Priority One: Training and Mentoring the Afghan National Security Forces

• How is Canada Providing Help?– By maintaining a secure environment– Building the capacity of the Afghan National Army

and Police– Supporting complimentary efforts in the area of

justice and corrections

– The ANA will demonstrate an increased capacity to conduct operations

– Sustaining a more secure environment in key districts of the province of Kandahar

government– Enabling public officials to assume responsibility

for security, governance and development in Kandahar

– Gaining public confidence in in improving the lives of the Afghans by providing basic needs

– Kandahar’s administration and core ministries of the Afghan government will be better able to provide basic services in key district of the province of Kandahar

– This will mainly be achieved through the distribution and regulation of farmland

Priority Three: Humanitarian Assistance

• How is Canada Providing Help?– Providing humanitarian assistance to vulnerable

people (i.e. refugees, returnees, and internally displaced persons)

– Food and non-food aid for these vulnerable populations

– Clearance of mines and the provision of mine awareness education

– Humanitarian assistance will be accessible to the vulnerable populations in the province of Kandahar and nationwide

– This will be achieved by coordinating emergency assistance from Afghan institutions, allowing access to multiple health services and education, and regulating land released for mining.

Priority Four: Afghanistan Pakistan Border

• How is Canada Providing Help?– Enhancing border security– Facilitating bilateral dialogue between officials

from Afghanistan and Pakistan– Providing critical infrastructure and equipment in

training border officials

– By 2011, Afghan institutions will exercise stronger capacity to manage the border and foster economic development in the border area, with the cooperation of Pakistan

– This will be achieved by training border officials trained, completion of infrastructure projects, and increased dialogue between the two nations.

Priority Five: Supporting Democratic Development

• How is Canada Providing Help?– Advancing Afghanistan's capacity for democratic

governance by contributing to public institutions and electoral processes

– Providing technical and financial support for election process, as well a national voters registry

– Providing national institutions/departments with technical expertise, training and mentoring, equipment, and program support

– National, provincial, and local institutions will exhibit an increasing capacity for democratic governance in the deliberation and delivery of public programs, services, and elections

– This will be demonstrated by the ability of Afghan ministries to plan, resource and maintain the delivery of services and to establish budgeting mechanisms

Priority Six: Political Reconciliation • How is Canada Providing Help?

– Facilitating Afghan-led efforts towards political reconciliation

– Encouraging dialogue amongst Afghanistan and other nations

– National and provincial Afghan government initiatives will encourage political reconciliation

– Receive timely support from Canada

• To generate 10,000 seasonal jobs• To foster agriculture by providing

repairing water valves– Supporting the establishment of the

Arghandab Sub-basin water management body
