ACTUALLY THIS PRESENTATION IS GOING TO BE MADE BY THE
PROJECT MANAGER FOR THE ENVISION TAMPA PROCESS, WHICH IS
I THINK ABOUT AN 18 MONTH PROCESS BUT I RANDY GORES IS
GOING -- BUT I THINK RANDIES IS GOING TO GET INTO MORE
SPECIFICS FOR YOU.
WITHOUT ANY FURTHER ADIEU, MR. RANDY GORES ON THE

INVISION TAMPA PROJECT.
>> I WILL JUMP RIGHT INTO THE PRESENTATION BECAUSE I KNOW
YOU HAVE A LONG DAY AND I WANT TO GET THROUGH THIS AS
QUICK AS POSSIBLE AND GIVE YOU AN OPPORTUNITY TO ASK SOME
QUESTIONS.
WE STARTED THIS PROCESS.
WE SEE A GRANT FROM H.U.D. OVER TWO YEARS AGO TO DO A
COUPLE OF PLANS FOR THE CENTER CITY AREA.
THE FIRST ONE IS TO DO A VISION PLAN FOR THE URBAN CORE.
THE SECOND ONE IS TO DO A CORRIDOR PLAN FOR A PORTION OF
NEBRASKA AVENUE FROM DOWNTOWN TO HILLSBOROUGH AVENUE AND
THEN THE THIRD ONE IS TO COME BACK FOR THE REGULATIONS
FOR THE CORRIDOR PLAN.
I WILL TALK ABOUT THE VISION PLAN THAT WAS FINISHED JUST
A COUPLE OF MONTHS AGO.
THIS IS A STUDY AREA.
IT'S A LARGE STUDY AREA.
IT GOES UP TO MARTIN LUTHER KING TO THE NORTH AND AS FAR
EAST AS 30th STREET AND WEST TO ARMENIA AVENUE.
IT INCLUDES THE CENTRAL BUSINESS DISTRICT AND ALL OR PART
OF THE NEIGHBORHOODS THAT ADJOIN THE CENTRAL BUSINESS
DISTRICT.

WHAT WE ARE TRYING TO DO IN THIS PLAN IS CREATE IN SHORT
A LIVABLE CITY, A PLACE THAT PEOPLE CAN WORK, PLAY, AND
GROW IN THE URBAN CORE AND WITH AN EMPHASIS ON QUALITY OF
LIFE AND THE FUTURE OF OUR DOWNTOWN AREA.
WE STARTED THIS PROCESS LAST YEAR IN EARLY APRIL.
WE HAD FOUR LARGE COMMUNITY EVENTS, WHERE WE TRUE THE
PEOPLE FROM THE COMMUNITY TO COME AND HEAR SPEAKERS,
CONSULTANT IS A.E.COM.
THEY BROUGHT SPEAKERS FROM AROUND THE COUNTRY THEY
PROVIDED A FRAMEWORK FOR THOSE WHO ATTENDED THE LARGE
WORKSHOPS.
WHAT CAN WE DO IN THESE AREAS TO IMPROVE OUR QUALITY OF
LIFE?
WE HELD EIGHT NEIGHBORHOOD WORKSHOPS.
OUR CONSULTANTS DID WALKING TOURS WITH RESIDENTS.
THEY GOT OUT ON THE STREETS AND NEIGHBORHOODS AND
RESIDENTS SHOWED THEM PLACES THEY LIKED AND THINGS THEY
WANTED TO GET CHANGED AND THEN WE FOLLOWED UP WITH A
WORKSHOP AS WE FOLLOWED UPPED WITH THE NEIGHBORHOODS.
IT WAS IMPORTANT FOR THE CONSULTANT TO SEE THE
NEIGHBORHOOD THROUGH THE EYES OF THE PEOPLE WHO LIVE
THERE.

WITH ALSO SOUGHT OUT A VERY AGGRESSIVE ONLINE PRESENCE.
EVERY SOCIAL MEDIA CHANNEL THAT WAS OUT THERE, WE TRIED
IT TO TRY TO CONNECT WITH PEOPLE.
FACEBOOK WAS A VERY ACTIVE PART OF OUR PROCESS.
WE ALSO HAD AN ONLINE TOWN FORUM WHERE WE COULD POSE
QUESTIONS AND HAVE PEOPLE PROVIDE RESPONSES AND WE PICKED
UP COMMENTS.
WE HAD ABOUT 350 PEOPLE PARTICIPATE IN OUR ONLINE TOWN
HALL.
WE HAD ABOUT 1,000 COMMENTS AND OVER 500 IDEAS ABOUT WHAT
WE SHOULD DO IN OUR URBAN CORE.
WE ALSO GAVE 30 PEOPLE IN THE STUDY AREA CAMERAS, ASKED
THEM TO GO OUT AND TAKE PICTURES OF WHAT THEY THOUGHT
THEY LIKED, WHAT THEY WANTED TO SEE CHANGED, THINGS THEY
VALUE IN THEIR COMMUNITY.
WE CONVENED THOSE 30 MEMBERS IN ONE EVENING, THEY SORTED
THROUGH 900 PHOTOS TO SORT OF BE ABLE TO CONVEY, THESE
WERE THINGS THAT WERE OF VALUE TO THEM, THEY WANTED TO
SEE CHANGE AND HERE'S WHERE THEY WANTED TO BE KEPT THE
WAY IT WAS FOR THE FUTURE.
AGAIN, THIS IS ALL PART OF BUILDING THE PLAN FROM THE
COMMUNITY'S PERSPECTIVE AND ALSO HELPING THE CONSULTANT,

AGAIN SEE THE EYES THROUGH THE -- OR SEE THE COMMUNITY
THROUGH THE EYES OF THOSE THAT LIVED THERE.
ALL OF THAT INFORMATION WAS BROUGHT TOGETHER IN A REPORT
THAT THE CONSULTANT PUT TOGETHER CALLED AN ISSUES AND
OPPORTUNITIES.
THEY CONDENSED ALL THE ITEMS THROUGH THE ONLINE FORUMS
AND THE STAKEHOLDER MEETINGS INTO A REPORT THAT --

THIS IS SOUTH OF RICK'S CAFE.
WHY SHOULD WE BE LOOKING FOR A PLACE LIKE THIS.
THE IDEA THAT OUR RIVERS SHOULD BE OPEN TO THE COMMUNITY
AND SHOULD BE LOOKING FOR PLACES THAT WE CAN TURN INTO
PLACES LIKE THIS FOR THE PUBLIC.
ANOTHER THEME IS THAT WE WANT TO HAVE STRONG LIVABLE
CENTER CITY NEIGHBORHOODS, THAT OUR NEIGHBORHOODS SHOULD
BE PLACES THAT CONNECT EACH OTHER AND CREATE STRONG
NEIGHBORHOODS.
PRESENTLY IN SOME OF OUR NEIGHBORHOODS WE CREATED
BARRIERS FOR SPEEDING AND TRAFFIC AND SO FORTH.
THE CONSULTANT SHOWS THERE ARE WAYS TO ATTACK THOSE SAME
PROBLEMS BUT IN WAYS THAT UNITE THE NEIGHBORHOOD.
INSTEAD OF WALLING OFF THE NEIGHBORHOOD, YOU CAN CREATE

