It’s business as usual at C.G. Brown Pool, but on Tuesday afternoon, Burnaby firefighters had a close call on their hands.

A car, reportedly driven by a middle-aged woman, was driven across the pool’s east parking lot before crashing into the building just before 2 p.m., according to Craig Collis, Burnaby’s assistant director of recreation.

“The vehicle was half imbedded into the laundry room and fortunately there were no injuries although the lone driver was shaken,” Collis said by email. There was no one in the laundry room at the time.

The driver ended up in the car’s passenger seat and needed help to get out of the vehicle, said assistant fire chief Bryan Virk.

There was no serious damage to the building’s structure and there was “no breach of the chlorine system which was lucky, it just missed by a foot or two,” said Virk. “Otherwise we would’ve had our hands full with a chlorine leak. We’re fortunate that wasn’t the case.”

Collis confirmed there was no disruption to the pool’s operations. The damaged area is now boarded and secured.

Pam Andrews and her daughter-in-law drove an hour from her home in Richmond to take her then-two-year-old grandson to a regional tourist attraction.

Andrews has multiple sclerosis and uses a scooter to get around. After they paid for their tickets, she was told her golden retriever service dog Cyber wouldn’t be allowed inside.

She said the staff questioned her need for the dog and didn’t care that

she had government identification showing Cyber is a certified service dog. She called the Burnaby-based Pacific Assistance Dogs Society (PADS), which trained Cyber, and even they weren’t able to reason with the staff.

Andrews, 53, got their money refunded but to make matters worse, when she asked to use the restroom before the long drive home, she was denied access again until the staff agreed to escort her to the washroom and back.

It’s situations like these that are

all too common for people with disabilities who rely on the support of service dogs. It’s also one that’s about to change, thanks to new provincial legislation introduced to guarantee service dogs access to anywhere the public is allowed.

“With these changes we can make sure that a fully certified dog will be appropriately recognized and won’t result in someone with a disability being turned away from a service,” Social Development Minister Michelle Stilwell said when the legislation was introduced recently.

Violators such as stores and restaurants who refuse entry to service dogs will also face stiffer fines of as much as $3,000.

There’s lots new with NewsLeader

The NewsLeader has a new owner, a new publisher and will soon have a new publishing day.

The sale of the NewsLeader, first announced Dec. 17, from Black Press Ltd., to Glacier Media Group closed this week. Glacier has appointed Nigel Lark, publisher of the Tri-City News, since 2009, to head up the NewsLeader’s operations as well.

Lark formerly managed dailies and community newspapers in England. Before joining Tri-City News he was at the Kelowna Capital News. He replaces Jean Hincks, who has been appointed as publisher of the Langley Times and Aldergrove Star by Black Press.

In addition, Glacier Media has announced the NewsLeader will be reduced from twice-a-week publication (Wednesdays and Fridays) to weekly. It will begin publishing on Thursdays beginning April 9.

As it was, Andrews said she didn’t file a formal complaint against the tourist attraction because “at the time there was no teeth to the act.”

Laura Watamanuk, executive director of PADS, which was one of the groups involved in creating the new rules, said the changes are a long time coming. Currently, the only real recourse would be to file a claim with the B.C. Human Rights Tribunal, a sometimes arduous task.

The new law would be enforceable by fines levied by police, she said.

Andrews’ MS results in fatigue and difficulty with balance and bending down. Cyber helps out by picking up everything from a crutch to a dropped coin, pushing buttons, pulling open doors and the like.

“He even puts his own dirty dish in the sink,” Andrews said proudly. A reporter saw Cyber hold off on accepting a treat of kibble until Andrews gave him the go-ahead.

Despite all that, she’s been refused service by taxis, restaurants and even a hotel – she’d booked an accessible room but was told she’d have to use a pet-friendly one, yet her scooter wouldn’t fit through that doorway. So she left.

Meanwhile, she’ll occasionally see people pretending their pets are service dogs to get access. Generic-looking “service dog” jackets are available to anyone online, she said.

