C. CASUAL TIES (TAB C)

• As of 7:00 PM, 06 December 2012, 331 were reported dead and 437 were injured while 380 are still missing of which only two (2) were identified as Richard Larot, 34 y/o from Candanay Norte, Siquijor and Aladin Mahinay, 38 y/o from Sibagat, Agusan del Sur while the remaining are yet to be confirmed.

• Of the reported deaths, only a total of seventy two (72) cadavers were identified.

D. STATUS OF STRANDEES (TAB D)

• As of 7:00 PM, 06 December 2012, a total of 2,194 stranded passengers, 229 rolling cargoes, 90 vessels and 16 motor bancas were stranded in ports all over the Philippines.

E. STATUS OF LIFELINES (TAB E)

• Five (5) bridges and eight (8) roads are not passable. • Some parts of Surigao del Sur, Lanao del Sur, Agusan del Sur and Agusan del

Norte are still experiencing power outages. • As of 06 December 2012, there is no supply of water in San Francisco and

Poblacion Esperanza, Agusan del Sur.

F. DAMAGED PROPERTIES (TAB F)

• A total of 7,032 damaged houses were reported in Regions IV-B, VII, X, XI and CARAGA. Of which 3,862 were partially damaged while 3,170 were totally damaged.

G. COST OF ASSISTANCE (TAB G)

• A total of PHP 9,632.017.18 cost of assistance: PHP 6,746,815.00 from DSWD and PHP 2,882,602.18 from LGUs while PHP2,600 from NGOs/other GOs.

H. COST OF DAMAGES (TAB H)

• A total of PHP 188,520,397.02 cost of damages: PHP 172,600,000.00 damages in infrastructure, PHP 10,500,397.02 in agriculture, and a total of PHP 5,420,000.00 worth of damaged private properties.

A 2Go Shipping vessel , boarding 1,098 passengers , bound to Bacolod from 03 December 2012, 2:20PM Manila was reportedly stranded due to the ongoing public storm warning

signal.

A whirlwind/tornado struck in the said area damaging the roof of fi ve (5) 04 December 2012, 1:45 PM houses with twenty (20) dependents, and one (1) warehouse with thirteen

1(13) families I seventy-eight (78) dependents.

2 Sixteen (16) crew members jumped overboard and swam to the shoreline. Aside from the two (2) crew members that went missing , the remaining members were retrieved and brouqht to the Maria Health Center.

It was reported that MV Delta 1 had six (6) crew members onboard. PCG Dumaguete is conducting SAR operations for the missing crew members.

Three (3) persons were found floating at sea and was rescued by PCG on 05 December 2012. Rescued persons were given immediate medical attention

2 Seven (7) fishermen were able to reach the shoreline of Brgy Nagtalola, Dumaran, Palawan

Sixteen (16) passengers where on board. PCG rendered necessary assisstance to said vessel and its crew

A certain Richard delos Reyes y Vicente died during the incident

1 One (1) warehouse housing thirteen (13) families with seventy-eight (78) dependents was totally damaged . Families were transferred to Alicia Municipal Gym. Five (5) light materials houses were damaged housing five (5) families with twenty dependents

Affected families left their houses and was evacuated to Lumayon Elementary School and Brgy Haith Station at Lumayong Kabacan , Cotabato

TAB I

1. NATIONAL

~ NDRRMC Operations Center was on RED ALERT STATUS since 02 December 2012 and is continuously monitoring and disseminating 24 hour Public Weather Forecast, Severe Weather Bulletin, Gale Warning, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial to the municipal levels.

• In view of the landfall of Typhoon Pablo over Baganga, Davao Oriental at 4:45 AM, 4 December 2012, the NDRRMC planned to implement the cluster approach coordination mechanism to immediately address the needs and requirements in the areas in Mindanao.

• As part of the cluster approach humanitarian response, the UNDAC team through the UN-OCHA arrived in Manila to support the NDRRMC in the conduct of immediate Rapid Damage and Needs Assessment (RDANA)

• The NDRRMC OPCEN, in coordination with the UN Humanitarian Country Team (UNHCT), conducted a brief initial planning meeting on 4 December 2012 9:00AM for the conduct of Joint-NDRRMC-UNHCT- RDANA

• It was agreed in the meeting that Regions X, XI and CARAGA will be prioritized for the initial conduct of RONA and second assessment in Regions IV-8, VI, VII and VIII

• Thus, the NDRRMC issued two (2) Memoranda :

