First area birth in ‘71 stirs memories of Dr. Donahue Sanilac ports focus of probe 29 Canadians busted in drug smuggling ring by Tom Montgomery Editor The Sanilac County Drug Task Force’s successful war against drug trafficking locally is well document- ed, but the agency has also played a key role in joint, multi-agency, Canadian-United States investiga- tions targeting drug smugglers. That participation proved effective again recently, with the probe of an international smuggling operation involving drugs being transported across Lake Huron into the Thumb resulting in the arrest of nearly 30 Canadian men on more than 100 drug trafficking offenses. The charges allege the suspects were involved in the manufacture, trafficking and smuggling of Ecstasy, methamphetamine and mar- ijuana across Lake Huron through Sanilac County and other locations. The 2 1/2-year investigation involved drug task force participa- tion; federal law enforcement agen- cies, including Homeland Security, Drug Enforcement Administration, boarder patrol and Coast Guard; and Canadian law enforcement agencies, according to Bill Gray, Sanilac County Drug Task Force director. “At least 5 Sanilac County shore- line entry points were utilized by the Canadian smugglers as well as addi- tional locations in northern Lake Huron and across Lake Ontario into New York State,” Gray said. “The investigation began in 2008- 09 when a substantial increase in law enforcement presence on both sides of the U.S./Canadian border between the Blue Water Bridge in Port Huron and the Ambassador Bridge in Detroit made traditional cross-border smuggling between those points more likely to result in arrest,” he explained. “As a result, the Canadian-based drug traffickers began moving their operations north- ward into Lake Huron. “Canadian suspects would drive into the U.S. at the Blue Water Bridge and head northward into Sanilac County to meet other Canadian suspects bringing night- time shipments of Ecstasy, marijuana and methamphetamine across Lake Huron in Zodiac-type watercraft,” Gray said. “Both sets of suspects used hand-held GPS units and dis- posable cell phones to facilitate pin- point accuracy to achieve simultane- ous arrival at rendezvous locations where drugs were off-loaded for onward distribution to the central and south-central United States — Colorado, Oklahoma, etc. Please turn to page 12. The trio discussed the department’s activities over the past year and agreed 2010 brought its share of difficult memories as well as success in terms of building unity among its members. by Tom Montgomery Editor The past 12 months have not been uneventful for the Elkland Township Fire Department and first-year Fire Chief Glenn Guilds. Cass City fire fighters found themselves responding to a rare fatal house fire early in the year near the corner of Severance and Warner roads, for example, along with a fatal motorcycle-deer colli- sion just south of Cass City. The department also lost a veter- an fireman in Bill Younglove, a 30-year veteran who lost his battle with cancer, not to mention the resignations/retirements of a few other members, including depart- ment volunteer Janet Hurley and Ron Pawloski, who served as fire chief for the past several years. On the other hand, Guilds saw 5 or 6 new members join the ranks of volunteers with the Cass City department, and he’s been pleased with what he describes as a grow- ing sense of unity among local fire fighters and an increased effort to be more active in the community. “When I took over, I was nervous as heck,” confided Guilds, who was named the new fire chief at the beginning of 2010 and has 21 years of service in with the Elkland Township Fire Department. “But these guys make the job easy,” he added, referring to his officers along with senior firemen such as Don Root, who has devoted 38 years of service as a fire fighter, and Mick Kirn, a 31-year veteran. “They made the transition nice and smooth.” Guilds said the department fielded 97 calls this year, 30-plus more runs than in the previous year. He was quick to say he liked what he saw in terms of the overall effort Cass City fire fighters put forth in 2010. “The guys work their tails off at fires, and it’s nice to see other departments noticing that,” he added. “I think, too, we wanted