To the editor... With reference to the letters from Steve Brown and Eddy Wilkinson (Issue 223 18Sep12) I completed Mr Cobb's survey and where I did not agree with his bias I gave him my comments on a 'de-.dpf' version which I then emailed to his Parliament House office. My overall reasoning being that if the owner doesn't know the fault, then he can't correct the error. If NBN is to deliver a broadband 12Mb (bit, not byte or character) by radio, then there will only be one user on that channel at that time and the byte rate will be 12Mb divided by 8, you do the sum. If two users appear, then the transfer rate will be something less (problematically) to each. If another user appears the speed of transfer will lower again, and so on with number four-five-six, etc.. If the broadband delivery was by optic-fibre then none of the users above would really notice a change in 'speed'. That is what was promised for "the bush", and that is what has been dudded by NBN now only providing a radio based "broadband" portal. The 'speed' is an illusion now being bandied about when the real term may be "it's quicker than copper, but slower than light". I agree that "the bush" should have the highest speed possible because the country area's are the engine room of Australia and if we are going to compete internationally then our country farmers and other businesses need to be beavering away instead of wasting time operating a less than best communication medium. We have one chance to get it right and that's the first time. It will be more expensive to return in the future to rectify the short-fall of the system that will be provided in the bush by NBN. On that basis I think it is reasonable to say that "an overwhelming majority...are against (that being provided by ANY government)" when it ain't the best they could do (for all). I might have said 'obfuscating' rather than "pernicious" in a view of Abbott, but what do I know. On the point of "the Snowy scheme", I wonder what the Green Party in control of the Senate might allow any govern-ment to do if it were to be built today. Mr Wilkinson demonstrates a breath-taking understanding of the scope of history however, to pick one nit in his tirade, if banking services are now being delivered online to the ubiquitous "hole-in-the-wall" teller machine, then why is it that those who do not bank with that provider are charged a prohibitive, pernicious, fee for the 'service'. Why is it that account keeping fees are so high when the bank operation is electronic. There are no guarantees that charges will lower even if background 'costs' do. Yours sincerely, Robert Sherwood, Morley WA

NEW MAYOR OF CABONNE COUNCIL Teamwork and continued growth are among the highest priorities for the new Mayor of Cabonne Cr Ian Gosper, pictured above left. Cr Gosper was elected unopposed Monday 24 September when the new council met for the first time. Cr Lachie MacSmith, pictured above right, defeated Cr Janelle Culverson in a ballot for the Deputy Mayor’s position. After serving two years as his deputy, Cr Gosper replaced Cr Bob Dowling in the top job after Cr Dowling chose not to seek another term on council. “I wish to thank my fellow councillors for their faith and support and I promise to do my best to repay that support,” Cr Gosper said. “I will need the help of all councillors and staff and I certainly will be calling on that help.” The Mayor said the delivery of a record road construction and maintenance program and the completion of the Cumnock-Yeoval sewerage schemes were two of the main projects facing the council, which has five new faces after the 8 September election. He aims to continue the council’s strong focus on communication and teamwork which was established by his predecessor. “That’s what the residents of Cabonne want and that’s what I want,” he said. Cr Gosper paid tribute Cr Dowling, describing him as an outstanding representative of Cabonne and its communities. “Cr Dowling did a tremendous job,” he said. “He was extremely popular with the community because he represented all our residents and ratepayers equally and with great passion.” Cr Gosper said Cr Dowling’s emphasis on teamwork was commendable and had earned him the respect of fellow councillors, staff, neighbouring councils and all tiers of government. “It was an absolute privilege to serve as Cr Dowling’s deputy,” he said.

