CAPT Steven Werner joined the Navy in June 1992 and

attended the United States Naval Academy at Annapolis, MD where he received a Bachelor’s of Science degree in Astronautical Engineering. Following his commissioning in May 1996, he was assigned to USS TICONDEROGA (CG 47) as the Damage Control Assistant. He followed up his tour on TICONDEROGA with an Officer-In-Charge tour on USNS PATUXENT (T-AO 201) beginning in April 1999.

In June 2000, CAPT Werner transferred to Naval Postgraduate

School (NPS) at Monterey CA, where he completed a Master’s of Science degree in Astronautical Engineering. From NPS, he transferred to the USS BARRY (DDG 52) and served a tour as the Engineer Officer and one of the primary Tactical Action Officers on board. After his tour on BARRY, he took over the Training Officer Billet and a key Tactical Action Officer billet on USS SAIPAN (LHA 2). While on SAIPAN, CAPT Werner was selected for lateral transfer from the Surface Warfare community to the Engineering Duty community.

Following his tour on USS SAIPAN, CAPT Werner was assigned to Space and Naval Warfare Center Pacific as the Ballistic Missile Defense Test and Evaluation Project Officer and Strike Group Officer. CAPT Steven Werner was assigned to National Reconnaissance Office as the Assistant Program Manager and Contracting Officer’s Technical Representative for the Defense Intelligence Information Enterprise (DI2E) Framework, supporting an intelligence information sharing program.

CAPT Steven Werner next reported to USS NIMITZ (CVN 68) as the Combat Systems Officer. After completing his tour on NIMITZ, he was assigned to PEO C4I, PMW 750 as the Carrier Integration Program Manager and Systems-of-Systems Operability Test (SOT) Test Director.

CAPT Werner reported to PMW/A 170 as Principal Assistant Program Manager (PAPM) for Global Positioning System (GPS) Navigation in the Communications and GPS Navigation Program Office (PMW/A 170). His primary focus has been working to accelerate GPS Based Positioning, Navigation, and Timing Service (GPNTS) Full Operational Capability (FOC) and providing project direction, governance, and stakeholder requirements to accelerate the testing and integration of Military GPS User Equipment (MGUE) into Naval aircraft, ships, weapons systems, and C4I subsystems.

Before coming to PMW 205, CAPT Werner served as the Chief of Staff at the U.S. Navy’s Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I).

CAPT Steven Werner has been awarded the Defense Meritorious Service Medal, Meritorious Service Medal, Navy and Marine Corps Commendation Medal (2 awards), Navy and Marine Corps Achievement Medal (2 awards), and numerous campaign and unit awards. He is married to Jennifer Lynn Werner of Virginia Beach, VA, and has two children, Aubrey (13) and Gabrielle (11).