PLACES THAT SLOW THE SPEED AND ADD THE SECURITY THAT YOU
ARE LOOKING FOR BUT ADD MORE VALUE TO THE NEIGHBORHOOD.
WE WANT A DOWNTOWN CORE WITH A VITAL MIX OF USES AND A
STRONG PEDESTRIAN ENVIRONMENT.
ALL OF US SPEND TIME IN DOWNTOWN.
YOU SEE THAT WE HAVE MANY BLOCKS IN OUR DOWNTOWN THAT ARE
VACANT, THAT ARE PARKING AND DESOLATE.
THE IDEA THAT WE SHOULD BE BUILDING A DOWNTOWN THAT'S
MORE PEDESTRIAN ORIENTED THAT TRANSMITS AND WE WANT
PEOPLE AND PLACES TO GROW IN OUR DOWNTOWN.
WE WANT CONNECTIONS BETWEEN OUR NEIGHBORHOODS AND OUR
DOWNTOWN.
ALMOST EVERY MEETING THAT WE WENT TO, THERE WERE A COUPLE
OF THEMES THAT EMERGED AND ONE OF THEM WAS THAT PEOPLE
WANTED TO BE CONNECTED TO DOWNTOWN AND THE RIVER.
THEY WANTED TO HAVE SAFE, ALTERNATIVE CONNECTIONS, NOT
SOMETHING WE JUST HAVE TO DRIVE A CAR.
THEY WANT TO BE ABLE TO GET THERE WALKING OR BICYCLING
BUT THEY WANTED A CONNECTION BETWEEN THE NEIGHBORHOODS
AND MAKE IT EASIER TO GET AROUND IN A DIFFERENT WAY.
SO, AGAIN, THE CONSULTANT SAID, YOU KNOW, WHY DO WE HAVE
TO HAVE CONNECTIONS THAT ARE JUST STREET CONNECTIONS?

WHY DON'T WE CREATE A GRAND BOULEVARD, THAT GIVE A SENSE
OF PLACE THAT PEOPLE WANT TO GO BACK AND FORTH ON.
OUR FIFTH BUILDING BLOCK WAS TALKING ABOUT TRANSIT THEY
DID NOT TALK ABOUT TRANSIT FROM THE REGIONAL PERSPECTIVE.
THAT'S ONE STUDY AREA.
THEY ACKNOWLEDGE THAT A TRANSIT WAS GOING TO INVOLVE A
REGIONAL DISCUSSION AND ASSET TAKEN TO ALL THE OTHER
PARTNERS.
THEY LOOK AT WHAT TYPE OF TRANSIT IN THE STUDY AREA.
THEY TALK ABOUT THAT A BUS SYSTEM COULD WORK IN THE AREA
AND IT COULD BE MORE EFFECTIVE BUT THEY REALLY SAID
BEFORE THE TRANSIT CAN REALLY BECOME EFFECTIVE, WITH HE
HAVE TO CREATE PLACES THAT PEOPLE WANT TO GO AND USE
TRANSIT TO GET THIS.
SO RATHER THAN HAVE STREETS THAT ARE JUST BRINGING A BUS,
THEY SAID YOU REALLY NEED TO PAY ATTENTION TO THE PUBLIC
REALM, WHAT'S, THERE HOW DO PEOPLE GET THERE AND WHAT'S
THE ENVIRONMENT THAT'S AROUND IT?
SO THAT PEOPLE WILL WANT TO TAKE A BUS TO GET TO THOSE
PLACES.
OUT OF THOSE FIVE BUILDING BLOCKS, THE CONSULTANT
RECOMMENDED 10 MAJOR OBJECTIVES OR WHAT WE CALL FORWARD

MOVES, THINGS THAT THEY FELT THAT IF WE WERE TO EMBARK ON
AND ABLE TO COMPLETE, WE WOULD HAVE -- WE WOULD MAKE A
MAJOR CHANGE IN THE URBAN CORE.
ONE OF THESE IS THE CONCEPT OF CREATING RIVER PLACES.
THE IDEA THAT THE RIVER, AS I MENTIONED SHOULD BE THE
HEART OF OUR COMMUNITY AND NO LONGER THE EDGE OF THE
DOWNTOWN, THAT WE ARE LOOKING FOR A PLACE ALONG THE RIVER
WHERE PEOPLE CAN GET TO THE WATER AND USE IT FOR A
VARIETY OF DIFFERENT PURPOSES AND CREATE ACTIVITY RIGHT
ON THE WATER ITSELF, THAT WE LOOK AT THE PLACES ALONG THE
RIVER WHERE IT'S CURRENTLY WALLED OFF AND TRY TO FIND
WAYS TO RETROFIT THOSE AREAS TO CREATE MORE ACTIVITY
WHERE THERE IS NONE, THAT WHEN NEW DEVELOPMENT OCCURS
ALONG THE RIVER AND THIS IS ON BOTH SIDES OF THE RIVER
THAT IT OCCURS IN A WAY THAT WEEKEND CREATE THESE PUBLIC
PLACES WHERE PEOPLE CAN STILL GET ALONG THE RIVER, AND
USE IT.
IT MIGHT BE PRIVATE DEVELOPMENT ON ONE SIDE BUT IT SHOULD
BE PUBLICLY ACCESSIBLE AND USED ON THE PART RIGHT ALONG
THE RIVER.
THEY ALSO IDENTIFIED THAT THERE'S KEY ASSETS ALONG THE
RIVER AN ONE OF THEM WAS JULIE B. LANE RIVER FRONT PARK.

IT'S A VERY LARGE PARK.
IT'S RIGHT ON THE RIVER.
IT CAN ADJOURN BOTH THE EAST SIDE AND WEST SIDE OF THE
RIVER.
THEY SHOWED US EXAMPLES AROUND THE COUNTRY OF OTHER
PARKS, VERY LARGE PARKS LIKE THIS, AND HOW THEY BECOME
REALLY TRUE COMMUNITY ASSETS AND HAVE BEEN USED FOR A
VARIETY OF DIFFERENT PURPOSES.
THEY RECOMMENDED THE CITY TAKE A LOOK AT THAT PARK AND
WORK WITH THE COMMUNITY AND THE COMMUNITY DESIGN AND
PLANNING ROLE TO REALLY DESIGN A PARK THAT CAN BE
SOMETHING MORE THAN IT IS TODAY.
IT CAN BE SOMETHING THAT CAN REALLY WORK FOR THE ENTIRE
COMMUNITY IN THAT AREA ON BOTH SIDES OF THE RIVER.
IDENTIFY THIS AREA ON THE NORTH PART OF THE DOWNTOWN,
WHICH EXPANDS ENCORE ALL THE WAY ACROSS THE RIVER TO THE
PARK, AND REALLY LOOKED AT THIS THAT IT COULD GROW INTO
AN INTEGRATED DISTRICT.
THERE WERE A LOT OF DIFFERENT OPPORTUNITIES.
ONE OF THE IDEAS WAS THE RIVER SHOULD BE A PLACE THAT
PEOPLE FEEL LIKE THEY CAN GET TO.
IF YOU ARE AN ENCORE, YOU SHOULD FEEL LIKE YOU HAVE A

