Briefing media this afternoon, Union Minister, Shri Prakash Javadekar termed it as historic decision which will benefit job seeking youth of the country. He said, this fulfils long standing demand of the youth of the country. The National Recruitment Agency (NRA) will conduct a Common Eligibility Test to screen and shortlist candidates for the Group B and C (non-technical) posts. NRA will have representatives of Ministry of Railways, Ministry of Cabinet approves to set up National Recruitment Agency to conduct CET CET to screen & shortlist candidates for Group B and C (non-technical) posts Finance, SSC, RRB and IBPS. Special focus on creating examination infrastructure in the 117 Aspirational Districts would go a long way in affording access to candidates at a place nearer to where they reside. The CET score of the candidate shall be valid for a period of three years from the date of declaration of the result. The best of the valid scores shall be deemed to be the current score of the candidate. There shall be no restriction on the number of attempts to be taken by a candidate to appear in the CET subject to the upper age limit. Relaxation in the upper age limit shall be given to candidates of SC/ST/ OBC and other categories as per the extant policy of the Government. Candidates would have the facility of registering on a common portal and give a choice of Centres. One stop convergent support services for rural women Mahila Shakti Kendra District Level Centre for Women inaugurated Centre will act as bridge between rural women & various Govt Deptts. at village/block and district level Port Blair, Aug 19 With the aim to empower rural women with opportunities for skill development, employment, digital literacy, health and nutrition, the Government of India launched Mahila Shakti Kendra Scheme, to provide one stop convergent support services for rural women. Under the scheme, Mahila Shakti Kendra District Level Centre for Women has to be set up. In this direction, the Deputy Commissioner, South Andaman, Shri Abhishek Dev inaugurated the District Level Centre for Women (Mahila Shakti Kendra) established under a centrally sponsored scheme, in the Office of the Deputy Commissioner, South Andaman today. The Assistant Commissioner Deputy Commissioner stated that this Centre will serve as a bridge among the rural women and various Government Departments at village/block and district level and will help them to avail the benefits of various Government schemes and programmes. Addressing the Naval Commanders' Conference, Shri Singh expressed confidence in the Navy's preparedness to meet any challenge through a proactive response in deploying its ships and aircraft. He congratulated the Indian Navy on the conduct of the biggest ever evacuation operation 'Operation Samudra Setu', which has contributed extensively to the national Defence Minister applauds Indian Navy for protecting nation's maritime interests interest. He said, the Navy was instrumental in bringing home almost 4000 people from neighbouring countries based in the Indian Ocean Region. The Minister said, Indian Navy has effectively carried out Mission Based deployment to protect maritime interests by deploying naval ships and aircraft at major and sensitive locations. He said, these deployments have helped increase Maritime Domain Awareness, and provided rapid humanitarian aid and Port Blair, Aug 19 The COVID-19 pandemic has redefined the paradigms of school education from classroom pedagogy towards developing self-reliance capabilities in our learners. The new academic session 2020-21 for the schools of Andaman & Nicobar Islands had started from 1st April, 2020, but due to the lockdown to contain the spread of COVID-19, as per the guidelines of MHA and the UTAdministration, the schools were closed in a phased manner. As per the direction of the Ministry of HRD and CBSE, to mitigate the anxiety of the students and other stakeholders, the Department of Education, Andaman & Nicobar Administration has taken many initiatives to provide alternative learning at home during the prevailing extraordinary circumstances of the spread of COVID-19. In order to facilitate the students with learning activity during the lockdown period and to bridge the learning gap, the Directorate of Education had initiated an alternative method to provide learning contents to the students of Class II to XII at their home through the local (HQ), Shri Vinay Kumar Jindal, Assistant Commissioner Settlement, Shri Prem Singh Meena, Shri Lakshay Singhal, IAS (P) were also present during the inaugural ceremony. The District Level Centre for Women (DLCW) will be manned by one Woman Welfare Officer and two District Coordinators, who will collate information on Government programmes, schemes and services meant for women empowerment including Beti Bachao Beti Padhao, One Stop Centre, Women Helpline, Mahila Police Volunteers, Swadhar, Ujjawala, etc. and will serve as a link between village/ block and district level. This centre will also give foothold for Beti Bachao Beti Padhao scheme. In his address, the Port Blair, Aug 19 All National Food Security Act