1: WHAT IS CRIME STOPPERS? Cr ime Stoppers is a community, media and pol ice co -operat ive program designed to involve the publ ic in the f ight against cr ime. Cr ime Stoppers provides c i t izens with a vehic le to anonymously supply the pol ice with informat ion about a cr ime or potent ial cr ime. A reward of up to $2000 is of fered to anyone providing informat ion, which leads to an ar rest , or the recovery of sto len proper ty or the seizure of i l legal drugs. The success of Cr ime Stoppers is a lso dependant on the suppor t provided by local media. Unsolved cr imes are re -enacted and shown on te levis ion, publ ic ized in pr int or aired on local radio stat ions.

2: HOW DID CRIME STOPPERS BEGIN?Cr ime Stoppers was star ted in A lbuquerque, New Mexico when Canadian-born A lbuquerque Pol ice Depar tment Detect ive Greg MacAleese reached a dead-end in a homic ide invest igat ion. He enl isted a local te levis ion stat ion’s co -operat ion in producing a re -enactment of the cr ime and within 72 hours the pol ice received a t ip that helped solve the murder. This

was the beginning of Cr ime Stoppers.As of January 2012, there are over 1,200 Cr ime Stoppers programs wor ldwide. Since 1976, Cr ime Stoppers has helped solve over 1,369,000 cases and recovered over $10.4 Bi l l ion dol lars in drugs and sto len proper ty.

The f i rst Cr ime Stoppers Program in Canada was formed in Calgary in 1982. Since i ts incept ion, Calgary Cr ime Stoppers has helped to c lear over 11,900 cr iminal cases, recover over $14.5 Mi l l ion in sto len proper ty and seize more than $258 Mi l l ion in i l legal drugs (as of December 2011).

3: WHO ADMINISTERS THE CRIME STOPPERS PROGR AM AND HOW IS IT FUNDED?A volunteer Board of Directors administers and oversees the program. They work in c lose cooperat ion wi th local law enforcement and the media. Calgary Cr ime Stoppers is a registered not- for-prof i t organizat ion and is responsible for rais ing funds, publ ic awareness and the disbursements of rewards. Funding and ser vices come f rom c i t izens, corporat ions, c lubs,

4: HOW DOES CRIME STOPPERS WORK?Cr ime Stoppers has more than one way to assist you in providing the informat ion we need to help solve cr imes in our community.

4A: Via the tradit ional Phone l ine:The Cr ime Stoppers t ip l ine, 1- 800 -222- 8477, is staf fed by t rained personnel (24/7) who receive process and pass on t ip informat ion to the appropr iate agency to invest igate. Cal lers are given a code number, which is used in al l subsequent cal ls, and are never asked to ident i f y themselves or provide any personal informat ion. I t is the cal ler ’s responsibi l i t y to cal l back for updates and instruct ions on how to c laim a reward.

4B: Via the World Wide Web:Persons want ing to provide informat ion on cr imes or cr iminals can now use the Internet , wi thout giv ing up their anonymity. Logging onto the Calgary Cr ime Stoppers website (www.t t t t ips.com) al lowing t ipsters to s imply c l ick and f i l l in an electronic form with their informat ion. Web Tips are completely anonymous through the use of MS SQL ser ver technology.

4C: Via SMS Text Messaging:By sending a SMS Tex t message to Cr ime Stoppers provides a convenient and ef fect ive way to pass us your informat ion. 5: WHAT HAPPENS TO MY TIP:When a t ip f i le is successful ly conc luded, the Cr ime Stoppers Board determines an appropr iate award amount based on a number of factors inc luding the value of the informat ion received, the number of persons ar rested, the r isk to the cal ler and the amount of drugs or stolen proper ty recovered.

You wi l l be asked to cal l back to Cr ime Stoppers for updates on your t ip. Tips that lead to an ar rest , the recovery of sto len proper ty or the seizure of i l legal drugs are e l ig ib le for a cash reward of up to $2,000.00. Direct ions on how to col lect your reward wi l l be provided by Cr ime Stoppers and wi l l be paid in such a way as to protect your anonymity.

What type of cal ls does Crime Stoppers take?Cr ime Stoppers takes t ips about cr imes that have already been commit ted or are about to occur. Cr ime Stoppers also takes informat ion regarding the whereabouts of wanted persons, sto len proper ty, narcot ics, or any other cr iminal act iv i t y.

