I attended the Handover Luncheon on 15 May2015 to take over the role of President of Canberra Legacy from Mark Lax and since that time have been, as our new Secretary Tony Wil-kinson suggested, attempting to sip water from a fire hose. My name is Bill Rolfe and I joined Legacy in Townsville in 1976. As a first step I wish to thank our outgoing President, Mark Lax and Secretary, Peter Launder for the committed and dedicated

work they both under-took for Lega-cy. They are both fine ex-amples of the measure of service re-quired of Leg-atees.

That should not deter me or you and I look forward to working together to provide the range of support and assistance that our own life experience suggests would have been required by de-parted servicemen and women. I have not yet conducted a Board meeting but it is apparent that a wide variety of matters will shortly be raised. In the meantime our various committees continue their important work. A widow has expressed her deep appreciation for the work done on her behalf in respect of entitlements. You are no doubt aware that no one stepped forward to fill the role of fund raising Chairman. Nevertheless Legatee Peter Ellerman has graciously offered to take up the role on an acting basis while arrangements are made to fill the role on a permanent basis. He is already work-ing with a Thales group and an ADFA sporting group on fund raising initiatives. While on the issue of fund raising I mention that I attended the Raiders v Bulldogs Rugby League match on 24 May where the Raiders CEO, Allan Hawke presented a cheque for $18,000 to be divided equally between Legacy, RSL and Soldier On in Canberra. I expressed our deep appreciation to the players, management and patrons of the Raiders for their support and contribution.

Some important work has been undertaken by the membership Committee in attempting to assess where we stand in the continuum of services we offer. The issue is probably best phrased in the vernacular “how are we going”. There are some difficult and conten-tious questions foreshadowed and we look forward to their consideration. The above notes are brief but I have had little

time to get my feet under the table (no pun intended). I hope to be more fulsome in our next Bulletin. All the best - Bill Bill Rolfe President

Legacy Australia is coordinating a trip for up to 100 Legacy youth and supervisors to France from 15-28 July 2016 to com-memorate the Centenary of the Battle of Pozieres. Canberra Legacy has agreed to sponsor up to six of the Junior Legatees nominated by the Junior Welfare Committee to help offset some of their expenses.

Information on Aged Care And Home Care Moving into an Aged Care Facility or accessing Government funded home care can be very stressful for many Legacy widows and widowers, including their families. Legacy Canberra has hard cop-ies of two Government publica-tions that provide good general information on both these issues which both Legatees and their widows or widowers may find useful when contemplating these issues.

The publications are called ‘Five steps to entry into an aged care home’ and ‘Your Guide to new Choices in Home Care’. More in-formation and both publications are available as soft copies in their respective web sites of www.myagedcare.gov.au and www.homecaretoday.org.au.

Claims for Health Grants

Claims for Health Grants are submitted in confidence to Can-berra Legacy using a Form D. Legatees and Widows are advised that the Form D has recent-ly been amended to include the following words: The form may be submitted at any time as the Widow or Adviser sees fit, but it is recommended that the form be submitted quarterly to ena-ble Finance to process claims promptly. There have been numerous occasions recently where a Form D has been submitted accompanied by an entire year’s worth of medical dockets/ receipts/ papers etc. Finance then has to try and sort through the pile of dockets in order to process the claim. Sometimes the printing on receipts also fades over time, making legibility of the documents a further issue.