to get more camaraderie (within the department). People are just coming together more as a group, I think,” comment- ed Assistant Chief Scott Wright, who has 20 years with the department plus another 7 years before that with the Elmwood Township-Gagetown Fire Department, where his father, Charles “Chuck” Wright served for 50 years, including several years as chief, prior to his retirement last year. “One thing I’ve noticed this year (of guys attending fire runs) we’re get- ting this year. We’re averaging 12 (guys), added Jeremy Somerville, lead captain for the Elkland Township Fire Department. Somerville, who has 9 years with the local department plus another 5 years of service before that with the Kingston Fire Department, noted that a dozen Cass City fire fighters were on hand when they were called to assist the Caro Fire Department at a barn fire on Christmas day. All 3 officers also agreed that more volunteers — 17 or 18 on average — are showing up for training sessions and meetings. Training has been especially effective, with Jason Lermont, Huron County’s fire fighting instructor, in charge of the pro- gram, according to Guilds, who indicated the motivation to take training seriously among volun- teers is to play a key role in responding to emergencies. And without the training, some mem- bers may not be qualified to take on certain roles. “No one wants to be a gopher,” he said. “I think everybody wants to work. “They need to participate, is the whole thing,” Guilds said. “And it’s been working out,” added Wright. But that’s not the only motivation, Guilds said. “If your heart’s not in the fire department, go find some- thing else to do. “It’s the friendships you build, but the bottom line is you’re serving the community. The reason you’re on the fire department is you’re needed by the community. It sure isn’t the pay,” he joked. “Truthfully, myself, I would do this for no pay,” Wright said. “Like my dad says, you do it for the community. When they call, you go and do what you can.” Guilds, who also credited the Elkland Township Board for its support of the fire department, noted fire fighters often pay emo- tionally for their service, especial- ly when responding to an horrific fire or car accident. “There are things you see that a normal person probably wouldn’t want to see,” he explained. “You can’t get that stuff out of your mind — it just stays there.” Aside from building unity within the department, Guilds and his officers say they have made a real effort to become more active in the community. Examples include continuing to host an annual golf tournament and entering a team in the Cass City PTO-sponsored don- key basketball competition this year (local fire fighters proved competitive, leaving the event with the title of champion). The fire department also took first-place honors in the annual Christmas in the Village Chili Cook-off in 2010. Please turn to page 4. She was also brought into this world by the late-Dr. H.T. Donahue, a longtime physician who remains a legend of sorts in Cass City, known for his unending 18-hour shifts, his kind bedside manner and his devo- tion to community. The Barrios’ daughter, Kelly L. (Barrios) Ross, celebrated her 40th birthday Sunday. Donahue delivered her at 9:02 a.m. Jan. 2, 1971, at Hills and Dales General Hospital. At the time, Dave and Nancy, now of Cass City, resided in the Silverwood area. Ross grew up in the North Branch area, and after graduating from North Branch High School she earned her Bachelor of Science Degree in accounting and computer science from the University of Michigan, a school that anyone who knew Donahue will tell you had a special place in his heart. The seat has been vacated by for- mer Commissioner Amanda Roggenbuck, who recently resigned to accept the appointment of Tuscola County probate judge. Roggenbuck was reelected to a 2-year term in November to represent citizens in Akron, Columbia, Elkland, Elmwood, Fairgrove, Gilford and Wisner townships, including the vil- lages of Akron, Cass City, Fairgrove, Gagetown and Unionville. The Sanilac County Drug TaskForce’s successful war against drugtrafficking locally is well document-ed, but the agency has also played akey role in joint, multi-agency,Canadian-United States investiga-tions targeting drug smugglers.

