CALL TO ARTISTS: SCULPTURE WALK Project: Totemic Welded Sculptures 2017 Theme: Flora transforma! Art in our neighborhoods: a gallery without walls, accessible to all! OVERVIEW | VISION The Jeffersonville Public Arts Commission (JPAC) is seeking proposals from artists and/or artist teams for design, execution and installation of original outdoor sculptures to be displayed in various community neighborhoods as part of an ongoing transferable and walk-able sculpture initiative. The objective is to have, over time, a well-balanced exhibit of sculptures throughout our neighborhoods exhibiting a variety of concepts, styles and media. The media that has been selected for 2017 is colorful welded metal sculpture with a theme of ‘Flora Transforma’ or nature transforming/morphing. Specific locations will be determined based upon submissions. Program goals include: Enhance Jeffersonville’s neighborhoods with an exhibit showcasing unique pieces of art. Stimulate interest in Jeffersonville’s public art efforts and add cultural value to the area. Serve as an economic development tool by attracting visitors, residents, and businesses to the area. Provide an opportunity to keep the artworks fresh by designing them as moveable works, which will be mounted on a concrete pedestal to a custom bollard system. PROJECT REQUIREMENTS AND INFORMATION

• The total number of pieces chosen will be 4 for 2017.

• Pieces may vary in size but must remain between 6 to 8 feet tall and no more than 5

feet at the widest point. Potential sites are suited for small-scale, totemic type

(meaning more tall/vertical orientation) sculptures.

• Sculpture content must fit the theme of Flora Transforma – nature transforming/morphing

(interpret this as you will).

• Sculpture must be colorful.

• Artists may submit up to three concept renderings for consideration.

• All entries must be original works of the submitting artist or team of artists however; they

do not need to have been created specifically for this exhibit.

• All sculptures need to be made of durable metal appropriate for outdoor display and at

times adverse weather conditions (high winds, low temperatures, high temperatures,

snow storms, high traffic areas). Pieces should be constructed with audience safety in

mind, understanding that they will be displayed in a public setting.

• All of the sculptures will be displayed on concrete pedestals (base tops are 24”X24”),

which have been integrated onto a concrete pad (10’ X 8’) designed to fit the location

for the artwork and resting bench (see appendices).

• All sculptures must be able to be structurally secured to a steel plate with anchor bolts

(a template will be given to selected artists), which will be already provided on the

concrete pedestal.

• Accepted artists will receive an agreement outlining further information including

details regarding the template for the base, delivery and install.

• Artists will be responsible for the timely delivery and assistance with installation of their

sculpture.

• Various City Departments will assist artists with installation. See the timeline/schedule

on page 3 of this RFP

AWARD – ARTIST STIPEND

The artist whose concept is selected will receive an honorarium of $3,000 for each finished

piece. $500 per piece will be awarded immediately to assist with material expenses with the

final payment of $2,500 per piece given upon successful completion/installation of the piece.

Artist Benefits:

• Artist will be cited on Jeffersonville Public Art and the City of Jeffersonville’s Social Media sites

• Artist will be cited in the press materials regarding this project

SELECTION PROCESS The selection committee is comprised of the Jeffersonville Public Art Commission, a representative form the City Engineering Department as well as neighborhood representatives. The committee will select the four designs to be created from the concept renderings.

RFP submissions will be evaluated on the following:

• Originality/creativity • Quality of materials and execution • Appropriateness (fit to theme – Flora Transforma) City of Jeffersonville, etc. • General community appeal • Durability of the artwork; preference may be given to pieces requiring less

maintenance and better sustainability of materials • Ease of installation • Other evaluation criteria not outlined above may be considered as necessary

ELIGIBILITY

The Sculpture Walk Project is open to artists eighteen or older (or teams) who submit an application on time, can meet the various project requirements, and are selected to participate. Prior experience in public art is not required. Response to this RFP is restricted metal works at this time.

Submissions should include the following material:

1. Completed Application with contact information including Name, Address, Telephone and e‐mail

2. Concept renderings in full color. Artists may submit up to three concept renderings. (See example in appendices)

3. Brief Resume describing artistic experience & at least 3 images of past sculptural work. 4. A brief description of how your renderings illustrate the concept of Flora Transforma. While

the subject matter is to interpret the concept of Flora Transforma (natural forms transforming) Artistic style may take any form be it realist, abstract, graphic, expressive etc.

*AGAIN, Each artist may submit up to three design concepts for review.

Submissions should adhere to the following guidelines:

1. Quality: The initial concept sketches should be thoughtfully rendered and of high quality. 2. Context: The artwork is suggested to feature the theme of Flora Transforma, which should

exhibit nature or natural elements transforming in some manner. Artists are invited to submit designs suitable to this theme. Designs may be literal interpretations, metaphorical interpretations or abstract interpretations of this concept.

3. Commercial Aspect: The artwork shall not promote goods or services or be “signage” for a business.

4. Compliance: Artworks shall not violate any federal, state or local laws, or be blatantly offensive.

5. Additionally, the artwork shall not reflect partisan politics, negative imagery, religion and sexual content.

The Jeffersonville Public Art Commission (JPAC) reserves the right to accept or reject any and all submittals, waive technicalities and informalities, change scope of work, and amend said Request for Proposals as desired by the JPAC. The JPAC reserves the right to select the artist who best meets the JPAC’s and community needs.

APPENDIX – 3 (THEME: Flora Transforma explained & visual sample)        

City Sculpture, created by artist Robert Sestok, is located on the John Lodge Service Drive at Alexandrine in Midtown. It's an eye-catching display, even for those driving by, and it's bound to become a cultural destination and conversation piece in the city.

The Jeffersonville Public Art Commission would like to see COLORFUL, METAL, SCULPTED pieces that are TALLER THAN THEY ARE WIDE depicting this theme. The artist has the liberty to interpret this literally or conceptually.

Flora defined - The word "flora" comes from the Latin name of Flora, the goddess of plants, flowers, and fertility in Roman mythology. Flora is the plant life occurring in a particular region or time, generally the naturally occurring or indigenous—native plant life. Plants are grouped into floras based on region (floristic regions), period, special environment, or climate. Regions can be geographically distinct habitats like mountain vs. flatland. Floras can mean plant life of a historic era as in fossil flora.

Transforma – What we really mean here is transforming, transformation or morphing.

The new sidewalk paths throughout Jeffersonville’s residential neighborhoods will eventually interconnect, providing our citizens a more walk-able community. It is our goal as a Public Art Commission to provide our community with as many Public Art opportunities as possible, and as such, the Sculpture Walk will allow for Jeffersonville to be a community gallery without walls!

The new sidewalk paths, championed by our City officials, will include extra concrete pads at strategic locations chosen as ‘resting areas’ for pedestrians. Each ‘resting area’ will host a bench for seating, a trash receptacle to encourage tidy surroundings and a pedestal with an internal bollard mounting system for an intimate outdoor sculpture. This is a continuing project that will occur over the next 10 years.
