included in the NGA Factors document in force on the
declaration day.
(2) For subparagraph (b)(i) of the definition of EFelec,i, the emissions factor must be worked
out:
(i) on a sent-out basis; and
(ii) using a measurement or estimation.
20 Equation 3—abatement for ventilation fan unit (Ai)
(1) For section 18, Ai, in relation to the ith ventilation fan unit, is worked out using the
formula (equation 3):

ai is the regression coefficient in column 3 of Schedule 1 that corresponds to the motor
input power of the ith fan unit.
CFi is the control factor in column 3 of Schedule 2 that corresponds to the control system
of the ith fan unit.
bi is the regression constant in column 4 of Schedule 1 that corresponds to the motor
input power, in watts, of the ith fan unit.
ti is the number of full days in the reporting period that the ith fan unit was in
commission.
AOHi is the annual operating hours in column 4 of Schedule 4 that corresponds to the
BCA building classification in column 2 of Schedule 4 and activity in column 3 of
Schedule 4 applicable to the building in which the ith fan unit is installed.
EFelec,i has the same meaning as in equation 2.
(2) In determining AOHi for subsection (1), if more than one BCA building classification
applies to the building, the BCA building classification with the lowest annual operating
hours applies.

Part 5—Reporting, notification and record-keeping requirements Note Other reporting, notification, record-keeping, and monitoring requirements are set out in regulations and rules
made under the Act.
Division 1—Offsets report requirements
21 Operation of this Division
For paragraph 106(3)(a) of the Act, this Division sets out information that must be
included in an offsets report about a fan unit upgrade project that is an eligible offsets
project.
22 Information that must be included in an offsets report
(1) An offsets report for a reporting period must identify each fan unit included in a
calculation undertaken in accordance with Part 4 for the reporting period.
(2) Each fan unit must be identified by:
(a) the location of where the fan unit is installed in the form approved by the
Regulator; and
(b) whether the fan unit is a refrigeration fan unit or a ventilation fan unit; and
(c) the motor input power of the fan unit; and
(d) whether a control system has been fitted to the electronically commutated motor of
the fan unit.
(3) For each fan unit, the report must either provide the following additional information, or
refer to an earlier offsets report in which the information was provided:
(a) the type of building (for example, office building, supermarket, warehouse, food
processing plant, apartment or farm construction) or refrigeration system involved;
(b) the category of activity listed in subsection 8(2) that applies to the fan unit;
(c) the following details in relation to the product to be installed:
(i) brand and manufacturer;
(ii) model number;
(iii) motor input power.
(4) For a fan unit that was included in calculations for an earlier reporting period, but is not
included in calculations for this reporting period, the report must state:
(a) the reason for the exclusion; and
(b) whether the exclusion is temporary or permanent.
(5) If, in the circumstances described in paragraph 6(2)(b), a factor or parameter is defined or
calculated for a reporting period by reference to an instrument or writing as in force from
time to time, the offsets report about the project for the reporting period must include the
following information for the factor or parameter:
(a) the versions of the instrument or writing used;
(b) the start and end dates of each use;
(c) the reasons why it was not possible to define or calculate the factor or parameter by
reference to the instrument or writing as in force at the end of the reporting period.

Division 2—Notification requirements
23 Operation of this Division
For paragraph 106(3)(b) of the Act, this Division sets out requirements to notify certain
matters relating to a fan unit upgrade project that is an eligible offsets project to the
Regulator.
24 Notification requirements
The project proponent must notify the Regulator of any safety or product performance
issues that have been identified with a fan unit installed or proposed to be installed in
relation to the project within 30 days after the proponent becomes aware of that issue.
Division 3—Record-keeping requirements
25 Operation of this Division
For paragraph 106(3)(c) of the Act, this Division sets out record-keeping requirements
for an fan unit upgrade project that is an eligible offsets project.
26 Record-keeping requirements
(1) The project proponent must keep the following records in relation to each fan unit
replaced or modified by the project, and (where different) each replacement fan unit:
(a) for a ventilation fan unit:
(i) the BCA building classification of the building where the unit is installed that
corresponds to a classification in column 2 of Schedule 4; and
(ii) a description, which may be in the form of a schematic or diagram, of the
location of the ventilation fan unit within the building;
(b) for a refrigeration fan unit:
(i) the refrigeration system in which the fan unit is installed; and
(ii) a description, which may be in the form of a schematic or diagram, of the
location of the refrigeration fan unit in the refrigeration system;
(c) the motor input power of the electronically commutated motor for the fan unit
evidenced by the supplier’s product specifications or standard test reports;
(d) the supplier’s product specifications for any control system fitted to the
electronically commutated motor;
(e) for an existing fan unit—photographic evidence that the fan unit was driven by a
shaded pole motor or permanent split capacitor motor before the project;
(f) for a replacement or modified fan unit—evidence that the fan unit is now driven by
an electronically commutated motor.
(2) The project proponent must keep records in relation to any shaded pole motor or
permanent split capacitor motor removed as part of the project that include evidence that
the motor, or the fan unit that contained it, was disposed of in accordance with
^section 12 and any other applicable legislative requirements.

27 Division of project for reporting purposes
