Two Burnaby RCMP officers were injured Tuesday afternoon during the arrest of a man who had been behaving erratically.

At about 12:30 p.m. Burnaby Mounties responded to a call of a robbery in progress at the Scotiabank in The Crest shopping centre located in the 8600-block of 10th Avenue in Burnaby.

“As it unfolded it became evident there was something more going on,” said Burnaby RCMP Staff Sgt. Chuck McDonald, the first officer on the scene.

“His behaviour suggested that there was more going on with him than the average person and he was posing an immediate threat to the staff and customers at the bank.”

McDonald said he doesn’t believe the man intended to rob the bank. He had apparently earlier been in the Pharmasave store a couple doors down, displaying erratic behaviour.

“It appeared any problem had resolved itself but obviously it just transferred itself to another location,” he said.

Like the wheels on the bicycles his family’s shop has been selling for almost 40 years, Neil Davies knows everything comes around again.

The most recent return is one he’s sure will make his customers smile.

On April 1, the Provincial Sales Tax is back, along with the GST, replacing the Harmonized Sales Tax that was implemented in 2010 and then ditched in a referendum in 2011. The good news for cyclists is the PST exemption on bikes, parts, safety equipment and repairs also returns.

Bike store owners were among the HST’s most vocal opponents, as it meant an extra seven per cent on purchases of bikes and gear. An online petition protesting the tax gathered thousands of signatures. A rally was organized at the provincial legislature in Victoria.

Shops like Davies’ Jubilee Cycles girded for a decline in business.

But Davies says that never happened.

That’s because most casual cyclists were never really aware of the sales tax exemption—in place in B.C. since 1981—in the first place. So when it disappeared, they didn’t

Man faces charges

At the bank, McDonald attempted to arrest him but ended up straining a shoulder and getting a couple of bruises. When another officer arrived at the scene a struggle ensued during which the second officer also injured his shoulder and McDonald was hit in the head a couple times with a heavy metal three-hole punch.

“Both of us got banged up pretty good but in the end no one was seriously injured,” McDonald said.

“I don’t think we fully understand what was going on with him yet,” he said of the suspect.

The man remains in custody and police are requesting he be remanded in custody.

He faces charges of causing a disturbance and various assault charges, but not robbery.

Local dancer off to international festival this weekendMario [email protected]

Diego Sanchez grew up in Canada.

But whenever he laces up his shiny black leather dancing shoes and fires up the salsa music, he’s transported to his grandmother’s home in Colombia, the smell of tamales wafting from the kitchen.

“Salsa dancing was my original connection to know where I was from,” says Sanchez, who’s been dancing competitively and teaching salsa to others for 16 years at World Dance Co., the Burnaby studio he operates with his sister Erika.

This weekend he’ll be celebrating salsa with thousands of other dancers and enthusiasts at the fourth annual Vancouver International Salsafestival which runs through Sunday at the Westin Bayshore and other downtown locations.

Sanchez was only three or four

years old when he first started dancing the salsa. His sister needed a partner; he was available and keen.

Unlike other dance disciplines such as ballroom and waltz with regimented steps and patterns, salsa is creatively free and

expressive, says Sanchez. From their roots in Colombia, Cuba,

Los Angeles and New York, the moves evolve, intersect and head off in new directions.

“Almost no one dances alike. You can mix and match styles and create your own.”

At the studio Sanchez teaches students from many cultures, each bringing their own unique touch and flavour. That mosaic makes the Lower Mainland special in the salsa community and helped spur his studio’s 12-dancer Grupo America team to a championship in Cuban salsa at the World Latin Dance Cup 2012 in Miami.

“You don’t have to be Hispanic to do it,” says Erika. “Dancing is very universal. It’s a reflection of our community.”

At this weekend’s Salsafestival, Sanchez will be able to dance with and learn from salsa lovers from around the world including Eddie Torres, the grandfather of New York-style salsa.

“It’s pretty inspirational,” says Sanchez.

“It really energizes me as a teacher and a choreographer.”

Burnaby’s Festivals Burnaby grant program will continue for another three years after council approved $670,000 in further funding from gaming revenues.

The program started in 2010 as a way to assist community groups in putting on festivals and special events in Burnaby, as well as provide a formal source of support for city-run events at Deer Lake Park and fund

event-related costs incurred by Burnaby RCMP and the parks and engineering departments, according to a city staff report.

