RIGHTS YOU HAVE THE FOLLOWING RIGHTS:

1 The right to vote if you are a registered voter. You are eligible to vote if you are: • a U.S. citizen living in California• at least 18 years old• registered where you currently live• not currently serving a state or federal

prison term for the conviction of a felony,and

Find Your Polling Place or a Vote Center Polling places and vote centers are established by county elections officials. Look for your polling place address or vote center locations in the county Voter Information Guide that you receive in the mail a few weeks before Election Day.

Want to see the September 14, 2021, California Gubernatorial Recall Election results after the polls close at 8:00 p.m.? Visit the California Secretary of State’s Election Results website at electionresults.sos.ca.gov.

The Election Results website is updated continuously on Election Night as counties report results to the Secretary of State. County elections officials send semi-official election results to the Secretary of State’s website after the polls close at 8:00 p.m. and continue to send updates at least every two hours until all Election Day ballots are counted.

Beginning on September 14, the Election Results website will update at 8:00 p.m., and then going forward, every day at 5:00 p.m. as counties count the remaining ballots.

The official results of the election will be posted by October 22, 2021, at sos.ca.gov/elections.

Top Contributors to State Candidates and Ballot Measures When a committee (a person or group of people who receive or spend money for the purpose of influencing voters to support or oppose candidates or ballot measures) supports or opposes a candidate or a ballot measure and raises at least $1 million, the committee must report its top 10 contributors to the California Fair Political Practices Commission (FPPC). The committee must update the top 10 list when there is any change.

Fellow Californian,

Voting matters to Californians. Even in the midst of a devastating worldwide pandemic, nearly 17.8 million Californians cast their votes in the 2020 General Election, the largest voter turnout in almost 70 years. We have demonstrated we can vote in great numbers no matter the challenge. We should all be proud of this unwavering commitment to democracy.

My mission as Secretary of State is to work with elections officials statewide to ensure that all elections, including the upcoming California Gubernatorial Recall Election, are safe, fair, and accessible to every voter. To help you navigate the recall, we have provided this Voter Information Guide which includes recall information, important deadlines, registration information, and your rights as a California voter.

Just like last fall, every voter in the upcoming recall election will have the option of voting by mail. Counties will start sending registered voters a vote-by-mail ballot 29 days before the election. As most of the health restrictions in place during the 2020 General Election have been lifted, voters will also have greater access to secure ballot drop-off boxes and more opportunities for traditional in-person voting. For updates on your voting options, I urge you to check the websites of your local elections official.

Never wonder whether your vote is counted. You can track your vote-by-mail ballot by signing up at wheresmyballot.sos.ca.gov for text, email, or voice status alerts.

Every vote matters in every election. But to vote, you need to make a plan. Will you vote early by returning your ballot by mail in the envelope provided? Will you drop it at a voting center or drop box? Or will you vote in person at a neighborhood polling station? Research your options and make a plan.

Postage Prepaid Ballots “No Stamp, No Problem”—All California vote-by-mail ballots with return envelopes now have prepaid postage, ensuring that voting is free and convenient for all California voters. After you have filled out your vote-by-mail ballot, place it in the return envelope, seal the envelope, sign on the designated line, and place it into the mailbox.

The California Secretary of State offers voters a way to track and receive notifications on the status of their vote-by-mail ballot. “Where’s My Ballot?” lets voters know where their ballot is, and its status, every step of the way. Sign up at WheresMyBallot.sos.ca.gov.

California Gubernatorial Recall Elections in California For the September 14, 2021, California Gubernatorial Recall Election, there will be a recall question presented on the ballot: “Shall GAVIN NEWSOM be recalled (removed) from the office of Governor?”

Following that recall question, all qualified replacement candidates for the office of governor will be listed. The candidates may list their qualified political party preference, or lack of qualified party preference, as well as their ballot designation (if the candidate chooses to provide that information) describing their principal occupation(s), profession(s), and/or vocation(s). Write-in replacement candidates for the office of governor can also run in the California Gubernatorial Recall Election.

If a majority of the votes on the recall question are “Yes,” Governor Newsom shall be removed from office and the replacement candidate receiving the highest number of votes shall be declared elected for the remainder of the governor’s term of office. If one-half or more of the votes on the recall question are “No,” Governor Newsom shall remain in office.

This guide includes the “Statement of Reasons” submitted by the proponents of the recall and Governor Newsom’s answer to that statement.