It would be greatly appreciated if Legatees and Widows could submit Form D claims regularly so that each Form D is only accompanied by a few (or even a single) dockets/receipts. This will make it easier for Finance to process the claim, and will ensure a more timely payment of the Health Grant. 07 May – VETRANS' PENSION INDEXATION TO REMAIN UNCHANGED The Government has decided not to proceed with chang es to pension indexation announced in the 2014–15 Budget. In making this announcement, the Minister for Veterans’ Affairs, Senator the Hon. Michael Ronaldson, noted the strong views of the veteran and ex-service community about the changes proposed last year. The Government has listened and is acting on that feedback. 25 May – OFFER TO BRING OUR VIETNAM FALLEN HOME The Commonwealth Government will offer the families of Australian servicemen killed during the Vietnam War and buried overseas the opportunity to repatriate their re mains.. The offer follows extensive consultation with the RSL, the Vietnam Veterans’ Association of Australia, the Vietnam Veterans’ Federation of Australia, as well as vet erans’ families. Twenty five of Australia’s war dead from Vietnam were not brought home. One lies in the Kranji War Cemetery in Singapore and 24 in the Terendak Military Cemetery in Malaysia. 26 May – VETERANS RETURN TO BORNEO 70 YEARS ON Eight veterans return to Borneo on June 4th to mark the 70th anniversary of an important campaign of the Second World War. Liberating the people of Borneo from Japanese occupation involved more than 75,000 Australi ans supporting the Oboe landings on Borneo from May to July 1945 – including the largest Australian amphibious landing of the Second World War. Minister for Veterans’ Affairs, Senator the Hon Michael Ronaldson, said the eight veterans represented all serv ice arms and major aspects of the landing. Aged from 89 to 96 years old and are from across Australia. 27 Apr – REMAINS OF WW1 SOLDIERS RECOVERED The remains of two soldiers, likely to be Australians who fought in the First World War, were located at Bullecourt in France on Saturday, 23 May 2015. The Minister for Veterans’ Affairs, Senator the Hon. Michael Ronaldson, said the remains had been discovered by a French fos sicker in an area known to locals as the ‘Australian line’ and then recovered by the Commonwealth War Graves Commission (CWGC). “After efforts to identify the sol diers, the remains will be interred in a nearby war ceme tery with full military honours,” Senator Ronaldson said.

Another AGM has come and gone with it came a new President, L/ Bill Rolfe, and a very new Secre-tary (guess who). L/George Salmon was re-elected as Treas-urer for a further 12 months how-ever, two Board positions remain vacant – one Vice President and the other for a Chairman of the Fund Raising Committee. Those re-elected to the Board to Chair the following committees were – L/Leigh Wrighton-Jones (Junior Welfare), L/Richard Cumper (Finance) and L/Ian Gol-lings (Membership). L/Ian Wills and L/ John Heggart (Yass-Bororwa) were elected as Board Members. L/Peter Ellerman’s subsequent offer to temporarily act as Chairman of the Fund Rais-ing Committee was most appreci-ated and accepted. The President’s Hand-Over Luncheon at the Southern Cross Club on the 15th May was pleas-antly successful. The attendance of both the National and Adelaide Legacy Presidents, as well as our neighbours from Queanbeyan-Eden-Monaro and Goulburn was most appreciated. Best Wishes Tony Wilkinson Secretary

to learning more about the longer term effects of high risk roles,” Mr Robert said. “And for the first time we will examine the health and wellbeing of ADF Reservists.” The findings of the Departments of Veterans’ Affairs (DVA) and Defence joint research will be used to inform and improve health services provided to serving and ex-serving ADF per-sonnel, and to support their families. As an example of research leading to better services, Senator Ronaldson cited Defence research that found occupational risk was not only linked to ADF deployment but also to domestic activities like border protection, disaster relief and training acci-dents. “Consequently, ex-serving personnel with peacetime service only now have access to DVA arrangements for treatment for certain mental health conditions,” he said. The University of Adelaide and the Australian Institute of Fami-ly Studies will lead the Transition & Wellbeing Research Pro-gramme in partnership with some of Australia’s foremost re-search institutions. The investigation will include: Ex-serving ADF members who transitioned from the reg -ular ADF between 2010 and 2014. Current and ex-serving ADF members who participated Defence's Military Health Outcomes Program (MilHOP) in 2010-12 A random sample of current ADF Reservists who have never been full-time ADF members. A random sample of current serving regular ADF mem -bers Family members nominated by the above. The survey period is open from June to November 2015. Largest investigation into the health and well being effects of contemporary military service This week marks the beginning of Australia’s most comprehen-sive study into the impact of con-temporary military service on the health and wellbeing of serving and ex-serving Australian De-fence Force (ADF) personnel. Announcing the opening of the Transition & Wellbeing Research Programme survey, the Minister for Veterans’ Affairs, Senator the Hon. Michael Ronaldson, and Assistant Minister for Defence, the Hon. Stuart Robert MP, to-day said invitations to around 50,000 potential participants would be sent out from this week. “The Transition & Wellbeing Re-search Programme is the largest study of this kind ever to be un-dertaken and a ‘first’ in many ways,” Senator Ronaldson said. “It is the first Australian study to examine the physical, social and mental health of an entire cohort of recently transitioned ADF members. And it has the poten-tial to be Australia’s largest study to examine the health and well-being of the families of serving and ex-serving ADF members.” In addition, Mr Robert said the research programme would be the first to examine the long-term psychological, biological and neurocognitive outcomes of de-ployment to the Middle East Ar-ea of Operations. “The Government is committed

