George Freeman!What do we know?!

George Freeman was elected in 2010 as the MP for Mid Norfolk. He was a lobbyist for the National Farmers’ Union for five years, after which he spent another four years as director of a venture capital company, before setting up his own business in Cambridge developing new medical technologies, where he remained director until 2011. He is chair of the All-Party Parliamentary Group on Science and Technology in Agriculture, and is a founding member of the Conservative 2020 Group, which supports David Cameron’s modernising agenda. He was an active backbencher, campaigning for issues such as patient access to medical data and men’s health issues. He has only had two government jobs as PPS for Greg Barker and as an Adviser on Life sciences to David Willetts. Although somewhat inexperienced, his previous involvements in health make him competent for the role. !

Jo Johnson!What do we know?!

Part of the 2010 intake, Johnson is Boris Johnson’s brother, although a more diligent and progressive MP than the latter. Johnson was behind the proposal to abolish the centuries-old tradition of three-minutes of prayers at the start of each parliamentary day and voted for same-sex marriage. He is a former investment banker and journalist. In 2011 he was appointed PPS to the Business and Enterprise Minister Mark Prisk, and nine months later become an Assistant Government Whip.

Nicky Morgan has been promoted to Secretary of State for Education, replacing Michael Gove, who moves to become Chief Whip in the House of Commons. She will continue in her role as Minister for Women and Equalities

Previously a corporate lawyer, Morgan was elected as MP for Loughborough in 2010. In her maiden speech to the house she called for greater support of the manufacturing industry and she holds office on the APPGs for corporate governance and markets. She is a persistent campaigner on mental health issues and she initiated a backbench debate calling for better services for sufferers. She was PPS to David, the former Universities and Science Minister, and in 2012 became Assistant Government Whip. In 2013 she became a Treasury Minister, having joined Government a year earlier. Her move typifies Cameron’s ambitions to make his government more female.

Elizabeth Truss has been promoted to Cabinet, and becomes Secretary of State for the Environment, Food and Rural Affairs, taking over from Owen Paterson, who has now left government.

A former Greenwich councillor and think-tanker, Truss now represents what could be called the “new Right” tendency in the Conservative Party, exemplified by the Free Enterprise Group which she co-founded. In her maiden speech, she called for an overhaul of the educational qualifications system, and called for employers to lead in “on the job skills”. In 2011, she co-authored a book arguing for a return to a more entrepreneurial and meritocratic culture, which highlights her pro-business attitude. She was appointed junior Minister for Education in 2012, with one of her flagship policies being the relaxation of the minimum adult/child ratios for childcare, something that was scuppered by Nick Clegg. Her appointment means there are now two mothers in Cabinet.

A wealthy, well-connected, “modernising” and Eurosceptic America-born venture capitalist, Newmark became MP for Baintree in 2005. He was Assistant Government Whip, returning to the backbenches in 2012. As a student he worked for George Bush senior in his 1980 campaign. A former investment banker, he set up his own company, Newmark Bros, with his younger brother, before becoming a partner in Apollo Management, a venture capital firm. His main interests are the economy, the environment, special needs education and poverty, at home and around the world. He served on the Select Committee on Science and Technology for two years, and the Treasury Select Committee for one year before becoming a Whip. He was re-elected to the Treasury Committee after returning to the backbenches in 2012.

A former financial journalist and businesswoman, Rudd became an MP for Hastings and Rye after capturing the seat from its popular Labour MP Michael Foster. A regular speaker and loyalist, she got her first promotion in 2012, as PPS to George Osborne, and was promoted again in 2013, to be an Assistant Government Whip. Unlike many of Cameron’s government, she believes Britain has gained being in the European Union, but wants no more centralisation. She holds office on All-Party Groups on Sex Equality and Genital Mutilation. She helped launched a report on the state of maternity services, and launched a cross-party enquiry into sexual health, including unwanted pregnancies. Although clearly competent on matters of transport and business, she has shown little interest in energy and climate change policy.

