Subregion 3: Monterey Breakwater to Point Sur Areas of Convergence and Divergence among Packages 1, 2 and 3

Note: inset of Monterey Peninsula on following page Carmel Bay: Convergence: In the Carmel Bay area, all the packages propose an SMR

in the Carmel Pinnacles area and an SMCA in the inner bay. Divergence: In Carmel Bay, boundaries of proposed MPAs differ among

packages. The differences are driven by user-group interests, primarily diving (non-consumptive) and consumptive diving and fishing interests (squid). Allowance of spear-fishing tournaments was a salient issue among the dive community.

Point Lobos: Convergence: In the Point Lobos area, all the packages propose

expanding the existing Point Lobos SMR and creating an adjacent offshore SMCA in the same area.

Divergence: The proposed Point Lobos SMR boundaries differ in their

northern extent (some include the upper part of Carmel canyon) and their southern extent (some include Yankee point, a rocky reef area). The issue is the tradeoff between ecological value (rare near-shore canyon habitat, and protecting an entire contiguous rocky reef offshore of Yankee Point) and fishing area affected (recreational fishing; spot prawn and slope and deep near-shore commercial rockfish). The proposed Point Lobos SMCAs in all packages have similar regulations; however, their boundaries differ.
