Frederick Gerald Cecil Wiley of Merville was a passenger on the floatplane which hit the hillside on West Cracroft Island. According to the BC Coroner’s Service, Wiley died on impact along with pilot Kevin Williams, 42, of Lake Country, and passenger Nor- man Slavik, 59, of White Rock. The two passengers both worked in the forestry industry. Wiley owned Courtenay-based Cold Stone Logging while Slavik was a forestry consultant. On the fateful morning of the crash, Williams flew the Air Cab Cessna 185 from its home base at Coal Harbour to Port McNeill to pick up Wiley and Slavik. Then they proceeded south to a logging operation on West Cracroft where the plane crashed near Potts Lagoon. Witnesses saw the plane circle the landing area before the crash. Sev- eral people were quickly on scene but there was nothing they could do for the men. Good food and good company all went to benefit the Discovery Passage Aquarium. Young Professionals’ gala a huge success The Young Professionals of Campbell River (YPCR) hosted their second annual gala at the Maritime Heritage Centre on Friday, Oct. 25. The YPCR presented another fun-filled gala of luxury, delicious food, great conversation, danc- ing, and prizes. The Discovery Passage Aquarium will benefit from the fundraising efforts of this year’s gala. The aquarium was chosen because of its social, environmen- tal, and economic value to young professionals and the entire community of Campbell River. Seymour Pacific De- velopments Ltd. was the presenting sponsor for the event and the YPCR received support from many of Campbell River’s businesses and organizations, ensuring the event’s success. The new executive for the YPCR board was also introduced at the gala and the outgoing board was recog- nized for their contributions. Crosstown rivals Carihi Tyees came out of the 12-team tournament tied for seventh with D.W. Poppy. In round robin play, Timberline beat Claremont 25-11; 25-15 and DW Poppy 25-13; 25-14. In pool play, all the girls played well with Sarah Chase leading the team in kills. Both setters, Tommi Corder and Nicole Herbert, also put in highlight per- formances, their coach, Terry Philp said. Winning the pool gave us a bye into the quarter finals. Meanwhile, Carihi placed second in their pool, beating Woodlands 22-25; 25-9; and 15-9 and losing to Nanaimo 16-25; 21-25. Carihi then met Mark Isfeld in their first cross-over game and beat them 19-25; 25-18; 15-9. This meant Carihi would be meeting their crosstown rivals in the quarter final in which timberline beat them in straight sets, 25-14; 25-18. “This was a fun match as the girls all know each other and the Chase sisters were on two different sides of the net,” Philp said. “Carihi pushed us better than anyone else had done thus far in the tournament.” Timberline’s next match was the semi-final. Some- how, the number nine seed in the tournament, Cla- remont, had managed to upset a top seed and land in the semi-final. Once again, Timberline won in straight sets. “Blockers Farryn Elhorn, Ana Christensen and Kaitlyn Herbert really sealed off the net,” Philp said. “Tough serving from Brooklyn Reesor and some great attacks by Megan Turko helped lead us to a fairly one- sided result. We won 25-10; 25-7.” The other semi-final featured two strong contend- ers, defending bronze medalists, Nanaimo and the number four-ranked AA in the province, Cedar.     The floatplane crashed into fairly dense forest and came to rest verti-cally.

    As a result, volunteers from Campbell River Search and Rescue were called to help remove the bodies.

    These types of calls are sadly becoming more frequent for our group. We have attended numerous plane crashes in the last few years and dealing with the ter-rain and the logistics of recovering subjects is the hardest part, said search manager Grant Cromer in a news release.

    This last crash was in a very remote area and required specialized skills to perform a safe recovery.

    At the scene the next morning, the volunteers were confronted with a plane in dense forest and the possibility fuel was still on board, along with other hazards.

    Small aircraft made of aluminium often shred on impact and we are faced with a pile of razor blades to work around, said Cromer. Not accounting for the tree hazards and fuel/explo-sion issuesrecoveries from aircraft are one

    of the most dangerous things we do.

    The plane was in a precarious location and access to the cabin was difficult.

    Two volunteers cut away the trees and branch limbs while another pair a machinist and mill-wright by trade were able to determine what parts of the plane to cut off in order to safely access the cabin in order to remove the bodies.