That participation proved effectiveagain recently, with the probe of aninternational smuggling operationinvolving drugs being transportedacross Lake Huron into the Thumbresulting in the arrest of nearly 30Canadian men on more than 100drug trafficking offenses.

The charges allege the suspectswere involved in the manufacture,trafficking and smuggling ofEcstasy, methamphetamine and mar-ijuana across Lake Huron throughSanilac County and other locations.

The MDCH report showed that 70 percent of Michiganresidents support the statewide smoke-free air law. Morethan 8 months after the enactment of Michigan’s smoke-free air law it remains very popular and businesses andresidents are showing an extremely high rate of compli-ance.

To compare, Ohio public health departments received36,558 complaints on non-compliance in the first yearafter going smoke free, whereas Michigan health depart-ments have received fewer than 800 statewide.

Michigan voters spoke loud and clear in theNovember general election, giving Republicans con-trol of the state House of Representatives and widen-ing their majority in the state Senate.

With the new year here, the state also has a new,Republican governor in Rick Snyder, a multimillion-aire venture capitalist who has never held politicaloffice before.

We respect the voters’ wishes. We also hope Snyderand our legislators are fully prepared to finally setpartisan politics aside in this state and give their sup-porters what we all expect: visible signs of tax-relatedand other policies that actually provide the averagetaxpayer with some relief, and effective changes thatwill welcome industry to Michigan, rather thanprompt prospective business owners to continue to fleefor greener pastures beyond our borders.

In other words, voters have a right to expect changethat they can take to the bank in a state that has floun-dered in red ink for years.

In all fairness, Snyder and our Legislature will needtime to implement proposals such as the new gover-nor’s anticipated call to replace the business tax ongross receipts and income with a straight 6-percent taxon corporate profits, a plan that some state budgetforecasters say could initially deepen Michigan’sbudget deficit.

We should also point out that Snyder is inheriting afinancial mess — Michigan is already facing an esti-mated $1.5 billion budget gap this year — thanks to asluggish economy, which for years now has depressedincomes, led to millions of dollars in home foreclo-sures, and stopgap measures in Lansing that haveforced public schools and agencies throughout stategovernment to make do with less.

But make no mistake, the Republicans’ honeymoonwill last only so long, because residents here are sickand tired of being asked to sacrifice in nearly everyaspect of what used to be a great way of life in theGreat Lakes State.A prime example lies in our public education system.Legislators must reform the method for school fund-

ing so that administrators no longer have to put upwith Lansing’s repeated shell game of taking away$200 per pupil and then, later, giving back $75, as ifschool officials should be thrilled with having to makefewer cuts in budgets that are already as lean as theycan be without cutting programs.

As it is, Proposal A ties the hands of schools when itcomes to funding — they must rely on the majority oftheir income from the state and yet, when Lansingfails, they don’t have the option of going to their vot-ers for additional taxes to help cover operatingexpenses.

And, while they’re at it, we wouldn’t mind our newRepublican majority taking a serious crack at tenurereform.

The bottom line is, voters are expecting some resultsin the coming years.

Towards that end, we’d like to remind all of our new(as well as veteran) legislators that the best path toanother term in office is not by bowing to specialinterests, but by delivering on their promises.

A note from the cat

It’s been a zoo around here. I’ve witnessed heightenedactivity. Destruction of paper. Feeding frenzies. Songsabout catfrost nipping at your nose. The humans wholive with me have been acting like a bunch of kittensthat haven’t learned how to handle their catnip.Who am I to sound the alarm? I may be aloof, alluring

and attractive, but beyond that, what do I know? I amonly the cat.

Walk a day in my paws and you’d understand plenty.The things I see, the secrets I hear, they’d fill volumes -if I were able to type at a rate faster than two words perminute. What I lack in opposable thumbs, I make up forin keen observation and (I like to think) witty sarcasm.That, and the aforementioned good looks. (I’ve beentold on more than one occasion that I possess excep-tional whiskers.)

The female adult human, the one they call “mom,”usually sits at this computer and does the typing. (Callsit a “column” if I’m not mistaken.) As of late she’s beenwrapped up in the process of hiding boxes under a layerof red and green paper unwound from a tube. Thisbehavior, in and of itself, wouldn’t be cause for alarm.Humans waste time doing foolish things (when theycould very well be napping) at an alarming frequency.

She spent all those hours arranging the paper, makingsure it was smooth and neat; then a couple of nights agoshe allowed the rest of the humans to go after each boxas though it were the last mouse on earth. They ripped

and tore; in the end leaving nothing but shreds.The female adult? She smiled through the whole

process. If I’m not mistaken, she even participated in thedestruction.

The situation lacks feline sense. These humans are ascapricious and giddy as kittens - with a similar sense oflogic. If you asked me they could all benefit from a goodstretch and a nice long nap - purrferably near a radiator orsunny window.

With all the caterwauling going on here, it’s clear themom-human is not going to find time to type at the com-puter this week. My hypothesis? She is experiencing asugar-high from overindulgence in maple brownies - butyou didn’t hear that from meow. You might say the cat’sgot my tongue. (I love it when I am clever.)