I f you aren’ t sure that what you saw or heard is real ly a cr ime, cal l anyway. Let law enforcement dec ide i f i t ’s wor th invest igat ing. I t may be a piece of a c lue to a big cr ime.

What i f the cal ler is the vict im?I f the cal ler is a v ic t im, they must repor t the cr ime to the pol ice or a “Vict im Services” program. A v ic t im cannot repor t a cr ime to Cr ime Stoppers because they would be ident i f ied by the informat ion and therefore lose their anonymity.

How does Crime Stoppers work?Crime Stoppers can take your anonymous informat ion in di f ferent ways:

VISIT www.cr imestoppers.ab.ca for more informat ion on how to contact us. The “TIPSTER” (that ’s you) is never ident i f ied but is assigned a code number. The t ip is invest igated. The pol ice wi l l inform Cr ime Stoppers on how the case is progressing so i t is impor tant for the TIPSTER to cal l back for an update on the case dur ing regular business hours (a number wi l l be provided for you to cal l back).

What happens to my informat ion af ter I provide i t?Af ter you give us your informat ion, we create a repor t that br ings together al l the informat ion you provided. Our t rained informat ion takers wi l l check to make sure that the repor t contains no informat ion that might ident i f y you.

The repor t is sent to the relevant author i t y who wi l l deal with the informat ion. This could be the pol ice or i t could be an agency such as the Canadian Border Services, etc.

What is Crime Stoppers?

Cr ime Stoppers is a non-prof i t organizat ion that takes cal ls f rom people who want to repor t a cr ime and wish to remain total ly anonymous. Cr ime Stoppers

is one way that c i t izens can assist pol ice by providing informat ion and never having to ident i f y themselves or test i f y in cour t .

They have the legal responsibi l i t y to invest igate the informat ion pr ior to act ing on i t to ensure the informat ion is cor rect and not given to us mal ic iously in order to set someone up. The pol ice cannot get a search warrant or make an ar rest based solely on a t ip; there must be other inte l l igence to suppor t the Cr ime Stoppers informat ion.

Once the informat ion has been researched, the pol ice wi l l a l locate i t to the appropr iate of f icer or team to deal with. This could mean more research or i t could mean act ion wi l l be taken.

Nothing happened af ter I cal led Cr ime Stoppers; why?I t may take some t ime before the pol ice act on the informat ion you have given. There could be many reasons for that; the informat ion may be par t of a larger invest igat ion and v is ib le act ion might be delayed for some t ime or the informat ion may remain on f i le to be used at a later t ime. Even i f your informat ion appears not to have been used or i f you don’ t see a quick resolut ion, don’ t think your informat ion was not useful.

Feel f ree to cal l back at any t ime to add or update informat ion or to just check on the status of your t ip. Make sure you give your personal code when you cal l; other wise Cr ime Stoppers wi l l not give you any informat ion about your or any other t ip.

What kind of informat ion can I give to Cr ime Stoppers?Cr ime Stoppers wi l l take any informat ion that wi l l help Law Enforcement solve cr ime as wel l as help in the seizure of i l l ic i t drugs, recover sto len proper ty, or help in the locat ion of a wanted person.

Does Crime Stoppers have call display or cal l t race on their telephones or have access to my IP address?Cr ime Stoppers does not have cal l display or cal l t race on any of i ts te lephones nor do we record any cal ls and your IP address in not avai lable to us. That would be in direct contradict ion to one of the cornerstones of the Cr ime Stoppers program - anonymity. Cr ime Stoppers ensures that you wi l l remain anonymous no mat ter how you provide us your informat ion. I f we subscr ibed to cal l display or cal l t race that ensures of anonymity would be gone and the program would suf fer ser ious consequences.

Is Cr ime Stoppers run by the police?Cr ime Stoppers is not run by the pol ice. We are separate and apar t f rom any Law Enforcement Agency. Cr ime Stoppers is a non-prof i t , char i table program run by volunteers f rom the community. The indiv iduals who have given their t ime to s i t on local commit tees or the Board of Directors cannot be employed by any law enforcement agency. A l l the

money raised for Cr ime Stoppers comes through donat ions or fund rais ing. Pol ice agencies provide no f inancial suppor t to Cr ime Stoppers, a l though they do designate a member of their ser vice to act as a coordinator.

