South Burnaby resident Dave Squires said in a letter to council that his 2013 taxes are almost $3,619, a 6.9 per cent increase over 2012 when they were $3,384.

In 2010, a year after he purchased his duplex, they were just under $2,990, or 21 per cent less.

“What planet are you people from?” Squires wrote. “I would say that you are spending money like a drunken sailor, but a drunken sailor will stop when he is broke.” He expressed concern at how he will manage the increases as he expects to retire next year and called on council to rein in its spending and reduce taxes “considerably.”

Squires left no doubt as to where he stands on the issue, ending the letter with, “Your management of this city’s finances sucks.”

A note to council on the letter stated that staff from the city’s finance department contacted Squires and explained that the increases he’s experienced are not

all city hall’s doing.The 6.9 per cent increase he

cited also included a garbage toter charge of $75 for the larger 180-litre toter, a $44.83 increase in water and sewer utilities to fund the replacement and maintenance of infrastructure and a $53.83 increase in taxes collected on behalf of the provincial government and other authorities, it said.

As reported in the NewsLeader, the increases in garbage, water and sewer utilities result partly from the city covering cost increases passed down from Metro Vancouver which charges tipping fees for disposal of garbage collected by the city, and for supplying water and sewage treatment. Metro is also responsible for building and operating the region’s water

filtration and sewage treatment plants.

Squires’ actual city property tax increase was 3.62 per cent, city staff said, higher than the 2.47 per cent increase for the average assessed home.

That’s because the assessed value of his home went up more than the average in the city, which is the main reason for the tax hikes he’s seen in recent years,

staff said. “Mr. Squires’ above average

increase in property taxes since 2010, is due primarily to the above average increase in his property assessment value which went up from $594,000 in 2010 to $776,000 in 2013, a 31 per cent increase (10 per cent more than the average).”

Bus route changes to accommodate Brentwood mall redevelopmentWanda [email protected]

TransLink is relocating its routes as it vacates the bus loop in anticipation of the massive redevelopment of Brentwood Town Centre mall site. On Monday, Burnaby council approved having the bus service moved onto city roads, which is expected by sometime this fall.

The route changes were developed by TransLink in conjunction with city hall and Shape Properties, owner of the mall site, with the intention of better integrating bus stops with Brentwood SkyTrain station and the eventual development project, said a city staff report.

Under the new system for the five routes affected—Nos. 25, 123, 134, 136 and 130—all stops and layovers will take place on the street and as close to Brentwood station as possible.

Route No. 25 will turn around using Lougheed Highway, Alpha Avenue and Dawson Street; No. 123 will turn around using a new road on the Brentwood mall site and Lougheed; No. 136 will continue as it does today, approaching from the east and leaving northward as No. 134; in reverse, 136 will make a loop using Lougheed, Rosser Avenue and Halifax Street before departing as 136. There will be no changes to No. 130. The existing bus stop at the station on Lougheed eastbound will be expanded to allow for the addition of route No. 25 and a new on-street stop will be added on the south side of Halifax, west of Willingdon Avenue. The changes will result in most bus passengers able to walk shorter distances to the SkyTrain station by up to

100 metres. Coun. Colleen Jordan was impressed at what was possible without using Brentwood mall as a turnaround area.

“They’re trying to make some of the pick-up and drop-off areas closer to SkyTrain for some of the routes. If that was the task at hand I think staff and TransLink have done a pretty good job.”

But Coun. Sav Dhaliwal believes more could have been done. He noted that the stop for No. 123 remains where it is on Willingdon, too far from the station, and questioned why the new loop for No. 134 has the layover on Halifax, instead of closer to the station where people can wait. “There’s no point in having it two blocks away.” Council approved the changes by an 8-1 vote with Dhaliwal opposed.

Bus loop move, open house for BrentwoodOpen house on first phase on Wednesday

The first phase of the Brentwood mall redevelopment will be the subject of an open house Wednesday, June 26, 4 to 7 p.m. at the Brentwood Town Centre food court. Mall owner Shape Properties received the go-ahead from Burnaby city hall last year for its conceptual master plan for the 28-acre site and is now seeking feedback for its first phase plans. On display at the event will be concepts for the first stage, which will take up about eight acres on the southwest corner of the property.

The phase would include a new outdoor commercial centre, public plaza and residential development

integrated with the adjacent Brentwood SkyTrain station and nearby bus services. All parking is proposed to be underground with above ground public spaces designed to be pedestrian friendly.

