To improve durability, replace the garter spring type seal and its associated carrierwith a new redesigned Teflon seal which has:
v an integral seal carrier,
v a primary lip with a hydrodynamic feature to enable oil to be pumped back intothe accessory gearbox,
v a new dust lip.

Replace the garter spring type seal and its associated carrier with a new redesignedTeflon seal.

For Single Engine Applications:
CATEGORY 6 - P&WC recommends to do this service bulletin when the subassembly(i.e. module, accessories, components, or build groups) is disassembledand access is available to the necessary part. Do all sparesubassemblies.
For All Other Engine Applications:
CATEGORY 8 - This service bulletin is optional and can be done at the discretion ofthe operator.

A. Remove the parts listed under Old P/N in Para. 2.C., Material Information, per theapplicable maintenance or overhaul manual instructions:

v Ref. MM Chapter 72-60-00 ACCESSORY GEARBOX ASSEMBLY - MAINTENANCEPRACTICES.
B. Install the parts listed under New P/N in Para. 2.C., Material Information, per theapplicable maintenance or overhaul manual instructions with the differences that follow(Ref. Fig. 1 and Table 1):
v Ref. OHM Chapter 72-60-00 ACCESSORY GEARBOX - SUB-ASSEMBLY.
v Ref. MM Chapter 72-60-00 ACCESSORY GEARBOX ASSEMBLY - MAINTENANCEPRACTICES.
NOTE: 1. The lip seal P/N 3059046-01 is supplied with a mandrel for installation. Donot remove the mandrel from the lip seal prior to installation.
NOTE: 2. If removal of the lip seal P/N 3059046-01 is required, use Puller (PWC70838).
(1) Apply engine oil (PWC03-001) to packing P/N AS3209-030.
(2) Install the packing on the lip seal P/N 3059046-01.
(3) Align the mandrel, of the lip seal, against the shaft in the boss of the gearboxhousing.
(4) Push the lip seal into the shaft with drift (PWC70869).
(5) Discard the mandrel.
(6) For Engines Post-SB1386, install the spacer P/N 3070216-01 on the lip seal.
(7) Install the retaining ring P/N AS3215-128 in the boss to secure the lip seal.
C. Write accomplishment of P&WC S.B. No. 1638 in the applicable engine module logbook.

Subject TBO Escalation Process Through Sampling Applicability PT6A Engines
Purpose:
This revision is issued to advise operators and maintainers of changes to our PT6A Time Between Overhaul (TBO) Service Bulletins (SB). These changes include a TBO maintenance scheduling extension for operator scheduling flexibility and improvements to the TBO escalation process. All operators may take advantage of the maintenance scheduling extension that will now be part of the TBO SB recommendations. Additionally P&WC has commonized the criteria applicable to the TBO Escalation process. The new process reflects latest industry best practices in requiring multiple samples for higher TBO extensions. The ability to increase the TBO on PT6A engines is a testament to their reliability and to the maintenance benefits to our operators. Escalation of TBO’s can also help operators plan for business efficiency.
Introduction:
The intent of this SIL is to describe in general the TBO escalation process, and to offer guidelines to assist operators in taking full advantage of the process.
TBO Escalation Process:
PT6A engines are required to undergo periodic inspection in accordance with a pre-established schedule in order to ensure airworthiness and safety. TBO and Hot Section Inspection (HSI) intervals represent the two major scheduled inspections and are defined in the appropriate SB listed in this SIL.
Steps for TBO Escalation Process:
Identify an engine from your fleet that is due for Overhaul and is representative of your operation and maintenance practices
Ensure the engine meets the sample engine eligibility criteria
Use the maintenance scheduling extension process for opposite engine (twin application)
Complete TBO evaluation Sample Request Form and Fleet Information Form (found in each TBO SB)
Provide a Purchase Order for TBO evaluation. (Refer to PT6A-SIL107 for more information of Fee applicable to TBO escalation)
Send the sample engine to P&WC Service Centre or P&WC Designated Overhaul Facility (DOF) and request a TBO extension evaluation.
The engine will be subject to a “Dirty” and “Clean” inspection and the P&WC Service Centre or P&WC DOF will provide findings to P&WC.
P&WC will evaluate engine condition, completeness of maintenance records and condition of hardware at previous intervals, and may request further information.
If the sample is successful P&WC provides the TBO evaluation letter.
P&WC’s recommendation is subject to local airworthiness approval.
Sample Eligibility: Escalation of an operator’s TBO requires one or two sample engines meeting the following criteria:

Operated by the current operator for the majority of the TBO interval. (More than 50%)
Did not have a major repair since the last overhaul (i.e.: All repairs were within the Engine Maintenance Manual (EMM)).
Engine time since new (TSN) is within 250 flight hours from the operator current TBO limit.
Engine operation and maintenance has been in full compliance with applicable Aircraft Pilot Operating Handbook, Aircraft Maintenance Manual, EMM and TBO SB.
Engines must have incorporated only new P&WC parts originally supplied by P&WC or parts shall have been repaired in accordance with P&WC approved repair processes.
Maintenance Scheduling Extension: For an aircraft where the two engines have identical hours, the sample engine should be removed and a Spare / rental engine installed. The process for TBO maintenance scheduling extension for the opposite engine is described in each respective TBO SB. Up to 200 hours or 70 calendar days will be available provided engine performance remains satisfactory in accordance with the applicable P&WC PT6A TBO SB. This will permit continued operation beyond the TBO interval while the sample engine is evaluated and overhauled.
Sample Engine Evaluation: The evaluation consists of two stages; following engine disassembly: 1 - The first portion consists of a visual examination of the components prior to cleaning to assess whether the hardware appears capable of an additional 500 hours of operation. 2 -Following satisfactory completion of this phase, the second portion consists of detailed examination of the components to the requirements of the P&WC Overhaul Manual (OHM). P&WC Review of the Sample engine report: The P&WC Service Centre or P&WC DOF will forward the evaluation report to P&WC. After successful completion of the required number of samples (refer to the respective SB for details) P&WC will issue a letter to the operator stating that a TBO escalation of 500 hours is recommended for the customer’s fleet (refer to the respective SB for details), subject to approval by the local airworthiness authority.
Example: A PT6A-42 engine has a basic TBO of 3600 hours. Both engines on the aircraft have a time since new (TSN) of 3590 hours. The No. 1 engine is removed, sent to a P&WC Service Centre and a spare / rental engine is installed. The maintenance scheduling of 200 hours or 70 calendar days will be used for no 2 engine. Upon successful completion of the sampling process, the operator will now have a TBO of 4100 hours thereby allowing the No. 2 engine to continue to 4100 hours TSN. The operator will then have overhauled only one engine instead of two. The operator will also have deferred the second engine overhaul and all other PT6A-42 in his fleet by 500 hours. When the No. 2 engine reaches TSN of 4100 hours. The operator can use this engine as another sample. Successful evaluation will extend the operator's fleet TBO to 4600 hours. As a result, the operator will have escalated his fleet TBO by 1000 hours (from 3600 to 4600 hours) by staggering the overhauls. If both engines had been overhauled at the same time, the TBO would have only been escalated to 4100 hours. Therefore, the benefits of using this approach for the operator are twofold:
1. Deferral of one overhaul by 500 hours. 2. TBO Escalation of operator's fleet covered by that SB by a total of 1000 hours.

Subject Fees Applicable to TBO Extension Recommendations Applicability PT6A Engines
Purpose:
Pratt & Whitney Canada Corp. (P&WC) can provide, upon request and after evaluation, recommendations for
extended Time Between Overhaul (TBO) intervals. Procedures and requirements are further detailed in the
applicable Service Bulletin (SB) covering the "Operating Time Between Overhauls and Hot Section Inspection
Frequency (TBO/HSI)" for the various PT6A engine models.
This SIL is to advise all operators of PT6A engines of the fees applicable for this review and
recommendation service. These fees are associated with the administration and infrastructure required to support
this program. A P&WC recommendation for TBO extension permits continued applicability of the P&WC Extended
Engine Service Policy, ref. SIL GEN-PT6-007.
Fee for Fleet TBO Extension Recommendation (Option A):
The standard fee applicable for P&WC to review a sample inspection report and provide a TBO extension recommendation is $8,000 USD. This fee will be effective May 1
st 2013, and apply to sample evaluation reports
received on or after that date. When two samples are required towards a specific recommendation, the fee is applicable to each sample.
Sample engines have to be inspected at a P&WC Service Centre or at a P&WC Designated Overhaul Facility (DOF).
Fee for Engine Specific TBO Extension Recommendation (Option B):
P&WC can provide a TBO extension recommendation for engines of models for which the engine specific
extension procedure is available. Where available, this procedure is referred to as "Option B" in the applicable
TBO/HSI SB This procedure requires engine Induction into the TBO extension program and enhanced
maintenance standards. It also requires a Review of Continued Applicability after each subsequent overhaul.
Induction is recommended as early as possible after entry into service or overhaul. Induction fees increase with
operating time for engines with more than 1000 hours time since new (TSN) or time since overhaul (TSO) as
applicable.

Subject: Maintenance of Engine Fuel Pump Drive and Coupling Shaft Assembly Applicability: All PT6A Engine Models with Hamilton Sundstrand Fuel Pump Purpose: Advise the field of new Service Bulletin (SB) for a one-time visual inspection and a new inspection frequency in the Engine Maintenance Manuals. There has been recent in-flight incidents due to engine fuel starvation caused by wear on the coupling shaft splines of the Hamilton Sundstrand fuel pump. In December 2005, Pratt & Whitney Canada Corp. (P&WC) issued Service Bulletin’s (SB’s) 1645, 3425, 4229, 12183, 13406 and 14384 for the affected engine models and pumps, to recommend a one-time removal and visual inspection of the fuel pump. In 2007, the Engine Maintenance Manual (EMM) periodic inspection intervals and instructions for the fuel pump in-situ inspection procedures were revised (Ref. EMM 72-00-00 Engine Inspection Table 601 Periodic Inspection) and it was recommended that the same inspections performed per the SB be repeated at the time of every Hot Section Inspection. In 2008, the SB’s regarding the Engine Operating Time Between Overhaul (TBO) were also revised to introduce a new overhaul interval for the HS fuel pump. In 2012, P&WC issued SB 1705, 3446, 4230, 12199, 13465, 14376 for a one-time recommended removal and visual Inspection of the Hamilton Sundstrand fuel pump face for evidence of coupling shaft spline wear and corrosion. In addition, the EMM periodic inspection intervals and instructions for the fuel pump in-situ and visual inspection have been revised (Ref EMM 72-00-00 Engine Inspection Table 601 Periodic Inspection).
