H of promoting, protecting and monitoring the observance of the rights of people with disabilities, the CLAPD team tried to bring this mission closer to its accomplishment throughout the year of 2014 as well by the projects and activities carried out. In the course of 2014, the CLAPD team like in the preceding years was steadfast and did not diverge from fulfi llment of its strategic objectives, attempting in such a way to favor the social inclusion of people with disabilities.

All activities performed throughout this year had a common purpose: to bring about the positive change in the life of each “person with disabilities”.

We can name the following to be among the most important achievements that took place in 2014, which we consider they will have a positive impact for the whole society:

• Development of the set of indicators for monitoring the implementation of the UN Convention on the Rights of Persons with Disabilities by the Republic of Moldova;

• Monitoring of observance of the rights of persons with disabilities at the psychiatric facilities of the Republic of Moldova;

• Creation of the Independent Mechanism of Monitoring of the UN Convention on the Rights of Persons with Disabilities at the initiative of the Civil Society;

• Development of the alternative report of the Independent Monitoring Mechanism on the progresses and regresses registered upon implementation of the UN Convention on the Rights of Persons with Disabilities by the Republic of Moldova throughout the years of 2013-2014 ;

• Facilitation of the process of establishing confi dence among the CSOs that work in the sphere of disability on the both banks of the Dniester;

• Implementation of the Challenged Leadership Program for young people with disabilities;

• Legal assistance and strategic litigation upon exercising the rights of people with disabilities.

We are sure that these achievements have been based also on our attempt to apply in practice the principle of approach supported by the rights as well as on the unabashed promotion of the Human Dignity. This supreme value will be promoted resolutely by each member of the CLAPD also in 2015 and in the following years as long as it will be necessary for each of us to get involved until the entire society recognizes fully that people with disabilities are people with the same rights and equal chances.

On behalf of each member of the CLAPD team, I express the sincerest gratitude to each partner – donator for the support granted upon accomplishment of our mission of bringing about the positive changes in the life of each “person with disabilities” of the Republic of Moldova.

MissionThe mission of the Centre of Legal Assistance for People with Disabilities is

to promote and protect the rights of people with disabilities, to favor their social inclusion and their spiritual fulfi llment through the lobby, advocacy actions and the programs of their potential development.

VisionAll persons with disabilities of the Republic of Moldova enjoy the full and equal

exercising of human rights and liberties and respect for their internal dignity.

„Disabled People’s International” is a network of the national organizations or groups of persons with disabilities founded

to promote rights of these persons through their full engagement, equality of chances and development. The DPI’s objectives are promoting the rights of people with disabilities, promoting the economic and social integration

of people with disabilities and developing and off ering the support to the organizations of people with disabilities.

4. Expressing love and wish to serve them according to the principle „Help your neighbor”;

5. Creating partnerships and coalitions with the other NGOs for people with disabilities;

6. Observing the democratic principles and decisive transparence.

Strategic objectives 1. Developing the activism of people with disabilities and the NGOs in this

sphere;2. Promoting the positive image of people with disabilities in the society;3. Promoting the rights of accessibility to the various levels for people with

P : Consolidating and empowering the civil society from the both banks of the Dniester for promoting observation of the rights of people with disabilities.

P : • To raise the degree of cooperation between the NGOs from the both

riverbanks and their capacity of promoting the rights of people with disabilities throughout the project;

• To raise the level of confi dence and to facilitate the dialogue among the people with disabilities from the both riverbanks throughout the project.

The project „Dialogue between the persons with disabilities from the both banks of the Dniester” was implemented with the assistance of the Programme „ Support to Confi dence Building Measures” funded by the European Union, co-funded and implemented by the United

Nations Development Programme.

I consider that such trainings are very necessary in our eff ort for improvement of the situation of the people with disabilities both in the Republic of Moldova, and on the left bank of the Dniester. This experience exchange helps us to take from each other various innovational ideas of overcoming certain barriers, such as, for example, writing and implementation of certain projects.

Project description:

P : Raising the degree of compliance with the fundamental rights of the persons with mental disabilities of the Republic of Moldova.

P : • To reform the national legislation in the view of ensuring the right

to autonomy and support in decision making for the persons with mental disabilities of the Republic of Moldova throughout the project;

• To mobilize and to raise the capacity of at least 10 potential leaders among the persons with mental disabilities of the Republic of Moldova throughout the project.

The Project „Rights of the persons with mental disabilities to legal capacity. A new level of protection.” has been performed with the fi nancial support of Soros Foundation-Moldova within the

framework of the Equality and Civic Engagement Program.

The oftener lawyers visit the facility, the more the state of aff airs gets better here.

The Project „Raising the activism among people with disabilities and their organizations” has been implemented with the fi nancial

support of SMC/Sida and SOIR Moldova.

I would like to thank everyone very much for this project, which has given also an opportunity to people with disabilities to get included in the decisive processes of the NGOs, to which they belong. This project has given me a chance to discover in me those qualities that a leader may only have.

Project description:

P : Raising the capacities of the CSOs in the disabilities sphere to infl uence the public policies and to represent the constituents’ interests in relations with the central and local public authorities more effi ciently.

