That this House:(1) Notes the current maintenance backlog in New South Wales schools totals $775 million, including

over $8.5 million in schools across the Shellharbour electorate.

(2) Acknowledges the concerted efforts of parents, staff and students in calling on the Government to immediately address the maintenance backlog.

(3) Notes Oak Flats High School has a backlog of $1,777,498, and a further five schools within the Shellharbour electorate have a maintenance backlog exceeding $500,000.

(4) Acknowledges that at the current rate of expenditure it would take more than 18 years for the maintenance backlog at Oak Flats High School to be addressed.

(5) Condemns the Government for its inaction in addressing the maintenance needs of schools in the Shellharbour electorate.

(4) Condemns the Government for failing to fulfil its commitments.

(5) Urges the Government to honour its commitments and adequately resource the closure of the services to avoid the residents paying a tragic price.

That this House:(1) Supports the Gonski education reforms.

(2) Notes that New South Wales was the first state to sign up to the Gonski education agreement.

(3) Commends the work of David Gonski and the support his reforms are bringing for students with disabilities.

1822 NSW TRAINLINK CONTACT CENTRE OFFICE CLOSUREMR TIM CRAKANTHORP to move—

That this House:(1) Notes that NSW Trains is to close the NSW TrainLink Contact Centre in Newcastle with the loss

of 71 Jobs.

(2) Notes that the work is to be transferred to Services NSW, which will advertise for 55 positions at 10 to 15 thousand dollars a year less than the current pay rates.

(3) Notes that this is the sixth office that the Government is proposing to close in Newcastle.

(3) Shares the disappointment and frustration experienced every day by Campbelltown, Camden and Wollondilly rail commuters at the delay in the promised car park.

Congratulates the Killabakh Community Association and Killabakh Public Hall Trust for their work to promote, maintain and develop the Killabakh community hall.

(2) Commends the groups for their recent opening of refurbished toilet facilities in the hall using a Community Building Partnership Grant.

(3) Acknowledges the annual day in the Country Fair held by the group in the hall, historic school house and surrounds is a major tourist event in the Manning Valley.


1828 RACIAL DISCRIMINATIONMS JULIA FINN to move—

That this House:(1) Unequivocally opposes and rejects racism in all forms.

(2) Unequivocally opposes and rejects the racist views promoted by Pauline Hanson's One Nation.

(3) Notes with concern that the Commonwealth Government is planning changes to section 18C of the Commonwealth Racial Discrimination Act 1975 to remove the words "insult", "offend" and "humiliate" and replace with "harass" on the basis of race.

(4) Notes that the Government has failed to implement recommendations of the Legislative Council Standing Committee on Law and Justice 2013 report on racial vilification law in New South Wales.

(5) Notes that Liberal Party and The Nationals members voted against the Crimes and Anti-Discrimination Legislation Amendment (Vilification) Bill 2016 introduced by the Member for Liverpool.

(6) Calls on the Government to address the procedural impediments in the Anti-Discrimination Act 1977 identified by the Standing Committee on Law and Justice.

That this House:(1) Acknowledges the essential work carried out by the Wirringa Baiya Aboriginal Women's Legal

Centre in Marrickville, the Redfern Legal Centre, the Marrickville Legal Centre and the Inner City Legal Centre, who work with residents from the Newtown electorate.

(2) Recognises that each day Community Legal Centres help 685 people but have to turn away hundreds more due to lack of resources.

(3) Notes the Help Stop the Cuts to Community Legal Centres action on Wednesday 29 March at Belmore Park.

(4) Calls on the Government to ensure that all Community Legal Centres are appropriately resourced, by advocating for a reinstatement of Commonwealth funding and through a commitment to secure, long-term State funding.


1831 SAIVA MANRAM COMMUNITYDR GEOFF LEE to move—

That this House:(1) Congratulates Mr Kethenson, President of the Saiva Manram, on the upcoming annual temple

celebrations at the Sydney Murugan Temple in Mays Hill.

(2) Notes that festivities start on 31 March with the hoisting of the flag, chariot festival on 8 April and Poongaavanam on 10 April 2017.

(2) Notes that the Government is aiming for up to 100 per cent local content in the assembly of the trains in New South Wales, and that maintenance of the fleet will be undertaken in regional New South Wales.

(3) Notes that the Hunter has two train manufacturers.

(4) Notes that the Government has awarded the $2.3 billion intercity train fleet contract to a South Korean company.

(5) Calls on the Government to build the new XPT train fleet in the Hunter.

That this House:(1) Notes that MidCoast Council will begin community consultation over the coming weeks to

discuss replacement options for the Cedar Party Creek Bridge in Wingham.

(2) Recognises that the current structure is nearing the end of its serviceable life, with engineers at MidCoast Council undertaking a comprehensive investigation and feasibility study focusing on replacing the bridge.

(3) Notes that the $350,000 study was funded by the Government through the Restart NSW Fixing Country Roads program.

(4) Calls on the Government to fund the estimated $16 million for the replacement of the Cedar Party Creek Bridge.


1835 EARLY CHILDHOOD EDUCATIONMS KATE WASHINGTON to move—

That this House:(1) Recognises the vital work of preschools and early childhood educators and teachers across New

South Wales.