beneficiaries (PHH & AAY cardholders) of A&N Islands have been informed that the Government of India has extended its flagship scheme of Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) for another five months with effect from July, 2020 to November, 2020. Under this scheme, the NFSA beneficiaries (AAY & PHH cardholders) shall be provided five kg of foodgrains per person and 1 kg of chana whole per household per month for five months free of cost. In the first phase, the NFSA beneficiaries (AAY & PHH cardholders) of this UT have been advised to lift the initial entitlement of 5 kg foodgrains per person and 1 kg chana whole per household per month for first three months i.e. July, August and September, 2020 at one go from their respective Fair Price Shops in August, 2020. The distribution of remaining entitlement for the month of October and November, 2020 shall be made in October, 2020, a press release from Directorate of CS&CA said. Pradhan Mantri Garib Kalyan Anna Yojana extended upto November 2020 NFSA beneficiaries advised to lift entitlement of foodgrains for July, Aug & Sept. Doordarshan Channel, Cable Network and All India Radio, Port Blair. The Educational broadcast which started from 16th April, 2020 on local Cable Channel provided contents for various important subjects for Class VII & IX. To meet the requirements of Secondary & Senior Secondary classes, the Doordarshan, Port Blair provided the platform to relay the tele-classes for Class IX & XII which started from 20th April, 2020 which also covered several vital subjects for the students in Science, Commerce and Arts stream. Gradually, this alternative platform was expanded and covered the subjects pertaining to the Primary and Upper Primary classes from Class II to VII which was broadcast through the All India Radio, Port Blair. The Educational contents developed by Directorate of Education are also shared with Zonal Education Officers for the benefit of students living in the other Islands. Special arrangements have been made for the students and parents to post their questions/queries/doubts related to their subjects through the mode of SMS or WhatsApp on mobile numbers - 9434282647, 9933227676, 9474210059, 9474210823 or on Email- Strategic and Operational Interventions of A&N Police in fight against COVID-19 disease in A&N Islands Port Blair, Aug 19 The threats and challenges posed by the COVID-19 pandemic had prompted the UT Administration to enforce the various directives necessary to control the outbreak under the guidance of the Central Government. The role of police alongwith the health workers and sanitation workers has been universally acclaimed and these Departments have been termed as "Corona Warriors" by a grateful populace all over the world. Andaman &Nicobar Police has also played a vital role in the Administration's response to COVID-19 pandemic. A&N police personnel had put their best foot forward and have gone beyond the call of duty in controlling this deadly virus. This mammoth task was achieved by our relatively small force by optimally utilising all patrolling, mobile patrolling by PCR vans, Parakram vans, motorcyles including Satark motorcycles, deployment in markets etc. Stringent action under Indian Penal Code and available resources. From the initial days itself, the Police Department had formulated and adopted a two-pronged strategy of ‘enforcement’ and ‘awareness’. Beyond the mandate of police, a third dimension of ‘assistance’ was also introduced in emergent situations to provide aid to community, specially in remote localities and to augment the efforts of other Departments. As a law enforcement agency, one of the main duties of A&N Police was to ensure that the National Directives for COVID-19 Management and orders/ directions issued by the Government of India and the A&N Administration are enforced in letter and spirit. On 19th August, 2020 at about 2.21 am, a fire call was received at Fire Control Room stating that a fire broke out in the shops located in the commercial hub of Radhakrishna Temple complex, Junglighat. Immediately, 2 Water Tenders and Water Bouzer from Fire Station Aberdeen were pressed into the scene of fire. On reaching the spot, it Major fire accident averted at Junglighat; A&N Fire Service saves property worth 8.5 crores was noticed that dense smoke with huge blaze was emanating all around the shopping complex making it difficult to locate the seat of fire. The shops were locked, hence had to be broken. The visibility was minimum due to the dense smoke. Exhaust blower and Breathing Apparatus Sets were utilized to draw the smoke out. they are able to do businessin a harassment freeenvironment. On theoccasion, the Ministerlaunched a Mobile App forULB functionaries. ThisApp aims to provide userfriendly digital interface forthe functionaries of ULBsto source loan applicationsof street vendors.The Minister receivedfeedback from States/UTs.He urged the Ministers ofUrban Development andsenior officials to holdmeetings with keystakeholders towardss u c c e s s f u limplementation of PMSVANidhi and also toensure the protection oflivelihood of streetvendors.