And it’s people with legitimate service dogs that are most affected.

“Sometimes I get refused access and they’ll say ‘we had a badly-behaved service dog once,’” Andrews said.

That shouldn’t be the case if it’s a certified and properly trained service dog whose owners would also carry proper identification, she said.

“It is commonplace,” Watamanuk said of the fake service dogs.

The misuse is by “people wanting their animal with them for ease and convenience, which is not fair for those that the act is supposed to be supporting,” she said. “It is right of access for [people with disabilities] but it’s not right of access for somebody who just, out of convenience, wants to take a pet along with them on a flight or to the mall.”

The new legislation will tackle this also, by making such incidents of misrepresentation subject to fines as well. It would also require guide and service dogs to be trained

by an accredited facility, or to get certified to those standards if they are brought in from outside B.C. or are trained by non-accredited schools.

Certified service dogs will have to wear visible standardized ID tags or cards to make their status clear to business owners, landlords and transit staff.

The interest that’s been shown in the new legislation since it was announced is a sign that people’s awareness of the issue is being raised, said Watamanuk.

“I think the people that are out there just taking their own dogs as a convenience are going to be a little hesitant in doing so next

time. I really believe that.”Puppies-in-training will also

be given the same access as fully certified dogs, said Watamanuk who noted currently businesses provide access only on a goodwill basis but are not legally required to do so.

Dogs are the only animals that will be certified and recognized under the new law. Watamanuk noted that there’s an ongoing issue in the U.S. of people claiming other species of pets as often non-legitimate service animals, from monkeys and ferrets to kangaroos and pigs.

Andrews is also thrilled that certified guide and service dogs will have their tenancy rights clarified so they won’t be affected by strata bylaws restricting pets.

And retired service dogs will be protected, so owners won’t have to give them up after a new dog takes over their duties.

That happened with Andrews’ previous service dog, Gem, who supported her for eight years.

“The dogs get very attached, very loyal, they’re with you 24/7 and to rip that partnership

apart [is difficult],” she said. In her case, she was lucky to find a friend who lived one building over who could take Gem as a pet, an arrangement that got the blessing of PADS.

Watamanuk said the new rules will benefit both people with and without service dogs.

“A very large component is also protecting the public,” she said. If she’s going to a restaurant, she wants to know she’ll be able to enjoy her meal even if a guide or service dog is present.

“I expect that dog is going

to lay underneath the table, be seen and not heard and not a nuisance,” she said. “The public is allowed that right as well, as much as we’re allowed access.”

Andrews added, as a testament to the training of certified service dogs, she’s often told when she’s leaving a restaurant, “we didn’t even know the dog was there.”

The new legislation, if approved, is expected to take effect this fall.

New rules to benefit everyone

Burnaby Public Library is celebrating the end to renovations at its Bob Prittie Metrotown branch with an event on Saturday.

After three months of work to the first floor of the branch, the entrance doors reopened on Monday, March 23.

The upgraded space features more natural light, fewer barriers and a flexible design that allows the library to adapt to future demands on services and collections. Self-serve check out of items is now available, as well as a newly designed service desk that will be fully staffed.

On Saturday, the celebrations begin with the Metropolitan Concert Band performing next

door in Civic Square at 10 a.m., two shows of Puppet Palooza, a free puppet show for children aged four and up, at 11 a.m. and 2 p.m., refreshments at 1 p.m., and a scavenger hunt with prizes. Staff will be on hand to demonstrate and explain the new features at the library.

“We want to thank our library users for their patience, understanding and good humour throughout these renovations,” said branch manager Deb Thomas. “Our staff also deserves thanks for their resilience and resourcefulness during what has been a disruptive and often noisy few months for them.”

VICTORIA – The B.C. government has made its most significant moves in decades to address the needs of some of the province’s poorest people.

The largest financial commitment is for a new program to help single parents escape from the welfare trap. There are 16,000 single parents in B.C. receiving provincial income assistance or disability payments, most of them women.