    The accident remains under investigation.

    It was the fourth fatal-ity that search and rescue volunteers had to deal with four days.

    On Oct. 21, members helped remove the body of a logger who died fol-lowing an accident near Port McNeill.

    No one likes to get the call that we are on the way to recover a deceased subject, but we all do it knowing that those people deserve an opportunity to be brought back so loved ones can find some clo-sure, Cromer said.

    Zombie Invasion

    Zombies were out in full force at Willow Point Park on Sunday for the annual Zombie Run. Runners over a 3 or 5 km. course had to avoid the undead along the route where they sometimes lay in wait in the middle of the trail (pretending to be dead) and then chased down their vic-tims to capture their velcro flags. Some-times (middle picture) they turned on each other when they got impatient waiting for live victims. But there were many runners coming through in waves. Sunny skies and warm winds didnt see to deter the undead as they took advantage of the situ-ation to take revenge on the living.

    A man and a woman riding in this Dodge truck were taken to hospital with undisclosed injuries following an accident Monday afternoon in front of the Herons Landing Hotel.

    Speed and not wearing safety belts were factors in a two-vehicle colli-sion Monday afternoon in front of the Herons Landing Hotel.

    The accident occurred shortly after 1:30 p.m. According to Campbell River RCMP, a black Dodge was reportedly

    travelling at a high rate of speed when the driver lost control and went off the right side of the Island Highway. The truck collided with the rear end of a trailer and pick up parked on the road side.

    The driver of the sec-ond vehicle had just left

    his truck and was stand-ing by the hotel when the accident occurred.

    The male driver of the Dodge sustained serious upper body injuries and a female passenger was also injured. Police say they were not wearing their seatbelts and both were transported by

    ambulance to Campbell River Hospital.

    RCMP Sgt. Troy Beau-regard said alcohol was not a factor in the colli-sion.

    However, he added, the driver had borrowed the highly-modified pickup and was unfamil-iar with the vehicle.

    A woman has been ordered to have no con-tact with her boyfriend, who has special needs, after slapping him.

    Ta n y a We r k l a n d pleaded guilty to assault and breach of a court order Oct. 21, in Camp-bell River provincial court.

    The charges stem from an incident that occurred on Oct. 10. According to Crown prosecutor Adri-enne Venturini, the man was walking to work along Dogwood Street

    and had intended to meet Werkland.

    However, when she was late, he continued on his way, not wanting to miss the Quadra ferry. Werk-land though drove to the ferry terminal and con-fronted him.

    A witness heard Werk-land yelling and scream-ing, and then saw her slap him across the face. The mans glasses went flying and then Werk-land grabbed him by the jacket just as a woman stepped in between the two.

    Police were called and Werkland, who is

    known to authorities, was arrested. During her arrest she told the offi-cer, I dont know what the problem is, I only slapped him across the face.

    She was later released from custody on a prom-ise to appear in court and on the condition that she have no contact with her boyfriend.

    But shortly after her release, she returned to his residence. When he refused to let her in, police were called and Werkland was arrested for the second time that day. Shes been in custody

    since then.According to Ven-

    turini, Werkland is very controlling of her former boyfriend and hes somewhat vulner-able. Venturini also told the court that further charges are pending against Werkland who was also phoning the man since being jailed.

    The court also heard that Werkland has addic-tion issues and has been under stress while going through a trial to regain custody of her child. She told the judge she wants to get back together with her boyfriend.

    Were obviously differ-entIm not interested in fighting with him. Im not a violent person. I dont see any reason why I cant go home if Im clean and sober, she said.

    But the judge ordered that Werkland have no contact with the man. Shes due back in court today for a bail hearing.

    Pay no attention to the man on the phone who claims to be from Micro-soft.

    Campbell River RCMP are warning the public about another phone scam currently making the rounds of the 250 area code.

    This time the caller says they are from Microsoft and have detected a virus on your computer. They offer to fix the problem at no charge provided the computer owner down-loads a specific program.

    What the software does is allow the scammer to remotely access your computer and all its files.

    Allowing these people to take control of your computer is a very fool-ish idea, says RCMP Sgt. Terry Deley. These

    people will search the files on your computer for your personal infor-mation and install mali-cious programs on your computer, which they will use to scam you.

