CONFERENCE PROCEEDINGS FIRST SITTING

The first sitting of the Forty-seventh Annual Conference of the Pennsyl-vania-New Jersey District of the Pilgrim Holiness Church convened in Wesley Chapel on the campus of Eastern Pilgrim College, June 16, 1960 at 10:00 am. at the call of the District Superintendent, Rev. E. S. Rutherford.

The annual communion service began with Rev. E. J. Haskins leading the congregation in singing, "Near the Cross," accompanied by Miss Margie Morris at the organ.

We were led in prayer by Rev. J. R. Mitchell, the college pastor.

District Superintendent Rutherford then presented General Superin-tendent Dr. William H. Neff to the Conference.

Following a few words of warm-hearted greetings, Dr. Neff read the scripture lesson from I Cor. 11:17-29 and brought a challenging message emphasizing:

I. The fact our Lord wanted us to keep Him in remembrance—Thus He instituted the Lord's Supper.

II. There is a tendency in man to misuse divine things.

A. Such as the sabbath.

B. The Corinthians did this with the Lord's Supper—it became the eating of just an ordinary meal.

C. There is danger of iosing the spiritual significance of this holy ordinance.

D. This is a spiritual feast so all must come in the spirit of rever-ence.

E. We must come in the spirit of humility.

III. We are in the midst of perils in holiness living.

A. Preachers are not exempt from perils; therefore we must watch.

B. This supper can bring much power and blessing.

C. This supper tells us how much He loved.

D. Out of this supper should come most rich and rapturous "Dox-ologies".

E. Paul received a special revelation for this is a remembrance service.

F. We do this in gratitude, and thankfulness and praise.

G. We should come unitedly to the Lord's Table.

H. We are to celebrate the "Lord's Supper" hopefully—"till He come".

The District Council then took their place standing before the altar while General Superintendent Neff offered the prayer of consecration after this Reverends Neff and Rutherford served the "Lord's Supper" to the Council. Then Rev. L. W. Drury served the General Superintendent and District Superintendent.

Following the serving of these officers of the Church, the District Coun-cil served one hundred twenty-two other members of the Conference and visiting friends.

The Communion service was closed with a vocal number by the quartet of E. P. C. The benediction was pronounced by Rev. Rutherford.

A motion carried to extend the time long enough to hear the roll call.

A motion was made to officially receive the following ministers upon transfer: William E. Thurston from the N. Y. District, Russell Davis from the Eastern District, J. R. Mitchell from the W. Va. District, and C. E. Wert from the Oklahoma District, so that their names may be called in the roll call. The motion carried.

The Conference roll was then called. Fifty-two ordained ministers an-swered the call, as did fourteen licensed ministers, and one ordained deacon-ess. Most of the lay delegates were present with thirty-nine answering the call.

Upon completion of the roll call, the first sitting adjourned at 11:50 am.

SECOND SITTING

The second sitting of the Forty-seventh Annual Conference opened at 1:30 p.m. with all standing and singing, "My Jesus I Love Thee."

Requests for prayer were given including Bessie Hatcher, iVlrs. Ada Elmer, and many unspoken requests. Rev. Edgar J. Haskins led in prayer.

The District Superintendent introduced General Superintendent Dr. William H. Neff to the Conference. He gave words of warm welcome and appreciation.

Then he read I Cor. 12. Dr. Neff emphasized:

I. Preachers must keep truth in its proper perspective.

A. Some preachers nearly always preach in terms of death and crucifixion.

B. Others preach all radiance and prosperity.

C. Both sides must be preached to produce well-rounded Chris-tian living.

II. Paul presents three things in this passage.

A. There was a "man in Christ"—Paul "positionized" "in Christ" not "in Adam".

B. This man in Christ had a vision and revelation. Visions and revelations are scriptural—not fanatical.

C. God's response to this revelation—"A thorn in the flesh"—lest he be exalted above measure.

III. Christ will give you the victory—"Victory in Christ".

The Conference joined in singing, "I'll Live For Him".

The minutes of the first sitting were read and approved as read.

The Reception Committee presented C. E. Wert, J. R. Mitchell, Wm. E. Thurston, John Croft, and Paul Dieter of the Eastern District.

By motion Paul Dieter was granted an honorary seat in the Conference. Carried.

By motion Norman Wilson from the Capitol District and James Mervine from the Eastern District, and Ronald Adams from the North Central Dis-trict were received into the Conference upon transfers from their respective Districts, as licensed ministers.

The District Superintendent presented the organized Hanover church and the unorganized church at Wilkes-Barre to the Conference. Rev. Sor-rells and the delegate from Hanover were invited forward and by motion the church was received into the Pennsylvania-New Jersey District.

The District Council offered the following: "After some discussion of the progress made by the churches of our district in the payment of the United Stewardship Fund this past year, it was decided by a unanimous vote to allow all ministers and delegates the privileges of full participation in the Conference procedures."

The District Council recommended the following ordinands for ordina-tion in the service tomorrow at 10:30 a.m. The list being Myron C. Camp-bell, Ray W. Chamberlain, Jr., Earl R. Heckman and Arthur E. Yeager. By motion the recommendation was approved.

The District Superintendent then read a very fine report to the Con-ference which was received by a rising vote of thanks.

Assistant Superintendent L. W. Drury gave a verbal report covering his work, which was accepted by vote.

The Auditors gave the following report, "We the Auditing Committee have found the Treasurer's books to be correct and in good condition." Sign-ed, L. W. Chappell, H. J. Daniels and John R. Clough, Jr. The report was received by motion.

The District Treasurer gave his report after copies of the same had been passed to each member of the Conference. The report was received by motion.

Rev. Paul W. Washburn gave very hearty thanks for all offerings re-ceived in the time of great need at Muncy when their church was destroyed by fire.

A motion prevailed to recess for fifteen minutes.

The statistician, Rev. Robert D. Addington, gave his report and the re-port was received by motion.

The secretary of the Home Missionary Board, Rev. A. L. Jackson, read the report of this committee. The report was received by motion.

The report of the Youth Secretary was read by Rev. Carl N. Hall. This report was received by motion.

Rev. John F. Wiktorchik read the report of the Youth Treasurer. This report was received by motion.