Even if they could find an entry-level job, it wouldn’t pay enough to cover the child care they would need to go to work. Worst of all, the current system requires that if they enrol in training, they lose their income assistance, including dental and extended medical care for themselves and their children.

That is the welfare trap, one of the most perverse government policies to have survived into our supposedly enlightened modern era.

The new program takes effect in September. It will not only continue income assistance payments when single parents

enrol in skills training, it promises to cover their child care and transportation costs for an approved training program of up to one year.

Medical and child care costs will then be covered for up to a year after training, to allow a transition to employment.

Approved training means training for jobs that are identified as in demand, requiring high school and occupation-specific training that can be completed in a year or less. They include retail sales, general office work and assistance jobs in health services.

Another overdue policy change is to double the allowable earnings for all income assistance recipients from $200 to $400 a month. This gives people a chance to improve their

circumstances by taking whatever part-time or casual work they can manage, without having that little income cut from their already meagre welfare cheques.

And then there was the recent decision to end the claw-back of parental child support payments from income assistance payments.

The province has for many years run a costly child maintenance enforcement program to track down (mostly) deadbeat dads and force them to pay at least a token amount to support their children. Now when they pay child support to a single parent on income assistance, they will at least have the satisfaction of knowing the children actually receive the extra benefit.

These harsh, historic policies were built around a philosophy that welfare is a temporary last resort, to be withdrawn as soon as some other source of income is identified. That is a valid if unfashionable position to take on behalf of working taxpayers who pay for all this, but it only makes sense if the income assistance

recipient has a realistic option.For those who are already in

the entry-level job market, the minimum wage goes up 20 cents an hour in September, from $10.25 to $10.45. This is the beginning of an annual review that will tie the wage to the consumer price index.

A paltry sum, to be sure, but anyone who still thinks jacking the minimum wage up to $15 an hour is a magic solution that won’t cost some entry-level jobs is clinging to a socialist dream world.

• I have been contacted by several low-income seniors who read my recent column on B.C.’s Seniors’ Advocate. They were asking where to find out if they are eligible for support programs such as the SAFER rent subsidy, assistance for Medical Services Plan premiums, property tax deferment and grants to help with home modifications for disabilities.

I apologize for this oversight. One place to start is the Seniors’ Advocate toll-free information line, 1-877-952-3181, weekdays 8:30 a.m. to 4:30 p.m.

Making real progress on poverty

For those who drink responsibly, the opening up of B.C.’s liquor policies can only be a good thing. From Sunday openings at B.C. government liquor stores to the convenience of B.C. wine availability at grocery stores, buying booze will become more convenient.

But make no mistake, competitive pricing will also be necessary in this new environment. The government has already promised to level the playing field with wholesale pricing so private liquor stores will no longer be at a disadvantage.

It will be up to consumers to determine where they get the most bang for their buck and for the first little while, it’s going to take some comparison shopping.

Many fear this switch to a new wholesale pricing system will hike prices of more expensive hooch. Others worry that if the government eliminates tax-in display prices, as it has promised to do to save costs, consumers will end up paying more if the shelf price isn’t lowered to accommodate the change.

Meanwhile, private liquor stores, which already have tax-in pricing, aren’t likely to change their system in line with the government liquor stores and so it will be up to consumers to see where they get the most value.

Typically, private stores charge a bit more for booze, because they’ve been paying more to obtain it, but consumers will want to see if private retailers are passing any savings on to customers.

The province undoubtedly doesn’t want to lose its competitive advantage because booze revenue provides as much as $4.3 billion to government coffers, according to the BC Government Employees Union. The goal should be responsible alcohol consumption, convenience and competitive pricing to benefit the consumer as well as a revenue stream that keeps both government and private liquor stores strong.

It is worrisome that, instead of dealing with the pressing economic and social problems facing our country, our federal government is spending its time manufacturing concerns where none existed before.

And it’s not just a case of making mountains out of molehills. It’s much worse. It’s about creating fear, suspicion and doubt.