RIVER FRONT ADDRESS THAT YOU CAN WALK TO THE RIVER EASILY
AND IT'S -- THE ENVIRONMENT IS POSITIVE.
SO YOU FEEL YOU ARE PART OF THE RIVER EVEN THOUGH YOU ARE
EIGHT OR NINE BLOCKS AWAY FROM IT.
THEY HAVE A CONCEPT IN THERE ABOUT REDESIGN FOR THE
INTERSTATE.
THIS IS SOMETHING THAT COULD HAPPEN IN THE FUTURE IF
THE -- IF WE ARE SUCCESSFUL IN GETTING THE RAIL
INITIATIVES, THE COMMUTER RAIL INITIATIVES WHICH WOULD
CAUSE THE REDESIGN.
ASHLEY STREET BACKS UP PRIMARILY BECAUSE ASHLEY AND I
THINK JEFFERSON, THEY ARE THE TWO MAIN RAMPS LEADING OFF
THE INTERSTATE.
SO ONE OF THEIR CONCEPTS WAS TO CREATE A DIFFERENT TYPE
OF EXIT SYSTEM, WHICH ALLOWS TRAFFIC TO FUNNEL OFF TO
MORE THAN ONE STREET AND THEIR CONCEPT SHOWS, THAT ASHLEY
STREET COULD BECOME A LOCAL STREET AND WOULD TAKE OFF A
LOT OF THE TRAFFIC THAT IS THERE NOW AND COULD BECOME
SOMETHING LIKE THIS IN THE FUTURE.
THIS IS A CONCEPT THAT'S A LONG-TERM CONCEPT.
IT WOULD HAPPEN IF THE INTERSTATE WERE TO BE REDESIGNED
BUT THEY SHOWED US A SOLUTION, MOSTLY TO GIVE US AN

ALTERNATIVE SO WE DON'T COMPOUND THE INTERNATIONAL SPACE
STATION, AND DO THE SAME THING THAT WE -- COMPOUND THE
SITUATION AND DO THE SAME THING THAT WE HAVE BEEN DOING
OVER THE LAST 50 YEARS.
THEY HAVE SHOWN US THERE ARE OTHER WAYS OF AN INTERSTATE
REDESIGN THAT WOULD BE BETTER FOR DOWNTOWN.
THE SOUTH DOWNTOWN AREA IS THIS WHOLE AREA SOUTH OF THE
CROSSTOWN WHICH EXTENDS FROM THE CONVENTION CENTER OVER
THE CHANNEL DISTRICT, AND A LOT OF REDEVELOPMENT
OPPORTUNITIES.
ONE OF THE THINGS THEY HAVE -- IN THE PLAN IT TALKS ABOUT
IS THE STREET GRID IN THAT AREA AT A VARIETY OF DIFFERENT
ANGLES MAKES IT HARD TO FACILITATE REDEVELOPMENT AND HOW
TO TAKE A LOOK AT THE STREET AND TO HELP SUPPORT
REDEVELOPMENT IN THE AREA.
WE SEE THE DEVELOPMENT HAPPENING DIFFERENTLY IN THAT
AREA, MORE ENTERTAINMENT ORIENTED AND MORE FESTIVE
ORIENTED AND SOMETHING THAT WOULD ATTRACT PEOPLE AND
BECOME A DESTINATION.
THIS IS THE ROAD LEADING INTO THE FORUM.
IT SHOULD BE A ROAD THAT CELEBRATES THE FORUM.
THERE'S VERY LITTLE CELEBRATION THAT COULD HAPPEN ON A

STREET THAT LOOKS LIKE THIS.
THE CONSULTANT ASKED US AND CHALLENGED US TO TAKE A LOOK
AT THESE ROADS THAT LEAD INTO THE CONVENTION CENTER AND
WHY CAN'T THEY BE LIKE THIS.
MAYBE IT FUNNELS TRAFFIC BACK AND FORTH BUT AT NIGHT WHEN
THE EVENTS ARE GOING ON, THE ROADS CAN BE CLOSED OFF AND
YOU CREATE THIS LARGE PUBLIC SPACE TO ALLOW PEOPLE GO
BACK AND FORTH.
THAT IN ITSELF HELPS TO PROMOTE REDEVELOPMENT ON BOTH
SIDES AS IT BECOMES A PLACE THAT CREATES VALUE IN OUR
URBAN CORE.
ANOTHER ROAD, WE HAVE SEEN THIS ROAD MANY TIMES, WHITING
STREET.
WE ALL KNOW IT CAN BE A MAJOR CONNECTOR FROM THE URBAN
CORE INTO THE CHANNEL DISTRICT BUT, AGAIN, THE CONDITION
OF OUR STREETS AND OUR STREETSCAPE REALLY MAKE IT
DIFFICULT FOR PEOPLE TO ENJOY THE ENVIRONMENT.
SO DEVELOPMENT OCCURS ALONG THE STREET, AND TO BEGIN
THINKING IN TERMS OF HOW THE STREET SHOULD LOOK IN THE
FUTURE AND NOT ONLY THE DEVELOPMENT BUT THE QUALITY OF
LIFE INTO THE PUBLIC REALM.
LEADING INTO THE PUBLIC REALM, A NUMBER OF IMPROVEMENTS

ALONG OUR STREETS.
I ALREADY MENTIONED A FEW OF THE THEMES THAT EMERGED AND
THAT'S OUR STREETS HAVE BEEN REALLY DESIGNED FOR CARS.
WE HAVE KNOWN THIS.
WE ALL TALKED ABOUT THIS IN THE PAST ABOUT HOW THE CAR
HAS BEEN GIVEN THE PRIORITY IN OUR STREETS, ESPECIALLY
FOR DOWNTOWN AND THE PEDESTRIANS AND THE BICYCLISTS AND
EVERYONE ELSE HAVE BEEN LEFT SECONDARY.
WE NEED TO START RECLAIMING THESE STREETS AND BRINGING
BACK SOME BALANCE, NOW THAT WE ARE GETTING RID OF CARS
BUT WE NEED TO UNDERSTAND THAT THE STREETS NEED TO BE
READY AND USED BY A VARIETY OF DIFFERENT PEOPLE.
AS YOU KNOW, THE CITY HAS MOVED FORWARD ON SOME COMPLETE
STREETS INITIATIVES.
THE CONSULTANT HAS ASKED US TO STEP IT UP A LITTLE BIT.
THE STREET SHOULD BE USED BY EVERYONE.
IT SHOULD BE AVAILABLE FOR CARS AND IT SHOULD BE
AVAILABLE FOR WALKING AND BIKING --
>> THE DIFFERENT FEEL ON THE STREET.
ANOTHER ONE AT NEBRASKA, JUST A DIFFERENT TYPE OF
TREATMENT, AGAIN TO CREATE THAT SORT OF PEDESTRIAN
CONNECTION OR MAKE THE BICYCLISTS AND THE PEDESTRIANS