Rev. Paul W. Braisted gave his report as Sunday School Promotional Secretary. This report was received by motion.

The Resolutions Committee reported on Resolution number one.

The motion to adopt resolution number one was lost.

The Ways and Means Committee reported resolutions number one, two, three, and four.

The meeting adjourned by expiration of time.

The meeting was dismissed in prayer by Dr. C. E. Wert.

THIRD SITTING

The third sitting opened with the congregation singing, "Under the Aton- ing Blood", led by the District Superintendent with Edgar J. Haskins at the organ.

The conference was led in prayer by Rev. P. R. Doyle. The presence of the Lord was very manifest.

Dr. Neff then gave a brief inspirational exhortation.

The minutes of the second sitting were read and they were approved as read.

The Ways and Means Committee reported.

Resolution number one was re-read and a motion to adopt it was carried.

Resolution number two was re-read and a motion to adopt it was carried.

Resolution number three was re-read and a motion to adopt it was car-ried.

Resolution number four was re-read and a motion to adopt it was lost.

Resolution number five was re-read and a motion to adopt it was made but was ruled out of order since the Manual covers this matter.

A motion to table resolution number five was carried.

The Resolutions Committee reported on resolutions numbers one, two, and three.

A substitute motion was offered that the Pilgrim Action be published bi-monthly.

A motion to refer this matter of the Pilgrim Action to a committee con-sisting of the District Superintendent, Youth Secretary, Sunday School Pro-motional Secretary and Brother Hocking. Carried.

Resolution #2 was re-read and a moticn to adopt this resolution was lost.

Resolution #3 was re-read and a motion to adopt this resolution was carried.

Voting for district officers was the next order of business. A period of silent prayer was observed.

A ballot was cast for District Superintendent resulting in the re-election of Rev. E. S. Rutherford by an overwhelming majority.

A ballot was cast for the assistant superintendent resulting in the re-election of Rev. L. W. Drury.

A ballot was cast for district secretary resulting in no election.

A second ballot was cast for district secretary resulting in the re-election of John P. Campbell.

A ballot was cast for district treasurer resulting in the re-election of J. A. Byrd.

A ballot was cast to elect the five advisory members of the Council.

A motion was made to extend the time until the Council was elected. Carried.

B. L. Bidwell was re-elected on the first ballot as an advisory member of the Council.

A motion was made to use the seven highest names for the second ballot for advisory members on the Council.

A motion was made to adjourn as soon as the ballots were all collected. It was seconded and carried.

The meeting was adjourned at 9:25 p.m. Prayer was offered by E. Liden Adams.

FOURTH SITTING

The Fourth and final sitting convened at 8:30 A. M. Friday, June 17, 1960, and was opened by singing, "Satisfied," led by Robert J. Tice, accom-panied at the organ by Edgar J. Haskins.

The Secretary read the minutes of the previous sitting and they were approved as read.

The second ballot for Advisory Members to the District Council, cast in the third sitting, was reported by the tellers. It resulted in the re-election of M. E. Dieter, Howard J. Frey and George Harris.

A third ballot was cast for the remaining Advisory member to the Coun-cil and resulted in no one being elected.

The fourth ballot was cast and resulted in the election of P. H. Doyle as a new and the final Advisory member to the District Council.

The Secretary then read the list of nominees from which was to be elected one member to the Examining Board. The nominees were Edward R. Crosser, Carl N. Hall and John A. Gangaware. There was no election on the first ballot. Edward R. Crosser was re-elected on the second ballot for a three year term.

The Committee on Memoirs read their report and the Conference stood for a period of silent prayer and reverence as a tribute to those on the Mem-oirs List. Then all joined in singing, very reverently, "In The Sweet Bye and Bye". After the singing, General Superintendent Dr. William H. Neff led in a very fervent prayer and the mighty presence of the Lord came upon the Conference.

The Reception Committee presented Reverends Ray W. Chamberlain, Senior and Tommy Holshouser, as guests of the Conference. Both were in-troduced to the Conference by Dr. Neff and gave words of personal testi-rnony. By motion they were granted honorary seats in the conference bar.

The special committee appointed in a previous sitting, to bring a recom-mendation relative to the District Paper, The Pilgrim Action, gave the fol-lowing recommendation. "An Editor for the Pilgrim Action shall be appoint-ed by the District Council, at an annual salary of $75. The paper is to carry both Sunday School and Youth news and material. And the paper shall continue to be printed monthly." The recommendation was adopted by mo-tion.

A motion carried asking the District Secretary to write letters of greet-ings to Bessie F. Hatcher, Mrs. Florein Strohl, David Gorman, R. D. Gun-salus, Mrs. Constance Fitch and the Leonard W. Leitzel family.

Rev. James R. Long complied with a request, and gave a report on the physical condition of Mrs. Bessie F. Hatcher. He has been calling at the hospital where she is hospitalized.

Rev. Tommy Holshouser, a member of the staff of Eastern Pilgrim Col-lege, was invited to the platform to give a message from E. P. C. He in turn asked Rev. M. E. Dieter to speak, and he expressed sincere apprecia-tion for the Penna. and New Jersey District, being so faithful in their sup-port of the College in every way. Then Rev. Holshouser brought a very en-couraging message about the College telling of the future plans and progress at E. P. C.

The Examining Board gave the following list for ordiriands for next conference: James R. Long, William Hower, Arland Romberger, L. Emerson

Twining, John Croft and Miss Marian Stroble to be ordained as a deaconess. By motion the conference accepted this list for ordination next year.

The Examining Board then read the list for renewal of District Min-ister's Licenses or First Ordination, and all were granted renewals by motion.

The Examining Board then read the names of William Merrill, Daniel Price, Leroy F. Wion, Raymond Wagner and John Garvar; to be given their First Ordination and granted District Minister's Licenses. A motion carried to grant these credentials.

The Conference recessed at 10:20 A. M. for the Annual Ordination serv-ice.

The ordination service opened at 10:30 A. M. with the Ordination Com-mittee; E. S. Rutherford, L. W. Drury, John P. Campbell, J. A. Byrd and M, E. Dieter on the platform with Dr. Wm. H. Neff the Presiding Officer.

