1. Foreword

We are pleased to present the Probation Board for Northern Ireland’s (PBNI’s) Business Plan for 2007-2008.

This plan represents the third and fi nal year of the current Corporate Plan and we will, during the year, be starting the process of

preparing a new corporate plan.

The Business Plan for 2007-2008 reinforces the Probation Board’s commitment to deliver services that contribute to the overarching

purpose of the Criminal Justice System in Northern Ireland –

“To deliver a Criminal Justice System which serves and protects the people of

Northern Ireland in which the whole community can have confi dence”.

We will also continue to contribute to meeting the Public Service Agreements relating to reducing reconviction rates of supervised

offenders and increasing public confi dence in the Criminal Justice System.

The 2007-2008 Business Plan builds on the successful work completed over the last two years in the areas of public protection,

social inclusion, modernisation, workforce planning and business performance. We have set further challenging objectives in each

of these areas, all of which are designed to deliver our aim of helping to reduce crime and the harm it does.

The strong value we place on our staff and their commitment, dedication and professionalism will be the key to our success as we

continue to focus on both effective and effi cient delivery of services.

2. Purpose, Aim and Vision

Purpose

Protect the public by working with the Courts, other Agencies and

Partners to reduce re-offending and integrate offenders

successfully back into the Community.

3. Legislative Authority

The Probation Board for Northern Ireland is a Body Corporate with the status

of an executive non-departmental body established under the Probation Board

(Northern Ireland) Order 1982, this states that:

“1. The Board shall –

(a) secure the maintenance of an

adequate and effi cient probation

service;

(b) ensure that arrangements are made

for persons to perform work under

Community Service Orders;

(c) provide such probation offi cers and

other staff, as the Secretary of State

considers necessary, to perform

social welfare duties in prisons and

young offenders centres; and

(d) undertake such other duties as may

be prescribed.

2. The Board may, with the approval of

the Secretary of State -

(a) provide and maintain probation

hostels and other establishments

for use in connection with the

supervision and assistance of

offenders;

(b) provide and maintain bail hostels;

(c) make and give effect to schemes

for the supervision and assistance

of offenders and the prevention of

crime;

(d) enter into arrangements with

voluntary organisations or any other

persons (including government

departments and public bodies)

whereby those organisations or

persons undertake, on such terms

(including terms as to payment by

the Board to those organisations or

persons) as may be specifi ed in the

arrangements;

i) the provision and maintenance

of such hostels and other

establishments as are

mentioned in sub paragraphs

(a) and (b);

(ii) to give effect to such schemes

as are mentioned in sub

paragraph (c).

4. Accountability

The Probation Board for Northern Ireland is

accountable to Parliament through Ministers

and its performance is reviewed regularly

throughout the year. An Annual Report is

published, this is laid before Parliament and

is then made widely available to the public.

The PBNI works in partnership with the

Northern Ireland Offi ce, the Northern

Ireland Court Service, the Northern Ireland

Prison Service, the Police Service of

Northern Ireland, the Public Prosecution

Service Northern Ireland and the Youth

Justice Agency, as part of the Criminal

Justice System Northern Ireland. These

organisations form the Criminal Justice

Board for Northern Ireland and our purpose

is to deliver a criminal justice system which

serves and protects the people of Northern

Ireland and in which the whole community

can have confi dence.

We aim to deliver this by:

• providing an independent, fair and

effective criminal justice system for the

community;

• working together to help reduce crime

and the fear of crime;

• making the criminal justice system

as open, inclusive and accessible as

possible, and promoting confi dence in

the administration of justice;

• improving service delivery by

enhancing levels of effectiveness,

effi ciency, and co-operation within the

criminal justice system.

To demonstrate this commitment to joined

up working, the CJSNI has collectively

signed up to the following performance

target:

“The seven organisations represented

on the Criminal Justice Board will

work collaboratively and cooperatively

to increase public confi dence in the

CJSNI by 3% by April 2008 using an

agreed Delivery Plan. Progress against

the target will be monitored by the

Board using the results of the Northern

Ireland Crime Survey.”

The Board will also contribute to the public

service agreement target of reducing

reconviction rates by 5% by 2008. Progress

against this target will be measured through

reconviction studies by the Northern Ireland

Statistical and Research Agency.