FOUR SCORES AND TWO YEARS AGO When the opportunity arose to do a story with Gabriella Yeo on winning this year's Canowindra Showgirl competition, it wasn't expected that there would be three others uncovered. Gabby approached Showgirl Coordinator Kirralee Burke two weeks before the Showgirl Cocktail Party to discuss entering the competition. "I didn't expect the amount of work that entering the competition entailed. On Saturday the other entrants and I walked around the Showground looking at all the events, and I helped judge the Vintage Tractor section." Gabby is grateful for help and encourage-ment she has received from Kirralee, who has become her role model and will help prepare Gabby for future events. Penny Nash inspires Gabby, with her level of energy and knowledge, having been Showgirl Coordinator for the Show Society for many years prior to Kirralee. "I will need to study for the Zone Finals as I'm taking this very seriously. I am representing Canowindra and want to do the best I can," said Gabby. The second 'score' is that this October long weekend is the second anniversary of Finns Store opening. Finns has become one of the popular social venues for locals, and a tourist must see. People come for coffee but stay for the ambience of the store and a chat with Jackie about what's happening in the community.

Jackie is proud of the way Finns has developed, "Finns offers something different for everyone, people can spend all day here. "Visitors can come in for breakfast, have a look through Melissa Barber's Gallery, go off shopping around town, have some lunch, and finish off their day with a cheese platter and wine tasting at the Swinging Bridge Cellar Door." There is definitely a vibe in the top end of Gaskill Street that feels as though the store has been here for much longer than two years. Third 'score', Junior Showgirl 2012, Miss Lucy Harrison, also works at Finn's Store Saturday and Sunday mornings to help out during the busiest time of the week. Having two current Showgirls working in Finns Store is has made it so busy over the last few days. Gabby has been over-whelmed with people dropping in to congratulate her and give flowers and small gifts. "I have never felt so much at home as I do now, it's wonderful." And fourth 'score': Jackie Yeo didn't expect after having her garden chosen to be part of 'Hidden Gardens of Canowindra', "Until I received my invitation from the Prime Minister to attend the launch of Open Gardens Australia's event at The Lodge, I wasn't aware that Hidden Gardens was such a big thing. I thought it was just a small local event. It was a lovely day though, we walked with Julia who showed us around the gardens of The Lodge."

FINN FAMILY REUNION Over 160 Finns will be converging on Canowindra for just a small, casual family get together. At the suggestion of Ailsa Patyen, one of the grandchildren of Thomas J and Maria Finn still living in Canowindra, "cousins"* Tom Ward, of Swinging Bridge Wines, and Michael Lindsay, who bought "Leitrum" on Belubula Way two years ago, decided to coordinate the event. Ailsa, from "Alfalfa", will join eldest sister Berna Wright, and their two younger brothers John and Michael, and spouses to enjoy a long weekend in Canowindra with only some of their relatives. Sunday will be the busiest day for the family, starting with a mass at St Edwards Catholic Church, led by Father Alan Finn, who will travel from Fiji where he is a missionary, to be part of the weekend.

Afterwards lunch, and perhaps a few glasses of Swinging Bridge Wine, will be enjoyed at the Canowindra Services Club, then onto Swinging Bridge Cellar Door in TJ Finn's authentically restored building for a relaxing Spring evening. *Michael Lindsay patiently tried to explain the family tree to the writer, however the second Tom J Finn put it succinctly to his grand-mother, Mary Finn: "Gran, I might not be a great sportsman but I have something that no one else in Stannies (St Stanislaus' College Bathurst) can claim: I'm the fifth generation Finn to be a student". The path being Thomas J Finn, father of Hubert Finn, father of Michael Finn, father of Patrick Finn, father of 13 year old Tom Finn. For those who wish to view a more formalised edition of the Finn family tree, one is displayed under a sheet of glass on the tast-ing counter in Swinging Bridge Cellar Door.