Four Ordinands, Myron C. Campbell, Ray W. Chamberlain, Jr., Earl H. Heckman and Arthur E. Yeager, were seated before the rostrum. After a very challenging sermon by Dr. Wm. H. Neff, these young men knelt at the altar. With the hands of the Ordination Committee upon the head of each candidate, Dr. Neff gave the Ordination charge and each was presented with the Ordination Certificate of the Pilgrim Holiness Church. A very tender spirit of reverence attended the setting a part of these young men to the ministry.

The conference reconvened at 11:35 and Rev. E. S. Rutherford gave his word of acceptance of the office of District Superintendent. He outlined his work for the coming year and asked the fervent prayers and whole heart-ed co-operation of the entire District.

The Resolution Committee read their final report which was resolutions, four, five and six. All three were adopted and acted upon as per requests for rising vote of thanks.

The conference adjourned at 11:55 A. M., singing, "When We All Get To Heaven." The concluding prayer was offered by Rev. Ray W. Chamber-lain, Sr.

CONFERENCE REPORTS REPORT OF THE DISTRICT SUPERINTENDENT

TO THE FORTY-SEVENTH ANNUAL CONFERENCE OF THE PENN-SYLVANIA AND NEW JERSEY DISTRICT OF THE PILGRIM HOLINESS CHURCH NOW IN SESSION AT EASTERN PILGRIM COLLEGE I HUM-BLY SUBMIT THIS REPORT.

It gives me great pleasure to welcome Dr. Wm. H. Neff to this District Conference and to the Eastern Area of the Church where he is beginning a term of service as General Superintendent. Dr. Neff, we welcome you and pledge you our support and respect as you guide us by your wise coun-cil and human leadership that is dedicated to God as it relates itself to the work of the Pilgrim Holiness Church.

The Goodness of God has permitted the members of this Conference to gather on these holy grounds once more to review the past and plan for the future. May the mantle of the pioneer leaders of the Holiness Movement fall upon us today. Ours is not a lost cause as suggested by a few. He is still mindful of His faithful servants. Holy Spirit, descend on us today bringing Vision, Vitality and Victory!

REASON

Why? Yes, why are we here? Why have we labored and toiled through the past twelve months? Many negative answers could be proposed but I choose to think that we have gone forth to the battle at His call and for His cause. "For His name's sake they went forth." There are hardships and perhaps privations but holy men called of God would not be satisfied in giving anything but their best. I have heard one of our men often say that he grows weary in the work but never weary of the work. We stand today at another milestone in the life of our Conference. Some of us be-lieve that God is trying to use the Church as He has never been able to in the past. We dare not impede the progress that can be made. This would be a good day to re-examine our position. To promote anything less than New Testament salvation is folly and anything more is exceedingly danger-ous. Holy men who led the Church to its present position concerned them-selves with the essentials of salvation. Dare we do less?

RESOURCES

Great is Thy faithfulness, morning by morning new mercies I see. Yes, God has given added strength for added duties. He has not failed; neither have loyal men and women, ministry and laity failed the program of God and His church this year. We are deeply grateful for those who have given first of themselves and then of their means.

The Treasurer's report will reflect decided gains in the giving for Gen-eral and District interests. Our USF totals more than any year on record.

District receipts were slightly above last year however heavy expenditures brought us to a lower cash balance than previously. The property state-ment will reveal some good gains in equity on our several churches and par-sonages.

Our newest Camp Meeting, Bethany, has enlarged the tabernacle to accommodate several hundred people.

A beautiful and practical church building was deeded to the Pilgrims at Hanover. The parsonage was purchased at a very reasonable price. We have equity of more than $15,000.00 in the Hanover properties. Rev. Charles Sorrells, Pastor.

The Allenwood Pilgrims completed a major project in enlarging their church building. It became one of the most practical places of worship that we have. Rev. P. W. Braisted, Pastor.

Augustaville is completing a Sunday School annex. Rev. Leroy Penny-coff is the Pastor.

Bethlehem, First, Rev. Elmer Hocking, Pastor, spent several thousand dollars in beautifying their church.

Bridgeton is ready to begin a large building program under the leader-ship of Pastor Wm. Derr, Jr.

Bush Hollow purchased several acres of land for their proposed ex-pansion program. Rev. David Wooten. Pastor.

Rev. Phillip Doyle led his people at Cherryville in the purchasing of a parsonage that will be adequate for many years.

Coleville enlarged their Sunday School facilities, redecorated the sanc-tuary and installed a modern heating system in the church. Rev. B. L. Bid-well is the Pastor.

Highland, where Rev. Herbert Fisher is the Pastor, has made extensive improvements to both church and parsonage.

Jamesburg added much to the value of their parsonage with new sid-ing and other work. Rev. C. F. Kresge, Pastor.

Rev. Robert Addington led the Lock Haven Pilgrims in the purchasing of a large tract of land in a very favorable location where they expect to relocate both church and parsonage.

The Reading Church installed new carpeting and redecorated the in-terior of the sanctuary adding much to the value and appearance of the property. Rev. Walter Bubb is the Pastor.

The Armstrong Valley Church installed a new heating system and other improvements. Brother Fred Newton has served well this rural church.

The exterior of the Lebanon church was given two coats of paint dur-ing the Conference year . Curtis Blimline is Pastor.

The Miliville parsonage has taken on a new look as several hundreds of dollars and many hours of hard work have been spent. Rev. William Hower has served the church since the illness of Sister Anna Smith forced her resignation.

Rev. Ray Chamberlain Jr. worked hard and developed new class rooms at Muir.

Muncy is engaged in a building program on their newly acquired prop-erty. Rev. Paul Washburn, Pastor.

North Rome is engaged in a church enlargement program. Rev. John Wiktorchik is Pastor.

Pt. Phillips is rescly to begin a Sunday School annex. This rural and young church shows good gains this year under the capable leadership of Rev. E. R. Heckman.

A comfortable place of vorship was dedicated at Port Ann, another of the newer churches. Rev. Kermit Shrawder has been a faithful shepherd of this growing flock.

Port Matilda property is in much better condition as a result of the hard work of Rev, and Mrs. John Croft.