• First, inviting the national and global cluster leads /or any representative to attend the Inter-cluster coordination meeting on 4 December at 1:00 PM to discuss the conduct of the Joint NDRRMC-HCT RDANA in the above regions . The agenda of the meeting will cover the following : initial update of impact of TY Pablo; issues and concerns, organization of the joint NDRRMC­HCT team (terms of reference and timeline of deployment)

• Second, informing the Regional Directors of OCD Regions X, XI and CARAGA that three (3) teams will conduct a Joint NDRRMC-HCT RDANA in their respective regions. Further, directing them to schedule a regional briefing for the Joint RNA upon arrival and to provide the itinerary and logistics for the rapid needs assessment teams in terms of accommodations, meals, vehicles, working area and internet connection. Also to provide the team with list of Regional counterpart (name and agency) and list of most affected areas that has not enough information/data received .

~ The ASEAN Coordinating Center for Humanitarian Assistance (AHA) on Disaster Management along with the joint NDRRMC-HCT was deployed to conduct Rapid Needs Assessment (RNA) on 05 December 2012 in the Mindanao area to gather information/data on humanitarian needs. The AHA Center is also willing to provide support to the NDRRMC on the requirements in the disaster stricken areas. Moreover, the NDRRMC-OPCEN issued a Memorandum Order regarding the OCD Team who will join the joint NDRRMC-HCT RNA.

~ UN-OCHA prepares their team for humanitarian action in all areas affected by Typhoon Pablo.

~ AFP prepositioned a PAF Aircraft for the use of OCD5 for disaster response and assessment operation in Bicol, particularly in Masbate province and Ticao Island.

• The 651B and 511B of the Phil Army were dispatched to assist the population affected by flooding in Kapai, Tagoloan and Bubong in Lanao Del Sur.

• 6718 and 701 Bde conducted search and rescue and retrieval operations at Municipality of Boston, Davao Oriental.

~ DPWH provided three (3) trucks for the transport of 2,000 family packs from DSWD to the province of Davao Oriental.

~ DILG provincial office identified the immediate needs in Compostela Valley. The needs are as follows: potable water, relief goods (food) and clothing.

~ PNP-PRO IV-B activated DRRM Committee, assisted stranded passengers in Oriental Mindoro, Occidental Mindoro, Romblon, and provided assistance at the evacuation centers in Palawan.

~ PNP-PRO X deployed 142 SAR Teams and cooperated in the joint clean-up operations conducted by various government agencies in the affected areas.

~ NGCP Bohol activated its operation center to respond to power outages due to broken lines.

~ DOH coordinated with UNICEF for provision of three (3) units of Mobile Water Treatment Device, two (2) for Davao City and one (1) for CARAGA, 450 units of Latrine Slabs, and 100-200 units of Portable Toilets. Nutrition Cluster Partners involved in the Initial Rapid Assessment are UNICEF, WFP, Save the Children, ACF and Plan International.

• CHD-XI is on Code Red Alert Status, provided fifty (50) cadaver bags to Command Post in New Bataan, Compostela Valley, and deployed Assessment Team in New Bataan, Compostela Valley.

• DOH-CO prepared PHP 5,455,112.23 worth of assorted drugs and medicines, Aquatabs, Lime, Cadaver Bags, Waterine and Oral Rehydration Salt to be delivered to CHD XI and CARAGA.

2. REGIONAL

REGION IV-B

~ LGU Coron provided food supplies to the evacuated families .

REGION V

~ OCD V convened RDRRMC Emergency meeting attended by agency heads of DILG, DOST, DSWD, MGB, PAGASA, PHIVOLCS, PIA, APSEMO, TOG 5-PAF, and representatives from PA, PN, PNP, BFP, PCG, DOH and members of media . RDRRMC Bicol recommended to Masbate to conduct pre-emptive evacuation to high risk communities.

~ PDRRMC Catanduanes coordinated with the PNP, PRC, PCG, and Phil Army and was dispatched in the Barangays affected by storm surge brought about by Typhoon Pablo.

~ Albay PDRRMC convened for a pre-evacuation conference to discuss and plan requirements in the evacuation phase

~ RDRRMC V Operations Center downgraded from RED to BLUE Alert Status effective 8:00AM, 05 December 2012

REGION VI

~ PDRRMC Guimaras provided food assistance to the stranded passengers bound for Iloilo and Guimaras upon the suspension of motorboat trips by the PCGWV.

