Attachment A Project Narrative
1.0 Introduction
The City of Boston proposes to perform bridge preservation work on Central Avenue over Neponset River in
Boston, MA.
The purpose of this Bridge Preservation Project is to repair the deteriorated portions of the bridge to upgrade
their condition. The proposed work is intended to improve the current level of serviceability to extend the service
life of the existing bridge. The length of the project is approximately 135 feet.
The project area for this RDA filing is shown on the locus map (Figure 1).

2.0 Site Overview
Using the locus and available maps, GIS data layers from the Commonwealth’s Office of Geographic Information
(MassGIS) were overlaid on the project locus to determine the presence/absence and general location of
environmental resources within, adjacent and proximate to the “Central Avenue over Neponset River” project
limits in Boston.
Wetland Resources
As shown in Figure 2 and 3, the proposed work is located mainly above, but also adjacent to, resource areas
associated with Neponset River. Specifically, repairs to the existing superstructure will occur within the 100-foot
buffer zone of Bank and the 25-foot Riverfront area. There will be no impacts within Neponset River (Land Under
Water, or LUW). The presence and types of wetlands located in the immediate surrounding region of the project
site are shown in Figure 2 and 3.
For work within riverfront:
As stated in 310 CMR 10.58(6)(a), work within riverfront is defined as: “Any excavation, structure, road,
clearing, driveway, landscaping, utility line, rail line, airport owned by a political subdivision, marine cargo
terminal owned by a political subdivision, bridge over two miles long, septic system, or parking lot within
the riverfront area in existence on August 7, 1996. Maintenance of such structures or areas is allowed
(including any activity which maintains a structure, roads (limited to repairs, resurfacing, repaving, but not
enlargement), clearing, landscaping, etc. in its existing condition) without the filing of a Notice of Intent
for work within the riverfront area, but not when such work is within other resource areas or their buffer
zones except as provided in 310 CMR 10.58(6)(b). Changes in existing conditions which will remove, fill,
dredge or alter the riverfront area are subject to 310 CMR 10.58, except that the replacement within the
same footprint of structures destroyed by fire or other casualty is not subject to 310 CMR 10.58.”
Massachusetts Natural Heritage & Endangered Species Program
According to related MassGIS data layers, the project site is not located within a Priority Habitat or Estimated
Habitat of rare species. There are 8 Certified Vernal Pools and approximately 44 Potential Vernal Pools in the
City of Boston; all of these land features, however, are distant from the project site. Work activities will not be
occurring in any territory designated as an Area of Environmental Critical Concern (ACEC), Outstanding Resource
Water (ORW), Zone II Approved Wellhead Protection Area, Interim Wellhead Protection Area (IWPA), or Barrier
Beach). Much of the information contained in this section is illustrated in figure 2 and 3.
Stormwater Critical Areas
Based on the MassGIS datalayers, the bridge superstructure to be repaired crosses Neponset River, however, no
work will be performed in the water on this project. The project consists of repairing the bridge superstructure
(steel beams, concrete deck and appurtenances) that crosses over Neponset River. The proposed repair work is
not located within any stormwater critical areas or area of critical environmental concern.

Federal Emergency Management Agency
The online Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (FIRM) for the City of
Boston, Massachusetts, Suffolk County, were reviewed. The project will not result in any net fill within the
floodplain. The FEMA Flood Zones located at the project site and the immediate surrounding region are shown in
Figure 4.

3.0 Proposed Activities
Repair work will be performed on Bridge No. B-16-024 = M-25-003, Central Avenue over Neponset River.
The proposed repair work covered under this RDA filing includes removal of the existing pavement wearing surface
on the bridge, scarification of the top surface of the existing bridge deck by hydrodemolition, placement of a new
cement concrete wearing surface on the bridge deck, cleaning and painting of the existing structural steel beams
with some minor structural steel repairs, replacement of the existing bridge expansion joint seals, minor concrete
repairs to the existing bridge substructure and resurfacing the roadway approaches within 25 feet of the bridge
ends.

The repairing of the existing superstructure will require that the Contractor perform this work in accordance with
City of Boston specifications concerning environmental protection and monitoring. The Contractor shall be
required to comply with all Federal, State and municipal laws, regulations and ordinances that require protection
of the environment, including laws and regulations whose purpose is to prevent contamination and pollution of
the air, water and soil in and surrounding the work site, where lead paint being removed from a bridge under this
contract is subject to abatement, containment, transportation and disposal. There will be no work in the river or
on the bank of the river. The contractor will provide full containment for the painting and abutment work and no
debris or materials will be permitted to fall into the water.
As currently proposed, all work on this project is on the bridge structure. No work will be performed directly in
the water or below existing ground level. Therefore, the need for an EPA NPDES Stormwater Construction General
Permit is not anticipated.
It is respectfully requested that the Boston Conservation Commission issue a Negative Determination with
conditions as deemed appropriate, thereby allowing the project to proceed in the absence of the preparation and
filing of a Notice of Intent.
4.0 Abutters
As shown in Figure 5 and 6, property boundaries according to the most recent information from the Assessing
Departments are shown. Abutters within 300 feet of the project property line are highlighted and will be
notified of the proposed project (Information shown in Figure 7).

NOTIFICATION TO ABUTTERS BOSTON CONSERVATION COMMISSION
In accordance with the Massachusetts Wetlands Protection Act, Massachusetts General Laws Chapter 131,
Section 40, and the Boston Wetlands Ordinance, you are hereby notified as an abutter to a project filed with the
Boston Conservation Commission.
A. Gill Engineering Associates, Inc., representing City of Boston Public Works Department has filed a
Request for Determination of Applicability with the Boston Conservation Commission seeking permission to
alter an Area Subject to Protection under the Wetlands Protection Act (General Laws Chapter 131, section 40)
and Boston Wetlands Ordinance.
B. The address of the lot where the activity is proposed is Central Avenue over Neponset River.
C. The project involves bridge preservation work.
D. Copies of the Request for Determination of Applicability may be obtained by contacting the Boston
Conservation Commission at [email protected].
E. Copies of the Request for Determination of Applicability may be obtained from Preston Huckabee, Gill
Engineering Associates, Inc., at [email protected], between the hours of 9 AM to 5 PM, Monday
through Friday.
F. In accordance with the Commonwealth of Massachusetts Executive Order Suspending Certain Provisions of
the Open Meeting Law, the public hearing will take place virtually at https://zoom.us/j/6864582044. If you

G. Information regarding the date and time of the public hearing may be obtained from the Boston