Our Stroudsburg Pilgrims, under the leadership of Rev. L. W. Drury are making wise plans to relocate.

Another forward step at York shou]d be reported. The old property on Philadelphia St. was sold and a much more practical parsonage was purchased. We commend Rev. Arthur Yeager on this wise move.

The Lord has blessed Eastern Pilgrim College with another good year and material gain in the erection of six new student halls. May God's bless-ing ever be upon our College. The closer I work with this fine institution the more I appreciate what is being done.

Home Missionary activities will be reported by another but I must men-tion the highlights. A small work has been carried on this year at Quakake, Pa. under the direction of Ronnie Adams, a student at E. P. C. The Hanover project developed into a fully organized church with sixteen members. A Pastor, Rev. Norman Wilson is moving this week to care for the work in Wilkes Barre, Pa. where we have promise of a church this year. Much credit goes to Rev. Carl Hall who went way beyond the line of duty to see a work of holiness started in this large city where we have found no other holiness church laboring.

REWARDS

One of our faithful workers was called to rest and to await her final reward. Miss Emma Garman, a handmaiden of the Lord and an ordained minister of our Conference, laid aside the earthly during the year. It was my privilege to minister at her bedside twice.

Another homegoing is worthy of our mention here. Although Mrs. Ella Hoover carried no credentials she was so much a part of the parsonage life where her daughter pastored. Mother Hoover with her gentle ways and Christ like Spirit has been missed.

RECORD

We offer no apology for the little that we have been able to accomplish because we feel that we have given our best. We supplied the Cherryville church for two weeks before installing our successor. It was our privilege to visit each of the four camp meetings conducted on the District as well as the Youth Camp where we spoke once and conducted the Conference in the absence of the General Secretary of Youth work. Serving as quizmaster was a pleasant experience as the competing teams engaged in the quiz pro-gram. We spent about three weeks in the development of the Hanover and Wilkes Barre projects, as well as some time at Quakake. Our activities in-clude 7 area Pastors' meetings; 11 services promoting the visitation pro-gram; 11 Council meetings; 2 Sunday School Board meetings; a tour of the District with the Sunday School Board; 2 Home Missionary Board meetings; met the Ministerial Convention Committee and presided at the Convention; conducted the business meetings of the Bethany and Bald Eagle camps and and met with the camp boards; attended two Board of Director meetings at Eastern Pilgrim College; one General Board meeting in Indianapolis; met with the other District Superintendents of the Eastern Area at Alexandria, Va.; attended the Church Leader's Conference at Headquarters; served on a panel at Remembrance Week at E. P. C.; edited the Pilgrim Action since Jan-uary; acted as Chairman of a group of Holiness ministers in the Lehigh Val-ley known as the Wesleyan Minister's Fellowship; assisted in one wedding and two funerals; dedicated two babies; prayed with several for healing; dedi-cated three churches or annexes; spoke at one ground breaking service; preached at one Youth Rally; conducted four eight-day revivals and three week-end meetings all on the District; organized one church; visited all the churches at least twice except one; assisted in placing 18 pastors; installed 12 pastors; conducted 34 annual business meetings; presided at 113 church board meetings; travelled appro. 35,000 miles in the work of the Lord; took car per-sonally of hundreds of pieces of mail; preached 155 times; made appro. 200 home and hospital calls; and took care of any work that is incidental to this office. My salary is paid in full, all utilities have been furnished and I have been paid on reported mileage at the rate of eight cents per mile, for which I am deeply grateful. My earnings from revivals and ministerial services total-ed $383.16. One week of vacation was enjoyed in the midst of a busy sched-ule. I wish to thank my Heavenly Father for His goodness to me and to my family. This has been a year of good health and spiritual victory. We are sincerely appreciative of all the many kindnesses shown us across the District by so many. My District Council has been a patient and under-standing corps of fellow workers; they are devoted men of God. A special note of appreciation is extended for my highly esteemed brother in the church, Rev. L. W. Drury, who having been my Superintendent for several years, has served with me this year as Assistant Superintendent. His wise council has been a stabilizing influence on me many times. May the Lord raise up more men of his stature to guide the church in its outreach.

RECOMMENDATIONS

The program started last year with a call to prayer — especially the men of the church. The results were most gratifying in some areas. It has

been my privilege to meet with the men of the church of which I am a mem-ber at the early morning watch. Let us revitalize the prayer program.

We have contended that prayer is not enough. Our next move was to follow the General Superintendent's visit with a plan to get the gospel to the hearts and homes of the communities where we are serving. This has met with a degree of success. Following this Conference steps will be taken to make this a very vital part of our church life. It is a matter that must be given careful consideration. I am confident that we do not have the outreach that we should have. Our membership gains are far too small. People can be reached but it requires time and patience. I urge our Pastors to set a good example of visitation. While some men have compiled good records this year others need a little more action in this area. Calling brings results.

I recommend that our preachers read the holiness classics: They will feed your soul and inspire your hearts. Let us be holiness preachers.

This could well be the last gathering before the coming of our wonder-lul Lord. Let us occupy until He comes.

REPORT OF PROMOTIONAL SECRETARY OF SUNDAY SCHOOLS

To the Forty-seventh Annual Conference of the Pennsylvania-New Jersey District of the Pilgrim Holiness Church, Sunday School Greetings:

The Sunday Schools of the Pennsylvania-New Jersey District have com-pleted another successful year. I feel that it has been a year of renewed in-terest and cooperation. We had an average attendance of 4115, which is a gain of 149 over last conference year.

Bethlehem, Calvary had the highest attendance gain of 35, with Bridge-ton and Harrisburg, Bethel coming second with a gain of 25.

Lebanon, with a 60% gain, had the highest percentage gain.

Schools to receive honorable mention for their numerical gains are:

We had 60 schools reporting. 25 schools showed a gain; 30 a loss; 4 re-mained the same, and 1 was new.

In September, Bro. Rutherford and the Sunday School Committee con-ducted six zone rallies. A special program emphasizing loyalty was conduct-ed during October, resulting in the second highest monthly average. The climax of the year was the "Prove Your Love Campaign" conducted during the Sunday School Revival. As a result of this campaign we had the highest monthly average (4747), during April.