(2) Notes that preschools have historically had access to peppercorn leases on Crown land or Council reserves in recognition of their important work.

(3) Condemns moves by the Government to increase rents for New South Wales preschools, including Parklands Community Preschool at Kariong which received a rental proposal from the Central Coast Regional Development Corporation increasing its annual rent from $1 to $65,000.

(4) Calls on the Government to stop draining money from community preschools.

(3) Notes that people nearing death should be as comfortable as possible.

(4) Calls on the Government to appropriately resource palliative care services.


1838 BRONSON MACKLINSHAW – KING OF THE RANGESMR ADAM MARSHALL to move—

That this House:(1) Congratulates Bronson Macklinshaw, of Armidale, on his third successive win in the King of the

Ranges Stockman's Challenge, at Murrurundi, held from 23 to 26 February 2017.

(2) Commends Bronson on his skills in the challenge areas of stockman's gear check, packhorse and stock handling, whipcracking, bareback obstacle course, horseshoeing and cross country course.

(3) Acknowledges that the whipcracking challenge means standing on a horse and cracking two whips as part of a routine, and horseshoeing must be done from scratch in 30 minutes.

(4) Notes that the cross country challenge includes carrying a full length oilskin on the horse and a stockwhip in the hand, completing a course of approximately 2,000 metres, with 20 jumps, as close as possible to a given optimum time.

(5) Wishes Bronson all the best acknowledging that while Corryong in Victoria may have its Man from Snowy River, Armidale has its very own King of the Ranges.


1839 PARRAMATTA ROAD REVITALISATIONMS JO HAYLEN to move—

That this House:(1) Notes that the Government has promised to revitalise Parramatta Road, but its current plans will

result in residential growth and gridlock, with little community infrastructure.

(2) Notes that rapid diesel buses that will run along the outside of the road will condemn the road to being a congested arterial road, hostile to pedestrians.

(3) Welcomes the Inner West Council's study into a proposal for track-free trams, which would transform Parramatta Road from a thoroughfare to a bustling high street.

(4) Calls on the Government to co-fund the feasibility study and put public transport at the heart of the Parramatta Road revitalisation.

reportable incidents impacting people with disabilities living in institutions across NSW. This included reports of physical assault, sexual assault, neglect and fraud.

(2) Recognises this is of particular concern as NSW is the only state withdrawing the provision of state disability services and completely outsourcing specialist disability services.

(3) Demands that the Government supports a Royal Commission into the abuse of people with disabilities within institutions across Australia.

That this House:(1) Congratulates Moree's very own hero Jimmy Bateman who has been awarded the Royal Humane

Society of Australia Gold Medal for bravery at an Award Ceremony at Brisbane City Hall on Friday 21 July 2017.

(2) Commends Mr Bateman on his bravery in helping save a truck driver who ran off the road in his explosive-laden truck at Charleville, Queensland, in 2014.

(3) Acknowledges the Royal Humane Society of Australasia and their dedication to recognising those who risk their lives in saving or attempting to save the lives of others.

(4) Notes that of the 40 award recipients at the society's annual bravery awards presentation, Mr Bateman was the only one to receive a gold medal.

for North Shore during Education Week which was held from 31 July to 4 August.(3) Recognises the work of the Parents and Citizen's Association, notably President Kate Blunden, in

advocating for funding for the school, including the recent successful grant which the Member for North Shore secured for an access ramp.


2339 WESTCONNEX "LEGACY LANDS"MS JO HAYLEN to move—

That this House:(1) Notes that Sydney Motorway Corporation has released draft plans for what it terms "legacy land"

left over after the construction at WestConnex.(2) Notes that this land, with whimsical names such as "Concord Knolls" and "Haberfield Gardens"

features lovely parks and community centres now in the shadow of pollution ventilation stacks. These will be handed to councils without commensurate resources to manage them.

(3) Notes that Sydney Motorway Corporation and the Government have yet again ignored community feedback, including that of the former Ashfield Council, which called for indoor recreational space and other amenities.

(4) Calls on the Government to fulfill its promise of genuine consultation by working with local councils and residents to ensure the community can make lemonade from the bitter lemons it has given the community in WestConnex.

That this House(1) Congratulates Toomelah Public School student, 7 year old Shakeila Bartman, on being awarded

the inaugural Carnburn Withers Scholarship at the 'Proudly Public! Celebrating Excellence in Public Schools' awards night at Sydney Town Hall on Wednesday 17 May 2017.

(2) Commends Shakeila on demonstrating strong leadership skills to her younger peers, which has seen her forge many friendships.

(3) Acknowledges the Public Education Foundation charity, which is dedicated to enhancing the value and reputation of public education by providing life-changing scholarships to its students, teachers and principals.

2341 NEPEAN HOSPITAL UPGRADEMS TRISH DOYLE to move—

That this House:(1) Condemns the Premier and the Minister for Health for the lack of funding to adequately and

immediately staff the Emergency Department at Nepean Hospital which has resulted in extended waiting times for patients who require urgent medical treatment.

(2) Acknowledges that the Nepean upgrade is urgently required in order to address bed shortages and extended waiting times for patients requiring treatment and surgery.

(3) Notes the difficult conditions facing staff and patients of Nepean Hospital and commends staff for their professional commitment and conduct.
