One of the first bills introduced this year was SB 16 (Wieckowski), which would restrict the ability to collect on student loans. This bill is similar to a proposal Senator Wieckowski had a couple of years ago that CAC successfully opposed as part of a broader bill on wage garnishments. While we eventually worked out a deal on the broader wage garnishment issue, this piece was taken out early to get the bill out of the Senate Banking Committee. With Democrats increasing their majorities in both Houses over a two-thirds majority, we expect a significant number of bills aimed at the business community. The California Chamber of Commerce has already identified four job killer bills that include: - AB 5 (Gonzalez) Hampers Ability to Manage Workforce Effectively - SB 33 (Dodd) Discriminates Against Arbitration - SB 62 (Jackson) Expands Employment Litigation - SB 63 (Jackson) Expansive Leave Mandate We expect this list to grow quite a bit. As general counsel, I work with Cliff Berg, CAC?s lobbyist, Cindy Marler, and Robert Tavelli to determine which bills may be of interest to, or have an impact on, the collection industry. Once those bills have been identified, we will have a call with other CAC members to determine whether CAC will support, watch, stay neutral, or oppose the bills. For the bills that we may oppose, Cliff Berg will set up meetings with the sponsoring legislators to build a coalition of opposition. If necessary, we draft and present opposition letters and floor alerts. CAC staff has been working hard to organize webinars with topics of interest to the members. I have been working with staff and the presenters to offer MCLE credit for the presentations. Winter 2017

The California State Legislature reconvened on January 4, to begin work on the 2017 Legislative Session.

The California Chamber of Commerce has already identified four job killer bills that include:

- AB 5 (Gonzalez) Hampers Ability to Manage Workforce Effectively - SB 33 (Dodd) Discriminates Against Arbitration - SB 62 (Jackson) Expands Employment Litigation - SB 63 (Jackson) Expansive Leave Mandate

We expect this list to grow quite a bit. To find out more information on these bills, click here.

LEGISLATIVE REPORT

The Legislature is back in session which means many new bills are being introduced. CAC

staff has been working hard to organize webinars with topics of interest to the members. I have been working with staff and the presenters to offer MCLE credit for the presentations.

With the Executive Committee and the Board of Governors, we continue to examine how CAC may work to advance the interests of the industry and thwart those who target the industry.

Winter 2017

Changing what our community thinks about the collection industry one child at a time by sharing the magic of Christmas! The stockings were hung on the chimney with care, in hopes that St. Nicholas soon would be there. Their feet had been measured for new socks and new shoes, and on Saturday, December 10 they took them home with smiles on their faces.

From face painting, sports balls, books and sing-a-longs to games, pizza, socks and shoes, each child is given a special Santa surprise when they visit with him and look into his eyes. Volunteers cheering, high-fiving and calling out woot, woot as the children receive their bag full of Christmas toys.

Ann?s Kids for Christmas Program has a rich history of touching the lives of literally thousands of children over its 33-year history. The program works with staff members and teachers from local schools to help select children between the ages of 3 and 10. Without this event, many of these

children may not have the chance to experience the magic of Christmas.

Smiles and laughter filled the room as the children looked around to see all the wonders of the amaz-ing day. ?I saw my big gift and said to myself, that big one is for me! This is the greatest day ever!? said one young boy.

There are many to thank for this SPECTACULAR day:

- Payless Shoes ? for always giving us the best deals and the best of yourselves!

- Visalia Sunset Rotary? thinking about KFC all year? putting your money where your mouth is.

- Visalia Rawhide ? the Tipper shirts were the best! And so was Tipper!- Champion Ball Company ? all the kids loved their sports balls.- Read for Life ? fabulous gift ? a book of their own.- Visalia Breakfast Rotary ? making a difference in our community.- A & W ? who doesn?t love the A & W bear?!- Cal Fire ? Coloring books and crayons and bringing Smokey the Bear.- And many, many monetary gifts!

And then, just as quickly as it started, the event was over. Each child walked back to the buses sporting a new pair of shoes and carrying a huge bag of gifts. Each volunteer left with a full heart.
