Burnt Store Road Widening Project From Pine Island Road to Kismet Parkway Newsletter #2 February 2011 T he Lee County Department of Transportation (LC DOT) is designing the widening of Burnt Store Road from Pine Island Road north to Kismet Parkway ( Figure 1). This design has two phases - a widening to four lanes for upcoming construction and an ultimate future concept to six lanes with a two-lane frontage road. Currently, construction to four lanes for the segment of Burnt Store Road from Pine Island Road to Tropicana Parkway is funded in late 2014. The existing right-of-way along Burnt Store Road is 200 feet. An additional 155 feet is required along the east side of existing Burnt Store Road to accommodate the new four-lane design and the six-lane ultimate concept. To date, Lee County has acquired approximately half of the right-of-way needed to widen Burnt Store Road. Current Roadway Configuration Existing Burnt Store Road from Pine Island Road to Kismet Parkway is typically a two-lane undivided rural roadway which consists of one ten-foot travel lane in each direction. Currently, no bicycle or pedestrian facilities exist along the roadway. Burnt Store Road is a designated evacuation route. Currently, construction to four lanes for the segment of Burnt Store Road from Pine Island Road to Tropicana Parkway is funded in late 2014.

The existing right-of-way along Burnt Store Road is 200 feet. An additional 155 feet is required along the east side of existing Burnt Store Road to accommodate the new four-lane design and the six-lane ultimate concept. To date, Lee County has acquired approximately half of the right-of-way needed to widen Burnt Store Road.

Current Roadway Configuration

Existing Burnt Store Road from Pine Island Road to Kismet Parkway is typically a two-lane undivided rural roadway which consists of one ten-foot travel lane in each direction. Currently, no bicycle or pedestrian facilities exist along the roadway. Burnt Store Road is a designated evacuation route.

Four-Lane Design Plans

Lee County’s design of Burnt Store Road is a four-lane divided highway with two 12-foot travel lanes in each

direction and a design speed of 55 mph. On-road bicycle lanes are included in the four-lane widening. A five-foot sidewalk will be constructed on the west side and a ten-foot multi-use path will be constructed on the east side of Burnt Store Road. See Figure 2 below.

Existing travel lanes on Burnt Store Road will be widened, milled and resurfaced and become the new southbound lanes. Two new northbound lanes will be constructed to the east of the existing lanes. The median will be approximately 174 feet wide to allow for future expansion. With the exception of Gator Slough, all new bridges will have lighted pedestrian underpasses to allow safe passage under Burnt Store Road and will connect to the sidewalk and multi-use path.

The Lee County Department of Transportation (LC DOT) is holding a public information workshop for the Burnt Store Road Widening project from 5-7 p.m. on Thursday, February 24, 2011 at the German American Social Club on Pine Island Road. Come anytime between 5-7 p.m. to view plans for the new Burnt Store Road corridor. The roadway design, including new bridges and access points, will be on display. The Lee County project team will be available to answer questions and take comments about the project. Changes to the Four-Lane Design Plans

Through further detailed analysis and public input received at the December 2006 public workshop, the project team has made the following changes.

• Tropicana Parkway and Embers Parkway will remain full intersections

• U-turns were added to shorten the travel distance between U-turns

• On-road bicycle lanes were added• Pedestrian paths on bridges were widened• Lighting was added to pedestrian underpasses at new bridges

(See Figure 3 at right.)

Ultimate Concept – Six Lanes with Two-Lane Frontage Road

Lee County is also planning an ultimate concept for the distant future incorporating a six-lane divided mainline (three 12-foot travel lanes in each direction) with a two-lane frontage road to the west for local traffic. On-road bike lanes, sidewalk and the multi-use path are included in the six-lane ultimate concept. In this future concept, an additional northbound lane and three new southbound lanes would be constructed in the existing right-of-way. The two southbound lanes (now existing lanes) of Burnt Store Road would become a two-lane frontage road with a posted speed of 35 mph. The median would be reduced to approximately 60 feet wide. See Figure 4 below.

Changes to the Ultimate Design Concept

Through further detailed analysis and input received from emergency services and the public at the December 2006 public workshop, the project team has made the following changes.

• Tropicana Parkway and Embers Parkway were changed to directional intersections (left only from Burnt Store Road)

• U-turn lanes were widened to accommodate vehicles with a larger turning radius (i.e., emergency vehicles)• U-turns were added to shorten the travel distance between U-turns• Pedestrian paths on bridges were widened• Lighting was added to pedestrian underpasses at new bridges

Intersection Changes

In both the four-lane design and the ultimate six-lane concept, intersections on Burnt Store Road will not be signalized, unless warranted in the future. This will reduce travel time by allowing northbound and southbound traffic to flow continuously. In place of left turns, motorists will turn right when entering Burnt Store Road from adjacent streets and then make a U-turn around a median. While this may seem time-consuming, studies show a reduction in the occurrence and severity of accidents and a significant time savings since motorists do not have to wait to make left-hand turns.

Tropicana Parkway and Embers Parkway Intersections

In the four-lane design, the intersections of Tropicana Parkway and Embers Parkway will remain full median openings and operate much like a typical intersection. However, an extra stop in the median of Burnt Store Road is required for motorists crossing the intersection. For example in Figure 5 above, to cross Burnt Store Road while traveling west on Tropicana Parkway (orange line), motorists will stop at Burnt Store Road, proceed west to the stop bar in median, then proceed west on Tropicana Parkway or south on Burnt Store Road. Motorists traveling south on Burnt Store Road (yellow line) to eastbound Tropicana Parkway will turn left through the intersection to the stop bar in the median, then proceed east on Tropicana Parkway across the northbound lanes of Burnt Store Road.

In the ultimate six-lane concept with frontage road, several changes would be made to the intersections with Tropicana Parkway and Embers Parkway. For example in Figure 6 below, motorists traveling west on Tropicana Parkway (orange line) will turn right (north) onto Burnt Store Road, proceed to a median crossover and make a U-turn to travel south on Burnt Store Road or turn right to proceed west on Tropicana Parkway. Motorists traveling north (yellow line) on Burnt Store Road have an opportunity to make a directional left onto westbound Tropicana Parkway.

Access to Burnt Store Road

In both the four-lane design and the ultimate six-lane concept, some streets that currently intersect with Burnt Store Road may no longer have direct access to the roadway and side streets will need to be utilized to access the new Burnt Store Road mainline. On streets where the connections will be closed, cul-de-sacs or three-point turnarounds will be implemented. These features will be designed to allow turnarounds by garbage services, emergency services, and commercial vehicles.