LOCAL CONTRACTOR DIGGING NEW JOB A Canowindra company has been awarded the tender to build the first stage of a new landfill project at Euchareena Road Molong. Smith’s Earthmoving recently signed the $3.3 million contract to work with Orange City Council on the ‘Orange Waste Project’. Work is under way at two key sites: Euchareena Road near Molong, worth $7.5 million; and Ophir Road near Orange, worth $5.7 million. “I’m delighted the work has begun at the Euchareena Road site and we’re on schedule,” Orange Mayor John Davis said. “It’s good news that a Central West business will be handling this project. That’s good for local jobs”. Smith’s Earthmoving General Manager Milton Smith (pictured above left with his son Tim and grandson Dustin), is looking forward to work getting underway, “It’s an important new facility for the community’s future. I’m pleased our company can play a part in constructing a new way forward in waste management.” Smith’s Earthmoving will excavate a space the size of two football fields to a depth of four metres. The space will be transformed into the first two of the facility’s eight storage ‘cells’, by coating it with clay and a synthetic liner. When the new cells have been completed, metre square compressed, wrapped bales of waste will be transported from Orange to be stacked into the cells. The contract also includes: construction of roads inside the front gate; dams to collect surface water; and landscaped mounds to screen the waste facility from passing drivers. “What’s important is that less waste materials will be going into landfill. More waste than ever before will be recycled,” Cr Davis said. Work has also started at Orange City Council’s facility on Ophir Road constructing a Waste Baling and Organics Processing Facility. JR Richards have been awarded the contract to build a 60m by 45m building which will contain a shredder, a baling machine, office space and amenities at a value of $5.79 million. This facility is expected to be completed in August next year. JR Richards are also constructing a $4.2 million Tunnel Composting Facility at the Euchareena Road site.

The Hon John Cobb MP

Federal Member for Calare FEDERAL ROUNDS Shadow Minister for Agriculture and Food Security

Monday 24th September 2012

Speak up in the Coalition’s NBN survey: The National Broadband Network (NBN) and the future delivery of internet services in the Calare region have certainly proven a hot topic in recent weeks, and I want the people of Calare to speak up about the issue. The Coalition has launched a nationwide survey on broadband speeds, to help find which towns and villages are in most need of upgrades. I recently spoke in Parliament about my surprise at the number of local people who have told me they oppose Labor’s $44 billion NBN scheme, in response to Calare’s Biggest Survey – well over 90% of respondents said they do not support the proposal. As I told Parliament, I don’t for one minute believe this means the people of Calare don’t want faster, more efficient internet access – they just don’t want to pay Labor’s $44 billion price tag for the roll out. I think we all agree we need better, faster internet access in the bush. But Labor’s NBN is taking too long to be rolled out, costs too much and uses out of date technology. But on top of that, it is not prioritising the areas with the worst broadband connection. My Coalition colleagues and I want to deliver a cheaper broadband internet scheme that can be rolled out quicker than Labor’s 10 to 20 year time frame. It will see existing infrastructure used where possible and will use a mix of technologies, meaning broadband speeds will be upgraded much sooner and at less cost to taxpayers. So, I urge everyone to take the opportunity to complete the survey about internet services in your region. Using the results of this survey, the Coalition will prioritise the areas with the worst broadband in Calare so they don’t have to wait another decade for Labor to deliver its scheme. The survey is available online at www.fasterbroadband.com.au, or contact my office for details. Question marks linger over the future of the Regional Australia Development Fund: A question mark still hangs over the future of the very worthwhile Regional Development Australia Fund, which has been a vital funding source for significant infrastructure projects in rural and regional areas, including Calare. This Fund is where the money for the recently-announced $4.9 million upgrade of Orange Airport and $3 million to the upgrade of the Mount Panorama track came from. But there have been recent reports the $1 billion fund has been frozen, to ensure Treasurer Wayne Swan can deliver his much-hyped budget surplus next year. Minister for Regional Development, Simon Crean has said funding for these projects, and others in Round Two of the Fund will be delivered, but has refused to comment on the Fund’s future. This really is a direct slap in the face to Calare and all regional communities across Australia. Dementia Awareness Week: This week is Dementia Awareness Week, and it’s a time to recognise the ongoing contribution of Alzheimer’s Australia in supporting and advocating for those living with dementia, their carers, family and friends. Almost 280,000 people here in Calare and right across Australia live with dementia, with a staggering 1,600 new cases diagnosed each week. It’s the single biggest cause of disability amongst older Australians and the third leading cause of death.