Mobile App launched to provide userfriendly digital interface to sourceloan applications of street vendors

Government has sanctioned a sum of 1517.57 crorerupees for the National Recruitment Agency. Theexpenditure will be undertaken over a period of threeyears. National Recruitment Agency will ensuretransparency and ease in recruitment process, both forthe candidate and the recruiting organisation. CETscores can be shared with Central and StateGovernments, PSUs, private sector thus reducingrecruitment costs of these organisations. Initially theNRA will conduct CET twice a year. The Cabinet which met under the chairmanship ofPrime Minister, Shri Narendra Modi also approved aproposal for leasing out three airports - of AirportsAuthority of India through Public Private Partnership.These are Jaipur, Guwahati and Thiruvananthapuram.These projects will bring efficiency in service delivery,expertise, enterprise and professionalism apart fromharnessing the needed investments in the public sector.(Source:india.gov.in)

Apartfrom this, the Department of Education have taken initiative to upload the videoswhich were recorded for the tele-classes on its YouTube channel 'AN EducationDept Andaman' which gives the students an opportunity to view such videos whichthey have missed during the regular broadcast. Considering the demand by theparents for the video content, the Department has made a repository of the contentswhich are provided to the needy students and parents through Common ServiceCentres (CSCs). The digital contents are stored in the State Data Centre serversand made available to the public through CSCs. This Central Repository will be acting as a Digital Library for the students ofthese Islands where they can have access to all these digital classes through onlinemode in future. The students, parents and all stakeholders have been appealed tomake use of this benefit to the maximum extent for enhancing the teaching-learningactivity during this period. Parents have been requested to engage their wards tocompulsorily attend the virtual classes as per the schedule and feel free to contacttheir teachers, for any clarification on the contents, a press release from Directorateof Education said.

In emergent situations, especially in remote localities and Islands, the PoliceDepartment went a step further and work as social service provider to help thecommunity. A&N Police took initiative to provide food, ration items, medicines,drinking water, face masks, medicines and hand sanitizers to the needy in differentIslands to the extent possible. Police vehicles including police trucks and buseswere provided to help the sick, elderly and needy.The other major concern of the Administration and the Police Department has beento shield and protect the indigenous tribes from the pandemic. The prime aim is toprevent any kind of contact of outsiders with the vulnerable primitive tribes. Intensivefoot and sea patrolling have been taken by the Police in association with the AAJVSvolunteers and Forest Department in and around the areas inhabited by these tribesto keep the outsider away from their habitat. Awareness programmes in villagesclose to these reserves are also being carried out regularly. The convoy movementon ATR has been restricted and Intensive screening of driver/passengers is beingcarried out including COVID test before allowing them to journey.

Water Tender and staff from Fire Station Marine wasalso requisitioned for extending service. As many as four shops viz M/s Sagarika Emporium,M/s Poonamalli Traders and 2 shops of M/s MahavirTraders were on fire. Property worth Rs. 8.5 Crore wassaved by Fire Service personnel who exhibited highsense of professionalism. Short circuit in the Inverter isreported to be the cause of fire.