~ CDRRMC Bago City evacuated thirty nine (39) individuals in Brgy Poblacion for pre-emptive measures.

~ CDRRMC Bago City passed Executive Order (1) 1 No. 21 suspending the work in the City of Bago, (2) No. 22 an order suspending classes in both public and private Elementary and Secondary levels, and (3) No. 23 an order suspending classes at all levels in both public and private educational institution in the City

REGION VII

~ Dumaguete City Brgy Officials evacuated residents along the coastal line of Banica River.

~ RDRRMC VII convened a meeting at around 11:00 AM, 04 December 2012. The member agencies presented their preparedness updates then created the Rapid Assessment Team composed of the Office of Civil Defense, DSWD, DPWH, DILG, NEDA, DA, NIA, NTC, DOH, DepEd, DTI, and AFPCC.

~ DSWD VII increased their prepositioned food packs from 2,000 family packs to 3,000 packs containing rice and canned goods.

~ DSWD Lapu-Lapu City provided relief goods to evacuation sites. ~ Cebu Water District deployed water trucks to evacuation areas identified by

LGUs. ~ Provided PHP25,000.00 financial assistance to the five (5) injured victims hit by

fallen trees at PHP5,000.00 each for computerized tomography (CT) scan ~ On 05 December 2012, a total of 504 residents were evacuated from seven (7)

low-lying barangays: Sipakit, Panabutan, Catuyan, Pulang Lupa, San Vicente, St. Mary and San Nicolas

REGION X

~ OCD X responded to calls for assistance by various affected citizens. ~ Bukidnon Rescue and Response Team were deployed in different Brgys with

reports of fallen trees, electric posts, and other fallen objects due to strong winds. ~ PDRRMC Misamis Oriental dispatched three (3) dump trucks and two (2) rio

trucks for relief distribution to affected families from the municipalities of Misamis Oriental.

~ PDRRMC ICP I OPCEN dispatched three (3) dump trucks covering the Eastern Municipalities from Sugbongcogon to Magsaysay; one (1) rubber boat stationed at Medina, Misamis Oriental; two (2) rubber boats covering the Western Municipalities from Opol to Lugait; and two (2) 6x6 trucks for augmentation and assistance for Brgy Molugan, El Salvador City and Municipality of Manticao.

~ CDRRMC El Salvador and MDRRMC Kinoguitan distributed food and non-food items.

REGION XI

~ CDRRMC Mati City, Davao Oriental evacuated 60 persons living near the coastline of Brgy Dahican, Mati City at about 12:15 AM, 04 December 2012.

REGION XII

~ BDRRMC Balabag spotted six (6) minor landslides in Sitio Mawig, Balabag, Kidapawan City and evacuated 11 families I 45 individuals.

~ CDRRMC Kidapawan is preparing for relief operations for the affected families.

CARAGA

~ 402nd Infantry Brigade installed SSB transceiver at the RDRRMC Operations Center for gathering of indormation

~ LDRRMCs Surigao Del Sur, Surigao Del Norte, Agusan Del Sur and Dinagat Islands facilitated the distribution of relief goods to evacuees in their respective Areas of Responsibilities (AOR).

~ LDRRMCs Surigao Del Sur facilitated the distribution of relief goods to evacuated individuals.

~ RDRRMC deployed an Emergency Rapid Assessment Team (ERAT) composed of representatives from OCD, DILG, DSWD, DPWH, DA, NEDA, DOH and DepEd in the areas of Lingig to Tandag, Surigao Del Sur to conduct Rapid Damage and Needs Assessment and identify the need requirements of the Internally Displaced Persons (IDPs) in the evacuation centers.

~ DOST, AFP, PNP, PCG, DA, DOH, DILG, PRC, DPWH and DSWD CARAGA prepositioned their assets including vehicles and equipment.

~ PDRRMC Agusan del Sur dispatched DANA Team and conducted assessment of the affected population and damages to agriculture, infrastructure and lifeline.

~ PDRRMC Agusan Del Sur prepositioned Food and Non-food items including engineering equipment, transport vehicles, generator sets and rescue equipment.

ARMM

~ At 9:00AM, 04 December 2012, the RDRRMC, the Responders Team, and the UN OCHA convened for another meeting at the OPCEN, ORG ARMM as part of the region's preparedness and response activities.

~ All public hospitals and health centers within the jurisdiction of the Integrated Health Provincial Office (IPHO) are placed under White Code Alert

~ Offices were directed to activate Health Emergency Response Team in close coordination with their respective LGUs
