BUSINESS SERVICE GUIDE FOR INTEREXCHANGE INTERSTATE, AND INTERNATIONAL SERVICES

SECTION 5 – INTERNATIONAL SERVICE DESCRIPTIONS, RATES, AND CHARGES

5.1 General 5.1.1 Customers are billed based on their usage of the Company's services. Rates may vary by service

type, call duration, time of day, rate period, day of week, mileage, call type, calling plan and foreign location. Fixed recurring charges, not dependent upon usage, are billed in advance. Usage-based charges are billed after each usage cycle.

5.1.2 Customers will be charged for each individual call placed through the Company. Call duration is

determined as described in Section 3 of this pricing and service guide. For distance or time of day sensitive offerings, charges are determined based on the applicable rate periods found in Section 3 unless otherwise specified in this pricing and service guide.

5.1.3 Outbound direct dial services are available from originating locations within the United States.

Calls may be placed between the United States and those countries listed herein. Inbound international toll-free service is available to Customers. Toll-free calls may be originated from locations within Canada.

5.1.4 Operator Services are available from originating locations within the United States where

Customers have the ability to dial directly to the Company's network. Calls may be placed between the United States and those countries listed herein.

5.1.5 Calls to or from a foreign country or area, or calls routed through a foreign country or area, are

subject to such restrictions as may be enforced from time to time by the authorities in that country or area.

5.1.6 A per country charge will be added to the per minute rates of international calls terminating to

wireless communication devices including but not limited to, cellular phones, pagers, personal computers and personal digital assistants or to a portable telephone number where a forwarding, tracking or other type of location service is used. In addition, many telecommunications companies outside the United States impose additional fees to complete telephone calls to telephone number ranges associated with special services as designated by the foreign telephone administration. These special services may or may not be wireless. In order to recover these fees, AT&T Long Distance Service adds a mobile termination charge to all calls completed to the associated number range in the affected countries. The amount of the charge varies by country. See Section 5.7 of this pricing and service guide for the applicable International Mobile Termination Charge.




5.2 Travel Service Travel Service offers Customers the ability to place calls using a Company-provided travel card when away from the home or office. Customers reach the Company's Travel Service network by dialing a Company-provided toll-free access code or number. In addition, the service provides Customers with optional operator assistance, alternative billing arrangements, and directory assistance, where available, using the same access code or number. Time-of-day and holiday discounts do not apply.

Travel Service also allows Customers to place long distance calls to locations within the United States from points in foreign countries and between different foreign locations. Operator assistance is available for placing and billing each call.

Calls from foreign countries to locations within the United States may originate from foreign countries as specified in Section 5.2.3(C) f this pricing and service guide. Originating points within those countries are limited to those locations from which the caller can dial the appropriate access number or code. Calls may terminate to any location within the United States including Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands, Guam, American Samoa and CNMI.

Charges for calls to locations within the United States vary based on originating country, call type, level of operator assistance and billing method. Customers may bill the charges for a call to a Travel Card, LEC Calling Card, Collect to the called party, or to a Third Party. For calls billed to a Travel Card or LEC Calling Card, acceptance of the card as payment will be dependent upon the Company’s ability to verify the card as valid. The Company reserves the right to verify acceptance of charges prior to billing to a Third Party telephone number.

Calls between foreign countries may original from foreign countries as specific in Section 5.2.3(C) of this pricing and service guide. Originating points within those countries are limited to those locations from which the caller can dial the appropriate access number or code. Calls may terminate to any foreign country shown in this section of this pricing and service guide as offering terminating service. Charges for calls between foreign countries vary based on originating country, call type, level of operator assistance and billing method. Customers may bill the charges for a call to a Travel Card or a LEC Calling Card. Collect Calls and calls billed to a third party are not permitted with Travel Service. For calls billed to a Travel Card or LEC Calling Card, acceptance of the card as payment will be dependent upon the Company’s ability to verify the card as valid. The Company reserves the right to verify acceptance of charges prior to billing to a Third Party telephone number.

Service may be suspended by the Company, without prior notice to the Customer, by blocking traffic and all services to certain cities, countries, or NPA-NXX exchanges, or individual telephone numbers, or by blocking calls using certain Customer Travel Cards when the Company deems it necessary to take such action to prevent unlawful or fraudulent use of its service. The Company will restore services as soon as it can be provided without undue risk, and will upon request by the Customer, assign new Travel Card numbers and authorization codes to replace ones that have been deactivated.




5.2 Travel Service (continued) 5.2.1 The following types of operator assistance are provided by the Company:

(A) Station-to-Station Fully Automated – The Customer dials the appropriate access number

or code plus the domestic or foreign destination telephone number. The caller enters the necessary calling card digits or other billing information (e.g., name of called party for Collect Calls) when prompted by the Company’s automated operator system.

(B) Station-to-Station Operator Assisted – The Customer dials the appropriate access number

or code plus the domestic or foreign destination telephone number and utilizes the assistance of a live operator to bill the call (e.g., operator enters calling card digits or other billing information.)

(C) Station-to-Station Operator Dialed – The Customer dials the appropriate access number

or code only and utilizes the assistance of a live operator to enter the domestic or foreign destination telephone number and bill the call (e.g., operator enters calling card digits or other billing information.

(D) Person-to-Person Operator Assisted – The Customer dials the appropriate access number

or code plus the domestic or foreign destination telephone number and utilizes the assistance of a live operator to bill the call (e.g., operator enters calling card digits or other billing information.) Call charges do not apply unless the caller reaches the requested individual, particular mobile station, particular station, room, department or office through a PBX attendant, or an agreed upon alternative.

(E) Person-to-Person Operator Dialed – The Customer dials the appropriate access number or

code only and utilizes the assistance of a live operator to enter the domestic or foreign destination telephone number and bill the call (e.g., operator enters calling card digits or other billing information.) Call charges do not apply unless the caller reaches the requested individual, particular mobile station, particular station, room, department or office through a PBX attendant, or an agreed upon alternative.

(F) Directory Assistance - Directory Assistance is available to Customers of the Company for

locations within the United States and certain international locations where such information is available to the Company. Customers must dial the appropriate access number or code to reach the Company’s Directory Assistance Bureau. A Directory Assistance charge applies to each call to the Directory Assistance Bureau. Up to two requests may be made during each call to Directory Assistance. In order to obtain two (2) requests, the Customer must make the request upon reaching a line operator. The Directory Assistance charge applies to each call regardless of whether the Directory Assistance Bureau is able to furnish the requested telephone number. When more than one Directory Assistance Bureau handles requests for listings within the same area code, two listing will be provided only when the listing information is accessible to the Directory Assistance Operator that handles the request.

(G) Directory Assistance Call Completion - The Company Directory Assistance operator will complete the call to the number requested by the Customer without requiring the Customer to redial the number. A Directory Assistance Call Completion charge applies for this service. This charge is in addition to the charge for determining the telephone number requested by the Customer and in addition to any usage and per call charges associated with placing the call. Directory Assistance Call Completion is available for use with Station-to-Station calls billed to a Calling Card, LEC Calling Card or Third Party. Directory Assistance Call Completion may not be used in conjunction with Collect or Person-to-Person calls. This service is not available for calls originating in international locations.

5.3 Preferred Travel Service Preferred Travel Service offers Customers who have chosen the Company as their preferred carrier of choice the ability to place calls using a Company-provided preferred travel card when away from the home or office. Customers reach the Company's Travel Service network by dialing a Company-provided toll-free access code or number. In addition, the service provides Customers with optional operator assistance, alternative billing arrangements, and directory assistance, where available, using the same access code or number. Time-of-day and holiday discounts do not apply.

Preferred Travel Service also allows Customers to place long distance calls to locations within the United States from points in foreign countries and between different foreign locations. Operator assistance is available for placing and billing each call.

Calls from foreign countries to locations with in the United States may originate from foreign countries as specified in Section 5.3.3(C) of this pricing and service guide. Originating points within those countries are limited to those locations from which the caller can dial the appropriate access number or code. Calls may terminate to any location within the United States including Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands, Guam, American Samoa and CNMI.