Information About Replacement Candidates Political parties are not entitled to formally nominate candidates for voter-nominated offices. The office of governor is a voter-nominated office. A candidate running for a voter-nominated office shall have their qualified party preference, or lack of qualified party preference, stated on the ballot, but the party preference designation is selected solely by the candidate and is shown for the information of the voters only. It does not mean the candidate is endorsed by the party designated, or that there is an affiliation between the party and candidate. In the county Voter Information Guide, parties may list the replacement candidates for the office of governor who have received the party’s official endorsement.

Voters, regardless of their party preference or lack of party preference, may vote for any replacement candidate. The party preference, if any, designated by a replacement candidate is selected by the candidate and is shown for the information of the voters only. It does not imply that the candidate is endorsed by the party or that the party approves of the candidate.

Estimated Costs to Administer the California Gubernatorial Recall Election Pursuant to Elections Code section 11108(d), the Department of Finance, in consultation with the Secretary of State and county elections officials, has estimated the costs to administer the recall election of Governor Gavin Newsom to be $276 million.

Proponents’ Statement of Reasons for the Recall and the Governor’s Answer The recall petition circulated throughout the state included a Statement of Reasons for a recall and the Governor’s Answer to the Statement, which are provided below pursuant to Elections Code section 11325.

Proponents’ Statement of Reasons TO THE HONORABLE GAVIN NEWSOM: Pursuant to section 11020, California Elections Code, the undersigned registered qualified voters of the State of California, hereby give notice, we are the proponents of a recall petition and we intend to seek your recall and removal from the office of Governor in the State of California and to demand election of a successor in that office.

The grounds for this recall are as Follows: Governor Newsom has implemented laws which are detrimental to the citizens of this state and our way of life. Laws he endorsed favor foreign nationals, in our country illegally, over that of our own citizens. People in this state suffer the highest taxes in the nation, the highest homelessness rates, and the lowest quality of life as a result. He has imposed sanctuary state status and fails to enforce immigration laws. He unilaterally over-ruled the will of the people regarding the death penalty. He seeks to impose additional burdens on our state by the following; removing the protections of Proposition 13, rationing our water use, increasing taxes and restricting parental rights. Having no other recourse, we the people have come together to take this action, remedy these misdeeds and prevent further injustices.

Governor’s Answer to the Statement WARNING: THIS UNWARRANTED RECALL EFFORT WILL COST CALIFORNIA TAXPAYERS 81 MILLION DOLLARS! IT IS BEING PUSHED BY POLITICAL EXTREMISTS SUPPORTING PRESIDENT TRUMP’S HATEFUL ATTACKS ON CALIFORNIA.

In 2018 California voters elected Governor Gavin Newsom by historic margins.

As Governor, Newsom is working to 1) increase funding for public education, 2) protect and secure Californians’ health and health care, 3) improve water, roads, and bridges, 4) address the challenges of housing affordability and homelessness, and 5) prepare for the threats of wildfires.

Our budget is balanced. Our fiscal reserves are unprecedented. Our economy and employment are historically strong.

Yet a handful of partisan activists supporting President Trump and his dangerous agenda to divide America are trying to overturn the definitive will of California voters and bring Washington’s broken government to California with this recall effort.

The last thing California needs is another wasteful special election, supported by those who demonize California’s people and attack California’s values.

Do not be fooled—California’s police officers, firefighters, first responders, public school teachers, health providers, and business leaders all STRONGLY OPPOSE this costly recall.

Proponent’s Recall Argument VOTE YES to RECALL Gavin Newsom!

Over two million Californians from all walks of life signed petitions to Recall Gavin Newsom. They love our state and want to make things better. This is our chance to vote for positive change in California and elect a new Governor.

VOTE YES to RECALL Gavin Newsom. Here’s why:

Since Gavin Newsom took office, our problems have gotten worse. Gavin Newsom promised to fix the homeless problem, yet California’s homeless population increased dramatically even while he spent Billions on programs that do not work. Newsom promised to make California more affordable, but prices for gas, food, and housing have surged, making life here unaffordable for many middle and lower-income families.

Gavin Newsom promised to make California safer, but crime and homelessness have spiked since he ordered the early release of nearly twenty thousand prison inmates. Now Newsom is giving another seventy-six thousand the chance to leave prison early, making matters even worse. Gavin Newsom has continually misled the public. He arrogantly claimed to increase fire protection, yet an investigation by the non-partisan Capitol Public Radio concluded otherwise. Newsom cut 150 million dollars from the state’s fire protection budget and he misled the public about his fire protection record. To make things worse, California had a strong inmate firefighting crew. Newsom released many fire crew inmates early and cut their budget.