Take for example the prime minister’s proposed “life means life” bill. The implication is Canadians don’t want murderers walking the streets. Has there been a public concern about this? No. It’s a false issue.

In point of fact convicted lifers never escape the sentence. One third may get out of jail after 25 years but they remain on parole for the rest of their days. The other two-thirds? They stay locked up.

Another instance is government reaction to a Federal Court decision that reaffirmed the right of a Muslim woman to wear a veil while taking the citizenship oath.

Stephen Harper publicly pronounced such a practice as “offensive” and “not the way we do things” in Canada. This from the leader of a multi-cultural democracy? And why single out something that, comparatively speaking, happens only rarely?

Then there is the non-event created by Defence Minister Jason Kenney. He claimed

Russian fighter planes “buzzed” Canadian naval vessels on patrol in the Black Sea. Later, the NATO commander concerned said it didn’t happen. But by then the misinformation had spread coast to coast: Canada had been threatened by the big bad Russians.

And, of course, there’s the xenophobia surrounding Bill C51.

In a public safety committee hearing last week Conservative MP Diane Ablonszy brazenly asked the head of the National Council of Canadian Muslims to explain “continuing allegations” that his organization had an “operating relationship” with a Hamas-front group. Ablonszy might just as well accused him of being a terrorist. And she got away with it only because of her parliamentary immunity status.

The thing is, I know Canada can be better than this. The country in which I grew up was different. Our political leaders espoused values that were judicious, tolerant, non-aggressive and respectful of all cultures. As a nation we cherished the ideal of a community where no one was shunned or shut out. We did not make war. We tried to prevent it. We did not challenge others’ dress or prayer. We accommodated it. We did not demonize. We humanized.

Re: Trash cans at every bus stop needed, (NewsLeader, March 20).

I agree with the writer, we should have trash cans in bus stops, in front of convenience stores and I’m going to add, in all other public places .

However, to keep our streets, our city clean, it is also my responsibility and everyone else’s responsibility. If we’re waiting for a bus, if we’re outside of a convenience store or anywhere else on city property or otherwise, and we create garbage, the absence of a trash can does not give us the right to dump it on the ground. Littering it’s neither legal nor glamorous.

Our garbage, it’s our responsibility. In the absence of public trash cans, we must take our garbage home and dispose of it then, in our own garbage cans.

We have many issues in the city that, because of their complexity, are very hard to resolve. This one is as simple as 1-2-3. Respect your city, respect others, respect yourself!

Are another million people really coming?

Mayors repeatedly say Metro Vancouver’s population will grow by another million people over the next 30 years.

That statistic underpins the entire Yes campaign case for transportation expansion. So is it accurate?

The projection the mayors use is a forecast from Metro Vancouver regional district planners that the current 2.5 million people in the region as of 2015 will reach 3.53 million in 2045.

Demographer Andrew Ramlo at Urban Futures says his firm has its own population estimates and projects the extra million residents will arrive a few years sooner – in 2041, after 26

years, instead of 30.The provincial government’s BC Stats office

has a slightly lower estimate of nearly 3.41 million by 2041, compared to Urban Futures’ 3.48 million that year.

Ramlo says his firm assumes net migration of nearly 30,000 people into the region each year. That’s slightly above the pace of around 25,000 in the past year or two but below recent peak years of 45,000 – essentially on the average pace

the Metro-only numbers ignore population growth in the Fraser Valley, which also increases traffic congestion and transit demand in Metro.

“We know we’ve got a good number of people living in the Valley who are working in Metro or living in Metro and working in the Valley,” Ramlo said.

Add Fraser Valley population growth in, he says, and the gain for all of the Lower Mainland

by 2041 is 1.22 million and the one-million increase is reached in 2036.

“Whether it’s a million people in 2036, 2041 or 2045, we still have to plan for them and it’s the planning we can do in the short and medium term that will put us in good stead to deal with those changes.”

Where do all the new people come from?