Charges for calls to locations within the United States vary based on originating country, call type, level of operator assistance and billing method. Customers may bill the charges for a call to a Travel Card, LEC Calling Card, Collect to the called party, or to a Third Party. For calls billed to a Travel Card or LEC Calling Card, acceptance of the card as payment will be dependent upon the Company’s ability to verify the card as valid. The Company reserves the right to verify acceptance of charges prior to billing to a Third Party telephone number.

Calls between foreign countries may originate from foreign countries as specified in Section 5.3.3(C) of this pricing and service guide. Originating points within those countries are limited to those locations from which the caller can dial the appropriate access number or code. Calls may terminate to any foreign county shown in Section 5.3.3(C) of this pricing and service guide as offering terminating service.

Charges for calls between foreign countries vary based on originating country, call type, level of operator assistance and billing method. Customers may bill the charges for a call to a Travel Card or a LEC Calling Card. Collect Calls and calls billed to a third party are not permitted with Preferred Travel Service. For calls billed to a Travel Card or LEC Calling Card, acceptance of the card as payment will be dependent upon the Company’s ability to verify the card as valid. The Company reserves the right to verify acceptance of charges prior to billing to a Third Party telephone number.

Service may be suspended by the Company, without prior notice to the Customer, by blocking traffic and all services to certain cities, countries, or NPA-NXX exchanges, or individual telephone numbers, or by blocking calls using certain Customer Travel Cards when the Company deems it necessary to take such action to prevent unlawful or fraudulent use of its service. The Company will restore services as soon as it can be provided without undue risk, and will upon request by the Customer, assign new Travel Card numbers and authorization codes to replace ones that have been deactivated.




5.3 Preferred Travel Service

5.3.1 The following types of operator assistance are provided by the Company:

(A) Station-to-Station Fully Automated – The Customer dials the appropriate access number or code plus the domestic or foreign destination telephone number. The caller enters the necessary calling/credit card digits or other billing information (e.g., name of called party for Collect Calls) when prompted by the Company’s automated operator system.

(B) Station-to-Station Operator Assisted – The Customer dials the appropriate access number or code plus the domestic or foreign destination telephone number and utilizes the assistance of a live operator to bill the call (e.g., operator enters calling/credit card digits or other billing information.)

(C) Station-to-Station Operator Dialed – The Customer dials the appropriate access number or code only and utilizes the assistance of a live operator to enter the domestic or foreign destination telephone number and bill the call (e.g., operator enters calling/credit card digits or other billing information.)

(D) Person-to-Person Operator Assisted – The Customer dials the appropriate access number or code plus the domestic or foreign destination telephone number and utilizes the assistance of a live operator to bill the call (e.g., operator enters calling/credit card digits or other billing information.) Call charges do not apply unless the caller reaches the requested individual, particular mobile station, particular station, room, department or office through a PBX attendant, or an agreed upon alternative.

(E) Person-to-Person Operator Dialed – The Customer dials the appropriate access number or code only and utilizes the assistance of a live operator to enter the domestic or foreign destination telephone number and bill the call (e.g., operator enters calling/credit card digits or other billing information.) Call charges do not apply unless the caller reaches the requested individual, particular mobile station, particular station, room, department or office through a PBX attendant, or an agreed upon alternative.

(F) Directory Assistance - Directory Assistance is available to Customers of the Company for locations within the United States where such information is available to the Company. Customers must dial the appropriate access number or code to reach the Company’s Directory Assistance Bureau. A Directory Assistance charge applies to each call to the Directory Assistance Bureau. Up to two requests may be made during each call to Directory Assistance. In order to obtain two (2) requests, the Customer must make the request upon reaching a line operator. The Directory Assistance charge applies to each call regardless of whether the Directory Assistance Bureau is able to furnish the requested telephone number. Directory Assistance is available only for look up of telephone numbers within the United States. When more than one Directory Assistance Bureau handles requests for listings within the same area code, two listing will be provided only when the listing information is accessible to the Directory Assistance Operator that handles the request.

