Cameroon LNG Project

The Cameroon LNG project will consistof a production plant located 30kmsouth of Kribi on the Southern Coastlineof Cameroon and will be supplied bya national gas transportation networkconnecting gas resources. The liquefaction plant will have a productioncapacity of up to 3.5 million tons of LNG per annum for the first train.

The partnership

In 2008, SNH and GDF SUEZ began a strategic partnership to developan LNG export plant in Cameroon with the aims to monetize associatedand non-associated gas resources, and for GDF SUEZ to secure newlong-term LNG supplies. The signature of a Framework Agreement in decembre 2010 between the Republic of Cameroon and GDF SUEZconfirmed this partnership and was an important step on implementingthe Cameroon Natural Gas Master Plan elaborated by SNH. Preliminarystudies concluded that the optimal solution is an onshore productionplant. Pre-FEED studies that had been initiated in 2010 by FosterWheeler were completed mid-2011. In 2011, preliminary commercialagreements (“term sheets”) related to natural gas were signed with upstream companies having an access to important fields in Cameroon.

Ensuringlong-term revenuesfor Cameroon

Encompassing upstream gas exploration, appraisaland development, gathering and transmissionpipelines, the onshore LPG and LNG plants, andLNG export terminal, the project will be Cameroon’slargest private sector investment. Once projectstart-up has been achieved, fiscal contributionsto the State will be a stable source of revenue forseveral decades.

Developinglocal skills andcapabilities inenergy activities

Thousands of direct and indirect jobs will becreated during construction, and hundreds ofhighly skilled long-term jobs will be created duringLNG Plant operations. The project is committedto skills enhancement of Cameroonian suppliersof industry products and services during bothconstruction and operations.

Bringing Cameroon’sLPG and natural gasresources to marketCameroon has significant discovered but undevelopednatural gas resources. The project will make possiblethe development of these up-to-now stranded nationalresources. The co-production of Liquefied PetroleumGas (LPG) will bring much needed new LPG suppliesto Cameroon.

In 2010, the international LNG trade accounted for224 million tons. Global LNG market growth perspectivesin the mid to long term will bring confidence to oil and gas companies to strengthen investments in gasexploration in the country.

Social andenvironmentalimpactCameroon LNG will implement anearly “Environment and Social ImpactAssessment (ESIA)” to consider allthe issues raised by the project inaccordance with Cameroon lawsand World Bank Guidelines. ESIAis a process of identifying, predicting,evaluating, and mitigating thebiophysical, social and other relevanteffects of the proposed infrastructures.The ESIA results will be consideredin the LNG project at design stageensuring minimum disturbance oflocal environment.

Creatinga national gastransportation network

The project will create a national gas transportationnetwork linking Cameroon's offshore gas resourceswith State-sanctioned onshore site, located adjacentto the Kribi Deepwater Port project.

Reducinggas flaring

The project will create an alternative to the flaringof associated natural gas, which is currently flaredas a by-product of oil production. This is an opportunityto create additional revenue for Cameroon anddecrease the impact of oil industry on the environment,in particular greenhouse gas emissions.

What is LNG?Liquefied natural gas (LNG) is obtainedby condensing natural gas into a liquid bycooling it to a temperature of about minus160°C, enabling it to be transported ina liquid state at atmospheric pressure.For an equivalent amount of energy,the volume of LNG is 600 times smallerthan that of natural gas in gaseous form.This reduction in volume makes it possibleto transport large quantities of natural gasover long distances in specially designedvessels called LNG carriers. LNG mainlyconsists of methane, along with ethaneand small amounts of propane and butane.This is a different product than LPG, whichis a butane-propane mixture distributedin pressurized bottles for domestic use,often as a cooking fuel.

LNG and safetyThe LNG industry has developed sincethe early 1960’s when the large scale LNGindustry was developed. It is one of thesafer industries in the world and no majoraccident has occurred due to LNG during50 years of operation. The LNG industryhas been committed to maintaining andimproving its safety performance and,in that regard, has encouraged researchand development which has made possiblean excellent understanding of the behaviorof LNG and led to high standards formaterials, equipments and operations.A few examples: cryogenic materials;insulated storage tanks designed toresist the cryogenic temperatures of LNG;double-hulled LNG carriers; and workertraining.