FEEL LIKE THEY ARE A PART OF THE STREET.
SOME OF THEM ARE DRAMATIC.
THIS IS ONE ON PALM THAT COULD BE USED MUCH MORE DRAMATIC
STREETSCAPE OPTION TO HELP SUPPORT THE KIND OF CHARACTER
DEVELOPMENT IN THE FUTURE OF THAT AREA.
THERE'S ALSO QUITE A BIT OF EXAMINATION OF FLORIDA AND
TAMPA STREET.
THE NEIGHBORHOODS IN THIS AREA WAS FOR MANY YEARS -- AND
OUR CONSULTANT SPENT SOME TIME LOOKING AT IT.
FLORIDA STREET WAS HISTORICALLY A COMMERCIAL STREET.
AND FOR SEVERAL YEARS THEY HAVE BEEN JUST TURNED INTO --
OR ONE-WAY STREETS JUST FUNNELING TRAFFIC THROUGH THE
NEIGHBORHOOD.
THIS IS A GOOD EXAMPLE OF WHAT WE ARE TRYING TO ACHIEVE
AND HOW THE RELATIONSHIP BETWEEN TRAFFIC AND SPEED, THE
TOP DIAGRAM SHOWS THAT IF YOU ARE TRAVELING SLOW, YOU
HAVE A WIDE FIELD OF VISION, AND YOU CAN SEE QUITE A BIT
IN FRONT OF YOU.
AS YOUR SPEED INCREASES, YOUR FIELD OF VISION STARTS TO
NARROW BECAUSE YOU ARE FOCUSED ON WHAT'S HAPPENING ABOUT
DOWN THE ROAD.
WHAT THAT MEANS IS THE FASTER YOU GO, THE HARDER IT IS TO

SEE PEDESTRIANS, CHILDREN, DOGS, WHATEVER, THAT'S OUT ON
THE STREET.
ALSO IF YOU ARE ON A COMMERCIAL CORRIDOR AND YOU ARE
TRAVELING FAST, THE ODDS OF SOMEBODY REALLY SEEING YOUR
BID IS DIMINISHED, FASTER YOU GO.
SO ON A COMMERCIAL CORRIDOR, THE FASTER YOU ARE GOING,
IT'S NOT THE BEST FOR PEDESTRIANS OR ECONOMIC DEVELOPMENT
POTENTIAL.
SO THE IDEA IS TO TRY TO CREATE ON FLORIDA A SOLUTION
THAT WOULD ALLOW TWO-WAY TRAFFIC THAT WOULD CREATE MORE
OF A BOULEVARD STREET THAT WOULD SUPPORT ECONOMIC
DEVELOPMENT AND THEN ALONG TAMPA STREET WHERE THE STREET
IS NOW ONE WAY AND DIVIDES THE NEIGHBORHOOD THAT WE
CREATE A RESIDENTIAL STREET THAT JOINS THE NEIGHBORHOOD.
OUR CONSULTANT LOOKED AT THE STREETS AND FOUND IN 1940
STUDY WHERE BOTH STREETS WERE CARRYING OVER 40,000 CARS,
TODAY THEY CARRY 9,000 CARS AND THE SPEEDS ON THE STREETS
ARE FAST.
SO THEY FELT THERE WAS AN OPPORTUNITY TO DO SOME TWO-LANE
CONVERSION THAT WOULD MAKE IT A MUCH MORE POSITIVE STREET
FOR THE NEIGHBORHOODS AND THE COMMERCIAL CORRIDOR AND NOT
IMPEDE TRAFFIC.

IT'S GOING TO BE STILL AT PEAK HOUR TIMES, THERE'S STILL
GOING TO BE CONGESTION.
WE KNOW THAT.
IT HAPPENS ALL OVER THE CITY BUT THE DIFFERENCE IS DURING
THE REST OF THE TIME, THE STREETS ARE MUCH MORE
FUNCTIONAL AND MUCH MORE ATTRIBUTES ARE AMENITIES FOR THE
NEIGHBORHOOD.
WE ARE WORKING WITH HOPEFULLY FDOT TO LOOK AT A STUDY
THAT CAN ACTUALLY SHOW THAT THIS CAN WORK AND IF WE ARE
LUCKY MAYBE MAKE SOME PROGRESS OVER ON THIS PROJECT IN
THE NEXT SEVERAL YEARS.
A NEW IDEA THAT CAME OUT WITH THE CONSULTANT WORK WAS
THIS IDEA CALLED THE EAST-WEST GREEN SPINE THAT CAME OUT
OF THE WORK THAT THE GREEN ARTERY HAD BEEN WORKING ON
ABOUT CONCEPT OF UNITING OUR NEIGHBORHOODS THROUGH SOME
SORT OF CONTINUOUS GREENWAY.
THE CONSULTANT TOOK IT A STEP FURTHER.
THIS IS IN INDIANAPOLIS.
IT RUNS RIGHT THROUGH THE URBAN CORE AND IT GOES THROUGH
IT CHANGES IN CHARACTER.
SO IT'S NOT ALWAYS THE SAME LOOK BUT IT CHANGES AS IT
MOVED THROUGH THE NEIGHBORHOOD.

THE POINT BEING IS THAT IF YOU ARE AN AVID BICYCLIST, YOU
REALLY DON'T HAVE TOO MUCH OF A PROBLEM GETTING ON OUR
STREETS AND RIDING YOUR BIKE.
YOU ARE COMFORTABLE AND YOU ARE ABLE TO DO IT.
YOU UNDERSTAND THE RULES OF THE ROAD AND SO FORTH BUT IF
YOU ARE A PART-TIME BICYCLE OR A PARENT WITH CHILDREN,
YOU HAVE A VERY HARD TIME GETTING ON THE STREET AND GOING
OUT AND BICYCLING, WHAT A FACILITY LIKE THIS DOES IS IT
SEPARATES THE BICYCLIST FROM THE ROADWAY AND INCREASES
SAFETY AND THE UTILITY AND SO FORTH.
SO THEY HAVE A CONCEPT -- THIS IS AN IDEA OF WHAT IT
WOULD LOOK LIKE.
THIS IS THAT BOULEVARD STREET THAT I SHOWED YOU EARLIER.
YOU CAN SEE THE CYCLE TRACK ON THE LEFT-HAND SIDE OF THE
ILLUSTRATION BEING TOTALLY SEPARATED WHAT THEY HAVE DONE
HERE IN THIS ILLUSTRATION IS TAKING THE NUCCIO PARKWAY
FROM A FOUR LANE ROAD DOWN TO A TWO-LANE ROAD AND
CREATING MORE SPACE ON EACH SIDE FOR THE CYCLE TRACK.
THEY HAVE GIVEN US DIFFERENT ALTERNATIVES IN THE TWO LANE
DOESN'T WORK, THERE ARE WAYS TO TEAL WITH OTHER
CONFIGURATIONS BUT THE POINT BEING THERE'S ROOM ON THE
ROAD TO CREATE THIS CYCLE TRACK.