Of the funding, $250,000 provides grants for community festivals and events through an application process and $220,000 covers unbudgeted city costs in support of the events. Another $200,000 is to support the Burnaby Blues and Roots Festival, the Vancouver Symphony Orchestra concert at Deer Lake Park and free summer programs and performances at Civic Square Metrotown.

In 2011, the program provided $104,760 to community groups and in 2012, it was $120,820.

Coun. Pietro Calendino, chair of the executive committee of council, said at Monday’s council meeting that it didn’t use up the entire funding allotment “because we wanted to be cautious and conservative,” and make sure groups were able to put on festivals of such magnitude and be responsible with their use of public money.

“I think we’re now more comfortable allocating to what the demand is,” Calendino said.

The program has attracted applicants from regular events and a few new events, and has helped promote the many annual events in Burnaby, the report said. It has also provided sustained funding for related city costs, which helps in planning.

Council approved amendments to criteria for the grant applications, including that applicants must show an ability to be self-sufficient. Organizations will also be limited to a maximum of one grant per year.

Categories for applications are also being changed.

“Neighbourhood events” will now be those with budgets of up to $10,000 and are eligible for maximum grants of 40 per cent of expenses up to $4,000, up from the previous $3,000.

Small-scale festivals and special events will be those with budgets up to $30,000 and are eligible for grants to a maximum 40 per cent of expenses up to $12,000, up from $10,000. And large-scale events will be those budgeted at over $30,000 and are eligible for a maximum of 33 per cent of expenses up to $25,000, down from the previous $50,000.

Burnaby RCMP are seeking a break-and-enter suspect and warning of tactics typically used by thieves to get into apartment buildings.

Burnaby has seen a real increase in break-ins to apartment buildings in the last month, particularly to common areas and laundry rooms, said Burnaby RCMP Staff Sgt. Andy LeClair at a recent press conference.

Suspects are getting into buildings mostly by non-violent, simple means.

For instance, they’ll pretend to be talking on a cellphone then walk up behind someone as they’re entering the building, a tactic of “polite distraction,” said LeClair, who heads the detachment’s break-and-enter task force.

“The person entering the building doesn’t want to be impolite or distract this individual [on the phone] who’s obviously busy and they’ll hold the door open for them in some cases,” he said. “Don’t fall for it.”

LeClair showed daytime video surveillance footage taken in late February at a Metrotown-area apartment building of a suspect “who just looks like a normal guy.”

In it, the man is seen trying to get buzzed into the building via the intercom.

When that doesn’t work, he pulls out a cellphone and

pretends to be on a call. No one approaches to open

the door, so he gets impatient and pulls a large screwdriver out of his pocket and breaks the glass in the door, eventually unlocking it.

This is a tactic often used by thieves who then break into

individual suites inside, LeClair said. In this case, the suspect went to the building’s laundry

room, damaging the machines while breaking into them and stealing the change inside.

The suspect is believed to be responsible for several such break-ins. Anyone who recognizes him is asked to call Burnaby RCMP’s break-and-enter task force at 604-294-7618.

“What we need the public to do is be the guardian of that front door. Do not let people into your building if they don’t live there, regardless of

how innocent they look. The innocent ones are the ones that are doing us the most damage.”

LeClair stressed that people should not be confrontational but that strangers should not be allowed inside a building unless they’re buzzed in by a resident first. If the person becomes aggressive, step back inside and call 911.

Police should also be called whenever people notice anything suspicious.

As for residential break-and-enters, he said Burnaby RCMP saw a “doubling” of such incidents in December and January, prompting the creation of the break-and-enter task force and the recent arrests of several prolific offenders.

February has seen a “significant decrease” in break-and-enters but they’re still higher than police would like, he said.

Dolphin project to include 11 units of accessible housingWanda [email protected]

Burnaby city hall is contributing more than $95,000 towards the costs of 11 units of accessible rental housing in North Burnaby.

The units will take up the second floor of a four-storey mixed-use project being planned for 4555 Hastings St., currently the site of the Dolphin Theatre.

The accessible units will be purchased by the Vancouver Resource Society, a non-profit organization that provides rental housing for people with disabilities. Established in 1972, it serves more than 150 clients and currently operates two group homes in Burnaby. It owns about 260 apartment units and 30 properties in Metro Vancouver and Victoria.

The proposed rezoning will include a requirement that a Section 219 covenant be registered on title to ensure the units continue to be used as accessible rental housing, said a city staff report.

The units will be rented at market rates of an estimated $1,038 to $1,100 for a 600-square-foot, one-bedroom unit.