I conducted two Sunday School Committee meetings, and was repre-sented at the National Sunday School Leaders Meeting by Rev. John Wiktor-chik.

All indications are that the future is bright for the Pennsylvania-New Jersey Sunday Schools. Many are providing additional Sunday School fa-cilities and accepting the challenge for reaching the unchurched in their community. Our humble prayer is that God will bless in every effort and give us BIGGER AND BETTER SUNDAY SCHOOLS in the days that lie ahead.

YOUTH REPORT FOR 1959-1960

The last year has been an active one for the Penn-Jersey Youth. Ac-cording to Youth Conference action, the District Youth Societies purchased a reconditioned Mimeograph Machine, and with its aid published the first edition of the "Programs Exchange Plan." This is a plan whereby youth presidents may share their best ycung peoples programs with others. On the zone level, zone officers (Vice Chairman, Sec'y. and Treas.) have been elected in all 6 zones to aid the zcne leader in the planning of rallies. On the District level, plans for the 4th Penn-Jersey Youth Camp have been laid for this July 25-29, at the Lamar Free Methodist Campgrounds. Our District

Superintendent, Rev. E. S. Rutherford, will be the evening speaker with the Mastermans as singers. Several of our district pastors and wives will be assisting as counselors and teachers.

As to my personal report; I attended the National Youth Leaders Meet-. ing in Indianapolis last September. I conducted 3 Youth Camp Board Meet-ings and held 3 Local Youth Leaders Meetings for the nomination of zone officers. I conducted 3 District Youth Leaders Meetings; visited 5 zones and preached at 2 rallies. During the past year I traveled 3,400 miles in the interest of Penn-Jersey Youth. I have received my annual salary and all expenses have been paid in full.

Although I have been led to another field, I wish to acknowledge my deepest appreciation to the District Youth Officers: my successor—Rev. Carl Hall; Youth Sec'y.—Rev. David Wooten; and Youth Treasurer—Rev. John Wiktorchik, for their fine cooperation. Also I shall continue to remember the fine fellowship and cooperation of the Penn-Jersey Pastors, Zone Lead-ers and Young People who have helped to make this past year a success.

DISTRICT HOME MISSIONARY REPORT

Greetings to the Forty Seventh Annual Conference of the Pennsylvania New Jersey District. This report will not be at all comprehensive. For the financial receipts and expenditures in this work you must look in the Dis-trict Treasurer's report. For the numerical gain you must look in the sta-tistical report. This report will give you some idea of what the Home Mis-sionary Committee has done in the planning and promoting of this work.

The committee has met four times during the past year, It recommend-ed the continued support of the following churches: Namely: Levittown, Calvary, Lebanon and West Pen Argyl. They made plans for the support of the new church at Hanover and as a result the church has been supplied with a pastor and they have bought a new parsonage. Through action of the District Council Millville and Quaker Gardens have received some help in this their year of need. Through the efforts of the District Superintendent and the Lehigh Zone a preaching point has been started at Quakake with Ronald Adams as pastor. The Lehigh Zone Leader, Rev. Carl Hall, has given much time to develop a work at Wilkes-Barre. The building that was purchased at Port Ann has been remodeled and dedicated. The church has

grown there under the leadership of Rev. Kermit Shrawder until it is now fully organized.

Now, what of the coming year? Plans have been made to help the following churches to this amount if it is needed. Levittown, $100.00 per month; Calvary, $40.00 per month; Hanover, $160.00 per month. Just what help will be given to Quakake is uncertain, at the present time. It will de-. pend upon the outcome of the tent meeting which is to be held there in the near future. Plans have been made to make Wilkes-Barre the new District project for this year. Just how much finance will be needed is hard to ascer-tain at the present time. Most of the Home Missionary Committee feel strongly that this door should be entered and plans are being made to pre-sent this need to the District churches during the month of September. May we all pray and be prepared to help in this new venture of faith.

There is much that might be said of the toil and labor of the faithful pastors in these Home Missionary projects but time nor space will not per-mit. The Lord of the harvest is keeping accurate records and will give a full reward in the final day.

III Whereas friends and relatives are not always able to be present at the

time of the ordination service:—Be it resolved, that the ordination service shall be held at 7:30 P. M. the first day of conference. (This resolution would be substituted for standing rule number .) Resolution was adopted.

Iv Whereas, Dr. William H. Neff, General Superintendent of our Zone of

heavenly home October 2, 1959,

and was interred at Morgan-

town, Pennsylvania

on October 6.

Sister Garman was an ardent and tireless worker until failing health confined to her bed in Berks Heim. Her ministry was one of helpfulness in any form that fell her lot — filling the pulpit in her home church, visita-tion work, besides engaging in mission work in Tyrone and Pikeville, Ken-tucky.

In her Bible this notation was found:

Sanctified Aug. 12, 1906

Divinely healed Sept. 14, 1907

Baptized Sept. 26, 1908

Received call to Christian work July, 1908"

She was anxious for her home-going day to come, saying, "I prepared for this day and all sickness will be past."

Close of Conference Year 1. BE IT RESOLVED, that our Conference Year end on April 30.

Deadline for Statistical and Financial Reports 2. BE IT RESOLVED, that all reports to the District Statistician and

remittances to the District Treasurer be postmarked not later than May 10.

Questionnaire for Ministers Entering Pa.-N. J. Conference 3. WHERAS, the District Council generally lacks the proper and ne-

cessary information relative to ministers of other districts and denomina tions desiring membership in our district;

BE IT RESOLVED, that the same be required to answer a questionnaire supplied by the District Council.

Church Call to Ministers Outside District 4. BE IT RESOLVED, thai no church shall extend a call to a minister

outside of the District without having first obtained the approval of the Dis-trict Council.

Council Permission for Ministerial Membership in Local Church 5. BE IT RESOLVED, that no one, having held or holding ministerial

credentials, making application for membership in any of our churches, shall be accepted without the approval of the District Council.

Council and Delinquent Ministers 6. BE IT RESOLVED, that this Conference require the District Council

to deal with those holding Credentials from our District who do not support the Conference with their personal assessments, nor send in their statistical and financial reports, regardless of their field of labor.