The conceptual master plan for the site proposes 11 residential towers and two office buildings. The two tallest towers would be in the first phase at the corner of Willingdon Avenue and Lougheed Highway and others would be shorter as they approach the single-family neighbourhood to the north.

The first phase of Shape Properties’ redevelopment at Brentwood will focus on the southwest corner of the property, an area which currently includes a bus loop. A public plaza is a key element of this first phase.

When he returned home he upgraded the gearing on the bike to 18 speeds so it would be easier to climb those arduous mountain passes in the Rockies and fight the relentless Prairie headwinds.

He got the leather saddle that would break in and mould to his backside.

And for the next two years he trained.

In 1983 he set out again, pedaling 110-120 kilometres a day.

This time he stayed at motels and hotels because, he said, “you like to have some comfort, take a shower” at the end of a long day on the bike. Every night he cleaned the Apollo, oiled the chain so it would be in tip-top shape when he set out the next morning at 4:30 or 5 a.m.

The journey east took him 30 days, and when he rolled up to his daughter’s home, she was so astonished it took her a while

to put on that pot of coffee.

A few years later he repeated the trip with his wife, in their car.

As the odometer clicked away the distance he marveled.

“I couldn’t understand how I’d done that,” said Dykstra.

Though that was the only long-distance adventure he and the Apollo shared, every time he walked past it in the garage, or took it out for a short putter in the sunshine, he thought of that trip.

At first when Dykstra discovered his bike was gone, he resigned himself to remembering their good times together in fading photos and even a couple of newspaper articles mounted in an album.

It was his son Bill who called the police to report the theft.

The likelihood of reuniting a stolen bike with its owner is usually pretty slim, said Staff Sgt. Major John Buis of the Burnaby RCMP.

“Bike thefts happen too often.”

But after the story

of Dykstra and his beloved bike hit the media Tuesday afternoon and evening, a woman a few blocks away spotted the steed as she searched a back alley for her own missing lawn mower. Tendrils of ivy were already lacing between the spokes.

The woman snapped a photo of the bike with her cellphone to show Dykstra, then contacted the RCMP.

Buis had the pleasure of delivering the prized bike.

“To get one back is pretty special,” he said.

“I can’t believe it,” said Dykstra, who plans to take his Apollo for a celebratory saunter as soon as he gets a new helmet.

And when he returns from that ride, he’d like to store the bike in his living room so nobody can get at it.

But he knows his wife wouldn’t like that.

Either way, he’ll be sure to lock it up securely.

“I feel like a part of me is back,” said Dykstra.

The public will have an opportunity to see proposed Burnaby corridors for the Trans Mountain pipeline expansion at an open house on Thursday, June 27, 4:30 to 8:30 p.m. at the Executive Inn, 4201 Lougheed Highway.

The event being put on by Kinder Morgan is in a drop-in format where people will get to speak with expansion project officials and view maps on the proposed corridors.

The company’s expansion application to the National Energy Board is still being developed and refined, said Lisa Clement of the Trans Mountain expansion project, by email.

“The pipeline study corridors are anywhere between 30 metres and 150 metres wide and show the general area in which Trans Mountain would like to put the pipeline.”

Where it is not feasible to follow the route of the existing

pipeline, alternatives will be presented of locations that would minimize possible impacts, Clement said.

The chosen corridors will form part of the application which is scheduled to be presented to the NEB late this year.

“The study corridors would then be refined to 18-m right-of-ways after the project goes through the NEB process and receives approval [possibly in

2015-2016],” she said. “In the final stages before construction [expected in 2016-2017], when detailed engineering and construction plans are being developed, the exact location of the pipe within the right-of-way is determined.”

Metro Vancouver has waded into the debate over the export of

Wyoming coal from Fraser Surrey Docks.

Unlike some past occasions, this is an issue that actually calls for Metro Vancouver input, as the regional district has responsibility for air quality.

There are many perspectives on this coal-export plan, which as noted in this space several months ago has a number of peculiar features.

The most curious is a plan to ship it by rail to Fraser Surrey Docks and then by barge to Texada Island, where it will be unloaded and then loaded again onto larger ocean-going ships.

Fraser Surrey Docks is capable of handling ocean-going ships — up to a certain draft. Is it not possible to load coal directly onto these ships in Surrey, even if the ships are somewhat smaller than those that load coal at Roberts Bank? Wouldn’t that save a substantial amount of money?