    They may even use your computer to com-

    mit other cybercrimes, which will then be traced back to you.

    The solution, he adds, is easy: Just hang up.

    Microsoft does not call computer users and offers to fix non-existent problems.

    The ongoing Senate scandal has certainly done its share of damage to the prime minister, the Conservative Party, the institution of the Senate and politicians in general.

    The damage may not spread past that group, but it is significant and it may be lasting.

    The Senate is certainly at its low point. It has never been popular with Canadians, being seen as a repository for bagmen, party hacks and failed politicians.

    While a few individual senators have done important and significant work, as a whole the institution does little

    of lasting importance.Now it has clearly been shown that many senators,

    and this goes far beyond Mike Duffy, Pamela Wallin and Patrick Brazeau, have had their hands in the cookie jar. Even when they get caught, the Senate and indeed the prime minister do little or nothing to change the culture of entitlement, which is widespread through the federal government.

    It isnt just politicians who feel they are entitled to benefits that most other Canadians dont get. Public servants have clauses in their contracts relating to sick leave, indexed pensions, severance and extended health care that most others can only dream of.

    The prime minister first took office in 2006 on a pledge

    to reform the Senate. It is now clear he has no idea of how to do so. A court decision in Quebec has basically ruled all his reform ideas cannot be implemented, and the court decision implies that the Senate will never be abolished, unless most provinces agree.

    Even if, in the court of public opinion, Stephen Harper is cleared of direct knowledge of off-the-books payments to senators, the public wont soon forget that he appointed these three senators, and that he campaigned vigorously on Senate reform.

    As for the Conservative Party, in the next election its fortunes are totally tied to Harper. If he falters, so does the party. It has no plan B.

    The colder weather weve been having calls for snuggly wool sweaters, toasty warm jackets and hand knit scarves made with TLC to keep the chill at bay.

    Unfortunately many of the clients at Second Chance Recovery House often arrive without those things, so dona-tions are greatly needed. New or clean, gently used winter coats, vests, sweaters, toques, gloves, scarves and slippers can be dropped off at 647 Birch St or phone 250-830-1103 to arrange for pick up.

    Second Chance has been helping men end their addic-tions to alcohol and drugs since 1990. In the past year they helped more than 160 men. Clients can do a 28 or 45 day program, during which the men are introduced to the first three steps and first three traditions of the 12-step recov-ery program. They also learn about boundaries, life skills, co-dependency, mindfulness, self-esteem, relapse triggers and anger management. The men are required to attend five out-of-house AA or NA meetings in the community as well.

    They are also connected with Mental Health and Sub-stance Use, dentists, liver and diabetes clinics, Laichwiltach Family Life Society, North Island Survivors Healing Society and other counsellors, Legal Aid and the local probation office. Second Chance helps the men find a safe place to live when they finish their 28/45 days.

    Second Chance is also accepting donations of Christmas gifts at this time. Suggested items include: new shirts, track or sleep pants, hoodies, socks, underwear, razors, deodor-ant, shaving cream, shampoo, soap, body wash, toothpaste, toothbrushes, slippers, wallets, coffee shop gift cards, gum, nail clippers, chocolate, playing cards, travel coffee mugs, back packs, mini flashlights, crossword/find a word/Sudoku books and pocket calendars/daytimers.

    Giving men a second chance

    The perils of Canadas entitlement stateWith the B.C. and federal governments

    once again struggling to climb out of deep operating deficits, its a good time for the release of Mark Milkes book Tax Me, Im Canadian.

    An update of the same title published 12 years ago, the book retains the his-tory of taxes in Canada, detailing how Canadas tax system was initially built to mimic the United States system in the late 19th century.

    Beyond the history, it is mostly new material. Included are chapters on the global meltdown of 2009, the surge of pension liabilities as the baby boomers retire and the flawed logic behind the Occupy and Idle No More protests.

    Some readers will immediately note that Milke works for the Fraser Institute and was previously B.C. director of the

    Canadian Taxpayers Federation. But the book is not just an argument for cut-ting taxes. It also dismantles persistent myths that income taxes are illegal, and launches a broadside on what Milke calls Canadas corporate welfare carnival.