International immigration is by far the largest source, adding 40,000-plus net new residents most years, while there’s typically a net outflow of several thousand from Metro to other regions of B.C., a few thousand arrive in Metro from other provinces and smaller gains come from the “natural growth” of births exceeding deaths.

Some referendum commenters suggest the region should stop accepting more people.

But freedom of movement is a fundamental right in Canada, Ramlo notes, and immigration policy is set by Ottawa.

“We’ve got really zero control over that because immigration levels are set at the federal level.”

Adding more newcomers is essential to fill the jobs that will support the province’s aging, increasingly retired population, he added.

“Where is your next nurse or care aide going to come from?” Ramlo asked. “It’s not just

Starbucks jobs we’re talking about. It’s people’s doctors, people’s dentists, hygenists, your physiotherapists.”

Metro cities are not entirely powerless to keep new people from coming here.

City councils could refuse to approve any more residential development – Port Moody did just that at one point until a funding impasse was resolved to get the Evergreen Line built.

Ramlo acknowledged a new housing ban would be an option for cities, and there may be pressure for no-new-growth policies if the No side wins.

He predicted that would slow but not stop the incoming flow of people to Metro Vancouver, resulting in enormous pressure to fit new arrivals into a capped

housing supply through means such as many more illegal suites.

He also warned there would be a profound effect on real estate markets if all new home construction was cut off for an extended period.

“There would be very significant upward pressure on prices,” Ramlo said. “You think we have affordability challenges and issues right now? In that situation, they would grow at an exponential rate.”

Eggs are symbolic of Easter. They’re colored, decorated, hidden, and used in decorative items for the home. The one caveat to eggs is that they are quite fragile, and even hard-boiled eggs can be rendered useless with one accidental drop or blow. Instead of relying on breakable eggs for Easter fun, consider making stronger ones instead.

Symbolic of rebirth and renewal, eggs are an integral part of setting the scene come early spring. Selecting a less fragile material to create the looks of real eggs can increase the potential for using them in many different applications. One of the easiest ways to create harder-to-break eggs is to make them out of clay.

Modeling clay is a versatile medium that can be used to make everything from clay eggs to bunny figurines to religious items synonymous with Easter.

A visit to the local craft store or even a chain retailer will likely turn up different clay products, which come in a variety of colors. You can create pastel-colored clay by mixing primary colors with white clay if you cannot find pastel colors in the store.

There are two main ways to create egg shapes out of a ball of clay. One way is to roll a ball out of the clay and then roll it vertically between your hands to make the smaller end of the egg. Another is to use a plastic egg as a mold and stuff the clay inside. Pop open the top of the plastic

egg and then gently tap the clay out.

You don’t even have to color your clay if you don’t feel up to it. You may also use white clay, allow to dry, and then paint them using acrylic paints. Mix two clay colors together before forming into an egg to achieve a marbled effect.

Also think about adding embellishments like stickers, ribbon, bows, and flowers to the eggs, much in the same way you

would decorate real eggs.To display clay eggs in a vase

or to attach to a spring wreath, thread a dowel or piece of florist’s wire into the egg before allowing to harden completely. Then attach them as needed.

Clay eggs can be used in place of regular eggs in just about every traditional egg use -- except of course for making egg salad! Plus, making clay eggs is a fun and safe craft for all ages.

Easter eggs are a centerpiece of many family traditions come Easter Sunday. Easter eggs symbolize fertility and rebirth to some, but many people associate Easter eggs with youngsters scouring the yard in search of treasure.

Whether Easter eggs are associated with secular or religious beliefs, these colorful staples of Easter Sunday are an integral part of springtime holiday decor and celebrations. Certain misconceptions about Easter eggs have developed over time, and the following are some of the more common myths about Easter eggs that have made the rounds.

Myth: Easter eggs are safe to eat after your egg hunt is over.