In November, Newsom told Californians stay home, wear masks, avoid gathering with family and friends. Days later in violation of his orders, he attended a fancy dinner with lobbyists at the exclusive French Laundry restaurant—without masks or social distancing. Newsom also secretly authorized a contract for nearly one-billion-dollars to outsource mask production to a politically connected Chinese company. The Head of that company donated tens of thousands to Newsom’s Campaign. The company was wired half a Billion dollars, without legislature approval. The governor’s office has refused to release information about this publicly. NOTE: California manufacturers could have filled the same order.

Newsom’s Employment Development Department spent over $30 billion in fraudulent payments to criminals and prison inmates, while forcing hundreds of thousands struggling, out-of-work Californians to wait months for their money. Newsom continues to mislead us. California is not “Roaring Back”. Instead, it’s on life support. His arrogance and self-dealing have made our problems worse. Crime is soaring. Homicides up 31% in 2020. Our state now has the worst homeless problem on record and the highest gas prices nationwide. The cost of living has driven many families, businesses, and corporations out of state. Public schools rank 37th K–12 overall and our roads are crumbling. Between 2008 and 2017, California had 4,300 blackouts. On Newsom’s watch, there were 25,281 blackouts in 2019 alone. Our water rationed and mismanaged forests are burning.

We deserve better. We deserve a Governor who will be honest with us. Someone who will work to solve our state’s very real problems: the cost of living, homelessness, crime, failing schools.

Governor’s Recall Argument The recall is an attempt by national Republicans and Trump supporters to force an election and grab power in California.

VOTE NO on the recall of Democratic Governor Gavin Newsom to stop the Republican takeover of our state.

The recall’s leading supporters are the same national Republicans who fought to overturn the presidential election and launched efforts to undermine the right to vote across the country.

Here in California, they are abusing our recall laws in order to gain power and advance their partisan agenda.

California needs a viable, moderate Democrat who understands comebacks to lead the way. As the pandemic persists, we need someone who knows the medical science and the law. Mine is a comeback story. I built myself into a success, got hooked on drugs and lost everything. Then I conquered addiction and rose from the ashes to rebuild everything and more. I am a native Californian born and raised in San Diego. I went to UC Davis and graduated with Highest Honors with a degree in Genetics. I attended medical school to become a doctor, while simultaneously attaining my Masters in Public Health and Masters in Business Administration. Next, I established a successful cosmetic surgery center. I had it all, including a family and three kids. Then I lost everything after I got hooked on drugs, which started with an opiate addiction after taking narcotics for a back injury. My career, marriage, finances, friends, and custody of my children—GONE! I entered a recovery program seven years ago and turned my life around. I graduated law school and rebuilt my medical practice better than before. I regained custody of my kids, have a wonderful family and a fulfilling life. I run a charity that offers free cosmetic surgery to children following trauma and radiation treatments for brain tumors. I live a sober life and will make an excellent governor. If nothing else, I hope to at least be an inspiration to addicts and their families that addiction can be overcome.

Voter Registration If you have already registered to vote, you do not need to re-register unless you change your name, home address, mailing address, or if you want to change or select a political party.

You can register to vote online at registertovote.ca.gov or call the Secretary of State’s toll-free Voter Hotline at (800) 345-VOTE (8683) to get a form mailed to you.

Conditional Voter Registration

VOTE SAFE at Early Voting Locations

One or more early voting locations will be available in many counties beginning before the September 14, 2021, election. Voting locations will offer voter registration, replacement ballots, accessible voting machines, and language assistance.

You can help keep voting locations safe for voters and election workers in these two ways:

Skip the line. You can return completed ballots by mail with no stamp needed, at a secure ballot drop box, or at a voting location. Voting locations will have separate lines for voters dropping off completed ballots.

Find a nearby drop box or early voting location at caearlyvoting.sos.ca.gov or vote.ca.gov.

2 Vote early. If you visit a voting location in person, go before Election Day. One or more voting locations in many counties will be open prior to Election Day.

Elections offices will begin sending vote-by-mail ballots to California voters no later than August 16, 2021. Ballots returned by mail must be postmarked by September 14, 2021; ballots returned at a secure ballot drop box must be deposited by 8:00 p.m. on September 14, 2021.

Assistance for Voters with Disabilities California is committed to ensuring every voter can cast their ballot privately and independently.

Same Day Voter Registration Did you forget to register or update your voter registration? No problem! This process is called Conditional Voter Registration and is commonly referred to as Same Day Voter Registration. Here’s how it works:

1. Visit your county elections office, a vote center, or polling place in your county which can be found in your county Voter Information Guide or at vote.ca.gov.

2. Complete a voter registration card or an online application.

3. Vote your ballot at your county elections office, vote center, or polling place.

4. Once the county elections official processes your registration, and determines you are eligible, you will be registered to vote and your ballot will be counted.