The Navy Bereavement Pin is a symbol that can assist family members to commemorate the life and service of a relative who was lost while serving the Navy, irrespective of the cause of death. To be eligible the relative must have died whilst serving. To be considered a relative, the family connection can be through direct relationship by birth or relationship by marriage. Applications can be made on line at www.navy.gov.au/about/ourpeople/navy-bereavement-pin or on the printed form, available from Legacy House. If there is insufficient information to verify your nomination, you will be con-tacted to provide additional detail.

Family members of deceased Air Force Personnel who have died in service are eligible to apply for an Air Force Bereaved Family Commemorative Lapel Pin to recognise the contribution and value to service of Air Force family members who have died on service. Remembrance Pins

Army

The Chief of Army has recently announced the issue of an Ar-my Remembrance Pin as a symbol for the families of all Army members who have died in service, both domestically and on operations, since 3 September 1945. The pin is a gift from the Chief of Army.

The following family members are eligible to receive the Army Remembrance Pin on applica-tion:

Spouse or recognised dependent partner; Children, including step-children; and Parents or step-parents.

Family members who believe that they may be eligible to re-ceive the Army Remembrance Pin are requested to complete the form AE606 (online version available at: www.army.gov.au/Army-life/Honours-and-awards/Army-Remembrance-Pin ) or a printed version of the form available from Legacy House. Please note: that all applica-tions for the Army Remem-brance Pin are to include a “certified true copy” of the de-ceased members “Certificate of Service”.

Canberra South Laurel Club News

At our meeting in May we stayed ‘home’ for a morning tea and listened to a most interesting talk by Brett McNamarra (pictured

here with myself and Wilma McQueen) on ‘how water is supplied to Canberra’. We hope to carry on in our merry way for the rest of the year, mostly concerning ‘eating and entertainment’ at different venues, the first of those being our “Birthday Lunch” at Federal Golf Club on June 16th. Back at home

on July 7th we have Legatee Sam Hughes giving us a talk. I must add our thanks for the help, support and cooperation of Legacy members, our Legatee's and most helpful office staff for all our events. Mary Parker President Canberra South Laurel Club Canberra North Laurel Club News

It has been a busy few months for us with some lovely new girls joining our family. A fantastic Mother’s Day Luncheon and a great river cruise to Batemans Bay.

Unfortunately we had to move to a new club for 7 months due to renovations at the Belconnen Labor Club so our meetings are at Gin-ninderra Labor Club in Charnwood, and thanks to the Functions Manager Matt, who made us all feel very welcome. Our First Guest Speaker was Sam Hughes from Legacy

after the talk, who gave a very interesting history of his life in the navy. The photos were simply awesome and some of the ships he served on had a wonderful history. After the meeting we invaded the dining room all forty of us so I am not sure what the chef was thinking anyway the food was great. Our May visit to Boorowa was most enjoyable (see report under Boorowa) Make sure you all get your flu shots as the bugs are well and truly around. God Bless Dee Graham President