THIS IS WHAT IT MIGHT LOOK LIKE ON WEST SIDE OF THE

THEY SHOWED HOW IT GOES FROM JETTY PARK ALL THE WAY TO
THE ARMORY TO ARMENIA.
SO NORTH YBOR CITY.
THAT WOULD BE A CONTINUOUS BICYCLE TRACK.
THEY WANTED TO GET TO THE RIVER AND GET TO OTHER
NEIGHBORHOODS AND DO IT SAFELY AND EASILY.
THE CROSS RIVER TRAIL, THIS CAME OUT OF THE EVALUATION OF
THE TRANSIT SYSTEM.
THE REGIONAL TRANSIT WOULD HAPPEN IN THE FUTURE THEM SAW
THAT WHATEVER THE OPTION WAS, SOMETHING WOULD COME INTO
THE NORTH PART OF DOWNTOWN AND WOULD HAVE TO HAVE THESE
CIRCULATORS THAT WOULD FEED FROM DOWNTOWN THE OTHER
PARTS.
THEY LOOKED AT THE EAST-WEST CONNECTOR BECAUSE IT
REPRESENTED AN OPPORTUNITY THEY FELT THAT THERE WAS A
DEMAND TODAY, UNIVERSITY OF TAMPA IS GROWING.
THERE'S A NUMBER OF STUDENTS THERE THAT WANT TO GET INTO
DOWNTOWN AND GET TO THE CHANNEL DISTRICT.

THERE ARE PEOPLE, YOU HAVE THE NURSES OR HOSPITAL STAFF
OF TAMPA GENERAL THAT WANT TO GET ACROSS THE RIVER.
THEY THOUGHT THIS WAS AN OPPORTUNITY FOR A CROSS RIVER
TRANSIT SOLUTION IN THE SHORT RUN AND RECOMMENDED THAT WE
STUDY THAT.
AGAIN, IT WOULD BE A BUS SYSTEM IN THE SHORT RUN, AND
DEMONSTRATE THAT IT WOULD WORK AND THEN IF IT WOULD WORK,
WE WOULD MAKE A DECISION AS TO WHETHER WE WANTED TO GO
WITH SOME SORT OF FIXED TRANSIT OR EXPAND THE LOOP TO
TAKE IN SOME OTHER AREAS.
AND THEN ANOTHER DISTRICT, IS THE MED ED COLLABORATION.
ON THE WEST SIDE OF THE RIVER, WE HAVE PRIVATE
DEVELOPMENTS THAT ARE STARTING TO OCCUR IN NORTH HYDE
PARK, PRIMARILY ALONG ROME AVENUE, SOME OF THE APARTMENTS
THAT ARE GROWING THERE.
THE UNIVERSITY OF TAMPA IS EXPANDING AND WE HAVE TAMPA
GENERAL WHICH IS EXPANDING IN THE AREA.
FOR A NUMBER OF YEARS, PRIVATE DEVELOPMENT, THE
UNIVERSITY OF TAMPA AND TAMPA GENERAL, PRETTY MUCH COULD
MAKE THEIR OWN DECISIONS WITHOUT REALLY WORRYING ABOUT
HOW THEY COULD IMPACT OTHERS.
THEY HAD ROOM FOR GROWTH.

THAT'S NO LONGER THE CASE.
THEY ARE ALL EXPANDING AND THEY ARE STARTING TO PUMP UP
AGAINST EACH OTHER IN TERMS OF WHAT THEIR PLANS -- WHAT
THEY WOULD LIKE THEIR PLANS TO BE.
ONE OTHER THING THAT'S HAPPENING IN THE AREA, THIS
INCREASING DEVELOPMENT, UNIVERSITY OF TAMPA HAS ONE OF
THE BEST NURSING SCHOOLS IN THE SOUTHEAST AND MANY OF
THEIR GRADUATES GO DIRECTLY TO TAMPA GENERAL.
WHEN THEY START WORKING, WHAT THEY ARE LOOKING FOR IS
CLOSE IN HOUSING THAT THEY CAN TAKE ADVANTAGE OF THAT'S
CLOSE TO WORK.
AND, AGAIN, THAT FEEDS BACK INTO THE RESIDENTIAL
COMPONENT.
SO YOU CAN SEE THAT THERE'S ALREADY A SYNERGY, WHICH IS
STARTING TO EMERGE ON THEIR OWN.
THE CONSULTANT RECOMMENDED THAT WE CAN MAKE THESE
THINGS -- THEY ARE GOING TO HAPPEN ON THEIR OWN BECAUSE
THE FORCES ARE REALLY STRONG.
THEY CAN HAPPEN QUICKER AND FASTER AND BETTER IF THERE
WAS SOME COLLABORATION BETWEEN THE UNIVERSITY AND BETWEEN
THE HOSPITAL AND BETWEEN THE PRIVATE DEVELOPMENT TO
CREATE SOMETHING CALLED THE MED-ED DISTRICT.

THERE'S SOME EXAMPLES AROUND THE COUNTRY WHERE THIS HAS
HAPPENED AND IF IT DOES HAPPEN, AND EVOLVE, IT COULD
BECOME A DISTRICT THAT CAN RIVAL SOME OF THE OTHER
DISTRICTS AROUND THE NATION.
THEY ALSO MENTIONED ALONG WILLOW STREET, THERE'S SOME
GROWING FURNITURE DESIGN STORES THAT ARE HAPPENING AND
STARTING TO CREATE ITS OWN LITTLE CHARACTER.
AND, AGAIN, SAYING WHAT COULD HAPPEN IF WE WERE TO MAKE
SOME STRATEGIC INVESTMENTS IN THE AREA TO GIVE IT SOME
CHARACTER THAT WOULD HELP SUPPORT REDEVELOPMENT IN THAT
CORRIDOR.
AND THEN LASTLY, THEY WERE SEVERAL SITES IN THE AREA
WHICH THE CONSULTANT IDENTIFIED THAT ARE TARGETS FOR
FUTURE REDEVELOPMENT, THE HEIGHTS DEVELOPMENT, ENCORE, OF
COURSE, NORTH BOULEVARD HOMES IN WHICH THE TAMPA BAY
HOUSING AUTHORITY IS GETTING READY TO UNDERTAKE A MASTER
PLAN STUDY OF THE NORTH BOULEVARD HOMES AND SOME OF THE
OTHER PUBLIC PROPERTIES IN THE AREA.
ROBLES PARK WHICH WAS TARGETED LATER ON AFTER THE HOUSING
AUTHORITY FINISHES ITS WORK ON NORTH BOULEVARD, THAT
WOULD BE THE NEXT HOUSING PROJECT THAT WOULD BE TARGETED
FOR REDEVELOPMENT.