And thus far, I have heard nothing about what Texada Island residents feel about being a link in the coal-shipping

network. Historically, residents of the islands off the B.C. coast have been among the most passionate defenders of the natural environment.

At the Metro Vancouver hearing, which took more than six hours, the arguments basically broke into three categories.

One group of opponents are against any fossil-fuel extraction, and see trying to shut this proposal down as one step towards eventually stopping oil and coal extraction of all kinds.

In some ways, they are the most hypocritical, because each of them use fossil fuels every day in one form or another.

There are not enough alternatives available at this point in time.

However, their arguments about coal being used to produce electricity in China and other Asian countries are important

and relevant. Coal-fired electric plants are

the most polluting type of plants, and China produces far more electricity this way than any other country.

The second group are residents who are directly affected by the proposed coal port.

Some live in areas like New Westminster and White Rock, and are concerned about coal dust and increased train traffic in their communities.

A large pile of coal at the port will certainly have some effect on neighbouring homes. It will be impossible to completely eliminate coal dust.

As some people pointed out, coal dust can travel a fair distance. I’ve seen it on the exterior of homes in Cloverdale. These homes were more than a kilometre from the rail line, which trains use to haul coal to Roberts Bank.

The third group are those who favour the proposal – mostly from the business community and the port itself.

The port is under-utilized and needs additional economic activity.

Part of that is due to the restrictions on the size of ships that can call there.

Additional port jobs would be good-paying ones and would be a welcome boost to the Surrey economy.

Others from that side of the argument have concerns about B.C. environmental organizations trying to shut down any controversial exports. The anti-development forces have been stacked up against oil pipeline proposals, particularly Northern Gateway, and the NDP flip-flop in the provincial election on the Kinder Morgan pipeline is widely assumed to have cost the party a victory.

While Metro Vancouver has now voted against the coal-export plan, ultimately it will be up to Port Metro Vancouver to go ahead.

The port has heard from the various interest groups and now must decide whether to proceed or not.

It won’t be an easy decision.

Last Friday’s 21-4 vote by Metro Vancouver’s board to oppose a proposed new coal-export terminal in Surrey is the strongest manifestation yet of a groundswell of public opinion against the terminal and the increased coal-train traffic that would result.

But one should be cautious of over-emotional arguments and grandstanding by members of organizations that have no real power to affect the outcome.

It is notable that Lower Mainland cities are asked to accept something that some U.S. cities are rejecting.

And it may well be time, as opponents assert, for the country as a whole to draw the line environmentally and voice resistance to fossil fuels, such as thermal coal.

However, by dragging in too many non-germane arguments against this specific plan, opponents run the risk of devaluing legitimate objections, making them all seem spurious by association.

Yes, more trains add noise and limit access to otherwise seemingly idyllic communities. And yes, coal-powered energy in China leaves behind a huge carbon footprint, with its pollution felt a continent away.

But worrying about such hyper-local or excessively broad issues is not the mandate of Port Metro Vancouver as the financially self-sufficient port authority serving this area.

In reality, imported coal has been handled in B.C. for decades with far less stringent controls.

The coal at the proposed terminal would not be piled in the open, and port, coal industry and union reps remain adamant that coal dust can be suppressed so that it poses no risk.

It behooves those who doubt this to offer even more convincing proof, rather than simply blowing smoke by resorting to easily dismissed emotional appeals.

Re: Council endorses Sixth Street community plan (NewsLeader, June 14)

Thanks to Burnaby City Council and the mayor for following through and creating a constructive, well-thought-out community development plan for Sixth Street. Council has constructed a wonderful balance between competing demands, ensuring that current residents are not overwhelmed by new developments, while also creating a plan that increases the number of housing units by over 500 per cent for the affected area.

This massive increase in population density was created without the need for large high-rise towers, and will preserve the community feel of the area.

Of particular importance was how the commercial aspects of the community were developed. The idea of maintaining our small businesses is important and it’s wonderful to see that there will be a chance for locally owned businesses to thrive, rather than being absorbed by larger chains that would usually dominate larger commercial spaces.

I look forward to the revitalization of the neighbourhood and hope similar projects can be constructed that ensure affordable housing stock for residents, without destroying the neighbourhood’s character.