Due to the earnest efforts of A&N Police Fire Servicepersonnel, the fire was put out completely within half anhour of continuous fire firefighting operation and savedthe entire cluster of business hub having shops, A&NState Co-operative Bank, tuition centre, hotel etc. fromhuge damage. Disaster Management Act, 2005 has been taken against the violators of these orders/guidelines. Till 18th August, 2020, a total of 299 FIR have been registered in which392 persons have been arrested so far. As many as 1,847 vehicles have been seizedand around 21,227 violators have been challaned for various violations resulting ina recovery of fine to the tune of Rs. 86.71 lakh.Realising that public awareness and resultant cooperation is the biggest ally in thisfight against the COVID pandemic, Andaman & Nicobar Police has initiated severalmeasures to disseminate messages of public health and safety among the masses. Allmeans of communication, traditional as well as digital and social media, are being usedto spread mass public awareness about care and precautions against transmission ofCOVID-19. Painstaking efforts are being made to reach out to each and every residentthrough face-to-face personal meetings, door-to-door dissemination, publicannouncements through vehicle-mounted public address (PA) systems, special interactiveprogramme on All India Radio and Doordarshan, campaign on social media throughofficial page/handle on Facebook, Twitter, YouTube, WhatsApp etc. Most notably, manysongs were composed to catch the imagination of public at large and to spread theawareness regarding anti-COVID measures through these songs.

A largenumber of police personnel, including the Director General of Police and manysenior Police Officers have contacted the infectious disease. Till 18th August, 2020,as many as 397 police personnel have tested COVID-positive out of which, 353continue to be infected. In addition, a total of 404 police personnel are either underhome quarantine or self-isolation. However, this has not dampened the resolve of the Police Department even one bit.The endeavour and action on the part of Police Department continues unabateddespite the depletion of available manpower. All the police personnel are being providedwith the necessary guidance and support to tide over this pandemic and come backstronger to serve the community even better. Apart from regular awareness briefingto the police staff, the offices & units are being regularly sanitized to keep thePolice Department operational 24x7.While each and every member of the A&NI Police has worked with utmost dedicationand sense of service, there were a few instances where the work and conduct of theconcerned officer was extremely exemplary. On 22/04/2020, a girl living in remote village of Dhani Nallah and whose father isa cancer patient,made a distress call to OP Betapur to evacuate her father whosecondition had worsened. Travel through sea route was the only option but due tolockdown no means was available. In an act of great resolve and humaneness, SISushanto Debnath with Constable Abdul Shahid decided to evacuate the patient in awooden dinghy which he rowed himself. This timely decision and his extraordinaryefforts to evacuate the critical patient to the hospital saved the life of the patient. Hisoutstanding feat and kindness were highly appreciated by the local residents andthe doctors.In another incident, Sub-Inspector Sushanto Debnathdisplayed an outstandinghumane effort by carrying adead body of a poor villager ofPanchawati on his ownshoulders and handed it over tothe decedent's family.

Shri Sambhu Murthy, PoliceConstable not only donated his half monthsalary of Rs 21, 835/- towards LG ReliefFund, Andaman & Nicobar Islands butalso donated blood to a pregnant lady whowas admitted at G.B Pant Hospital.One day, while performing patrollingduty, when he noticed that one family hadno food items, he provided them with some

money as well as ration articles. He also regularly distributed ration articles to theneedy people of his locality during the lockdown. There are numerous stories where the police personnel had gone beyond theirregular task to help people in distress by distributing food, milk and ration packetsto those in distress, including senior citizens, tribal people, specially-abled andorphan children.Appeal to Islanders The A&N Police would like to make a fervent appeal to all the members of publicto cooperate with Police Officers on duty and exercise self-disciple to follow thevarious directives and orders issued by the Administration, maintain social/physicaldistancing, use face mask, wash hands regularly and not step out of their homesduring lockdown on weekends until there is an absolute emergency. All the citizens of the UT must also connect with A&N Police by following itsofficial Twitter handle @AndamanPolice, Facebook page (PoliceAndamanNicobar)and YouTube Channel. All constructive suggestions and interactions are mostwelcome on all these social media platforms.
