Project Objective: The project aims at strengthening the in-country arrangements of the Enhanced Integrated Framework in order to increase Cambodia’s ownership of trade-related technical assistance (TRTA) and maximizing the benefits that the country, in particular the private sector, can derive from the Enhanced Integrated Framework.

Reasons for Improvement
New CTIS 2014-2018 and accompanying SWAp roadmaps, New Government term, new MoC structure and SSC
composition and reforms, MoC Reforms Agenda, Suggestions and recommendations included in recent
reviews and evaluations, End of TDSP and EIF Tier 1 in 2015, Cambodia’s Model Role for EIF countries needs to be
maintained, Without improvement and learning from experience, we
reduce our chance to develop a new Trade Trust Fund,

Recommendations
1. New Prakas or Anukret reflecting new government structure,
2. Better private sector representation, in particular from sectors receiving direct assistance,
3. Maximize use of ICT to reduce meeting and documents requirements,
4. Reach out to other development partners not currently engage in SWAp or TDSP,
5. MoC could support SSC, IC, after TDSP/EIF ends,
6. Elimination of Pillars and Pillar WGs,

7. Consider incentive for participation in all project phases (formulation, implementation, evaluation)
– MoC and line ministries may wish to consider additional budget to project staff?
8. IAs to have flexible access to consultants to formulate project proposals for support by DPs. Support could be provided by TDSP BETF
Dialogue with DP levelRecommendations:9. Agree list of priorities with DPs in an annual workshop within the multi-annual
program suggested by the CTIS, each priority would link to specific outcomes. (e.g. one set of priorities in 2014 would be Doing Business reforms at MoC; national single window at GDCE)
– The priorities would be cherry-picked from the long list of activities mentioned in the CTIS 2014
10. Reach out to DPs active in trade and PSD in order to share information and align activities towards the Government’s strategic priorities
11. Increase engagement of DPs whose activities overlap with trade into the SWAp (through project funding or contribution in kind, M&E etc)
12. Engage DPs on post 2015 assistance plans in support of CTIS implementation / Use existing funding and expertise to formulate project proposals and mobilize resources
13. Better communicate MoC reform areas to DP, achievements under SWAp
14. Move dialogue from project operations to formulation, progress measurement, long term visions, strategic issues etc
Private Sector Participation Level
Recommendations:15. Ensure better representation of different sectors and
industries reflected in CTIS16. Assess potential for different partnership with private
sector (investment for trade)17. Increase joint formulation of project proposals (eg PPP like
RACA for CEDEP II)18. Propose dedicated training courses on export-related
topics (could be provided by TTRI)19. Linkage with the relevant GPSF working groups 20. Representatives of relevant Chambers of Commerce can
be included in the SSC meetings on a systematic basis

Capacity of officials in the MoC on different phases of project cycle
Incentive for officials is limited to participate in SWAp (considered extra work)
Limited availability and understanding of line ministries officials for trade-related activities
Line ministries / IA wish to become responsible for project operations
Uncertainty of funding availability beyond 2015: Risk of overly complex framework

We are going to organize 8 focused-groups and assign the focal point. The focused-group represents the sector, not a single entity and could consist of line ministries, private sector and DPs. The consultants will meet separately with all these groups in the next few days. MoC/DICO could provide facility for the meeting upon the request,