Fact: Hard-boiled eggs generally remain safe to eat at room temperature for about two hours. If the temperature outside or indoors is very warm, the eggs should be eaten within one hour. People risk food-borne illnesses if they consume Easter eggs that have been left out for several hours or overnight. It is better to dispose of colored eggs after the annual egg hunt or at least keep hard-boiled eggs refrigerated until the hunt begins.

Myth: It is unsafe to eat all dyed Easter eggs.Fact: Whether dyed eggs are safe or not depends

on the type of dye used. Many kits use vegetable-based dyes that are food-safe. These same pigments are used in traditional food coloring. Even if the dye has penetrated beneath the shell, it should still be safe for consumption. Kits for blown-out eggs may use dyes that are not food-safe. Also, people who are allergic to certain food dyes might want to avoid eating dyed eggs.

Myth: Pastel-colored eggs have long-rooted religious significance.

Fact: An Easter egg hunt is a tradition that originated with pagan spring festivals. But like many pagan practices, Easter egg hunting was eventually adopted by Christians and assigned religious significance. In the Orthodox and Eastern Catholic Churches, Easter eggs are dyed red to represent the blood of Christ shed on the cross. The hard shell of the egg symbolizes the sealed Tomb of Christ for many. In A.D. 1610 under Pope Paul V, the Christian Church officially adopted the Easter egg custom that the eggs symbolize the resurrection.

Eggs in a NestHere’s a creative way to show off clay eggs.Materials:• 2 to 3 eggs depending

on size• Moss or raffia • Ribbon• Florist wire

Directions:Weave or shape the raffia or moss into a nest shape large enough to fit the clay eggs. Secure as necessary with the wire. Decorate with bows made out of ribbon. Place the eggs into the nest and display where desired.

Clean energy cars now more affordableThe long awaited rebate incen-tives designed to encourage British Columbians to buy clean energy cars were announced this week at the Vancouver Interna-tional Auto Show.Minister of Energy and Mines Bill Bennett announced a scheme to offer incentives of up to $5,000 for the purchase or lease of a new battery electric or plug-in hybrid electric vehicle, and up to $6,000 for a hydrogen fuel cell vehicle, When combined with new SCRAP-IT program incentives revealed here last week, the total savings could be up to $8,250 for an electric vehicle. The incentives are expected to reduce greenhouse gas emissions by the equivalent of taking 1,400 cars off the road and are part of Phase 2 of the Clean Energy Vehicle (CEV) program. The program will distribute $10.6 million from the Province’s Innovative Clean Energy Fund over the next three years for the following purposes:

◼ $7.5 million for point-of-sale incentives for electric and hydrogen fuel cell vehicles.◼ $1.59 million for investments in charging infrastructure and hydrogen fuelling infrastructure.◼ $1 million for incentives for commercial

fleet purchases of clean energy vehicles.◼ $500,000 for research, training, and public outreach on clean energy transportation technology.

Today, electric vehicles typically cost about 25 per cent more than non-electric vehicles, but the incentives will narrow that price gap. Electric vehicle owners typically save about 75 per cent on their fuel costs, which adds up to $1,600 per year. An analysis will be conducted to identify gaps in the location of

charging infrastructure and determine the most effective way to deploy infrastructure funding. This will include looking at what locations (multi-unit residential buildings, downtown parking areas, shopping centres etc.) would best support increased adoption of electric vehicles.The first phase of the CEV program ran from 2011 to 2014 and helped support the purchase of 950 electric vehicles and the development of over 1,000 charging stations, and resulted in 57,000 tonnes of direct emissions reductions – equivalent to taking approximately 1,000 vehicles off the road.