    Many people will be able to identify some top names in the government sub-sidy game: Bombardier, General Motors, even poor old Rolls Royce Canada. Some will also be well aware that our suppos-edly tight-fisted Conservative federal government has continued to pour out regional development and other funds to every part of the country.

    But I did not know that Industry Canada grants were handed out to pizza parlours (including the remote pizza-starved village of Kamloops), or to help open gas stations or convenience stores

    in Kelowna, Vernon and Chilliwack.Milke makes a useful point for B.C.

    about royalty rates for timber, natural gas and other resources. They are resource rents, and if they are too high the ten-ants will move out. Reducing them isnt a subsidy, especially if it leads to big rev-enue gains as B.C.s unconventional shale gas incentives have done.

    On the Occupy movement: The infa-mous one per cent, who in Canada earn $250,000 a year or more, earned 10 per cent of all income and paid 20 per cent of all taxes in 2010. The bottom 73 per cent of tax filers paid just 17 per cent of all taxes. About a third paid no tax at all.

    On Idle No More: When Attawapis-kat Chief Teresa Spence played to the Ottawa media with her hunger strike,

    former Liberal leader Bob Rae suggested a nearby diamond mine should share more revenue.

    On public sector pensions: Milke notes that historically, public employees traded higher wages for better benefits and job security. Now their wages are gener-ally higher, and taxpayers have to cover their personal pension contributions (as a portion of those wages) as well as the employer contributions, plus the defined benefit payout, which has to be subsidized far beyond what the pension fund can support.

    The recent B.C. political crisis over adoption of the harmonized sales tax showed that there is too much emo-tion and too little knowledge about how taxes work. This book is a step towards addressing that.

    The pair, who work for the B.C. Ministry of For-ests, Lands and Natural Resource Operations, said they studied the Cortes Official Commu-nity Plan and could not see any reason why the regional district would not approve the re-zon-ing.

    It was quite apparent all the requirements from various pieces of legisla-tion had been met, said Mayser, the manager of authorizations for the West Coast. The deci-sion to approve was thor-oughly consistent with the Official Community Plan objectives.

    Mayser cited portions

    of the plan that call for the regional district to support the economic well-being of coastal First Nations and he found the area in ques-tion, Squirrel Cove, to be an area suitable for devel-oping marine activities.

    Manna said there was no question in the prov-inces mind what the right answer was.

    This is a really signifi-cant economic oppor-tunity for the Klahoose so it would be really unthinkable for any-thing other than an offer of tenure, Manna said. Tenure allows for a lease or licence of occupation on the site.

    But Gerald Whalley, director for Area A, who along with Area D Direc-tor Brenda Leigh, voted

    against the re-zoning for the marina, said thats only one part of the Offi-cial Community Plan.

    You stressed you placed a heavy reliance on the OCP in making your decision, Whalley said. Id like to respect-fully suggest you made an error in your inter-pretation of what the OCP says.

    Whalley said that while the plan does promote economic development for First Nations, it also rules against disrupting the rural character of an area.

    It doesnt mean one of those clauses are more important than the other, Whalley said. I see it as yes the Klahoose should do economic development in a place

    where it does not disrupt the rural character of the environment.

    Leigh took exception to the fact that Mayser and Manna were questioning a regional district deci-sion.

    Our decision stands and we cant change our decision unless the applicants re-apply and another public hearing is held, Leigh said. Now theyre sitting there with a tenure and they dont have a re-zoning. What are they going to do? We made a decision in good faith and here Victoria is trying to overrule us. I wont stand for this any-more.

    Jim Abram, director for Quadra Island, said the process is flawed when the province makes their

    decision to offer tenure before local government makes a decision on the re-zoning.

    Noba Anderson, direc-tor for Cortes Island, said while she was not happy with the electoral regional directors deci-sion to deny the re-zon-ing, she did agree with the board that tenure should not come before the re-zoning process is complete.

    Im really grateful for the decision you made, I think it puts us in an awkward situation as a board but Im thankful for the decision, Ander-son said.

    Board chair Ted Lewis agreed.

    It undermines the credibility of the board, it undermines the credibil-

    ity of this organization, it undermines the cred-ibility of the province, Lewis said when the two governments are work-ing against each other.

