Nina Mirahmadi, Architect, Moffet & Duncan Architects Inc., and Alex Milojevic, Senior Manager, Business Strategies, Brampton Transit, Works and Transportation, provided a presentation on the Brampton Transit Shoppers World Terminal, which included the following: Project Overview Key Plan Accessibility Features Site Plan: Entrances, Ramps, Contrasting Pavements Elevations Main Terminal Building Floor Plan Coordinators’ Building Floor Plan

Committee discussion on this matter included: Questions about the circulation of buses within the terminal

and the locations of the bus platforms, terminal entrance and exit

Safety concerns about access for persons in wheelchairs to the Coordinators’ Building in relation to bus traffic

Questions about the location of the transit stop for the Züm bus

Questions about pedestrian crossing areas as they relate to the entrance to Shoppers World Mall

Concerns about vehicle-pedestrian interaction Concerns about the distance between the location of the

north platform and the entrance to the mall, particularly for persons with mobility issues during inclement weather, and a request that consideration be given to the installation of a canopy over this walkway

Questions about the locations of stop signs and a suggestion that one be installed at the north platform to assist pedestrians using the walkway to access the mall

Questions about the use of colour and material contrasts on the platform surface

Concerns about potential slip hazards for particular types of materials used on the platform, particularly when the surface is wet

In response to questions, Ms. Mirahmadi and Mr. Milojevic, provided the following information: Details on the locations of bus platforms, entrance and exit,

and the circulation of buses within the terminal (buses enter one-way off Steeles Avenue and exit one-way onto Main Street South)

The transit stop for the Züm bus is located off Main Street (bus lay-by stop – Züm buses stay on the street and do not enter the terminal)

Details on the locations of the designated pedestrian crossing areas at the ends of the platform (closest entrance to the Mall from the terminal will be through the Zellers store)

Details on access to the Coordinators’ Building from the terminal (the public should have no reason to access the Coordinators’ Building, but can access the rest area beside the building via the designated walkway)

Confirmation that all Transit drivers are trained to allow pedestrians the right of way

Indication that the requests for a canopy and stop sign to service the north walkway will be considered

Details on the use of impressed concrete, contrast strip colour and curb depressions to accommodate passengers with visual challenges and prevent slip hazards, and an indication that further consideration will be given to the types of materials used and related drainage matters

Mr. Milojevic suggested that once the platform has been constructed, Members could test the surface and provide feedback to the City. Alternately, since the same materials are in use at the new stop at Sandalwood Parkway and Hurontario Street, Members could test this surface and provide their feedback (in advance of completion of the Shoppers World Terminal).

E. Municipal Accessibility Plan Priorities

E 1. Discussion re: Ontario Regulation 191/11 Integrated Accessibility Standards (File G25AAC).

A copy of the subject Ontario Regulation 191/11 Integrated Accessibility Standards was provided with the agenda for this meeting for reference.

Wendy Goss, Accessibility Coordinator, Corporate Services, provided an overview of the Integrated Accessibility Standards, highlighting the following: The Standards are final, effective July 2011, and include

provisions relating to information and communications, employment and transportation

Moving toward 2012, the focus for the City’s Municipal Accessibility Plan will be on how to meet the deadlines outlined in the Standards, and the Standards will become Committee’s guide over the next one or two years in terms of the priorities for the Plan

Staff will report to Council on the provisions of the Standards and outline a work plan to meet the provisions

Following reporting to Council, a planning session will be held with the Committee for development of the 2011-2012 Municipal Accessibility Plan

In preparation for the development of the 2011-2012 Plan and for ongoing accessibility matters, Ms. Goss encouraged Members to become familiar with the information outlined in the Integrated Accessibility Standards.

Committee discussion on this matter included Indication that some Brampton Transit buses do not meet

the provisions of the Standards, i.e. next-stop announcements (electronic voice annunciation and electronic display)

Advisory from Ms. Goss that, in accordance with the Integrated Accessibility Standards, electronic voice annunciation and electronic display of next-stop information are required to be in place by 2017

F. Other/New Business

F 1. Discussion, re: Accessible Pedestrian Signals – Proposed Advisory Committee (File G25AAC).

