Special Election February 2018 Page 1 of 1 George Dugan has been a Territory Manager for CETCO Drilling Products Group for over 17 years and is based in Dayton, Texas. George has worked in drilling-related industries for over 40 years, working with drilling fluids, drilling fluid recycling equipment, liquids/solids separation (dewatering), and solidification services in a multitude of industries. George has been actively involved in teaching continuing education classes for the national ground water association and state ground water associations throughout the United States for over 17 years, as well as conducting training seminars for the horizontal directional drilling (HDD) and foundation drilled shaft industries. Before his employment with CETCO, George spent four years working for a horizontal directional drilling (HDD) equipment manufacturer, providing technical support and training for HDD contractors throughout the United States. George recently earned a Bachelor of Science degree in business with a major in marketing through the University of Phoenix. I was born and raised in Bavaria, the southern part of Germany. I joined Dyckerhoff & Widmann in 1982 as an apprentice in the design/construction office in Munich. After a 2-1/2 year apprenticeship, I continued working in Munich until 1989. During this time, in the 15-month following January of 1988, I served in the Army. In August 1989, I switched continents and came to the United States to re-unite with my future wife in California. After my arrival, I started working for DSI (a subsidiary of Dyckerhoff & Widmann). Initially, I was working on structures with single strand post-tensioning, before I expanded and also became involved in multiple strand post-tensioning work as well as geotechnical work. I joined the sales team for our geotechnical products in 1995. From 2003-2004 I was part of a PTI committee that produced the 2004 edition of the PTI Recommendations for Prestressed Rock and Soil Anchors. Currently, I am a Senior Project Manager. Besides working in sales, I am involved with the development and advancement of my companies’ products. This September I passed the 35-year mile stone for working with my company. I live and work in Long Beach, California. My wife Patti and I have been married for 23 years and our son Lucas is almost 13 years old now. My volunteer work includes working with Disabled Sports USA from 2002-2012 where I was involved in the Orange County Chapter teaching adaptive skiing at Mammoth Mountain. While with Disabled Sports USA, I served on the board as a secretary for 9 years. Currently, I volunteer with the ski patrol at Snow Valley, a local mountain resort. I am also active with my son’s Boy Scout troop as an Assistant Scout Master. I enjoy these positions as they are both in line with my appreciation of the outdoors. I have been attending ADSC meetings and seminars since the mid 90’s and would now like to participate in serving this organization and our industry by joining the Board of Directors. I would be honored if I am elected to a position. Bill enlisted in the Army spending 1982 – 1986 serving in Armored Cavalry (19D) units in both Germany and the Continental United States. Bill holds Professional Civil Engineer and Geotechnical Engineer licenses in California, as well as a Bachelor of Science in Civil Engineering from California State University Sacramento – 1991. Bill’s studies focused on Civil Engineering with an emphasis on Geotechnical/Foundation engineering. Bill worked as a field technician and geotechnical engineering consultant primarily in Northern California and the Bay Area for 15 years before joining Farrell Design-Build in 2001. Bill has about 30 years of experience in geotechnical engineering, foundation engineering, and ground improvement in California. Focusing the last 10 years on design and estimating deep foundations and ground improvement projects for a variety of public and private projects. Bill’s interests include outdoor activities (gardening, camping, hiking), home-brewing, and mostly spending family time with Nola his wife of over 30 years. He has two adult sons (married and soon to be married) but is still waiting for his first grandchild. Ihavebeeninthedrillingindustrymyentirelife.Iwasraisedinitandhavechosentostayinit.Ihadexcellentpredecessors,whodidn’ttakeintoconsiderationthatIwasfemaleandallowedmetojumpinthecabsofdrillsandruntheoscillators.Ihavebeenextremely

fortunatetobeabletoplaymanyrolesinthefoundationindustry,fromboththecontractingsideandassociateside. Whileworkingforadrillingsubcontractorfrom2005to2011,Iwasinvolvedwithestimating,contactfulfillment,projectmanagement,andclaimsandlitigation(DRA,DRB,andAAAarbitration).Additionally,IwasasafetydirectorformanyyearsandamstillcertifiedasanOSHAandMSHAtrainerandaRespiratoryFittester.Ihaveworkedonprojectsin12westernstates.In2012,IbecametheCEOofROCEquipment,aproviderofspecialtyfoundationdrillingequipment.AtROCIhavebeeninvolvedwithdesigninganddevelopingdrillingequipmentwithbothourdomesticandforeignmanufacturers.Ihaveworkedwithcranes,drills,oscillatorsandrotators.OurprojectshavetakenmefromHawaiitoEasternCanada.Additionally,IamcurrentlyontheADSC/NCCCODrillRigCertificationTaskForce.IreceivedmyMBAfromtheUniversityofUtahandIamamothertoaspunky6-year-oldgirl.IfIamnotdrilling,meandmydaughterarebusywithourhorsesandpets.IhaveawealthofknowledgeandcommitmenttothisindustryandcanbringadiversebackgroundtotheADSCWCC.Iwouldappreciateyourconsiderationforapositionontheboard.

RaisedintheRockiesandTexas(‘Hook‘Em’),aftercollegeImovedtoCaliforniain1976duringtheO&Gdrillingboom.IhaveobtainedextensiveexperienceinALLdrillingindustriesovertheyears(O&G,Foundation,HDD,

Minerals/Mining,Geothermal,Waterwell,Environmental).Inmyroleasco-partnerofSinclairProductswithRenanListi(withwhomIhaveworkedtogetherformuchofthepast30years),myroleincludesprovidingprojectplanning/estimating,technicalsupport,marketingeffortsandtroubleshootingforFoundationoperationsthroughouttheWesternUS,HawaiiandAlaska.IhaveassumedpositionsasTechnical,OperationsandBusinessManagerfor3companiesoverthelengthofmycareer,includingresponsibilitiesthatincludedcorporatefinancialaccountability,Safetytraining/monitoring,andinventory/assetmanagement,amongothers.IhavebeenpersonallyactivewiththeWestCoastADSCforover15years,andprovidednumerousADSCandIndustry-supportedslurrytrainingseminarsforlocalUnions,WestCoastDOTs,privateentities,regulatoryboards,andotherorganizations.AcontinuingactiveAssociateMemberoftheADSC/WCCforover25years,SinclaircontinuestoexpandourcommitmenttotheFoundationIndustry;SinclairistheExclusiveWestCoastDistributorforKBInternational’sslurryproductsandPDSCo’sslurryproducts,andtheExclusiveWestCoastDistributorforCasagrande’slineofdrillandtiebackrigs.SinclairalsomanufacturesandsellsCSLtubingandotherPVCproductstotheFoundationindustry.Inmypersonaltime,you’llfindmethrowingalinefromafloattube,hikingsomemountaintrial,crosscountryskiinginthebackwoods,biking,atthegym,orspendingsometraveltimewithmybrideof28years.Inshort,Iworkhard,butIplayharder!IlookforwardtodedicatingsomeofmytimeandextensivelocalexperiencetotheWCCBoardofDirectors.