P : • To consolidate the capacities of the CSOs in the disabilities sphere upon

carrying out of the advocacy campaigns, engagement in the processes of public policies and mobilization of the constituents;

• To consolidate the capacities of the CLAPD in the organizational planning and diversifi cation of the fi nancing sources.

International Development (USAID) and FHI 360.

P : Facilitating the process of employment of the people with disabilities of Chisinau and other regions of the country.

P : • To develop personal skills of the people with disabilities necessary for

employment;• To reduce employment barriers through creating the positive dialogue

among the various constituents, such as: employers, public authorities, other persons;

• Improving of the labor legislation of the Republic of Moldova to promote the employment of the People with Disabilities.

• A database of people with disabilities created with potential employers;• Approximately 40 employers have got to know about employment of

people with disabilities;• 100 employers and 300 persons have got aware of the fact that people with

disabilities have a potential to be employed;• The Employment Quotas Regulation for people with disabilities

elaborated;• A network of the NGOs for promoting employment of people with

disabilities created; • Elaboration of the public engagement by the state for employment of

people with disabilities;• National Strategy for Employment of People with Disabilities is created.

The program on instruction for employment and job placement has helped me to fi nd out how to prepare for an employment interview. I have learnt how it is important that the people with disabilities get employed on an equal basis.

Success stories

I P , one of 15 training participants in the program for leadership instruction for young people with disabilities, has benefi ted from the CLAPD assistance to get reasonable accommodation according to his personal needs due to the disability, in order to take the baccalaureate exams in June 2014. In this respect, the project team, including the CLAPD Executive Director, Vitalie Mester, has visited Comrat to resolve on the spot the matter of reasonable accommodation to Ivan’s personal needs, so that he may take the baccalaureate exams. During this visit of May 20, 2014, a work meeting took place at the Mayor’s Offi ce of Comrat, where the CLAPD representatives, the local NGO „Шаг к успеxу” representatives, the representative of the Center for Human Rights of Moldova in the ATU Gagauzia as well as the young man with disabilities, Ivan Petkoglo participated. At this meeting, the discussion was held on the subjects of ensuring the reasonable accommodation for Ivan Petkoglo to take the baccalaureate exams, as well as adherence of the newly created organization „Шаг к успеxу” of the ATU Gagauzia to the Independent Monitoring Mechanism of the UNCRPD. Ivan Petkoglo was consulted on the rights he has to reasonable accommodation in accordance with the provisions of the UN Convention on the Rights of Persons with Disabilities and Act 60 on Social Inclusion of Persons with Disabilities. He was also given the extracts of these normative acts necessary for promoting and protecting his rights.

Consequently, thanks to the support Ivan Petkoglo has benefi ted from the CLAPD, the eff orts made in this respect by the NGO „Шаг к успеxу”, and thanks in no small part to the direct involvement in the advocacy actions of the young man with disabilities for promoting and protecting his rights, by the Order of the Ministry of Education this young man has obtained the reasonable accommodation

S P is one of the participants in the project “Better employment opportunities for the People with Disabilities of the Republic of Moldova”; he suff ers from cerebral palsy. Stanislav has graduated from the Informatics Faculty of Moldova State University and has also acquired there the Master’s degree in Informational Technologies. He tried to get a job on his specialty many times. Unfortunately, every time the employers called him to invite for a job interview, and heard him speaking, they hung up. Currently, Stanislav works as a photocopier operator in a school of Chisinau, however, he wants very much to work in the fi eld of Programming. In the module of evaluation of the project participants, Mr. Roman Munteanu, Director of an IT company, was invited to make a presentation. It was a good opportunity for Stanislav to discuss with Mr. Munteanu on the possibility of employment or getting an internship. As a result, Mr. Roman Munteanu off ered to Stanislav the possibility to work in the short-term project of the company.

Stanislav also off ered to get involved as a volunteer in the project “Better employment opportunities for the People with Disabilities of the Republic of Moldova” through developing a blog dedicated to promoting the Project Activities and facilitating communication among the participants.

PROJECT: „Better employment opportunities for disabled people from Moldova”

to the individual needs to take the baccalaureate exams in June 2014, which consisted of the following:

Taking the baccalaureate exams in an electronic format. Use of the personal laptop to take the baccalaureate exams. Extension of the term of taking the baccalaureate exams in 60 minutes.

As a result of this success, Ivan continues his studies at a higher educational institution.

In the framework of this Partnership, the CLAPD has also developed the Draft of the UNCRPD Independent Monitoring Mechanism Functioning Regulation as well as the Alternative Report on Progresses and Regresses of the Republic of Moldova in implementation of the UNCRPD throughout the years of 2013-2014;

4. UNDP Moldova in the view of promoting the inclusive education of children and young people with disabilities;

5. Center of Rehabilitation and Counseling „OSORT” of Tiraspol in the view of implementing the Project „Dialogue between the persons with disabilities from the both banks of the Dniester”;

6. Chisinau Territorial Offi ce of the National Council for Legal Assistance Guaranteed by the State in the view of providing the legal assistance to persons with disabilities.