Rent revenue will cover the costs of mortgage payments, property taxes, strata fees, insurance, maintenance and management, said the report.

The society expects the rents to become more affordable as the mortgage is paid off over time.

The units will be wheelchair accessible and Burnaby residents will be given priority. The society plans to apply for funding from the Fraser Health Authority to provide 24-hour home support services for the tenants.

The city’s

contribution will come from Burnaby’s housing fund, made up of a 20 per cent portion of the

community benefit funds paid by developers who receive bonus density for their projects.

The money will pay for

city-related costs of those 11 units—application and permit fees ($21,031), off-site servicing ($36,026) and the parkland acquisition levy ($38,100). Council turned down an additional request for $110,000 towards capital costs, as the

housing fund has not been used for that in the past.

The developer, Heights Entertainment, is taking no profit on the society’s portion of the project, said Coun. Colleen Jordan, chair of the city’s community development committee.

Jordan noted the society is pleased at the location of the project in the Heights, where its tenants will be able to access a wide variety of community services in their own neighbourhood.

During a later discussion of the proposed implementation of the city’s social

sustainability strategy, Mayor Derek Corrigan called the Dolphin project a good example of one “that delivers housing for people who are often marginalized and it’s a real compliment that the Vancouver Resource Society has looked to Burnaby to be able to establish something like that.”

We don’t need to Beware the Ides of March.

But we should be aware of March 18. On St Patrick’s Day, March 17, couples living together may go blissfully to bed, having celebrated with the Irish or not. On March 18 they wake up to changes in the Family Law Act of BC.

In a nutshell: couples living in a marriage-like relationship for more than two years will have the same property rights as married couples, should they split.

Ka-boom! That’s going to blow a few casual relationships out of the water! Some 22 year olds will be hesitating, maybe even for an hour or two, over moving in together. Some 25 year olds will remember what their dad said, “it’s easier to move in than move out.” And a few 30 year olds will take a second look at their partner’s assets. And calendars will be checked.

Did we pay half each for the big-screen TV? What about the bikes, payments on the car, student loans? What about the dog?

What about debt? After March 18 debt is shared too. Oh boy.

I heard the phrase “sliding,

not deciding” a few days ago as a friend described her son and his girlfriend’s new living arrangements. Of course mum’s glad he finally moved out (he’s 28) because he needed a change, needed to live his own life. But she wonders if sharing an apartment is more a case of lust, cost and convenience than personal commitment. (They’ve known each other four months.)

Suddenly the pluses of living together have a counterpart: the consequences of sharing a home if the relationship ends. Jackass comments like, “I’m taking her for a test drive,” or “it’s half the rent and all the ASSets,” will fizzle as moving in together has greater repercussions.

Common law partners are now considered spouses. Same-sex couples too. The legal definition of spouse: married people, people cohabiting in a marriage-like relationship for more than two

years, and people cohabiting less than two years who have a child together.

So, live together for three months, she becomes pregnant, he leaves, and whammo! It’s onto the division of assets, and spousal and child support. Assets include real estate, cash, RRSPs, pension benefits, cars, boats, power tools, and time-shares in Costa Rica. Property owned by a spouse prior to living together is excluded, but increase in the value of that property is considered to be part of the couple’s assets.

I’m not saying this is wrong. I think it is time to deal legally with common-law relationships in the same way as with marriages.

Not long ago it used to be “what’s mine is yours, and what’s yours is mine.” Then pre-nups came into being. Will we see “pre-habs” for the “what’s mine is mine, and what’s yours is yours,” crowd? A cohabitation agreement may become very popular. It would lay out the details in black and white, and it would make cohabitors think twice about their choices. Good idea.

She wants a trip to Hawaii, but he wants another tattoo. He

wants to renovate the kitchen, but she wants to take flying lessons. Who knows the result of those discussions, but both he and she will certainly have a clearer idea of the other’s personality and expectations. There’s nothing like a money talk to highlight the differences in a couple’s thinking.

With luck, the financial discussion leads people to have a conversation about their future as a couple, so neither partner continues the relationship with unrealistic hopes. She doesn’t want children but he does? He wants to live close to family but she wants to move to Indonesia? Better to sort that out.

It’s about a month from the blissful love of Valentines Day to the thoughtful reckoning of March 18.

The new laws won’t deter couples who truly want to share their lives. And the sort of, kind of, why-not-my-friends-are-all-doing-it couples might take more time to consider.