Boorowa Laurel Club News

We recently had the pleasure of the company of President Dee Graham and fourteen members of the Canberra North Laurel Club. They attended our May meeting, which was held in the Boorowa Ex-Services Club. Our Legatees and wives, who usu-ally attend our meetings, were also present — Legatee Phil Armitage and Sandie, Legatee Steve Barnes and Carmel, Leg-atee Henry Beavis and Joan, and Legatee Michael Corkhill. Prior to lunch, guest speaker Pam Kensit, from Narrawa near Crookwell, addressed the topic ‘Moving Worlds’. Like me, Pam was born in the Emerald Isle, and, like me, now calls Austral-ia home. Having mentioned the fact that she came from a long line of army doctors, Pam’s sto-ry began with her childhood in County Waterford in the Repub-lic of Ireland, then her time at the National College of Art, study-ing sculpture and video, which took her into the film industry. She initially worked in set design in Ireland, England, Germany and the USA. In 1988 she was asked to make a short docu-mentary on the Bounty in Sydney Harbour, which involved rounding up the descendants of Fletcher Christian and William Bligh. Pam spent that Christmas with friends in Bondi, who then invit-ed her to a New Year’s Eve party in the Crookwell district. This was the catalyst which changed the course of her life, as she met her husband there. They married in Ireland in 1990, and returned to Australia to run a property at Narrawa. Throughout the inevitable crises of farming life and her battle with cancer, Pam adhered to what she calls ‘Rule No. 6’ — ‘Don’t take yourself too seriously!’ Her other coping mechanism is the ‘sugar lumps’ strategy — problems are easier to deal with in sugar lump sized pieces! To alleviate the empty-nest syndrome, Pam studied for a diplo-ma in psychology and entered yet another world. She is now involved with such organizations as the ‘Be Seen Be Heard’ youth group in Goulburn, and is eagerly awaiting the arrival of ‘headspace’, the National Youth Mental Health Foundation, in the near future.

News from the BB Legacy Group

The first gathering was in No-vember 2014 to see if we had enough Widows interested in the age group of 50 to 69 years. We had a very popular response and our first social outing was in February.

Today Saturday May 23rd was lunch at The River Side Cafe,

which was thoroughly enjoyed by all fifteen of us. One of the ladies decides on an outing for each month and organises it. Our next meetings include Lega-cy House on Saturday 20th June for a craft day followed by a Pot Luck lunch, a Christmas in July lunch on the 25th July (venue to be advised) and a matinee at The Q to see Grease on the 8th Au-gust. Some Information about BB Legacy Group

For any Legatees who are not yet aware, the BB Legacy Group has been formed to support widows who are aged in their 50s and 60s. The group was formed following a get together at the end of 2014, and continues to meet at least once each month for friendship, social interaction and the enjoyment of interesting activities. The days and times that the group meets vary to al-low for several members who are still working. So far the group has met on weekends and in the evening. Activities enjoyed to date include a morning tea at Legacy House, lunch and a Guided Walk at the Botanic Gardens, lunch and a movie in Kingston and lunch at the River Café in Queanbeyan. If you have any widows who are aged in their 50s and 60s, please encourage them to join the BB Legacy Group (if they have not already done so!). A REMINDER THAT DATES FOR LEGACY WEEK ARE 31 AUGUST - 5 SEPTEMBER  

 Four graduates from Thales have undertaken to raise

funds for Leg-acy during this year and began with a barbecue at Bunnings Tuggeranong on ANZAC Day, taking $1,200. They have other barbecues

planned later in the year, including on the Saturday of Legacy Week, so please support them if your paths cross.

Legatee Susan Coyle, who is posted to Kabul, organised another successful fund raising activity there for ANZAC Day, and $5,837 has been received as a result. Continued next page

Despite the fact that Pam’s talk dealt at times with serious is-sues, her approach to the literal and figurative movement be-tween worlds was extremely en-tertaining and, judging by the laughter, was well received by the audience. Next on the agenda was the raf-fle draw, and I was very pleased to see that both prizes were won by visitors from Canberra. On that happy note, we adjourned to the Club Restaurant for a most enjoyable lunch.

The success of the visit was, to a large extent, due to the fact that Canberra and Boorowa members made a point of mixing with one another, thus establish-ing a relationship for future occa-sions. On departure, our visitors were planning to coerce their driver into stopping at the Booro-wa Court House Arts & Crafts in search of Walsh’s marmalade and other such local delights!