Wendy Goss, Accessibility Coordinator, Corporate Services, put forward the following: Overview of correspondence to the City from The Canadian

National Institute for the Blind (CNIB) Halton/Peel dated March 3, 2011(appended to the agenda for this meeting)

Details of a meeting with City staff and representatives of the CNIB with respect to the formation of a City advisory committee to identify potential locations for accessible pedestrian signals (APS) / review requests for APS at specific locations in the City, in consultation with the CNIB

Suggestion that a sub-committee of the Accessibility Advisory Committee be formed as the City “advisory committee” being requested by the CNIB and an inquiry about Committee’s interest in taking on this role

Agreement that the Accessibility Advisory Committee (AAC) would be the best avenue for identifying locations/reviewing requests for APS, and support for a sub-committee of the AAC for this purpose

Availability of APS at all signalized intersections in the City and details from Ms. Goss on the reasons this would not be possible at all locations given safety considerations

Details from Roland Vermeesch about a DVD called “Going Blind” which includes training on the use of APS, and a suggestion that interested Members view the DVD

The following motion was considered.

AAC030-2011 1. That the correspondence from Harpal Kaur, Specialist, Orientation and Mobility, The Canadian National Institute for the Blind (CNIB) Halton/Peel, dated March 3, 2011, to the Accessibility Advisory Committee Meeting of August 9, 2011, re: Accessible Pedestrian Signals – Proposed Advisory Committee (File G25AAC), be received; and,

2. That the Accessibility Advisory Committee (AAC) partner with CNIB Halton/Peel, through the formation of an AAC sub-committee, to identify potential locations for accessible pedestrian signals (APS) / review requests for APS at specific locations in the City.

AAC031-2011 That the item for discussion at the request of Randy Ross, Accessibility Advisory Committee Member, listed on the agenda for the Accessibility Advisory Committee Meeting of August 9, 2011, re: Accessibility Concerns at Dorchester Park (File G25AAC), be deferred to the Accessibility Advisory Committee Meeting of September 13, 2011.

F3. Discussion at the request of Roland Vermeesch, Accessibility Advisory Committee Member, re: Feasibility of Accessible Picnic Tables in City Parks (File G25AAC).

Roland Vermeesch, Accessibility Advisory Committee Member, put forward the following: He attended a recent event with members of the Peel

Association for Handicapped Adults The majority of attendees used wheelchairs, walkers,

scooters and canes At the event someone inquired about the possibility of having

picnic tables without the benches attached so that people with mobility devices can pull up close to the table and utilize the table top

Inquired if Committee should request that the City undertake a feasibility study to determine if accessible picnic tables could be provided in the City’s parks, and to determine the number of tables required and appropriate locations for them within the parks

Committee discussion on this matter included: Support for the inclusion of accessible picnic tables in City

parks Suggestions for parks where accessible picnic tables would

be useful, such as Gage Park and Chinguacousy Park

Suggestion that accessibility symbols be placed on the accessible picnic tables to help ensure they are available for use by people who need them, similar to reserved seating provided on transit buses

Questions about the number of accessible tables that would be required and the appropriate locations for them within the parks (e.g. close to the pathways, on a level concrete pad)

Availability of accessible picnic tables for use at special events upon request

Suggestion that accessible picnic tables be phased in when the City is refreshing its supply of picnic benches

Discussion also took place with respect to the feasibility of having “mobi-mats” (portable and removable mobility mats that can be used by people using wheelchairs, those with other mobility issues, as well as people with strollers, on bicycles, etc.) available for usage in City parks during special events and, upon request, for other occasions.

The following motions were considered.

AAC032-2011 That the Director of Parks Maintenance and Operations, Community Services Department, be requested to determine if accessible picnic tables can be provided for use in City parks and/or be made available, upon request, for use during special events.

AAC033-2011 That the Director of Parks Maintenance and Operations, Community Services Department, be requested to investigate the possibility of having “mobi-mats” (portable and removable mobility mats that can be used by people using wheelchairs, those with other mobility issues, as well as people with strollers, on bicycles, etc.) available for usage in City parks during special events and, upon request, for other occasions.

F 4. Discussion at the request of Jeannie Jamieson, Accessibility Advisory Committee Member, re: Construction Work – Eldorado Park Play Area (File G25AAC).

Jeannie Jamieson, Accessibility Advisory Committee Member, put forward the following: The play area at Eldorado Park is currently under

construction She is concerned about the use of wood chips for the ground

surface of the play area, specifically that the use of this material would impede accessibility of the play area

She inquired if staff could investigate the type of material that is to be used for the surface

Wendy Goss, Accessibility Coordinator, Corporate Services, provided details on the various materials utilized by the City for play areas, outlined the pros and cons for each, highlighted the requirement to meet Canadian Safety Association standards, and provided information on the materials currently in use by the City and rationale for the selection of these materials.

Committee discussion on this matter included a suggestion that an item be added to the Future Agenda Items list for discussion on the materials used in play areas (discussion at a future meeting to take place with staff from the Community Services Department in attendance). It was agreed that this matter would be added to the Future Agenda Items list.