Recommendations for First District Ministers' Licenses 7. INASMUCH, as the responsibility for the execution of all Conference

action rests primarily on its entire ministry,

BE IT RESOLVED, that this Conference instruct its Examining Board to recommend for their first district licenses, only those who give evidence of intention to take a permanent place in our ministry.

Council Permission for Building and Repair 8. BE IT RESOLVED, that any congregation considering the erection of

a church building and/or parsonage, or the making of extensive improve-ments and remodeling of church property costing more than $2,000.00, submit their tentative plans for the same to the District Council for approval before final action by the local board and the beginning of said construction.

Tabulation of Branch Sunday Schools and Mother Churches 9. WHEREAS, there has been no official method of tabulation of attend-

ance of branch Sunday Schools and the mother churches;

BE IT RESOLVED, that this method be adopted:

1. The attendance at the mother church should be recorded in the usual manner.

2. All persons present, including members of the mother church, shall be counted as attendants at the branch Sunday School.

3. These figures of attendance shall be reported separately.

District Superintendent's Revival Schedule 10. BE IT RESOLVED, that the District Superintendent be permitted to

conduct only two revivals a year outside of the bounds of the Conference.

District Charter Nullification 11. WHEREAS, the development and progress of the International Holi-

ness Church has outmoded the District Charter of 1914, and

WHEREAS, for many years the District has been operating under the Charter of the Pilgrim Holiness Church of the United States,

BE IT RESOLVED, that this Pennsylvania-New Jersey Conference go on record officially as operating under the Charter of the Pilgrim Holiness Church of the United States of America.

Local Church Deeds

12. WHEREAS, the District Records indicate that several of our Church properties are not deeded according to the Manual.

BE IT RESOLVED, that this Conference request the local church boards of the District to check the wording of their property deed and urge those whose deeds are faulty to have them recorded according to the requirements of the 1958 Manual.

Candidates for Ordination 13. BE IT RESOLVED, that all candidates for ordination be examined

a year in advance of their ordination.

Said candidates shall be passed upon by the Examining Board and the District Council.

The final approval of the Conference shall be reserved until the first session of the Conference, where they are to be ordained. Said Conference approval shall be the order of the day immediately after the roll call of the first sitting.

A list of said candidates shall be announced in the final sitting of the Conference preceding their ordination and such list shall be published in the Conference Journal.

Any default in spirit or practice during the intervening year or failure to carry out any prescribed program of Council or Examining Board shall cancel out the possibility of the final approval of the Conference.

Time of Call Pastor Meeting 14. INASMUCH, as the dates for Annual Meetings, at which time pastors

are called, cover such a long period of weeks,

THEREFORE, BE IT RESOLVED, that to facilitate matters the calling of the pastor be separated from the Annual Meeting and that all of our churches have a call pastor meeting some time during the period from the first Sunday in April through the second Sunday in April. (As amended by the 1956 Conference).

Procedures for Calling a Pastor

15. INASMUCH, as there seems to be considerable confusion in the placing and calling of pastors due to the diversity of methods and procedures being used and insisted upon by the churches,

THEREFORE, BE IT RESOLVED, that a form of procedure for the call-ing of pastors be established as follows to serve as a guide for the future;

(1). Let all of the call pastor meetings be held during the period in-S volving the first Sunday in April through the second Sunday in April.

(2). If the pastor is not recalled, resigns or does not submit his name for a vote, the result of the meeting should immediately be forwarded to the Superintendent by the Church Secretary.

(3). If the pastor is recalled he can have the legal time established by the manual to accept or reject the call. If he does or does not accept the call he shall immediately inform the Superintendent of his decision.

(4). In the event of the pastors leaving, whatever the circumstances, the Superintendent shall present either in person, writing, or through an author.. ized representative the list of available ministers, with recommendations that naturally fall within his jurisdiction.

(5). It shall be the privilege of the local board and the church to im-mediately call a man on the basis of recommendation, without having a trial message.

(6). In the event a board and church desire a trial message, the board shall make a choice of a candidate. If two or three candidates are chosen they should be designated as first, second, and third choice.

(7). After the trial message of the first candidate there shall be a vote on the candidate within a reasonable length of time, preferably immediately.

(8). If the first candidate is not called, or refuses to accept the call, the same procedure shall be followed with the second candidate or third.

(9). In no case however shall a second candidate be called to preach a trial message until a vote has been taken by the board and the church on the first candidate.

(10). Let all retiring ministers consider their ministry to a church as as ending, according to manual, the Sunday following Conference, and all moving take place the following week. (As amended by the 1q56 Conference).

District Conference Home Missionary Policy

16. Since the Pennsylvania-New Jersey Conference covers such a vast area, and inasmuch as the present policy is inadequate to properly supervise and promote the Home Missionary interest of the conference,

BE IT THEREFORE RESOLVED, that the following outlined policy for the home missionary work in the conference be adopted:

1, That the Conference be divided into four home missionary zones, namely: The Bald Eagle Valley Zone, the Susquehanna Valley Zone, the Lehigh Valley Zone, and the Garden State Zone.

2. That a zone chairman shall be elected by the delegates in attendance at the Annual Conference. The zone elections shall be presided over by the executive officers of the District Council. And the zone chairmen elections shall be ratified by the Annual Conference.

3. That there shall be zone home missionary committees composed of the zone chairman and two other members appointed by the Conference home missionary board. The zone committees shall promote the interest of home missions in their respective zone.

Each zone committee shall present through its chairman any and all home missionary projects to the conference home missionary board for ap-proval.

The Zone Committees shall be authorized to raise their funds for special projects over and above budget apportionment in the zone churches through the plan authorized by the District Council last year, and further, that a record of these zone apportionments to the churches be placed in the Con-ference Journal. All funds shall be sent to the District Treasurer by the local treasurer, specified for said zone.

Should additional funds be necessary in establishing home missionary projects, that said funds be paid out of the District budget home missionary fund. This supplemental financial assistance shall require District Council action and approval.

4. That the election of zone chairmen and the appointment of zone com-mittee members shall be for two years. If for any reason vacancies should occur in zone chairmanship or committeemen, that the vacancy of zone chair-men shall be filled by the District Council, and the vacancy of zone com-mitteemen shall be filled by the conference Home Missionary Board.