    Ab r a m s e c o n d e d Andersons opinion that Mayser and Manna cre-ated an uncomfortable situation for the board.

    You did put us in a very awkward situa-tion but I appreciate the fact you have come here today to try and find a solution. Whether there is one or not I dont know but youre try-ing, Abram said.

    Miles said his ulti-mate goal was to get the regional district to reconsider.

    Ideally, I guess I was hoping after explaining the reasons of the deci-

    sion and the economic impact on a number of parties I would hope the re-zoning would be re-considered and bar-ring that, see if other options could be con-sidered, Miles said. Its not a good situation and not one we would allow. We hope you can come back with some recom-mendations of your own to resolve this. Ideally, governments at all levels should work together.

    Board chair Ted Lewis got the last word in, to wrap up the turn of events.

  • The RCMP wants everyone to have a fabulous Halloween, and theyre also passing along these safety reminders:

    n Wear makeup instead of a mask. This will allow you to see and be aware of everything going on around you while walking house to house.

    n Wear reflective clothing.

    n Wear sure your cos-tume does not drag on the ground so you dont trip.

    n Wear comfortable shoes, even if they dont go with your costume.

    n It is safer to carry flexible props (e.g. magic wands, swords).

    n Carry a flashlight so you can see where you are going.

    n Stay in familiar neighborhoods.

    n Stay on the side-walk. If there is no side-walk, walk on the left side of the road facing traffic.

    n Obey traffic signals and give traffic the right of way.

    n Only approach houses that have the outside lights turned on.

    n Stay away from pets you dont know.

    n Trick-or-treat in groups.

    n Discuss with your children what they should do to call home in case of emergency.

    n If your children go on their own, be sure they wear a watch, pref-erably one that can be read in the dark.

    n If you buy a cos-

    tume, look for one made of flame retardant mate-rial.

    n Older children should know where to reach you and when to be home.

    n Although tampering is rare, tell children to bring the candy home to be inspected before con-suming anything. Look at the wrapping carefully and toss out anything that looks suspect.

    n Make sure your yard is clear of such things as ladders, hoses, dog leashes and flower pots

    that can trip the young ones.

    n Pets get frightened on Halloween; put them inside to protect them from cars or inadver-tently biting a trick-or-treater.

    n Refrain from hand-ing out treats that con-tain peanuts or peanut butter, as many children are allergic.

    North Island 9-1-1 Corporation has settled on a seven per cent tax increase to the Strath-cona Regional District in its provisional budget.

    Coun. Larry Samson broke the news to the regional district board at its meeting Thursday afternoon.

    He said the seven

    per cent translates to a $27,632 increase. The rate hike is being split between the Comox Val-ley Regional District, Strathcona Regional District, Powell River R e g i o n a l D i s t r i c t , Mt. Waddington and A l b e r n i - C l a y o q u o t regional districts as well as a portion of the Nanaimo Regional Dis-trict which all make up the North Island 9-1-1

    Corporation.Samson said the per-

    centages paid were doled out based on land assess-ments.

    Salary increases for fire dispatch and for RCMP dispatch are the two single largest com-ponents for the increase, Samson said.

    Noba Anderson, direc-tor for Cortes Island and the regional district representative to North

    Island 9-1-1 last year, said the organization also had an increase in its 2012 in order to fulfil the wage hikes in the RCMP contract, which was out of the control of 9-1-1.

    In the meantime, the Union of BC Municipal-ities is examining issues surrounding possibly introducing a province-wide call answer levy to support and improve 9-1-1 services across B.C.

    Food security is when everyone has access to sufficient, safe and nutri-tious food that meets

    their food preferences, and is produced sustain-ably.

    T h e S t r a t h c o n a Food Security Project is focussed on finding out what strengths we have in our area, as well as the challenges that we face, says Cynthia Bendick-son, Project Coordina-tor.We want to find out what people think about their access to food and what we as a community

    want to see happen in the future.

    The results of the sur-vey and the commu-nity conversations will be used to produce an Action Plan to address food security in the Strathcona Region.

    Community conversa-tions will be taking place in Zeballos on Nov. 6, Quadra Island on Nov. 13, Sayward on Nov. 16, Gold River on Nov. 21,