The ADFA Bears Hockey Club organised a fund raising night at the National Hockey Centre, Lyneham on Thursday 4 June.

All four ADFA teams were com-peting in the local competition and there was a barbecue, raffle

and goal-scoring competition. Several Legatees attended in support and are commended for braving near-zero temperatures for several hours. The Director of ADFA Undergrad-uates and the Chief Instructor were also present and it was a valuable opportunity for Legatees to meet them. The amount raised will be known shortly. Two young men, George Lynn and Brent Langham, are hoping to raise $20,000 for Legacy by running from the Australian War Memorial to the Sydney Opera House. To be run over a six day duration beginning on June 28. We will provide whatever assis-tance is required at the start line.

The Vietnam Veterans' Sons & Daughters Support Programme (VVSDSP) assists eligible children of Vietnam Veterans who have one of the following conditions: spina bifida manifesta cleft lip cleft palate adrenal gland cancer acute myeloid leukaemia The VVSDSP provides financial assistance with out-of-pocket expenses for medical treatment for these conditions. Who is eligible? You are eligible if you are an Australian citizen residing in Aus-tralia, the birth child of an Australian Vietnam veteran and: you were conceived after the commencement of your veter-an parent’s first or only tour of service in Vietnam, and you are medically certified as having spina bifida manifesta, cleft lip, cleft palate, adrenal gland cancer or acute myeloid leu-kaemia and are eligible for treatment-related benefits for this condition. There is no age limit for assistance under this programme. DVA and defence have worked together to enable service data to be provided on line in real time. This enables DVA to as-sess Qualifying Service (QS) eligibility for verified clients on line. MyAccount allows clients to make changes and lodge claims without the need to provide proof of identity each time. Because DVA doesn’t need to verify identity the system can automatically determine QS claims lodged in MyAccount – once validated against Defence service data. Those with a DVA file number can claim QS on line. A DVA MyAccount can be obtained by calling the Veterans Access Network on 133 254.

A report from the Legacy IT Committee

A small group of Legatees head-ed by L/Peter Launder along with our computer support engi-neer Jim Watt have formed the IT Committee. This committee has the role of providing the board with information on all matters relating to the use of in-formation technology within Can-berra Legacy. In particular the main role of this committee will be the require-ment for long term strategic plan-ning as well as various short term projects, one which in-cludes upgrading of the server room (print room). In the next couple of weeks mod-ifications will take place to that room with the installation of a server rack, and the installation of the server, UPS and various other items into the new rack. This will necessitate the removal of the grey cabinet from the print room to the finance office. On behalf of Canberra Legacy I would like to thank Bill Viney of Canfab Engineering in Fyshwick for his generous donation of the 27RU server rack.

AVCAT Scholarships for the Children and Grand-children of Ex-Service Men and Women

The Australian Veteran’s Children Assistance Trust (AVCAT) is a national independent charity helping the children and grand-children of ex-service men and women to a better future through higher education.

Through the help of our generous donors AVCAT administers scholarships to the children of those who have served our country in peace and war in the Australian Army, Navy and Air-force. Scholarship selection is on a need and merit basis. Our recipients come from all over Australia and study an enor-mous variety of courses. Over the years we have had doctors, psychiatrists and engineers, teachers, scientists, meteorolo-gists, ballet dancers, circus performers, creative writers, film makers – the list goes on. Our students attend universities, TAFE colleges and other approved tertiary institutions around Australia. The scholarships are funded by direct donations to AVCAT and from the Australian Government, ex-service organisations, firms and private individuals sponsoring scholarships. Most of our scholarships are national but we have some region-specific scholarships as well. The Scholarships share common features and general eligibility rules, with some variations. They are targeted at youth and ini-tial employment. All are means tested and support full-time uni-versity study, with most supporting TAFE and vocational stud-ies. Applications for 2016 scholarships will open on 18 August 2015 and strictly close on 31 October 2015. To receive an application
