Old Eligibility Criteriai

Category 1 – Disabled :-• Blue Badge holder

Category 2 – Essential Users :-• Required to use car on BCH business on a daily basis • Required to attend other NHS Trusts for emergency clinical purposes • Required to use car to travel to meetings off site on BCH business on average 3

times per week

Category 3 – Shift Patterns :-• 0700-2000 Monday – Friday • Arrive after 1600 hours and/or work Weekends • Leave after 2000 at least 3 times per week • 0700-2000 Monday – Sunday • Work a mixture of days and nights on a rota

Category 4 – Travel to Work Distance :-• Over 5 miles• Over 10 miles

What did that mean?

• Circa 2000 staff in 1998 when BCH moved to Steelhouse Lane• 3750 staff in 2014/15• 77O staff had car park passes who paid:-

Part-time - £25.60 per month Band 1-5 - £31.00 per month Band 6-7 - £37.00 per month Band 8+/>£40k - £46.00 per month

• Unplanned subsidy• Gaps:-

Level of subsidy I&E statement Individual eligibility never revisited

• Waiting list for car parking• 200 staff parking daily in NCP Londonderry House paying day rate of £4.10

Our Journey

• Strategy:- Build new clinical legacy block

• Tactical Plan:- Bring in car parking consultant Demolish car park Car parking working group including staff representatives Tender for near-site car parking to replicate 770+ spaces

• Tender outcome:- Two bidders NCP best value:-

o Royal Angus - £104.17 per montho Londonderry House - £87.50 o High Street - £54.63

Potential subsidy >£0.5m p.a. Affordability dilemma Time Pressure

What next?

Our Diversion

• Create time (April-August 2015) by moving staff to NCP High Street

• Develop a Policy based on:- Principles:-o Equity o Fairness o Transparency and openness o Good communication o Our limited on-site car parking will be for parents and visitors

Guidelines:-o BCH responsible for facilitating car parking NOT providing it unless essential usero Nil subsidy except if driving is T&C or when on-callo Clinical groups cannot override policy by choosing to pay/subsidiseo Any subsidy has to be met by clinical groupo BCH will negotiate best prices for near site car parking