5. That each zone chairman shall submit a quarterly report of the zone committee's activities to the District Superintendent.

6. That the District Council shall review any home missionary endeavor of the conference Home Missionary Board and the zone committees. The District Council shall have the right to issue directives to the conference Home Missionary Board, when in their judgment such directives are needed relative to home missionary work within the conference.

Church and Pastoral Directory 17. BE IT RESOLVED, that the pastor's name and address be listed in

the church directory of our Conference minutes with the church.

Local Church Directory for Conference Officials 18. BE IT RESOLVED, that it shall be a procedure under the direction

of the District Secretary, that blanks shall be supplied to each pastor for an

official directory of his church, and that this information be passed on to the various official personnel of the Conference.

Preference to District Ministers

19. BE IT RESOLVED, that the Conference go on record as requesting that the Local Church Boards give due consideration to all District Ministers, desiring pastorates, presented to them by the District Superintendent.

Personnel for the Pilgrim Action

20. An Editor for the Pilgrim Action shall be appointed by the District Council, at an annual salary of $75. The paper is to carry both Sunday School and Youth, news and material. And the paper shall continue to be printed monthly. (As amended by 1960 Conference.)

Reports for Pilgrim Action

21. INASMUCH as there is much repetition in the Sunday School and Youth reports with the District News,

BE IT THEREFORE RESOLVED, that the District News be published monthly and that the Sunday School, Youth News, and the District Treas-urer's report be incorporated therein. Reports to be due by the 10th of each month.

WAYS AND MEANS RESOLUTIONS

Ministerial Tithes to District (As amended by 1958 Conference)

1. BE IT RESOLVED, that we require all our pastors to pay 60% of their tithe receved from ministerial work, through the local treasurer to the dis-trict treasurer; and all other licensed and ordained ministers send 60% of the tithe they receive from Christian service direct to the District Treasurer.

Division of Ministerial Tithes (As amended by 1958 Conference)

2. BE IT FURTHER RESOLVED, that the division of ministerial tithes be as follows: That all the Superintendent's salary, travel, pension and par-sonage expense be paid from the 50% tithe; and that 4% be placed in the District Expense Fund; and that 4% be placed in the General Conference Fund, the remaining 2% be placed in the Retiring and Emergency Fund, and that any surplus be placed in the Home Missionary Fund.

District Expense Deficits

3. RESOLVED, that the Council be authorized to make a special ap-peal to the churches for the funds to meet deficits which might develop in the District Expense Fund at any time.

4. RESOLVED, that 8 '/2% of the total church receipts, excepting United Stewardship Funds, money for indebtedness, building funds, revival offerings, Sunday School, Youth Society funds, and special funds raised for the depart-ments covered by the District Budget, be paid monthly to the District Treas.-urer to be apportioned by him as follows:

5. RESOLVED, that the following officers be remunerated annually for their services from the District Expense Fund as follows (with the Youth and Sunday School Leaders being paid out of their own funds):

Eastern Pilgrim College Special Apportionment 6. BE IT RESOLVED, that each church ra%e a minimum equivalent to

25ç1 per member, per month, for the Eastern Pilgrim College.

Conference Remembrances for Bereaved Ministers' Families 7. SINCE, there are times when death enters the immediate family of

our ministers,

BE IT RESOLVED, that the District send a floral tribute and a love of-fering of $50.00 to such bereaved families, payment to be made from the Retiring and Emergency Fund.

United Stewardship Fund 8. We recommend that the United Stewardship of $8.00 per member

per year: Foreign Missions 20%, Church Extension 14%, Administration 36%, Sunday School and Youth 2.6%, Senior College 21.4%, Church Exten-sion Loan Fund 3%, Contingent 3%, this fund to be raised monthly.

It shall be the responsibility of the pastor and the church board to see that their church raises its portion of the United Stewardship Fund. It shall be raised as one item under the term "United Stewardship," and shall be raised monthly.

Cash Balance to Be Retained by Youth Leaders 9. WHEREAS, there is a financial inconvenience placed upon Young

People's Zone Leaders having insufficient funds to engage a speaker and for advertising purpose,

BE IT RESOLVED, that each Youth Zone Leader be permitted to retain a working balance of $35.00 throughout the conference year and that all money in excess of $35.00 shall be forwarded to the District Youth Treasurer. (As amended by the 1957 Conference).

District Conference Expense Assessment 10. RESOLVED, that each church provide the District Conference with

no less than $4.00 each for the pastor and delegate, or delegates, who attend the District Conference, and that all other members of the District Confer-ence be required to pay $3.00. (As amended by the 1955 Conference).

Parsonage Utilities 11. WHEREAS, some of our churches provide the utilities for their par-

sonages, and

WHEREAS, there is a growing interest among the District churches to provide the same,

BE IT RESOLVED, that, as far as possible, each church provide its par-sonage with a cooking range, electricity, fuel for heating and cooking, water, and telephone service.

District Superintendent's Salary and Allowances 12. BE IT RESOLVED, that we pay our District Superintendent a salary

of $4,680.00 per year, supply his utilities and fuels, pay his telephone, post-age, and telegraph expenses, and that the Superintendent shall be paid at the rate of eight cents per mile, for all travel in the interest of the District directly from the Superintendent's fund, and that the offerings taken at the time of the Superintendent's visits be given to him to be applied toward travel expense. The District Superintendent shall submit his mileage report to the District Treasurer at least once per month for payment. (As amended by the 1959 Conference).

Emergency Moving Provisions for Pastors 13. In the event a pastor is forced to vacate the parsonage, not having

received a pastoral call to another church:

BE IT RESOLVED, that the District shall pay up to one hundred dollars ($100.00) toward his moving expenses, all such payments to be made from the Retirement and Emergency Fund.

Church Building Loan Fund 14. WHEREAS, a generous gift of $500.00 has been received by the Dis-

trict Council with which to establish a fund from which loans may be made to new and needy churches,

BE IT RESOLVED, that we maintain a Church Building Loan Fund. The fund is to be held in trust by the District Council, and

That 5% of the total Home Missionary Offerings be appropriated by the District Treasurer to the increase of said Church Building Loan Fund.

Loans can be made from said fund by the Council to congregations en- deavoring to erect or buy a church or parsonage, but only after a thorough investigation of the financial status of the congregation by the Council.

When a loan is granted, the congregation to which the loan is made shall give a note to the District Treasurer signed by the local trustees.

The principal shall be paid back in installments, with interest at 5% in advance, monthly, except that the minimum charge for interest shall not be less than 50c per month. The amount of the monthly installments shall be determined by the District Council.

A semi-annual statement of the amount due shall be mailed on the dates of November 1st and May 1st to each church that has a loan from said fund. Statement to be mailed by the District Treasurer. (AS AMENDED BY 1959 CONFERENCE.)

In the event that a congregation which has made a loan according to this plan, fails to meet its installments for a period of three months, its financial standing shall be investigated by the District Council.

15. Be it resolved that the Home Missionary Board prepare suitable coin calendars for the collection of penny-a-meals offering to promote the Dis-trict Home Missionary Work. (Passed by 1960 Conference.)

16. BE IT RESOLVED that all ministerial members of the District Con-ference pay a Conference fee of 4.00 and further that all retired ministers be exempt from payment of this fee. (Passed by 1958 Conference.)

17. BE IT RESOLVED that all those authorized to travel in interest of the district business be compensated at the rate of 71 per mile. (As passed by 1958 Conference and amended by 1959 Conference.)

18. BE IT RESOLVED, that a stenographer be secured by the District Council, to assist our Conference Secretary in recording minutes during the Conference sessions and that the stenographer be remunerated for said service; amount to be determined by District Council. (Passed 1959 Con-ference.)

19. BE IT RESOLVED, the Pennsylvania and New Jersey District shall commit to the Eastern Pilgrim College Board of Directors a minimum of $1000 per year over a period of twenty (20) years for the purpose of financ-ing one of the Student Resident Halls. This commitment shall be above the annual Eastern Pilgrim College budget.

BE IT FURTHER RESOLVED, that the method of securing funds to meet this commitment to the Eastern Pilgrim College shall be as follows:

1. The College shall set up one Sunday each year to be known as "Educational Sunday." This Sunday shall be designated by the District Council.

2. On "Educational Sunday" morning the pastor will receive an offering for Eastern Pilgrim College which shall be placed to-ward the yearly commitment of $1000.

3. The Eastern Pilgrim College shall promote "Educational Sunday" by supplying the Pennsylvania-New Jersey District churches with bulletins, posters, and platform workers when available. (Passed 1959 Conference.)

STANDING RULES Conference Bar

1. The first twelve rows of seats and forward shall constitute the Confer-ence Bar.

Time of Sittings 2. Sittings of the District Conference shall be from 8:30 a. m. to 11:30

a. m.; 1:30 p. m. to 4:30 p. m.; and 6:30 p. m. to 9:00 p. m.

Conference Communion Service 3. The first part of the first session of our District Conference shall be

devoted to observing the Sacrament of the Lord's Supper with the presiding officer in charge.

Time of Ordination Service 4. The Ordination Service shall be held at 7:30 p. m. the first day of

Conference. (As amended by 1960 Conference.)

Minimum Age for District Conference Delegates 5. Delegates to the District Conference nll.Ast be 18 years of age or over.

Unfinished Conference Business 6. At the close of the Conference, the District Council shall attend to any

business that may have been overlooked, and approve the minutes of the closing sitting.

Committee Appointments 7. The District Superintendent with Council consultation shall appoint

all committees.

Permanent Committees 8. The following committees: Resolutions, Ways and Means, Publicity

and Reporting, Editing, Auditing, Memoirs, Reception, Statistical and Minis terial Convention shall be permanent.

District Trustees 9. The members elected each year to the District Council shall simul-

taneously be elected to the Board of Trustees.

Ministerial in Memoriam 10. A picture and a brief sketch of the labors of deceased ministers shall

be placed in the Conference Journal.

Superintendent's Vacation 11. The District Superintendent shall have a three weeks vacation an-

nually, with pay.

Christmas Offering for Superintendent 12. The District Secretary shall write to all ordained ministers, deacon-

esses, and all licensed ministers in regards to a Christmas love offering to be sent to the District Treasurer and forwarded to the District Superintendent and family by December 15th.

Ministerial Convention 13. A two-day Annual Ministerial Convention shall be held in W-esley

Chapel beginning 10:00 a. m. the first Tuesday after Easter.

Installation Service 14. An Installation Service shall be conducted by some district official

for each incoming pastor to the local church within three (3) weeks after he has come to the church. (As amended by 1959 Conference.)

Pastors' Vacations 15. The District Conference recommends that each church in the Con-

ference give its pastor a two week vacation with pay each year.

Procurement of Loans 16. The District Council is authorized to work with any local church in

procuring loans using the financial standing of the Conference, as reflected in the property statement and the District Treasurer's balance sheet, as the basis of negotiations for such loans.

Transfer of General Resolutions to Standing Rules 17. The District Secretary is authorized to transfer items that are in

reality rules of procedure and orders of the day to standing rules.

FINANCIAL PLAN OF THE PENNA. & N. J. DISTRICT

MINISTERIAL OBLIGATIONS

Ministers, (60% of the tithe from ministerial work).

All active ministers $4.00 per year Conference fee.

Conference expense, $4.00 for each pastor and delegate, all other con-ference members $3.00.

LOCAL CHURCH OBLIGATIONS

United Stewardship Fund (per member - per year) $8.00.

Each church to pay 8 1/ % of total church receipts, excepting United Stewardship Funds, money for indebtedness, building funds, revival offer-ings, Sunday School and Youth Society Funds, and special offerings raised by departments. (To be paid monthly to District Treasurer.)

250 per member, per month for Eastern Pilgrim College.

Monthly Home Missionary apportionments to each Local Church. (See listing for your church apportionment.)

Conference expense, $4.00 for each pastor and delegate, paid to the Conference.

SPECIAL ANNUAL OFFERINGS

Rally Day offering to Youth and Sunday School Department.

November Self-denial offering for Foreign Missions.

Easter Offering for Church Extension Department.

Educational Sunday offering to the Dist. Treas. for Eastern Pilgrim College.