Opposable thumbs or not, it’s time for me to step in. Itwouldn’t be cataclysmic or catastrophic if the columnwasn’t written, but a cat’s got to do what a cat’s got to do.Besides, I’ve never been a purrponent of purrcrastination. Dear reader, it is time to think outside the litter box when

it comes to cats and columns. My slow tap-tap-tappingpace at the keyboard (with paws, nose and the occasionalfeline tail flick) is the best you’re going to get this week.I do have good news. The catmosphere of the household

seems to be segueing from chaos to calm. They’re nolonger ripping paper. They even moved the dead tree out-side to the back yard. (I forgot to mention, they brought adead spruce tree into the house. Can you believe the fer-ality?)

I’ve kept the best for last. They saved one small greenbox for yours truly. They motioned for me to tear into thepaper. I was tempted, not to mention curious, but youknow what they say about curiosity and cats. I’m guard-ing my lives - all nine of them - with the tenacity of abulldog. I remained aloof, while allowing them to exposethe innards of the green box with their own human hands.The scent inside was succulent, luxurious and enticing.They poured some of the dried leaves into a bowl and I’vebeen nipping like a cat at it ever since. Yum!

It’s not a purrfect world. But right now, it sure feels thatway.

Have I typed enough words for a column? I’m trying tocare, but in the end, I remain...Apathetically yours, The Cat.

They say you have togrow old, but you don’thave to grow up.

I firmly believe in thatsaying. I mean, I’m near-ing the half-century markon the old age-o-meter,but I’ve never tired ofbeing silly now and again.

Which is why a simpleChristmas gift from my 6-year-old grandson,Keagan, was my favoritethis year.

Keagan gave me a brandnew ink pen in the shapeof a human finger, whichis imprinted with theinstructions to “pull it”.Experimenting with mynew toy, I quickly discov-ered this was a very spe-cial pen, one that emits avariety of sounds emulat-ing — hmmm, how can Iput this delicately — thesounds of flatulence.

I couldn’t stop laughing.Sure, I’ve received simi-

lar Christmas presents inthe past, even one that hada remote control, which Iused effectively after hav-ing planted the sound unitunder some couch cush-ions where I knew mygrown daughters would besitting later that morning afew years ago.

If it hadn’t been forKeagan’s gift, one of mywife’s presents for memight have topped my listthis year. It was a reallycool little robot with suc-tion cup feet that canclimb a smooth, verticalsurface.

Of course, those are notthe only examples of myrefusal to grow old andembrace some sort of dig-nified posture 24/7. That’sno fun, even though I haveto behave when I’m in mynewspaper editor mode.Well, most of the time.

I still laugh so hard that Inearly cough up a lungwhen I watch an episodeof “The Three Stooges”,and cartoons remain

among my favorite televi-sion fare. Not those sillyprograms being broadcasttoday — I’m talking BugsBunny, Daffy Duck,Yosemite Sam, FoghornLeghorn. In short, theclassics.

And, I’m not too matureto get into a name-callingmatch with my 18-year-old son. Goes somethinglike this:

Me: Geek.Him: Loser.Me: DweebHim: Dorkfish.Me: Cabbage head.Him: Whatever...Well, you get the idea.I’m also not too dignified

to partake in certain tradi-tions related to my love ofthe drum corps activityand, especially, myfavorite corps, theRosemont, Ill.-basedCavaliers Drum and BugleCorps.

Each year, during theDrum Corps Internationalchampionships in August,a small group of crazyfans, family members andsponsors gather on finalsnight and paint our faceswith The Cavaliers’ colors(green, black and white).It’s quite a sight and drawsplenty of attention whenI’m finding my seat in thestadium. The first time Iparticipated — I believe itwas at the Rose Bowl — Ithought my wife wasgoing to fall out of her seatwhen she saw meapproaching, all deckedout in face paint like acrazed NFL fan.

Immature? I suppose.But the business of life isserious enough withouthaving some sort ofavenue to just be a kid,even if you aren’t one any-more.

I may be grown up(although my wife mightbeg to differ on that asser-tion), but I hope I neverstop finding time to be alittle silly.

Sort of melts away thoseyears, you know?

Huron Co. sheriff announcesmedication drop-off program

Sanilacwomanarrestedin break-in

A Brown City woman was arrestedin a recent break-in at a Brown Cityparty store, Sanilac County Sheriff’sdeputies reported last week.