The Ministry of Energy and Mines will administer and implement the CEV program through partnerships with the New Car Dealers Association of British Columbia, the Fraser Basin Council, and the Canadian Hydrogen and Fuel Cell Association. Quote: Blair Qualey, president and CEO of the

Sportwagon scores a hole-in-oneAUSTIN, Tex. – The latest seventh generation Volkswagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles. The effort and billions of dollars, VW invested in its small car plat-form, called MQB, is at the core of this success. This lighter, yet stronger platform is so flexible the Volkswagen Group has plans to use it for dozens of vehicles throughout the many brands it builds. The benefit to the con-sumer is a vehicle that is lighter, can use a smaller, more efficient engine and, with huge econo-mies of scale, VW can lower the price. The Golf hatchback along with the sportier GTI is available in the market now and very soon the Sportwagon (station wagon), built on the same successful platform, will arrive. LooksOne could be forgiven for not noticing the major changes in this 2015 model but that is the way VW likes to do things-- keep the exterior looking familiar, yet radically update the things that are less obvious. The one thing that should get any buyer’s at-tention is the new starting price of $22,495, which is roughly

$1,100 less than the last model. In addition, the base model gets standard 15-inch alloy wheels, heated seats, Bluetooth and a backup camera for a total of $2,000 of additional value. The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline, with a $1,400 premium for an automatic transmission and $2,300 more for a TDI diesel engine.InsideThis Sportwagon is a true sport utility vehicle. It has the lower, sportier stance of a car coupled

with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear passenger head-room, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall. DriveWhat can’t be seen but is instantly obvious when driving is the new 170hp 1.8L turbo-charged base engine, that is so much more advanced and responsive, compared to the old, less efficient 5-cylinder in the previous model. This engine has superb mid-range torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional diesel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient,

rated at 7.7L city and 5.4L on the highway. Considering this engine is $2,300 more expensive, the new turbo gasoline engine will certainly be a sensible choice for drivers that don’t pile on the kms. The gasoline engine gets a 5-speed manual or a 6-speed automatic; the diesel gets a 6-speed manual or the high-tech duel clutch automatic. It’s too bad both engines are not offered with the TDI’s transmissions. Great news for VW fans, waiting for all-wheel drive (AWD), the 2017 model will arrive with AWD in the Sportwagon and that

technology should spread to the rest of the Golf line.VerdictVolkswagen held the launch event for this Sportwagon in Texas, hoping for beautiful sunny weather but we were treated

to pouring rain. With the wipers plugging away and the radio on, this latest Golf feels all grown up, almost “Audi Light.” The smooth power, along with the good feedback to the driver, plus the well-insulated cabin reminds us why this car has won so many awards. Gaps in oversight leave students vulnerable: B.C. OmbudspersonJeff [email protected]

Private career training schools need beefed-up oversight and enforcement to better protect students, according to the results of an investigation by B.C. Ombudsperson Kim Carter.

She’s recommending a student bill of rights and an expanded complaint process after releasing a 180-page report that outlines numerous deficiencies in how private training schools are regulated.

“Gaps in the oversight of private career training institutions leave students vulnerable in a number of ways,” she stated in her report.

The report said the career students to date have had “second-class protection” that should be equivalent to what public post-secondary students get.

More than 300 private training institutions sell at least 48,000 students a year on the hope of becoming a pipefitter, commercial diver, hypnotherapist, health care assistant or naturopathic doctor — among numerous other programs that Carter said form a “significant part of our education system.” About a quarter of courses charge more than $11,000. Most students are women, many have low incomes and about a fifth of students are international.

The systemic investigation of the industry came in response to repeated criticism about the quality of career training, misleading advertising and an inadequate complaints process as well as reports of fly-by-night schools that took students money then shut down or went bankrupt.

Carter’s findings

back up many allegations. One complaint probed involved a student who enrolled in a traditional Chinese medicine program and later complained the school misled her into believing it would be recognized. A since-disbanded oversight agency initially refused to hear her demand for a refund because she didn’t file the complaint within a six-month window but, after Carter’s office began investigating, the agency relented and ordered the school repay her $43,600.

Carter said other otherwise valid complaints were dismissed based on strictly imposed time limits. Another career school expelled a student on the basis of a complaint made by another student without giving the accused any chance to respond to the allegations. Carter said students can be left in the dark about problems with a school or program and have few options for redress if they’re affected.