How can you ensure anonymity?Cr ime Stoppers can of fer anonymity to i ts cal lers because of a legal rule of evidence, which says pol ice do not have to reveal informat ion which might ident i f y a person who suppl ies them with informat ion concerning cr iminal act iv i t y. In February of 1997 the Supreme Cour t of Canada unanimously dec ided that cal lers to Cr ime Stoppers programs were ent i t led to the protect ion of this pr iv i lege. In a typical case which star ted f rom a Cr ime Stoppers t ip, the ident i t y of the informer is unknown to both the Cr ime Stoppers Coordinator who took the cal l or on l ine t ip and the case invest igator. The Supreme Cour t went on to conf i rm that the pr iv i lege is so broad in scope i t prevents disc losure not only of the name of the informer (even i f i t were i t

to be known) but also of any informat ion which might impl ic i t ly reveal his or her ident i t y. This is the premise behind the c laim that “Cr ime Stoppers ensures the t ipsters anonymity.”

How do I col lect my reward?I f the informat ion is good and law enforcement uses the informat ion to help solve a cr ime, you may be el ig ib le for a reward of up to $2,000.00. A reward must be recommended and approved by the Board of Directors of Cr ime Stoppers. Once the reward is approved, ar rangements are made for the cal ler to pick up their cash reward in a way that is secure.

What Is Ecstasy?

MDMA or ecstasy is a schedule I synthet ic, psychoact ive drug possessing st imulant and hal luc inogenic proper t ies. MDMA possesses chemical var iat ions of the st imulant amphetamine or methamphetamine and a hal luc inogen, most of ten mescal ine.

MDMA, cal led “Adam,” “ecstasy,” or “XTC” on the street , is a synthet ic , psychoact ive (mind-al ter ing) drug with amphetamine- l ike and hal luc inogenic proper t ies. I ts chemical st ructure is s imi lar to two other synthet ic drugs, MDA and methamphetamine, which are known to cause brain damage. Street Names

Stat ist ics and Trends

According to the 2003 Monitor ing the Future sur vey, 4.5% of 12th graders, 3.0% of 10th graders, and 2.1% of 8th graders had used Ecstasy in the past year.

How Is Ecstasy Consumed?

Ecstasy is most of ten avai lable in tablet form and is usual ly ingested oral ly. I t is also avai lable as a powder and is somet imes snor ted and occasional ly smoked, but rarely injected. I ts ef fects last approximately four to six hours. Users of the drug say that i t produces profoundly posi t ive feel ings, empathy for others, el iminat ion of anxiety, and ex treme relaxat ion. Ecstasy is also said to suppress the need to eat , dr ink,

or s leep, enabl ing users to endure two- to three -day par t ies. Consequent ly, ecstasy use somet imes results in severe dehydrat ion or exhaust ion.

Health Hazards

Beliefs about MDMA are reminiscent of the c laims made about LSD in the 1950s and 1960s, which proved to be untrue. According to i ts proponents, MDMA can make people t rust each other and can break down bar r iers between therapists and pat ients, lovers, and fami ly members.

Many of the r isks users face with MDMA use are simi lar to those found with the use of amphetamines and cocaine. They are:

Psychological di f f icul t ies, inc luding confusion, depression, s leep problems, drug craving, severe anxiety, and paranoia - dur ing and somet imes weeks af ter tak ing MDMA (even psychot ic episodes have been repor ted). Physical symptoms such as muscle tension, involuntar y teeth c lenching, nausea, b lur red v is ion, rapid eye movement, fa intness, and chi l ls or sweat ing. Increases in hear t rate and blood pressure, a special r isk for people with c irculator y or hear t disease.

Recent research f indings also l ink MDMA use to long-term damage to those par ts of the brain cr i t ical to thought and memory. I t is thought that the drug causes damage to the neurons that use the chemical serotonin to communicate with other neurons. Also, there is evidence that people who develop a rash that looks l ike acne af ter using MDMA may be r isk ing severe side ef fects, inc luding l iver damage, i f they cont inue to use the drug.

MDA, the parent drug of MDMA, is an amphetamine- l ike drug that has also been abused and is s imi lar in chemical st ructure to MDMA. Research shows that MDA destroys serotonin-producing neurons in the brain, which play a direct ro le in regulat ing aggression, mood, sexual act iv i t y, s leep, and sensi t iv i t y to pain. I t is probably this act ion on the serotonin system that gives MDA i ts purpor ted proper t ies of height-ened sexual exper ience, t ranqui l l i t y, and conviv ial i t y.