Sanilac County Sheriff GarryBiniecki said deputies were dis-patched to the Little Texas PartyStore last Wednesday at about 4:30a.m.

“The owner of the business report-ed a breaking and entering of thestore which occurred sometime dur-ing the previous evening. DeputiesMatt Armstrong and Josh Horstbegan the initial investigation by col-lecting evidence such as fingerprintsand in-store video,” Biniecki report-ed.

He said the investigation revealedthat the suspect had entered the busi-ness through a window. “The itemsstolen from the store were primarilybeer and cigarettes,” he noted,adding the investigation was laterturned over to Deputy RobWendling, who interviewed the busi-ness owner along with several citi-zens, and was able to identify a sus-pect.

“(He) then interviewed the suspect,who confessed to the breaking andentering and the theft of the items,”Biniecki said. “The suspect is a 24-year-old Brown City woman. Shewas arrested and lodged in theSanilac County Jail on the charge ofbreaking and entering.”

In addition, fire fighters are lookinginto establishing a modest scholar-ship fund for local high school stu-dents.

All in all, Guilds said his first yearas chief has been productive andrewarding, but he refused to takemost of the credit, instead pointing tothe department as a whole.

“This year’s gone by quickly. Ican’t believe it’s been a yearalready,” he said. “I can’t praise theguys more. I couldn’t ask for a bet-ter first year.”

Guilds: 2010 eventful

Huron County Sheriff Kelly J.Hanson last week announced plansto set up a drop-off location forold/used prescription medications.The program was scheduled to beginMonday.

“Over the last year, several resi-dents have contacted our office,inquiring about where they can taketheir surplus drugs for disposal.These drugs are usually outdatedprescription drugs that have accumu-lated over the years,” Hanson said.

“Another example is when a familymember passes away; leftover med-ication of the deceased needs to bedisposed of,” he added. “We havealso had illegal types of drugs turnedin, too — some (individuals) haveactually turned in their unwanteddrugs. It’s estimated that we havecollected nearly 1,000 pills this year.

“Some weeks ago, Undersheriff(Ronald) Roberts entered into casualconversation with local pharmacistCraig Osentoski about the need foran unwanted drug collection point,”Hanson continued. “In the past, theundersheriff and Deputy Daryl Fordhave been asking favors of local hos-pitals in order to get rid of thedrugs.”

Hanson noted that DetectiveDeputy Richard Koehler made con-tact with the Michigan State PoliceCrime Lab, and a plan and procedurewere developed for the HuronCounty Sheriff’s Department.

“Our office (is) a collection pointfor these unneeded items,” he said.“County residents will be able todrop the unwanted items off at ourrecords division — South Street,main entrance — between the hoursof 9 a.m. and 8 p.m., Mondaythrough Friday, excluding holidays.”

Hanson said a check-in and identi-fication will be required, and non-business hours/unattended drop-offwill not be permitted. Those whoattempt to do so could face criminalprosecution.

Those who knew Donahue wouldagree.Donahue died April 28, 1996, at the

age of 91. Born in March 1905 inColling to Clarence A. and Grace(Robinson) Donahoe, he graduatedfrom Caro High School in 1923 andearned a Bachelor of Arts Degree atthe University of Michigan in 1928.While there, Donahue earned a rep-

utation as an athlete to be reckonedwith.

He won Big Ten Conferencewrestling titles in 1926 and 1927,and placed second in 1928. He wascaptain of the Wolverine wrestlingteam during 1927-28, and won All-American honors in 1928. He was a4-time state of Michigan amateurwresting champion and placed thirdin the 1928 U.S. Olympic Trials.

Donahue received his medical doc-torate degree from U-M in 1931.After completing an internship atChildren’s Hospital in Detroit, he

Donahue maintained his medicaloffice at the former Pleasant HomeHospital until 1961, when he movedinto a new clinic across from Hillsand Dales General Hospital. Heretired in March 1992 after nearly 59years of service to the Cass City andsurrounding communities, includingassisting in the delivery of more than4,000 babies. He was a member ofthe medical staff at Hills and Dalesfor more than 30 years.