Lord Hill is a former public relations executive who worked for John Major during the 1990s, including as political secretary during the negotiations on the Maastricht Treaty. As a mild Eurosceptic, the appointment was signals the Prime Minister’s strategy in Europe, as Eurosceptics in his Party urged him to choose someone who would take a tough line in renegotiation of Britain’s membership with the EU. The nomination will be presented to the European Parliament at a summit meeting on Wednesday, and if accepted by the EP, Lord Hill will serve a five-year term until 2019.

Rt Hon Michael Fallon (Con, Sevenoaks) has been promoted to the Cabinet as Secretary of State for Defence replacing Philip Hammond. He was previously joint Minister of State in the Department for Business, Innovation and Skills and at the Department of Energy and Climate Change.

Michael Fallon was first elected to the (then) marginal Darlington in 1983. He became a junior Education Minister under Margaret Thatcher and was one of the founding members of the No Turning Back political group, whose aim was to support Thatcherite policies. Despite surviving the downfall of Thatcher he was ousted from his seat in in 1992, frustrating his possible ascent to the Cabinet. He regained a parliamentary place in 1997 but his wide range of business interests may have delayed his return to a Ministerial role. Following the formation of the coalition Government in 2010 he was appointed Deputy Chairman of The Party, and was a vocal defender of government policy. In 2012 he sufficiently impressed David Cameron and was promoted to Minister of State in the Department of Business, Innovation and Skills. A role which doubled in 2013 when he became a Minister of State at the Department of Energy and Climate Change. His promotion to the Cabinet came of something of a surprise, even to Michael Fallon himself. Despite criticisms from some fellow Tory MPs of arrogance, and abrasiveness, with his sharp intellect and euro-sceptic outlooks he may prove a popular promotion.

Treasury move sees a new Financial Secretary

David Gauke!What do we know?!

As a backbencher David Gauke was a regular speaker on financial services, education and Europe. These days he could be considered something of a ‘safe pair of hands’ at the Treasury, having held his post as Exchequer Secretary ever since the election - and before that in the shadow team for three years. Over this time has received praise for his quiet but effective work. His new post will make him responsible for the UK’s input into the EU budget, and also the royal mint. This is an interesting posting considering that David Gauke is an open Eurosceptic, a free market supporter and a member of the right-leaning think-tank the Centre for Policy studies.

Matt Hancock (Con, West Suffolk) has been promoted to Minister of State for the Departments of Business, Energy and Climate Change, and Portsmouth replacing Michael Fallon who has been promoted.

Matt Hancock!What do we know?!

Matt Hancock has a strong background in economics, and has worked as an adviser and later Chief of Staff for George Osborne when he was Shadow Chancellor. He resigned this post after his own Parliamentary selection, and was duly elected in 2010. Despite seeming destined for the Treasury Matt Hancock has served instead in joint posts at the Department of Education and the Department of Business, Innovation and Skills since his election. His new role will be seen be some as part of a wider move by George Osborne to tighten the Treasury’s control over the Department of Energy and Climate Change. Additionally those in the energy field may feel irritated by his posting, as this is the fourth appointment of an Energy Minister in less than two years. His new responsibilities will include overseeing the next shale gas and oil licensing round.

Greg Clark (Con, Tunbridge Wells) has become Minister for Science and Universities at the Department of Business, Innovation and Skills in addition to the duties he already has as Minister of State for Cities and Constitution at the Cabinet Office. He will attend Cabinet meetings.

Greg Clark!What do we know?!

Prior to the reshuffle Greg Clark has been described as one of the most influential ministers outside of the Cabinet. Indeed he was the Party's Policy Director for four years, and will have had a heavy hand in the 2005 manifesto. His role at DCLG under Eric Pickles has seen him implementing the government’s key policy of decentralisation and ‘Big Society’ which has kept him involved in policy aspects across the board. His new responsibility will include plans to increase student numbers, and scrap a limit on university places. A previous Owenite Social Democrat, he is passionate about educational opportunity, regeneration and deprivation.