MDMA also is related in i ts st ructure and ef fects to methamphetamine, which has been shown to cause degenerat ion of neurons containing the neurotransmit ter dopamine. Damage to these neurons is the under ly ing cause

of the motor disturbances seen in Park inson’s disease. Symptoms of this disease begin with lack of coordinat ion and t remors and can eventual ly result in a form of paralysis.

Shor t- term Ef fects of Ecstasy Abuse

While i t is not as addict ive as heroin or cocaine, ecstasy can cause other adverse ef fects inc luding nausea, hal luc inat ions, chi l ls, sweat ing, increases in body temperature, t remors, involuntar y teeth c lenching, musc le cramping, and blur red v is ion. Ecstasy users also repor t af ter-ef fects of anxiety, paranoia, and depression.

An ecstasy overdose is character ized by high blood pressure, faintness, panic at tacks, and, in more severe cases, loss of consc iousness, seizures, and a drast ic r ise in body temperature. ecstasy overdoses can be fatal, as they may result in hear t fai lure or ex treme heat stroke.

The Calgary Pol ice Service is re leasing a composite drawing, in order to seek publ ic assistance in locat ing a robbery suspect.

On Saturday, Sept. 10, 2011, at approximately 3:30 p.m., a man entered the Shoppers Drug Mar t in the 2000 block of 33 Avenue S.W.

With a bandana par t ia l ly cover ing his face, the man approached the pharmacy counter, stated he had a gun and demanded drugs. He was car r y ing a long object in a b lack bag.

He pushed a pharmacy employee toward the safe and took an undisc losed quant i t y of drugs.

The culpr i t f led the store, towards a white Ford t ruck with a logo on the dr iver ’s door. The back of the t ruck contained bui lding equipment.

As he got into the vehic le, a witness approached him and an al tercat ion took place. The witness managed to remove the bandana.

The suspect was able to dr ive away. The vehic le was abandoned a few blocks away. I t had been repor ted sto len.

The suspect is descr ibed as Caucasian, 25 to 30 years-old, approximately 5’7 ” to 5’10” tal l , weighing approximately 160 lbs. and had a s l im bui ld. He was c lean shaven and was wear ing a white hoodie with an Ecko Unltd. logo on the f ront , a dark-coloured bandana on his face and blue jeans. He was also wear ing a beige glove on one hand and a b lack glove on the other.

The Calgary Pol ice Service is seeking publ ic assistance in locat ing a Br i t ish Columbia man who is missing out of Sur rey.

Derr ick Michael McPherson PEK, 24, was repor ted missing to Surrey RCMP on Tuesday, Jan. 3, 2012. His parents to ld pol ice that PEK hadn’t been seen since Fr iday, Dec. 30, 2011, and they were concerned about his wel fare.

Thursday, Jan. 5, 2012, Calgary pol ice received informat ion that PEK may have recent ly f requented the nor theast par t of the c i t y. Despite a canvass of the area, PEK was not located.

PEK is Caucasian, 5’9 ” tal l , 165 pounds with brown hair and blue eyes.

The Calgary Pol ice Service is asking for the publ ic ’s assistance to ident i f y a man responsib le for two recent lur ing inc idents.

Dur ing the f i rst inc ident on Thursday, Dec. 29, 2011, a 15 -year-o ld gir l was walk ing in the 6800 block of Mar t indale Gate N.E., around 4 p.m., when she not iced a suspic ious vehic le fo l lowing behind her. The vehic le eventual ly pul led up in f ront of her and the dr iver ro l led down the window and asked her to get in. The teen dec l ined and kept walk ing. The vehic le then pul led in f ront of her again, with the dr iver at tempt ing to lure the gir l into the vehic le. At this point , the teen ran away f rom the car and made i t home where pol ice were cal led.

In the second inc ident , which occur red around 7:15 p.m., on Monday, Jan. 2, 2012, a 31-year-o ld woman was walk ing near the intersect ion of 39 Avenue and 26 Street S.E., when she not iced a vehic le fo l lowing her.

The vehic le s lowed down and the dr iver yel led out to her several t imes. The v ict im ignored the man and cont inued to cross the intersect ion. A few moments later, the dr iver of the vehic le approached the woman on foot , touching her hair and groping her but tocks. The woman was able to break f ree f rom the man and run to a nearby mal l where she f lagged down a pol ice uni t that happened to be in the area. Despite a search of the area, the of fender was not located.

Invest igators bel ieve the suspect in these two cases is the same. The of fender is descr ibed as black or Hispanic, 30 to 40 years old, with black wavy or f r izzy hair. He was dr iv ing a dark green, four-door sedan.