Donahue’s resume included muchmore. He was a charter member ofthe American Academy of FamilyPractitioners and was honored by theMichigan State Medical Society in1982 for outstanding service. Hewas inducted into the University ofMichigan Hall of Honor in 1988 andwas a recipient of the Cass CityCitizen of the Year award and CaroHigh School Distinguished Alumnusaward. Donahue was also a RotaryInternational Paul Harris Fellow anda charter member of the Cass CityRotary Club.Donahue was a major contributor to

the campaign that led to constructionof the Hills and Dales GeneralHospital, and he was a member ofthe group that started the formerCass City Development Association,which resulted in Walbro Corp. com-ing to Cass City.

But, perhaps, Donahue’s greatestlegacy lies in the thousands of for-mer patients who recall him as themodel physician, a doctor who caredin every sense of the word.

That’s certainly the case for NancyBarrios and her family. “We dearlymiss that man,” she said.

Falatko hasan extensive background in health-care, according to Hills and DalesHealthcare Corporation Interim CEODan Hittler. Falatko began his newduties in Cass City Tuesday. He andhis wife, Judy, plan to relocate to thecommunity from Pleasant Lake.

The Flint-based CalvarymenQuartet made its 39th appearance atthe New Year’s Eve Sing in CassCity Saturday night. The group hasbeen a mainstay at the event, appear-ing every year since the Cass CityLayman’s Club established the gath-ering. Organizers estimated atten-dance Saturday at 600 people.

Lawrence Arthur Englehart, 85, ofDeford, died Sunday, Dec. 26, 2010in United Hospice of MarletteResidence Center following a longillness.

He was born April 6, 1925 at homein Deford, the son of Arthur and Lilli(Hill) Englehart.

He came home from Germany withand married his sweetheart, ElfriedeAnna Bess Jan. 26, 1948 in theNovesta Church of Christ Parsonage.

Lawrence served as technical ser-geant in the U.S. Army during WorldWar II where he learned to be amotor pool mechanic. After hisreturn to the U.S., he worked forGeneral Motors at the ChevroletGear and Axle plant in Hamtramckas a journeyman mechanic, retiringas lead mechanic in 1980 after 30years. Lawrence was a lifelongmember of Novesta Church of Christwhere he served on various commit-tees and as usher. He was a memberof Cass City VFW Post #3644 since1989, where he served as command-er in 1990-1991 and served as chap-lain for several years. Lawrence wasalso a member of Pheasants Forever.He was an avid fisherman andenjoyed pheasant and deer hunting.Lawrence loved being outside work-ing with his tractor, working in hisgarden or working in the garage. Hewas past president and member ofthe Old Settlers Group, a group oforiginal settlers of the Deford andNovesta Township area.

Lawrence is survived by his wife,Elfriede; sons: Lawrence Englehartof Vermontville, Ronald (Catherine)Englehart of Rochester Hills, andKevin Englehart of Royal Oak;grandchildren: Erin (Matt) Welker,Ben Englehart, Will Englehart,Andrew (Sarah) Englehart, AudreyEnglehart, and James Englehart;great-grandchildren: Zachary, Lilah,Ella and Ryan; many nieces andnephews; and brothers-in-law: ElmerHallitt; and Ludwig (Karin) Bess.

He was preceded in death by hisinfant children: Gerald ArthurEnglehart and Johanna RuthEnglehart; his parents, Arthur andLilli Englehart; a daughter-in-law,Christine Englehart; siblings andtheir spouses: Frank (Violet)Englehart, Irene Hallitt, Helen(Charles) Layman, Albert (Eunice)Englehart, Ralph Englehart (whowas killed in World War II), Gordon(Christine) Englehart; his mother-in-law and father-in-law: Ludwig andJohanna Bess; a sister-in-law, KatheMaier; and brothers-in-law: HansBess and Kurt Bess.

Donald Parsons Mills, 82, of CassCity, died Friday, Dec. 31, 2010 inSt. Mary’s Medical Center inSaginaw.

He was born May 27, 1928 inLincoln Park, the son of William andIrene (Parsons) Mills.

He married Patricia A. Cox Aug. 4,1950.