WE HAVE, OF COURSE, TAMPA PARK APARTMENTS AS A SINGLE
OWNER WHICH COULD TRANSITION TO A DIFFERENT TYPE OF USE
IN THE LONG RUN.
AND THEN, OF COURSE, THE WORK -- OR THE THINGS THAT ARE
HAPPENING, NORTH HYDE PARK.
THESE THINGS ARE RECOGNIZED IN THE PLAN AS MAJOR
REDEVELOPMENT AREAS OR PROJECTS THAT COULD HAPPEN IN THE
NEXT SEVERAL YEARS THAT WOULD IMPACT THE AREAS AROUND
THEM.
THEY ENCOURAGED US TO LOOK AT WHAT'S HAPPENING AROUND THE
ORIGIN OF THE PLANS AND THEY ARE BEING DEVELOPED WITHIN
THE FABRIC OF THE NEIGHBORHOOD, THAT THEY HELP TO JOIN
THE NEIGHBORHOOD AND THEY HELP TO ADD VALUE TO THE
NEIGHBORHOOD SO THEY CREATE SOMETHING THAT'S MORE FOR THE
COMMUNITY THAN WHAT'S THERE NOW.
ACHIEVING THE VISION.
PART OF THIS WILL BE ACHIEVED JUST OVER TIME.

RIGHT, IT ONLY HAD THE CLUB AND THE FESTIVE RETAILING.
YOU CAN SEE THE AMOUNT OF CHANGE THAT CAN HAPPEN OVER 20
YEARS.
THE SOUTHERN PART OF THE CBD.
CHANNEL ISLAND IS NEARLY ALL DEVELOPED AND A GREAT DEAL
OF CHANGE.
SO SOME OF THE THINGS THAT WE HAVE SEEN IN THIS VISION
PLAN WILL HAPPEN OVER TIME BECAUSE OF THE FORCES AND SOME
OF THE THINGS THAT ARE HAPPENING, BUT WE CAN AS A
COMMUNITY MAKE THINGS HAPPEN QUICKER, FASTER, A LITTLE
BETTER IF WE FOCUS ON A FEW KEY DRIVERS.
ONE OF THEM IS TO ALIGN OUR SERVICES, LINING THE
THINGS -- ALL THE AGENCIES ARE DOING AND THEY HELP
ACHIEVE THE VISION THAT THEY ESTABLISH THE RIGHT
PARTNERSHIPS TO CREATE THE KIND OF REINVESTMENT AND THE

FINALLY AFTER ALL OF THESE YEARS, A YEAR FROM NOW WE
SHOULD HAVE A RIVER WALK ON THE WEST SIDE OF THE RIVER
THAT SHOULD BE COMPLETED.
WE NEED PEOPLE IN THE COMMUNITY THAT WILL MAINTAIN THIS
VISION PAST ALL THE DIFFERENT ADMINISTRATIONS THAT OCCUR.

ABOUT IS PARKING FROM THE GREATER TAMPA NEIGHBORHOODS.
BRINGING THOSE OTHER NEIGHBORHOODS THAT AREN'T INSIDE
YOUR PLAN, FINDING WAYS TO ENCOURAGE THOSE NEIGHBORS TO
COME DOWN TO THE CITY CENTER AS BILLION, MAKING SURE THAT
THERE'S AN OPPORTUNITY FOR THEM TO PARK ON A SATURDAY
AFTERNOON OR WHATEVER AND IT'S NOT IN A GARAGE.
IT'S NOT ALWAYS -- IT'S NOT ALWAYS GOING TO BE SO COST

IT SHOULD BE SOMETHING THAT THE LOCAL GOVERNMENTS TAKE
CARE OF AND THEN WORKING THAT PARTNERSHIP.

BOUNDARY FOR THE UNIVERSITY AREA COMMUNITY PLAN AND JUST
TO ORIENT YOU, I HAVE TRIED TO LOCATE SOME OF THE LARGER
AGENCIES AND INSTITUTIONS IN THE AREA.
WE HAVE 22nd STREET, THE UNIVERSITY AREA COMMUNITY
DEVELOPMENT CORPORATION.
WE HAVE FLORIDA HOSPITALS AT THE INSECTION OF FLETCHER

THIS PARTICULAR PLAN WAS DIVIDED INTO FOUR SUBAREAS.
THE FIRST ONE AND THE SECOND AREA ARE PRIMARILY
RESIDENTIAL.
A LOT OF APARTMENTS AND SINGLE FAMILY RESIDENTIAL SOUTH
OF BARRIS AND NORTH OF FOWLER AND EAST OF 275.
A THIRD SUBAREA IS THE AREA THAT'S ON THE NORTH SIDE OF
FLETCHER OPPOSITE THE UNIVERSITY AND THIS AREA IS AN AREA
THAT IS PRIMARILY REFLECTS ITS SUPPORT OF BOTH MEDICAL
USES AND RESIDENTIAL STUDENT HOUSING AND MEDICAL OFFICES
ALONG FLETCHER FOR THE UNIVERSITY.
AND THEN THE FOURTH AREA IS THE AREA THAT IS ADJACENT TO
TEMPLE TERRACE.
IN 2001, WHEN THIS COMMUNITY PLAN WAS ORIGINALLY ADOPTED
THERE WERE A NUMBER OF PROPOSALS FOR THIS AREA THAT HAVE
TAKEN PLACE.
SO I'M GOING TO RUN THROUGH SOME OF THOSE.
THERE WAS ENVISIONED A UNIVERSITY COMMUNITY EDUCATIONAL

COMPLEX, WHICH IS NOW PRETTY MUCH BEEN BUILT.
THIS' A JUNIOR ACHIEVEMENT CENTER.
THERE'S A SENIOR CENTER, MULLER ELEMENTARY SCHOOL, THE
HEALTH AND HUMAN SERVICES DEVELOPMENTS ALONG 22nd STREET.
THERE WERE A NUMBER OF CAPITAL IMPROVEMENTS THAT YOU SEE
ON THE MAP.
THE LAST OF WHICH ARE BEING COMPLETED NOW THROUGH THE
STORM WATER, THE DUCT STORM WATER IMPROVEMENT PROJECTS.
BUT THEY ALSO INCLUDED CAPITAL IMPROVEMENT PROJECTS TO
STREETS AND ROADWAYS.
IT ALSO CALLED FOR THE DEVELOPMENT OF A LAND DEVELOPMENT
CODE FOR THE 22nd STREET WHICH HAVE BEEN DEVELOPED AND
ADOPTED INTO THE LAND DEVELOPMENT CODE.
THE NEIGHBORHOOD OFFICE DISTRICT AND THE MAIN STREET
DISTRICT, WHICH WAS SEEN AS A VEHICLE BY WHICH TO CREATE
REDEVELOPMENT WITHIN THE BOUNDARY.
AND THERE WERE THE 22nd STREET MASTER PLAN IMPROVEMENTS
THAT WERE PROPOSED IN THREE STAGES.
THE THIRD STAGE IS NOW BEING COMPLETE IN THE CENTER.
AND IT INCLUDED DESIGN CHANGES AND LAYOUTS TO THE
22nd STREET THAT IF YOU GO THROUGH IT, YOU WILL SEE THE
PAPERS AND THE LIGHTING AND THE FENCING THAT REFLECT IT.