12. Resources & Budget Allocation for 2007-2008

The budget allocation for 2007-08 is

£14.01m and Northern Ireland Prison

Service will be providing funding of

approximately £1.17m for work undertaken

by PBNI in prisons.

It will be necessary to live within the

resources available and thus 07/08 will

be another challenging year for PBNI.

Availability of resources will be kept under

regular review during the fi nancial year

and the Business Plan will be adjusted,

as necessary, to ensure that the services

provided are in line with the resources

available.

The budget is on a resource basis and

includes an allocation for non-cash costs,

such as depreciation and cost of capital.

2007-08 is the last year of the SR2004

spending review cycle and will form the

basis for the CSR07 spending review cycle.

In addition to the above mainstream

allocations, PBNI receives funding from

the Youth Justice Agency for the IMPACT

project, this will be £186k for 2007-08,

£0.08m is received from the NIO for the

Victim Information Scheme.

A separate allocation for capital is subject

to NIO approval.

13. Probation Board for Northern Ireland Corporate Plan

The Board published its three-year

Corporate Plan 2005-2008 in March 2005.

In developing that Corporate Plan the

Probation Board carried out a widespread

public consultation process across

Northern Ireland. The Board also consulted

with its Criminal Justice partners, business,

community, church leaders, political parties

and the staff of the organisation. The Board

intends to repeat this consultation process

during 2007-2008 so that the Corporate

Plan can be updated and rolled onto 2011.

This Business Plan 2007-2008 represents

the third year of the current Corporate Plan.

It follows the same strategic areas of public

protection, social inclusion, modernization,

workforce planning and business

performance.

Objectives and measures have been set to

refl ect the progress made since April 2005,

to target the key priorities identifi ed in the

Corporate Plan and also to take account of

the new developments and opportunities

that now exist.

14. Public Protection

14.1 Objectives for 2007-2008

The Probation Board for Northern Ireland

will assess and then contribute to the

management of the risk posed by offenders

in the Community so as to protect the

public from harm, reduce re-offending,

encourage partnerships and secure

community confi dence.

PBNI will continue to provide all services

in line with the Northern Ireland Standards

for the Assessment, Management and

Supervision of offenders. Our compliance

with the standards will be measured by

Key Performance Targets and the planned

external inspections on enforcement, the

management of life sentenced prisoners

and offender hostels. Whilst maintaining

a high level of service delivery in the

assessment and management of offenders,

PBNI will specifi cally focus on the following

key areas:

Offender Management To advance discussions about the measures required to reduce

offending and reoffending.

Reports To operate and evaluate a pilot scheme for the provision of

Specifi c Sentence Reports to courts.

MASRAM To deliver the recommendations relating to PBNI, in accordance

with the implementation plans arising from the CJINI MASRAM

inspection reports.

Sentencing Framework To agree with the Northern Ireland Offi ce, a costed and phased

implementation plan for the Sentencing Framework Review.

Programmes To design an approved general offending behaviour

programme.

Resettlement To deliver the recommendations relating to PBNI in accordance

with an agreed Action Plan arising from the Resettlement

Inspection.

Youth Offenders To agree a PBNI strategy on the delivery of youth justice

services.

Victims To develop and pilot two restorative interventions in relation to

supervised offenders and victims.

16. Social Inclusion

16.1 Objectives for 2007-2008

PBNI will promote Social Inclusion in its

policies and practices and will continue

to work with others in responding to the

Equality, Human Rights and Diversity

agenda in Northern Ireland. The proposed

thematic inspection on the impact of

Section 75 on Criminal Justice Agencies will

be a measure of our progress. In particular,

PBNI will focus on the following key areas:

tendering can begin in 2007-2008 for the delivery of services in

2008-2009.

Information To deliver the approved Information Management Project Plan

for 2007-2008 within the timescales specifi ed.

17.1 Objectives for 2007-2008

PBNI will continue to build capacity and

invest in change programmes to modernise

the delivery of services. Central to this will

be the maintaining and development of the

Probation Information Management System

(PIMS), along with improving IT skills and

keeping abreast of modern technology.

The Corporate Governance inspection,

and the delivery of its recommendations,

will also be part of the continuing

modernisation. Whilst seeking to maintain

this activity, PBNI will specifi cally focus on

the following key areas:
