A non-profit research group that strives to improve political participation said the Burnaby-New Westminster MP uttered 226,027 words in Parliament last year.

But now Julian’s been forced to limit his questions and criticisms to 140 characters or less.

That’s because the Conservative government has decided to prorogue Parliament, shuttering the House of Commons for an extra month until Oct. 16.

To keep alive the debate that normally happens during the daily question period when members of the government answer questions from the opposition, the federal New Democratic Party launched a virtual question period on Monday, posing their questions to ministers via Twitter.

The Independent Investigations Office of B.C. (IIOBC) is investigating after a man was hospitalized after an incident involving the Burnaby RCMP in North Burnaby Wednesday morning.

Burnaby RCMP Corp. Dave Reid called it an “in-custody incident”

and said it was not a shooting despite some reports to that effect on Twitter. He referred all other questions to the IIOBC which has taken over the case.

Just before 6 a.m. Burnaby RCMP responded to a complaint at a home near Cambridge Street, said IIOBC spokesperson Owen Court by email.

“During the course of this response, officers encountered a male who appeared to be in some

distress. He was placed in the back of a police vehicle. His condition deteriorated and BC Ambulance was called.”

He is currently being treated in hospital. The IIOBC was notified at 7:17 a.m. and investigators have been assigned to investigate, he said.

The incident took place in the 4200-block of Cambridge Street, between Carleton and Madison avenues. Jodie Wenschlag, 42, said she heard a commotion at about 6

Mitchell Sayers, 21, said he woke up between 6:30 and 7 a.m. to find flashing lights outside from four Burnaby RCMP cars and a paramedic vehicle.

“There was a gentleman on the ground that the paramedics were trying to resuscitate … Eventually they just had an ambulance take him away.”

Sayers said he did not hear any gunshots, loud noises or commotion leading up to the incident.

The man’s jacket, shoes and shopping bag remained in the middle of the road at the scene hours afterwards. Sayers said he did not recognize the man from the neighbourhood and described him

as a young adult of Asian heritage.“My sister’s car was in front of the

house and on the side of it there’s a bunch of blood so it looks like he was leaning up against it or something,” he said, adding there were also bloody hand and fingerprints on the rear door of one of the police cruisers.

Burnaby RCMP had cordoned off the area in all directions and continued its investigation that morning.

Sayers said his reaction was “shock, to see in the morning and especially ’cause my neighbourhood, stuff really doesn’t happen like this, it’s really quiet.”

“The challenge is getting the essentials,” said Julian at a press conference Tuesday at his constituency office. “With any issue you take the root, the really important core of what you’re trying to ask. I can get my message down to 140 characters when I need to.”

The virtual question period runs at the same time, and in the same manner as the real deal, explained Julian. The leader of the NDP and the Official Opposition, Thomas Mulcair, poses the first questions, followed by those from other NDP MPs.

On the initiative’s first day, 26 questions were posed but very few were answered, said Julian. Although one minister, James Moore, said he was busy driving and didn’t want to risk a traffic ticket.

Julian said the virtual question period has the potential to reach more people than view the live broadcasts of question period. He has more than

6,500 followers while Mulcair has almost 46,000.

Add up all the followers of all the opposition MPs, multiply the number of times their questions might get retweeted and the digits get bigger exponentially.

“That’s a significant number,” said Julian. “Not too many people have the time in the middle of the day to watch question period live.”

While the Twitter queries might be more political showmanship than a serious call to accountability, Julian

said they may be a new way to get people involved in the democratic process.

“That brevity means people can follow a debate in just a few minutes,” said Julian. “We’re hoping it will become something people are seized with.”

Motion based on directives of Obama gov’t in U.S.Wanda [email protected]

The New Democrats are calling on Ottawa to take the muzzles off federal scientists.

Burnaby-Douglas NDP MP Kennedy Stewart, the opposition’s science and technology critic, tabled a motion that, if passed, would allow government scientists and researchers to speak freely to the media and share their research findings.

While Parliament is currently prorogued, Stewart said the motion will be debated once the House of Commons officially sits again.

The best indication that federal scientists are being censored by the government is the fact scientists and their supporters held “Stand Up for Science” protests in 17 cities across Canada Monday, said Stewart on Wednesday from Wolfville, NS, where he was visiting family.

In addition, the federal information commissioner is currently investigating allegations of muzzling in six federal departments and agencies—Department of Fisheries and Oceans, Environment Canada, National Research Council, Canadian

Food Inspection Agency, Department of National Defence and Natural Resources Canada.

Stewart said the allegations appear to show attempts to prevent the

release of any research that would be unfavourable to the Conservative federal government, mainly related to the biological sciences in connection with the environment.

“Some scientists say they’re not allowed to use the word “carbon” in any of their public engagements,” he said.

The NDP’s motion is modelled on similar directives in the U.S., where the Obama government has put in place measures to encourage science.

“It shows the importance the Americans put on innovation,

science and technology, where we’re going in the complete opposite direction,” Stewart said. He noted that numerous American scientists are choosing not to collaborate with their Canadian counterparts due to foreign scientists being required by the Canadian government to sign non-disclosure forms.

“The global community is really watching what’s happening here.”

It was while turned around in my desk, chatting with the guy behind me, that the soft, tri-striped eraser with the rock-hard back side arced through the classroom air, split two rows of desks, zoomed up the aisle and landed with a thud right behind my ear.

That eraser left the hand of one of the best teachers I have ever had, Mr. Gladman, and I can still feel that Grade 6 welt today.

It’s a feeling associated with the very best of my school days.

Grade 6 was a year of firsts —first crushes, first overnight field trips, first rollerskating trips and first teacher who made a serious impression on students.

Mr. Gladman wasn’t much older than us (at least he didn’t seem that much older) and was, therefore, seen as an almost contemporary in the teaching fraternity that had, until Grade 6, us looking at teachers as though they were all standing on the very cliff of retirement.

Not Mr. Gladman, or “Bags,” as we called him.

He was cool. He would teach in very different ways. He knew how to help you find your passion among the subjects.

He would spend all lunch hour

in the classroom, debating sports with the students. He would stay long after the final bell, talking about life or playing floor hockey with us until the janitors kicked us out of the gym.

And, yes, he would deftly utilize chalkboard erasers, or dense textbooks, or taped-up wads of paper as aerial weapons when the boys among us insisted on not listening during a lesson.

Back then, we accepted the brief pain from a Gladman missile as the price to pay for goofing off; today, such acts would likely result in court hearings — reason No. 546 why things were so much better then than now . . .

So now we’re embarking on the 2013-2014 school year. For kids, summer is done and it’s time to get those brains working again.

For parents, it can be time to remember the Mr. Gladmans of our youth, those special teachers whose remarkable gift in the

classroom remains fresh in our minds decades after the fact.

Is there another profession in which the talent and passion of those employed can have such a lasting impact shaping lives?

So, in honour of this, the real start to the year, a salute to the teachers who stay with me yet:

• To Ms. Wood, my Grade 1 teacher, my first-ever teacher, who introduced a boy of six to his first rapid heartbeat. Ms. Wood, you see, had only recently been crowned Miss Abbotsford.

• To Mrs. Martens, my Grade 4 teacher who perfected the schoolmarm look and who shared my love for zany BCTV weatherman Norm Grohman, often interrupting a math lesson to share laughs about the previous night’s antics.

• To Mr. Anderson, my Grade 7 teacher who may have been almost as hockey-crazy as us boys and who had a heart of gold. It was he who palmed the slip of paper bearing the name of the girl with whom I was madly in love, holding it to the end as students pulled names for Christmas gifts — and dropping it into the empty hat when I was to pick the final name.

• To Mr. Stewart, the legendary librarian/gym teacher/basketball

coach who would constantly bring out newspapers for my Grade 8 mind to read and read.

• To Mr. Toews, a high school teacher who could barely smile and rarely laugh, but whose strict teaching style was so good that, today, 27 years later, I still know all details of Louis Riel and the Red River Rebellion courtesy of an inventive system of organizing the issues (language, religion, racism, etc.) into a little poem.

• To Mr. Ratzlaff, whose unbridled passion for history was as addictive as crack, whose teaching style was so energetic one was exhausted when the bell rang. On. Jan. 28, 1986, on the morning the space shuttle Challenger exploded, history was my first class and Mr. Ratzlaff suspended the usual lesson and sat at the edge of his desk, just talking with his students about the tragedy.

I think he did that all day.To these teachers and all others

whose marks on this world — via lesson plans and airborne projectiles — live on in the minds and bodies of kids of all ages, welcome to a new school year.

Salute to teachers, welts and all

If you are a minority government with a goal of removing your province from the country, and you want to avoid talking about your bad economic record —  well, it must be time to pick on “the ethnics.”

It’s hard to come to any other conclusion about the motivation behind the xenophobic Charter of Quebec Values, unveiled earlier this month by the minority Parti Quebecois government in Quebec.

The term “the ethnics” was used by former PQ premier Jacques Parizeau, when the province came close to approving separation in 1995. A 50.6 per cent margin approved staying in Canada. Parizeau blamed “money and the ethnic vote” for the narrow loss.

His successors haven’t forgotten. The Quebec charter is a thinly disguised attack on non-Caucasian, non-“pure laine” Quebecois. These include those not from a Catholic background, those with a different skin colour, those who practise a religion other than Christianity (with a special aim at Jews and Muslims) and those who somehow look different, such as wearing a head covering or a symbol of their religion.

However, it is heartening to see strong reaction from the federal government and the two federal party leaders who represent Quebec seats — Thomas Mulcair of the NDP and Justin Trudeau of the Liberals. The Quebec Liberals and the second provincial opposition party, the CAQ, also oppose the charter.

Quebeckers should think back to when longtime premier Maurice Duplessis targeted Jehovah’s Witnesses 70 years ago. This attempt to ban religious symbols is a similar paranoid attempt to exploit differences for political gain.

Most Quebeckers are fair-minded people. Hopefully they will see political trickery for what it is, and reject an attack on their neighbours.

COMMENT

Many letters have been written about whether or not certain breeds of dog should be on a leash in public places.

Though I believe certain breeds are more dangerous than others, I agree with some writers that singling out one particular breed is discriminatory.

In some cases, owners are more responsible for the dog’s behaviour than the dogs themselves. That said, I also believe we are distracted from the real issue.

Pit bulls, German shepherds, Labs, huskies and, for the sake of argument, poodles. Statistics shows that they can all bite, and that should be the focus of the issue.

Which breed has the most biting shouldn’t play a part in making a decision on the leash issue. If there was only one biting incident, with any of them it would be one too many.

We should not wait for tragedies to strike.

The solution? If you take your dog out of your well-fenced yard, then you must put the leash on it. If you don’t, then you should be heavily fined. It’s that simple. 

Bottom line? Be a responsible owner, be respectful to others,

use the leash, and shorten the leash to no more than two feet when near other people.

Regarding the decision by TransLink to allow the anti-Israel “disappearing Palestine” ads, and to respond to Mr. Jason Lee specifically, we should all care about false, offensive and inaccurate advertising.

How would he like it if his grocery shop advertised an item at a certain price and when he got there found it was inaccurate and more expensive?

He should care—it might hit him personally sometime.

I was doing some tax planning for 2013 and discovered that the 2013 BC Basic Personal Tax Credits had decreased from 2012. I was confused because they are supposed to be indexed to inflation, i.e. I expected that they would be up in 2013, not

down. On further investigation I found this:

Seems to me that we are being punished for voting the HST out.

Swangard Stadium will be taken over Saturday, Sept. 21 by a women-only fitness challenge to raise money to send children with disabilities to Easter Seals Camps in B.C.

Dubbed Woman2Warrior, the event is hosted by the BC Lions Society for Children with Disabilities and features a timed run over five kilometres of trails, track and grass around Burnaby’s Central Park.

The 12-obstacle course will test participants’ strength, agility, balance and sense of adventure.

Women can enter as individuals or as a team, but each person must commit to raising a minimum of $300 for the cause. Once over the finish line, participants will be rewarded with

food, beverages, vendors, music, awards and prizes.

The money raised will support the society’s camping program which each year sends more than 900 kids with physical and/or cognitive

disabilities from across B.C. and the Yukon to a week-long camping trip at one of three accessible facilities.

If the province allows the sale of alcohol in supermarkets and convenience stores, the move should come with a heavy dose of education, says Burnaby Coun. Paul McDonell.

But first the government needs to acknowledge the health impacts of alcohol use, says an addictions expert.

With the provincial government currently seeking feedback for its review of B.C. liquor laws, allowing the sale of booze in supermarkets, as is common in the U.S., has been a repeated suggestion by some.

“If you’re going to do that, the educational component’s got to go with it,” said McDonell, chair of Burnaby’s social issues committee.

“Anytime you make something like liquor more available, then there’s sometimes problems associated with it because people don’t have the

responsibility.”McDonell said he personally

favours more open liquor laws, because the vast majority of people know how to handle alcohol.

“But unfortunately if it’s in the stores I guess we have to be a little bit concerned about underage people. Do we put more onus on store owners?”

There are laws that prohibit the sale of cigarettes to minors but

they still manage to get a hold of them, he noted.

“Back in the ’50s when I was in Quebec in the air force, I used to go buy [alcohol] in the corner store then. Here we are, 65 years later for god’s sake, and you still can’t buy it at the corner store. So we’re a little slow catching up to them.”

It’s likely such a move would be limited to beer and wine, like in the U.S. and other provinces, he said, suggesting the province would be reluctant to flood the market with hard liquor because of the significant

revenue such products generate for the government.

But before the government even begins to consider making access to alcohol more convenient, it needs to acknowledge the health impacts it causes in B.C., says Tim Stockwell, director of the University of Victoria’s Centre for Addictions Research of B.C.

Over a 10-year period, between 2002 and 2011, B.C. Vital Statistics reported 18,752 alcohol-related deaths, he said.

The B.C. Centre for Disease Control reported almost 190,000 alcohol-related hospital admissions.

And Statistics Canada reported 800,000 alcohol-related crimes.

While most people might consider alcohol addiction the greatest concern about increasing the availability of booze, Stockwell stressed you don’t have to be an alcoholic to die from illnesses or injuries related to alcohol.

Most people are not aware that research has shown alcohol use is linked to numerous types of cancer, he said. Nor are they generally able to figure out how much they’re drinking if they want to follow low-risk drinking guidelines as the amount varies depending on the type of drink and its alcohol content.

Alcoholism, “that’s a tiny problem compared to impaired driving, alcohol-related violence, cancer-related illnesses,” Stockwell said. “There’s about 60 ways alcohol can kill us, most people are unaware of most of those. Dependence on alcohol is kind of a minor issue in the big scheme of things.”

In its review of liquor laws, the government must first acknowledge the health risks, he said.

“I don’t think until we do that can we have a sensible conversation about whether we put it in a corner store or supermarket … or wherever we’re going to put it.”

The province will be accepting the public’s input and ideas until Oct. 31 before John Yap, parliamentary secretary for liquor policy reform, uses it to inform his report to Attorney General Suzanne Anton at the end of November.

D o you love culture?Burnaby certainly does! Culture Days, an annual weekend

that is celebrated across the country is back Sept. 27-29 with thousands of free, hands-on, interactive activities inviting you, the public to participate behind-the-scenes, and to discover the world of artists, creators, historians, architects, curators, designers and other creative people in your community.

Founded in 2009, Culture Days is a non-profit organization dedicated to building a national network of cultural connections

devoted to providing Canadians with opportunities to participate in, and appreciate, all forms of arts

and culture. Every September, hundreds of thousands

of artists and cultural organizations in hundreds of cities and towns invite the public to participate in free activities to discover their cultural spirit and passion.

For Burnaby’s cultural institutions, activities are planned for the arts precinct at Deer Lake Park, including the Burnaby Village Museum, the Burnaby Art Gallery, the Shadbolt Centre for the Arts and the Burnaby

Arts Council. One of the highlights of the weekend at the

Shadbolt Centre is the workshop and lecture by American figurative sculptor Beth Cavener

Stichter, who will present her unique approaches to sculpting the animal form in clay.

The free public lecture on Friday, Sept. 27, from 6-8 p.m., will focus on when she first began to see the world through the eyes of an artist and scientist, using the animal figure to describe the tangled web of human emotions and relationships.

This is a unique opportunity to experience the process behind this incredible artist.

One of the other featured groups performing on Saturday, Sept. 28 is the Westcoast Harmony Chorus, an award-winning group of about 45 women who sing four-part a cappella harmony.

The chorus is embarking on a 12-hour Sing-a-thon (9 a.m. – 9 p.m.) and will stop by the Shadbolt at 11 a.m. as one of several destinations in Metro Vancouver that day.

Meet artists, look at incredible works of art, watch and learn some multicultural dance and take part in an activity—these are just a few of the things that you can do when visiting the Shadbolt Centre during Culture Days.

BAG appoints new curator

Ellen van Eijnsbergen has been appointed the new director and curator of the Burnaby Art Gallery.

Van Eijnsbergen’s experience in the cultural arts includes a Bachelor of Fine Arts degree from Simon Fraser University, work as the visual arts coordinator of Evergreen Cultural Centre in Coquitlam.

She eventually became that facility’s visual arts

manager and has organized and curated over 40 local, regional

and international exhibitions, working with artists from the emerging to senior.

Since 2011, she has been the City of Burnaby’s fine arts coordinator at Shadbolt Centre for the Arts.

“I welcome the opportunity to work together with the staff and volunteers of the Burnaby Art Gallery to advance community engagement through public interaction with exhibitions, programs and the extensive collection of art work entrusted to the gallery,” she said.

In the northeast part of Coquitlam rises Burke Mountain, a new community of family-friendly neighbourhoods that is perfect for people who love the great outdoors while still being connected to everyday amenities. With a park within five minutes of every home on the mountain and new homes and amenities such as schools and shopping going up every day, it comes as no surprise that Burke Mountain is rapidly becoming a very popular place to live.

One of the biggest developers currently

building on Burke Mountain is Morningstar Homes. They recently started sales on their eighth project, and are one of the largest single-family home builders in the neighbourhood.

Outdoor lovers will find plenty to enjoy on Burke Mountain, with its system of trails that connects everything else in the neighbourhood. This makes the area incredibly pedestrian-friendly. In fact, Coquitlam’s first green street was built on Burke Mountain, inside Morningstar’s Belmont development. You’ll also find playgrounds, parks and other outdoor spaces generously sprinkled around Burke Mountain. A community garden is also in the works, so you can exercise your green thumb.

When the weather isn’t the best, you are within easy reach of shopping and dining opportunities at nearby Coquitlam Centre and the surrounding area. You’ll also find transit located here as well, making your commute just a bit easier. TransLink’s Evergreen Line is expected to open in 2016,

making it even more simple. You’re also within 30 minutes of downtown Vancouver by car, and within 40 minutes of the Vancouver International Airport.

However, you may not need to leave Burke Mountain at all. Among the commercial space that is currently under construction is Meridian Crossing. Subway and 7-Eleven are already open there, with other tenants expected to open this fall. Among them are Hiraku Sushi and a dental clinic. A village centre is also in the works with coffee shops, light retail and a community centre in the plans.

Burke Mountain is currently home to several schools, with more due to be built in the future. You’re also close to Douglas College’s Coquitlam campus, as well as Simon Fraser University in Burnaby.

The sense of community on Burke Mountain is readily apparent. If you take a walk around, you hear children playing, neighbours chatting and birds chirping. That feeling will only continue as the area grows.