Donald graduated from Henry FordTrade School in 1945. He served inthe U.S. Navy during the KoreanWar working as an airplane mechan-ic. After his military service, Donworked as a chemist at the Mobil OilRefinery in Trenton. He worked forFord Motor Company at the FordProving Grounds in DearbornMichigan. He then worked forDetroit Edison, retiring after 23years. He was a member of theAmerican Legion Post #0225.

Donald is survived by his wife,Patricia; 7 children: Donald W.(Ellen) Mills of Watertown, David A.Mills (Kristal Thomson) of Caro,Danny R. (Linda) Mills of Caro,Dale R. through 25, as well as immigrantmen in that age range residing in thiscountry, are required to be registeredwith the Selective Service System.Selective Service is an independentfederal agency responsible for effi-ciently and equitably administering amilitary draft if necessary in anational crisis.

By authority of legislation signedby the governor in 2007, Secretary ofState employees will present first-time applicants for an operator’s orchauffeur’s license who are male andyounger than 26 with a SelectiveService form. The customer cancheck “yes” or “no” as to whether heconsents to being registered and hav-ing his information sent to SelectiveService. License applicants may be

as young as 14 years 9 months andcan make their own decision on theform without parental consent. If ayouth gives his consent, he will auto-matically be registered for selectiveservice upon turning 18.

Declining to give consent does notaffect a person’s privilege to receivean operator’s or chauffeur’s license.However, if a man is over the age of18 years and 30 days and has not reg-istered, he is in violation of the lawand may face criminal prosecutionand fines. Further, until he registers,he is not eligible for certain federalbenefits, such as job training, studentfinancial aid and governmentemployment.

“That shipment was successfullytracked from Alpena, through GrandRapids and southward intoColorado, where multiple suspectswere arrested,” he said. “As a conse-quence of increased law enforcementpresence on Lake Huron in 2010, thesuspects began shifting their cross-border smuggling operations into

Lake Ontario, using the same tacticsto cross from Mississauga, Toronto,Trenton, Prince Edward into NewYork State.”As a result of the 34 search warrants

executed last month, Canadianauthorities seized what Graydescribed as “substantial multiple-pound quantities of methampheta-mine, Ecstasy and marijuana.“Twenty-nine suspects have beencharged with 110 drug traffickingfelonies in Ontario, and many ofthese same suspects are expected to

be charged in the U.S. as a result oftheir activities while in this country.”

This wasn’t the first time SanilacCounty authorities have dealt withCanadian smugglers.

In November 2009, county andstate law enforcement officialsassisted federal authorities in appre-hending 2 Canadian men suspectedin a major drug trafficking operationat the Sandusky City Airport.The investigation centered on a bor-

der patrol helicopter crew thatobserved a small plane land at theairport and dump several bags ontothe runway before picking up onebag and taking off again. The crewalso observed 2 men on the runwaywho attempted to load the bags into

an SUV.The suspects fled the scene, only to

be picked up a short time later bySanilac County Sheriff’s deputies.At the airport, meanwhile, officialsseized the bags, which contained awhopping $10 million worth ofEcstasy pills and marijuana.

Investigators subsequently discov-ered a secret compartment in the sus-pect vehicle that, they say, containedseveral thousand dollars in cash andevidence of powder cocaine.

Gray urges any citizens who wit-ness suspicious individuals or activi-ty near any Sanilac County airfieldor along the Lake Huron shoreline toreport the activity by calling toll-free1-800-544-DRUG (3784).

With cold weather here, DTEEnergy is reminding customers theycan take the seasonal ups and downsout of their energy bills by signingup for its BudgetWise(r) Billing pro-gram. gram, the company calculates theaverage monthly amount based onthe previous year’s usage. Customerspay approximately this amount everymonth for 12 months. The bill senton the 12th month reflects the differ-ence between the energy actuallyused and the payments made. Ifthere is a balance owed, the amountwill be divided by 12 and added tothe customer’s budget amount forthe next year- or it can be paid in full.Overpayments will be divided by 12and used to reduce the customer’sbudget amount for the next year, or

DTE Energy can provide a refund.DTE Energy also waives late pay-

ment fees for BudgetWise Billing,which gives customers greater flexi-bility to pay their bill at a time that ismore convenient for them.