MATTERS OF STATE with TROY GRANT MP Member for Dubbo 24 September 2012

Leadership is a quality that doesn't always come naturally and in many instances has to be learnt before an individual can aspire to such a role. We all recognise the important role we have in grooming young people in order that they take up the challenge of leadership down the track. That is why I believe that the Youth Parliament is an important opportunity for aspiring leaders. Nominations are now open for the 2013 YMCA NSW Youth Parliament, a highly prestigious annual forum for young people to learn about advocacy, parliamentary and legal processes and leadership. Anyone in the Dubbo electorate, who is passionate about the community, has great ideas to solve local problems and wanted to be a Youth Parliamentarian should nominate. Youth Parliament is one of the longest-running and most successful YMCA youth programs in Australia, with 2013 marking its12th anniversary. Nominations are open for 15 to 18 year-olds who are passionate about youth issues, politics and/or social change. The program involves a 3-day training camp in April, ongoing work on Youth Parliament activities and a weeklong Residential Camp in the July School Holidays which will see Youth Parliamentarians take over NSW Parliament House and debate the issues they are passionate about. This is your opportunity to have your voice heard and represent the young people of the Dubbo electorate; I encourage you to get involved. Nomination form packages are available by contacting the Electorate Office on 68823577. More information about the program can be found at www.ymcasydney.org/nswyp I know that many in the community are struggling with increased power bills and are seeking ways of reducing their consumption. I have a clear understanding of the impact electricity prices are having upon household budgets and small businesses in particular. I have made my concerns known to the Energy Minister. Prime Minister Gillard's attempts at deflecting blame away from her unpopular carbon tax have not succeeded at consumers realise that the tax has been a significant factor in delivering higher prices. The NSW Government is working towards implementing measures designed to stabilise electricity prices. One such initiative is the introduction of a ban upon electricity retailers from charging an early termination or exit fee to households and small customers, wanting to exit their electricity contract due to a change in the contract terms and conditions. The ban would be introduced under the National Energy Customer Framework and would give NSW consumers additional protections from an increase in electricity charges above the notified price. The changes will apply to any small customer where the retailer has notified the customer in writing of a change to the terms and conditions of their contract and the customer terminates that contract within 28 days of receiving notification from the retailer. I hope to capitalise on the creativity and artistic talent that exists within the electorate by launching a Christmas card competition for primary school students. I met with students at Dubbo Public School recently where I explained to the students that the winning design will front my official Christmas card, printed onto hundreds of cards sent to organisations and individuals. This is a community project giving the children in the Dubbo electorate the chance to showcase their creativity and talents. All entries must be A4 in size and be able to be reproduced, no cotton or glitter please. Entries must not be folded and the artist’s name, age and school should be clearly marked on the reverse of each entry. The theme is 'Christmas in the bush'. All entries must be sent to my office, 1/18 Talbragar Street (PO Box 1327) Dubbo NSW 2830, and received by 5.00pm on Monday 5th November 2012. A presentation for the winning entry will occur at a convenient time in December. I am overjoyed that the long overdue Peak Hill's Multi-Purpose Health Service (MPS) is a step closer to becoming a reality following an announcement that planning has commenced on the project. The current facility is well and truly out-dated and no longer has the capacity to service the health needs of the community. The MPS will provide the Peak Hill region with high quality health services and provide the flexibility to respond to health needs of that community, particularly those with chronic and complex conditions. The construction of the new Peak Hill MPS will be funded through a $6 million contribution from the NSW Government and matched by a $6 million grant from the Federal Government. I'm pleased that the community are being involved and consulted during the planning phase. Construction is expected to be completed in late 2014. This is a huge boost for health services in the electorate and I am delighted that the Minister for Health has acknowledged the need by increasing our share of the health budget.

HEAVEN ON A HONDA(?) This is the fourth year of the Heaven VMX Canowindra Cup, and is the VMX Series Round 7 Meeting. It is expected to be big-ger and better than last year, where 115 riders competed Organiser and Vice President of Heaven VMX, Greg Holmes has been riding vintage motocross since he was a teenager, and joined Heaven about 5 years ago. Greg started the Canowindra weekend due to one of the tracks not being available, so instead of cancelling the whole weekend, he decided to make his own at the Showground. Bikes must be Pre 1985 models to enter the Meet and riders must be 12 years or older. Ages races will be held from 11am Saturday 29 September along with Cham-pionship races, with trophies to be pre-sented to riders that night. Sunday is Heaven VMX Club Day starting at 9am, both days finish around 4pm. So for some fun in the dirt, get your mates together and come along to check out the race weekend.
