CANOE CLUB GOLF COURSE REIMAGINING PUBLIC ENGAGEMENT SUMMARY November, 2017 Background The City of Winnipeg (the City) owns the 48-acre Winnipeg Canoe Club Golf Course and leases out operations and maintenance of the course for five-year terms. In April 2019, the current lease of the course to a private operator expires. $1 million has been set aside in the 2019 capital budget forecast, which could be used to fund amenities on the property, subject to Council approval of the budget and project. Should the lease of the course be renewed, funds may be returned to other area parks projects, subject to Council approval and funding. Engagement The City wants to know how Winnipeggers currently use the Canoe Club Golf Course, if they support the continuation of a golf course, or desire a mixed-use recreational space that includes additional services. During the first phase of engagement, a town hall meeting was held with residents in the area and a survey was posted online over the summer of 2017. Background

The City of Winnipeg (the City) owns the 48-acre Winnipeg Canoe Club Golf Course and leases out operations and maintenance of the course for five-year terms. Engagement

The City wants to know how Winnipeggers currently use the Canoe Club Golf Course, if they support the continuation of a golf course, or desire a mixed-use recreational space that includes additional services. During the first phase of engagement, a town hall meeting was held with residents in the area and a survey was posted online over the summer of 2017. All engagement materials were provided in both English and French.

Promotion

What We Heard

Those who supported the golf course were divided between those who want all of the property to remain a golf course (19.59%) and some of the property to remain a golf course with additional recreational activities (30.62%).

Of the 35 individuals who attended the residents meeting, there was low support (2.94%) for removing the golf course entirely as most respondents (97.06%) favoured retaining some or all of the golf course. The survey also gauged public support for third-party management models where the City allows for other organizations to run a service or facility on City-owned land. In some cases, third-party management can implement user fees. Sixty percent (60%) of those who answered this question indicated that they would pay user fees if it meant better service. Thirty-nine percent (39%) responded that they do not want to pay to use facilities on City property.

Two concepts for a par 3 golf course both received more opposition than support. The project team has listened and is not moving forward with either plan.

A third concept for tennis courts on the east side of the property was supported (38.3%) just a little more than it was not supported (36.17%) with the remaining respondents reporting a neutral response (25.53%) to the concept.

Feedback Consideration or Response* Passive uses of the space are the most desired by the public (walking, picnicking, and jogging).

Balancing the interest in passive uses with the desire to maintain a golf course, the City is considering a shared-use model in which the golf course would be open for public, park use one day per week.

Those living near the golf course would like it to remain a golf course.

The City is considering maintaining the Canoe Club Golf Course with a reconfiguration of two holes to allow for additional recreational space.

Washrooms were the second most desired use for the space.

The City is considering improvements to the clubhouse.

30.62% of respondents expressed an interest in maintaining some of the golf course with additional recreational activities.

*Considerations are undergoing feasibility and publicengagement at this time, and are subject to Councilapproval and funding.

Next Steps

At this time, the City plans to retain the majority of the golf course while seeking opportunities to enhance current facilities, share the space, and incorporate additional activities. One concept includes moving a proposed tennis facility from the east side of the property to the west side of the property beside the current clubhouse.

A proposed tennis facility would be located on the 5th hole of the course, eliminating the hole completely. To keep the Canoe Club Golf Course a 9 hole course the 6th hole would be split into two.

In 2018, to commemorate the Canoe Club’s one hundredth year at the present site, commemorative signage will be placed at the current 7th hole honoring the pre-1965 layout of the golf course.

Moving forward into the second phase of engagement on this project, feedback on future recreation options for the Canoe Club Golf Course will be collected through a second public survey and a public information session. The preliminary design concepts will be finalized through the winter of 2017/2018 with a final public engagement report prepared in early 2018. The final design and plan for the Canoe Club Golf Course reimagining is subject to Council approval of the budget and project.

Public invited to provide input on the future of the Winnipeg Canoe Club Golf Course

Winnipeg, MB – Winnipeggers are being asked to help reimagine the future of the Winnipeg Canoe Club Golf Course.

In April 2019, the current lease of the course to a private operator will expire. The City of Winnipeg is seeking feedback from the public to find out how the space is currently used, and whether or not the public supports another golf course lease, or the creation of a mixed-use recreational space that includes additional services. All future changes would be subject to City Council approval and funding.

$1 million has been set aside in the 2019 capital budget forecast, which could be used to fund amenities on the property, subject to Council approval of the budget and project. Should the lease of the course be renewed, funds may be returned to other area parks projects, subject to Council approval.

Winnipeggers are encouraged to provide input through an online survey at winnipeg.ca/CanoeClub. The survey will be open until September 1, 2017.

Later this year citizens will be encouraged to attend a public workshop to review and refine several different recreational concepts.