(G) Directory Assistance Call Completion - The Company Directory Assistance operator will complete the call to the number requested by the Customer without requiring the Customer to redial the number. A Directory Assistance Call Completion charge applies for this service. This charge is in addition to the charge for determining the telephone number requested by the Customer and in addition to any usage and per call charges associated with placing the call. Directory Assistance Call Completion is available for use with Station-to-Station calls billed to a Calling Card, LEC Calling Card or Third Party. Directory Assistance Call Completion may not be used in conjunction with Collect or Person to Person calls. This service is not available for calls originating in international locations.

5.4 Business International Message Telecommunications Service The Business International Message Telecommunications Service is a direct dialed outbound international long distance service offered to business Customers from switched access lines. Service is offered twenty-four hours per day, seven days per week. Charges depend on the country called, the time of day in which the call was made and the duration of the call. Customers must dial 1 plus the country code or area code, if applicable, and the terminating number to complete a call utilizing this service.

To be eligible for this service Customers must subscribe to local exchange service provided by the Company’s affiliated local exchange company.

All calls are billed in one (1) minute increments after an initial period, for billing purpose, of one (1) minute. This service is only offered in conjunction with BellSouth® Business interstate long distance service. No monthly recurring charge applies for this service.

Inbound international toll free service originated from locations within Canada is available to Customers of this service who also subscribe to Business Easy Toll Free plan in Section 4.13 of this pricing and service guide. The rate table in Section 5.4.2 also contains the per minute rates for Inbound Toll Free service originating in Canada and terminating throughout the United States.

5.6 Business International Operator Services 5.6.1 General

Operator Services are available on a presubscribed and casual calling basis to Business Customers. Operator Services allow the Customer to place a call and arrange for billing to the presubscribed Business Access Line or to an alternate billing arrangement including a calling card, commercial credit card, collect to the called party or to a third party. Calls are rounded up to the next whole minute for billing purposes and are billed to the Customer through the monthly bill of the Customer's local exchange carrier.

5.7 International Mobile Termination Charge The following per country charge will be added to the per minute rates of international calls terminating to wireless communication devices including but not limited to, cellular phones, pagers, personal computers and personal digital assistants or to a portable telephone number where a forwarding, tracking or other type of location service is used. In addition, many telecommunications companies outside the United States impose additional fees to complete telephone calls to telephone number ranges associated with special services as designated by the foreign telephone administration. These special services may or may not be wireless. In order to recover these fees, AT&T Long Distance Service adds a mobile termination charge to all calls completed to the associated number range in the affected countries. The amount of the charge varies by country.

5.8 Optional Calling Plans

5.8.1 Business Preferred Country Plan

(A) The Business Preferred Country plan is a direct dialed outbound international long distance service offered to Business Customers from switched access lines. Service is offered to each country on a flat rate basis, twenty-four hours per day, seven days per week. Customers must dial 1 plus the country code or area code, if applicable, and the terminating number to complete a call utilizing this service.

(B) All calls are billed in six (6) second increments after an initial period, for billing

purposes, of thirty (30) seconds. This service is only offered in conjunction with any BellSouth® Business interstate service.

(C) This plan allows Business Customers to designate one international country for which

they will receive a discounted per minute rate. The Customer designates his/her preferred country at the time the plan is selected and may change the preferred country at any time. The Company reserves the right to limit the number of times the preferred country is changed within a given period of time. Calls to non-preferred countries will be billed at the regular rate defined in Section 5.11.2.

(D) Inbound international toll free service originated from locations within Canada is

available to Customers of this service who also subscribe to Business Easy Toll Free plan in Section 4.13 of this pricing and service guide. The rate table in Section 5.8.2 also contains the per minute rates for Inbound Toll Free service originating in Canada and terminating throughout the United States.

(E) Rates and Charges

.1 The MRC is $3.85 and this charge is waived once a Customer's international usage exceeds $50.00 for the current billing month. Usage may not be carried to the next billing cycle to meet the waiver requirement.

(G) Termination Charge

Term plan Customers who cancel their plan prior to the end of the contract will be subject to a termination charge. The termination charge will be equal to the amount of the discount the Customer has received up to the point of cancellation.