One of the issues which is mentioned as B.C. gets set for a provincial election, but only on occasion, is whether the fixed election date should be changed.

When then-Opposition Leader Gordon Campbell promised a fixed election date, long before the 2001 election was held, he was a pioneer. No provincial government, and certainly not the federal government, had even suggested fixed election dates. Premiers and prime ministers wanted to keep the power of when to call an election to themselves, and give their parties the greatest possible advantage.

Campbell was true to his word and set up fixed elections. There have now been two of them, in 2005 and 2009, and the third is set for May 14.

Other provinces and even the federal government have followed suit, although in the case of Ottawa, it has yet to abide by a fixed date, largely due to the fact the first two Stephen Harper governments were minority governments.

A number of observers have suggested that B.C. would be best to hold its elections in the fall, after the audited books for the previous fiscal year have been made available to the public. It is obvious from this year’s budget (and indeed from the 2009 budget) that budgets produced just before an election have more to do with attracting votes than managing public finances.

All provinces except Nova Scotia have now set fixed election dates. All but Alberta hold their elections in the fall months — September, October or November. B.C. would be wise to follow suit.

No matter which party is elected on May 14, a move towards holding the next election in September, 2017 would make a lot of sense. September would be the best choice, given that municipal elections are held in November, and there will be occasions where both are held in the same year.

Re: I’ve had it with smoke and drums (Column, NewsLeader, March 1)

Anne Hopkinson succintly outlined in her five points much of what is wrong in the midst of First Nations, and their Idle No More efforts.

I echo her words of support, and despite years of being very sympathetic to the plight of all First Nations, time has shown me the wisdom of Anne’s words that represent the core of the issues that hold back progress in this very difficult area.

I heartily agree we need “to know what the... protesters think, in words not jargon, the details of their concerns, not the shouts of a rally.”

I do agree that honest divisions in the leadership of First Nations can be a strength, and that if weathered and sensible solutions materialize, then the “process of resolving

those divisions can bolster [the]... movement.”

Certainly, due diligence in their governance at the band level will make their efforts more tangible, transparent and morally persuasive. The crux that Anne reaches in her fifth point—i.e. “rights” requiring corresponding “responsibilities”—is so very true, and would surely bring more support and understanding by much of Canadian society if these were more commonly seen.

Those native bands who have succeeded, despite such remarkable challenges in this sad evolution, stand as true beacons of light, and their wisdom and successes should serve as guiding posts to better solutions.

Their successes must be considered as models to emulate. I watch and try to understand the complexities that stand in the way of all to go forward

Let’s dispose in buLk, and save

Does anyone else feel bullied by the City of Burnaby into taking the smallest size garbage container?

Under the city’s logic, if you’re using a larger container, you’re generating more garbage and so you should pay more for a larger container. But their logic doesn’t stand, especially in the case of a one or two-person household. The larger default-size container means I don’t need to set the container out every week. I can save bags of garbage in the container for weeks before it needs to be set out. It seems the city knew this when

they originally offered a choice of four different size containers. Suddenly, though, in the name of encouraging recycling, we’re told it will cost an extra $50 per year if we use the default size, more if we go to larger sizes, starting March 15.

We buy in bulk to save money and yet the city wants to charge us extra to dispose our garbage in bulk. Why? Could it be that we make more paid work for the CUPE union truck driver the more often we set out a container, and CUPE is the biggest contributor to this city’s governing party?

The poor taxpayer doesn’t get paid at all to set our garbage out.

Let’s dispose in bulk and save tax dollars by not sending a truck around every week. The only truck needed weekly for most people is the blue box truck.

Hard to argue witH cLean air?

Re: The Don Cherry of TV science (BC Views, NewsLeader, Feb. 27)

Since environmentalists are motivated by a desire to save humanity and the planet Earth, rather than personal or corporate profit, I would think reasonable people who disagree with them, say on how much industrial development is appropriate, would at least call them well-meaning but misguided.

That Tom Fletcher resorts to vilification, as of David Suzuki in this column, speaks perhaps to the desperation of his position.

Perhaps Fletcher should follow the lead of anti-environmentalists in the U.S. and declare the environmental movement is a communist conspiracy to destroy capitalism. Or,

if the red scare is no longer top of mind, label them terrorists.

One needs to be creative when arguing against clean air to breathe, clean water to drink and a sustainable future for our children.