THE COMMUNITY PLAN ITSELF IS BASED ON THE PLANNING
COMMISSION'S COMMUNITY PLAN GUIDE, WHICH WAS ADOPTED LAST
YEAR.
WE WERE OUT HERE FROM SEPTEMBER OF 2011 UNTIL SEPTEMBER
OF 2012, AND I MIGHT ADD THAT WE ARE STILL OUT HERE.
THIS PLAN AMENDMENT WAS -- CONTINUED FROM THE LAST ROUND
BECAUSE STAFF THOUGHT IT WAS IMPORTANT TO GO OUT AND
RECONNECT WITH SOME MEMBERS OF THE CIVIC ASSOCIATION TO
ENSURE THAT THEY WERE IN SUPPORT OF THE PROPOSALS WE ARE
BRINGING YOU.
THE STAKEHOLDER PROCESS ITSELF INCLUDED ALMOST 27
SEPARATE STAKEHOLDER INTERVIEWS WITH VARIOUS AGENCIES AND
INSTITUTIONS IN THE AREA.
MOSEY, THE VETERANS HOSPITAL, FLORIDA HOSPITAL.
WE MET WITH THE DEVELOPMENT CORPORATION.
WE MET WITH SOME OF THE CIVIC ASSOCIATION AND OTHER
SPECIALIZED GROUPS IN THE AREA OVER THE LAST YEAR.
WE HAD THREE OPEN HOUSES.
WE HAD FOUR ADVISORY COMMITTEE MEETINGS THAT INCLUDED AS
TOPICS HOUSING, TRANSPORTATION, AND ECONOMIC DEVELOPMENT.
WE WERE A LITTLE DIFFERENT IN THIS COMMUNITY PLAN IN THAT
USUALLY WE HELD A SERIES OF ADVISORY MEETINGS BUT BECAUSE

THIS AREA IS PRIMARILY RENTAL APARTMENT AND BECAUSE IN
THE ORIGINAL DEVELOPMENT OF THE PLAN THERE WERE LARGE
AMOUNTS OF WEED AND SEED MONIES THAT WENT INTO -- AND A
LARGE NUMBER OF STAFF WHO WERE ABLE TO DEVELOP THIS PLAN
THROUGH VERY INTENSE ONE-ON-ONE KIND OF INTERACTIONS WITH
THE COMMUNITY, WE FOUND THAT WE DIDN'T HAVE THAT
AVAILABLE TO US THIS TIME.
SO WHAT WE DID IS WE WANTED TO MAKE SURE THAT WE
UNDERSTOOD THAT THE AGENCIES AND THE REPRESENTATIVES IN
THAT AREA UNDERSTOOD WHETHER THE PLAN HAD WORKED FOR THEM
AND WHETHER IT HADN'T AND WHAT THE ISSUES WERE.
SO THEY INCLUDED THE STAKE HOLDER INTERVIEWS.
WE DID AN ONLINE SURVEY THAT HAD ALMOST APPROXIMATELY 280
RESPONDENTS AND WE ALSO DID A BUSINESS SURVEY THAT
INCLUDED ALMOST 80 SEPARATE BUSINESSES THAT WERE DONE BY
GOING ON FOOT TO THE MAJOR CORRIDORS.
WE ALSO LOOKED AT THE EXISTING STUDIES IN THE AREA.
THERE WERE A NUMBER OF STUDIES THAT HAVE TAKEN PLACE IN
THIS AREA SINCE 2001, WHICH INCLUDED A MULTIMODAL
TRANSPORTATION STUDY, THE TAMPA BIKE AND WALK, THE
PEDESTRIAN BICYCLE AND HIGH AREA CRASH STRATEGIC PLAN.
AS PART OF THIS PLAN, WE ALSO WORKED WITH SOME OF THE

UNIVERSITY STUDENTS IN THE SURVEYS AND WITH AFFORDABLE
HOUSING AND WE DID A UNIVERSITY AREA RENTAL AND
REDEVELOPMENT STUDY.
AND THE PLANNING COMMISSION HAS LOOKED AT SOME OF THESE
AREAS THROUGH SOME OF ITS OTHER STUDIES, SOME OF ITS
OTHER ECONOMIC CONSULTANT STUDIES THAT YOU HAVE HEARD
OVER THE LAST YEAR, THE ECONOMIC DEVELOPMENT AREAS, THE
ECONOMIC POTENTIAL EVALUATION STUDY.
AND THEN IN ADDITION TO THAT, PART OF THE PROCESS TO GO
OUT AND SEE WHAT KIND OF ONGOING PROGRAMS AND PROJECTS
WERE TAKING PLACE OR HAD BEEN COMPLETED IN THIS AREA.
FOR EXAMPLE, THE MASTER PLAN, THE NORTH 22nd STREET MASTER
PLAN AND ITS LAST SEGMENT BEING COMPLETE DURING THIS
PERIOD, WE LOOKED AT THE CALMING PROJECT ON FLETCHER
BETWEEN 275 AND BRUCE B. DOWNS BOULEVARD AND THE PD & E
STUDY WHICH WAS TAKING PLACE FROM ABOUT 30th STREET TO
I-75 AND WE LOOKED AT HOW THOSE PROJECTS WERE RECEIVED BY
THE PUBLIC, WHETHER THEY WERE WELL RECEIVED.
YOU WILL SEE THAT IN SOME OF THE RECOMMENDATIONS, SINCE
THEY WERE VETTED OUT IN THE COMMUNITY, THEIR
RECOMMENDATIONS SHOULD BE PAID ATTENTION TO, AS THE PLAN
WENT FORWARD.

BUT THERE WERE ALSO SOME OTHER ONGOING ACTIVITIES.
THERE WAS THE POSTER DISASTER REDEVELOPMENT PLAN THAT
IDENTIFIED THIS AREA AS ONE OF THE AREAS AND IT HAD SOME
RECOMMENDATIONS, SOME GENERAL RECOMMENDATIONS.
THERE WAS NO SPECIFIC RECOMMENDATION BUT WE RECOGNIZED
THAT THAT PROCESS IS GOING ON AND WHAT WE SAY THIS IS AS
THOSE RECOMMENDATIONS COME FORWARD AND THEY HAVE BEEN
VETTED IN THE COMMUNITY, THAT THEY SHOULD BE LISTENED TO
AS A REFLECTION OF THE COMMUNITY'S DESIRES.
WE WERE ALSO LOOKING AT THE EXISTING PROGRAMS, FOR
EXAMPLE, THE COMMUNITY DEVELOPMENT BLOCK GRANT AREAS HERE
AND WHAT IT'S -- HOW IT HAS SERVED THE AREA.
WE LOOKED AT THE ENTERPRISE ZONE.
WE ACTUALLY LOOKED AT WHAT KIND OF DEVELOPMENT THAT
HAPPENED UNDER THE ENTERPRISE ZONE APPLICATION.
AND THEN WE WERE ALSO AWARE AND LISTENED TO SOME OF THE
CONVERSATIONS AROUND THE TAMPA INNOVATIONAL ALLIANCE AND
THE INNOVATION DESTINATION AND THE HILLSBOROUGH COUNTY
PROSPERITY COMMUNITY.
THOSE HAVE NOT COME TO CONCLUSION BUT WE TRIED TO GET A
LARGER PICTURE OF THEM AS WE LOOKED AT THIS AREA.
OUT OF THAT, WE ARE PROPOSING THE ADOPTION OF VISION INTO