The previous industry-led oversight body — the Private Career Training Institutions Agency – was eliminated a year ago by the provincial government, which promised a new regulatory model run by the advanced education ministry.

The government has introduced legislation and detailed regulations are expected by fall.

“It will create higher quality standards for the sector and establish broader enforcement mechanisms to better protect students,” Advanced Education Minister Andrew Wilkinson said in an emailed statement.

Carter said in her report the new legislation “unfortunately” appears to address only one of six key recommendations.

NDP advanced education critic Kathy

Corrigan said while the new legislation provides power to fine, suspend or close schools, it leaves major holes.

She said there’s no regulation of overseas agents who recruit international students.

“Language schools do not have to register under the act,” Corrigan added. “So there’s

going to be no way of managing bad apples in that group that choose not to register.”

The province has placed a heavy emphasis on expanding career training to prepare the labour force for expected growth in resource sectors, such as liquefied natural gas.

Drivers must vacate the left lane when a vehicle comes up behind them, unless they are passing another vehicle, avoiding debris on the road, allowing traffic to merge from the right, preparing to turn left or passing an official vehicle stopped on the highway.

That will be the rule any time when the speed limit is 80 km/h or higher and traffic is moving at more than 50 km/h, under changes coming to the Motor Vehicle Act.

Hogging the left lane and holding up traffic is already a ticket offence, but one that police found difficult to enforce due to the wording of the legislation, said Transportation Minister Todd Stone. The fine continues to be $109 for unnecessary use of the left lane.

Stone said slow drivers in

the left lane are a big frustration, prompting drivers to pass on the right, which is also illegal. The changes are not intended to encourage people to exceed the speed limit in the left lane, he said. 

Amendments tabled in the legislature Monday also aim to clarify the province’s roadside driving prohibition law, after court challenges. That law gives police powers to impound vehicles and suspend driving privileges for up to 90 days after a driver blows a “warn” or “fail” level of blood alcohol on a roadside screening device.

The “immediate roadside prohibition” program took effect in 2010, effectively replacing most impaired driving charges with administrative penalties, including a three-day driving ban and a $200

administrative fee for those who register between 0.05 and 0.08, if the police officer has reason to believe the driver is impaired.

The B.C. government has revived its emission-free vehicle subsidy program, offering up to $5,000 to buyers of battery-powered and plug-in hybrid cars.

Energy Minister Bill Bennett announced the program at the Vancouver Convention Centre as it set up for the annual auto show this week. B.C. will spend $10.6 million, most of it for vehicle purchase rebates and the rest to finance new car charging stations.

The program takes effect April 1 and is funded to continue until March 2018. Those scrapping a 2000 or older vehicle can receive an additional $3,250 toward a new battery electric or

eligible plug-in hybrid under the BC Scrap-It program.

Even with the rebate, an electric car is more expensive to buy than a comparable gasoline-powered vehicle but the fuel savings average about $1,600 a year

compared to gasoline.B.C.’s last electric

vehicle rebate program ran from 2011 to 2014, subsidizing the purchase of 950 electric vehicles and more than 1,000 charging stations.

Bennett said electric vehicles and charging stations are not just a big-city option,

and some are used in his hometown of Cranbrook and other towns across the province, despite their shorter range.

“Anybody with a 200-amp service can put a 30-amp breaker on their panel, put a charging station in their driveway or in their garage and charge

their vehicle at home,” Bennett said.

That option won’t qualify for any provincial subsidy, other than for the vehicle.

The program also includes rebates of up to $6,000 for hydrogen fuel cell vehicles, which are still not sold in B.C.

Hydrogen vehicles were heavily promoted leading up to the 2010 Winter Olympics, with a fleet of 20 transit buses provided for Whistler.

They were parked late last year, after bringing in hydrogen fuel from Quebec to keep them running. If they can’t be sold they will be converted to diesel.

Hydrogen fuel cell cars are available in California, although at least one manufacturer expects to have them available in B.C. within two years, Bennett said.