The Burnaby South Rebels first foray to the AAA provincial senior girls high school basketball championship in 49 years didn’t go so well.

That’s because the Oak Bay Breakers, ranked fourth in the province, defeated the Rebels 76-48 in first-round action at the Langley Events Centre on Wednesday morning.

The Rebels ran up against a big roadblock

in six-foot-three Grade 10 forward Lauren Yearwood who scored 22 points and had 11 rebounds. Stephanie Labbe led South with 13 points while Pav Brar had 12 and Manpreet Nijjar 11.

They will take on the W.J. Mouat Hawks in a consolation round game Thursday at 1:45 p.m. The Kelowna Hawks downed the Abbotsford school 75-73 in the tournament’s first game.

Breakers bust Rebels in provincial opener

Burnaby swimmer ’Bama boundMariya Chekanovych of Burnaby enters

the 2013 NCAA Division II swimming championships in Birmingham, Ala., this week with the top time in the nation in two races.

The freshman will be the favourite in the 100-yard breaststroke when it is held Friday and the 200-yard race Saturday. Chekanovych was also expected to race the 200-yard individual medley, and with the 400-medley relay team that is ranked second.

Two SFU seniors and three sophomores will also race in Birmingham.

Strong start for softball squad

The Clan women’s softball squad won its home opener and first Great Northwest Athletic Conference game of the season by defeating the Montana State University-Billings Yellowjackets 7-1 Tuesday. The second game of the doubleheader was suspended due to rain in the bottom of the second with SFU leading 6-2.

Cara Lukawesky went the distance to get the win with the only run being unearned. Lauren Mew had three hits, including a home run, and drove in two runs to lead the offence. Trisha Bouchard also had two hits and a pair of RBI.

Simon Fraser is 5-9 overall on the season. The Clan will take on Central Washington University Wildcats in a doubleheader at Beedie Field on Friday beginning at 2 p.m.

Hoop honours for ClanSFU’s Nayo Raincock-Ekunwe has been named

GNAC women’s basketball player of the year and a conference all-star along with two of her teammates. Raincock-Ekunwe is only the second woman in conference history to be named to the first all-star team for three consecutive years.

Erin Chambers also received the GNAC defensive player of the year award as well as being named second team all-star along with teammate Kristina Collins.

The Clan begin the GNAC playoffs on Friday in Lacey, Wash.

Liberty Homes is working with SFU Community Trust on a development proposal for Parcel 25 at UniverCity on Burnaby Mountain.

The proposal includes a mixed-use building with 158 apartment units and 30,000ft² of commercial floor area in a form of development that rises from 6 to 16 stories. In addition, the proposal includes a separate 3-storey woodframe component featuring 26 townhouses.

For the first time, the Greater Vancouver Home Builders’ Association is asking people in Metro Vancouver to vote for their favourite new or renovated project with their People’s Choice Award. The new award will be handed out at the gala ceremony with the other categories on April 20.

Bosa Developments is bringing high sophistication to Yaletown with its newest offering, Pacific Point. Researchers have found a close relationship between losing your hearing and memory loss. The study was carried out at the Johns Hopkins School of Medicine in Baltimore. 693 men and women aged between 36-90 years were studied. All participants underwent initial hearing and cognitive testing at the outset of the study between 1990 and 1994; none of the participants had dementia at that point. These participants were then followed for the development of Alzheimer's disease and dementia through to 2008 - an average of 12 years.

The study revealed that the risk of dementia increased among participants with at least a mild 25-decibel reduced hearing ability. Participants with more severe hearing loss were most likely to be diagnosed with dementia – and even Alzheimer's. The relationship between Alzheimer's and hearing loss should come as no surprise - After all, how can you remember what someone said if you didn't hear them say it.

Several symptoms are common to both Alzheimer's and untreated hearing loss. These symptoms include depression, anxiety, feelings of isolation and problems with talking and understanding what is being said. In addition, people with either Alzheimer's or unidentified hearing loss may have inappropriate responses to social cues, lower scores on tests of mental function, attitudes of denial, defensiveness, or negativity, and increased distrust of others' motives, even those of family and friends.

Research has shown that hearing loss damages interpersonal and family relationships and may lead to emotional instability, low self-esteem and even depression. Untreated hearing loss not only reduces one's quality of life, but it can also result in the brain losing its capacity to recognize everyday sounds.

Therefore, it is imperative that a hearing loss is dealt with as quickly as possible and using the most appropriate and up to date technology available will significantly ease everyday communication.