THE COMPREHENSIVE PLAN, AND A SET OF FIVE STRATEGIES AND
THE FIVE STRATEGIES ARE NOT VERY DIFFERENT THAN WHAT'S
ALREADY PROPOSED BUT WHAT WE FOUND IS THIS COMMUNITY PLAN
HAS BEEN WELL RECEIVED AND WELL USED IN TERMS OF THE
IMPLEMENTATION IN THE AREA.
THE DIFFERENCE IS THAT WHAT WAS PAID ATTENTION TO SINCE
2001 HAS BEEN THE MAJOR STREETS AND THE SAME STRATEGIES
NOW NEED TO BE APPLIED TO THE NEIGHBORHOODS TO CONNECT
THEM TO THE MAJOR CORRIDORS, FOR EXAMPLE, THE CONNECTION
OF SIDEWALKS LIGHTING AND SHELTERS ALONG THOSE PEDESTRIAN
STREETS THAT CONNECT OUT TO -- FOR EXAMPLE, THE BUS RAPID
TRANSIT FACILITIES BEING DEVELOPED ALONG FLETCHER AND
NEBRASKA.
SO WE CAME UP WITH JUST A VERY SMALL CHANGE TO IT.
YOU WILL SEE IT IN YOUR PACKET BUT THE STRATEGIES INCLUDE
BUILD COMMUNITY INFRASTRUCTURE, ELIMINATE OBSOLETE LAND
USES, YOU SAW A PLAN AMENDMENT LAST TIME, DURING THE LAST
TIME THAT IS ACTUALLY UTILIZING THIS POLICY AND YOU WILL
SEE ONE LATER TODAY.
WE -- ONE OF THE STRATEGIES TALKS ABOUT CREATING
COMMUNITY IDENTITY, ENSURING COMMUNICATE INPUT AND
ECONOMIC DEVELOPMENT IS THE LAST STRATEGY.

WE ARE ALSO PROPOSING TWO NEW RECOMMENDATIONS.
THE FIRST ONE IS A FURTHER REFINEMENT OF THE RAPID
DEVELOPMENT CODE AS A REVISION TO LOOK AT STORM WATER
DESIGN AND ALSO TO INCLUDE COMMON ARCHITECTURAL THEMES
AND FENCING AND TO REFLECT THE CRIME PREVENTION THROUGH

ENVIRONMENTAL DESIGN FEATURES AS NEW DEVELOPMENT OCCURS
WHICH WILL BE DONE AFTER THE PLAN AND BE IMPLEMENTED BY
DEVELOPMENT SERVICES.
WE ALSO ARE RECOGNIZING THE IMPORTANCE OF EAST 31st AVENUE
AS AN EAST-WEST COMMUNITY CORRIDOR, DIFFERENT FROM --
SLIGHTLY DIFFERENT FROM SOME OF THE MAJOR ROADWAYS,
FLETCHER ON THE NORTH AND FOWLER ON THE SOUTH.
THIS 131st STREET BETWEEN NEBRASKA AND BRUCE B. DOWNS IS A
CONNECTOR FROM THE UNIVERSITY AND PEOPLE WORKING ON
UNIVERSITY AND PROVIDES A WAY TO COME IN AND OUT OF THE
COMMUNITY, BUT IT'S AT A LOWER SCALE.
WHAT THE COMMUNITY WAS TELLING US, THEY WOULD LIKE TO SEE
PEDESTRIAN IMPROVEMENTS, TURN LANES, AS FEASIBLE AND AS
NEW DEVELOPMENT OCCURS.
WE DID SEND OUT THE PROPOSAL THAT YOU HAVE IN YOUR PACKET
TO AGENCIES FOR COMMENT.
WE RECEIVED NO OBJECTIONS OR COMMENTS, AND THE COMMENTS

EFFORTS, EVEN IF THEY WERE NOT SUCCESSFUL, THAT WE DON'T
JUST NEGLECT THAT THERE WAS A LOT OF WORK AND DATA THAT
IS THERE THAT CAN BE UTILIZED.
WE ALSO SPENT SOME TIME INTERVIEWING A VARIETY OF

AND THAT -- I THOUGHT THIS WAS AN INTERESTING ONE.
WE HAVEN'T HAD A COMMON VISION THAT'S LASTED MORE THAN

TROPICAL ACRES THAT THEY HAD COME TOGETHER, THESE SHOW
BUSINESS OPERATORS WHO HAD USES IN THAT AREA.
THEY HAD COME TOGETHER TO ASK FOR A COLLECTING REZONING
OF 37 PROPERTIES ALL TO THE SHOW BUSINESS CLASSIFICATION
AND THAT BECAME THE QUESTION, IS THAT A CLUSTER?
WELL, IT WAS A CLUSTER EXCEPT THAT IT NOW CREATED A
PRECEDENT FOR THE APPLICATION OF THAT IN AN AREA IN THIS
PARTICULAR CASE OF TROPICAL ACRES AND POTENTIALLY BEYOND
THE BOUNDARIES OF THAT.
YOUR STAFF PUT FORWARD A COMPREHENSIVE PLAN AMENDMENT,
WHEN WE LOOKED AT THAT, WE SAID, WELL, WE NEED SOME KIND
OF GUIDANCE FROM THE COMPREHENSIVE PLAN, OTHERWISE WHERE

AND BEING ABLE TO DOCUMENT PRIOR TO A DEFINED DATE.
AND WE SAW THAT AS THE DATE WHICH WE GOT THE APPLICATION
FOR THESE SOME 37 USES.

IN OTHER WORDS SOME USES THAT WERE MORE PALATABLE WITHIN
A RESIDENTIAL AREA AND THEN THOSE NON-CONFORMING STATUSES
WOULD BE ABLE TO EXIST AS LONG AS THEY MAINTAIN THAT
STATUS.
NOW, WE WOULD HAVE TO HAVE SOME SPECIAL PROVISIONS.
TYPICALLY WHEN A NON-CONFORMING USE IS ABANDONED, YOU USE
THE NON-CONFORMITY.
THEY BY DESIGN LEAVE EVERY YEAR AND COME BACK.
NOW, THIS IS NOT A PERFECT SOLUTION, BUT IT IS ONE -- AND

PLAN SHOULD BE AMENDED TO DEFINE THE GIBSONTON AREA AS