BurnaBy-north van differences overstated

I listened to all presenters in North Vancouver and most of the ones in Burnaby when the federal Electoral Boundaries Commission held their first two hearings in B.C.

Based on that, I can only draw one conclusion: the Procedure and House Affairs Committee in Ottawa put all comments, pro and con, on a scale and discovered that NDP submissions outweigh any others by far.

Had they actually heard or read what was said, they would have soon noticed that all of them started with: “If you change the ridings to Burnaby-Seymour, as proposed, the NDP will loose their advantage and would have to work harder to send another NDP MP to Ottawa.”

Except they used different words.

Their reasoning ranged from silly to absurd and included how difficult it would be for the elderly and the handicapped to cross the Ironworkers Memorial Bridge in their wheelchairs to attend all-candidates meetings on the other side, and one person who recalled having been unhappy once in his life because he was then represented by an MP who did not sport the NDP colours...

The presenters included both federal Burnaby MPs, at least one NDP Burnaby MLA,

Burnaby’s NDP mayor and two Burnaby NDP councillors, plus a number of known Burnaby NDP activists.

All in all it sounded like we would all be better off if that bridge did not exist and the constant traffic flow, which I look at right now from our window, is just a figment of my imagination.

According to the presentations, we just do not interact across the inlet.

It would have never occurred to me that the North Burnaby/Seymour differences could be of such a nature that the entire B.C. electoral map has to be re-drawn.

Good grief, what would you have to do to separate neighbourhoods with real differences, let’s say Steveston and the Yaohan Centre?

I do not blame all the NDP presenters for trying.

I would be most disappointed, however, if the boundary commissioners were influenced by the flimsy evidence submitted, and hope their judgement will benefit all of B.C., not just the NDP.

Godzilla is coming to Burnaby on Saturday night.

While his great lizardness won’t be there in person, film crews for the latest version of the monster flick will be in South Burnaby filming some action scenes, complete with explosions, from 9:30 p.m. to 4 a.m. on June 23.

According to a filming notice for the film, which goes by the working title Nautilus, crews will be shooting an explosion special effect at 5820 Byrne

Road, just off Marine Way.Traffic in both directions on

Marine Way, between Byrne and Market Crossing, will be stopped for short periods during the special effects.

As the shoot is happening on private property, it won’t be visible to the public and none of the film’s stars will be participating, said Godzilla publicist Ernie Malik, who noted the crew will be trying to complete its work before 4 a.m.

This newest version of Godzilla stars Aaron Taylor-Johnson, Elizabeth Olsen,

Bryan Cranston, Juliette Binoche and David Strathairn. It has been shooting in Metro Vancouver since March, including in Richmond’s Steveston neighbourhood and more recently, downtown New Westminster where scenes of the aftermath of the giant reptile’s visit were shot.

Scenes for the film are also being shot on the Vancouver side of Boundary at Kent Avenue, where enormous green screens, to facilitate computer-generated effects have been erected in recent weeks.

Three bears that raised concerns last week after they were seen hanging around Burnaby Mountain secondary are back where they belong, at the school’s namesake.

Conservation officer Jack Trudgian said it’s believed the bears returned to the mountain sometime last weekend as calls from the public about them have declined significantly since then.

Trudgian noted that berries have started appearing so the bears’ natural food source has returned.

The bears, a sow and two cubs, have been monitored by conservation officers over the past week or so and were not close to having to be destroyed despite their forays onto school grounds, said

Trudgian. The problem was due to area residents being careless with their garbage which attracted the bears looking for food. He said he’s also spoken with Mountain’s principal who took steps to ensure the school’s garbage bins were secure. It appears the public responded to the calls for people to keep their garbage from tempting the bears.

“Bears will move on if there’s no food.”

Trudgian gave kudos to SFU which has worked with conservation officers the past two years to deal with its own recurring bear problem.

It has done an “awesome job” of making itself almost a “bear-proof university,” he said, going so far as to invest in garbage bins and compactors that the wildlife they share Burnaby Mountain with can’t get into. “We used to get a lot of calls from SFU, now almost none.”

TransLink eyes time-of-use charges for all commutersJeff NagelBlack Press

TransLink is doubling down on the concept of road pricing, arguing it should apply not just to cars to control congestion at the busiest times but also to transit riders to make more efficient use of buses and SkyTrain as well.

A revision of TransLink’s long-range regional transportation strategy is going to public consultation over the next two months and it reinforces the idea of using time-of-use pricing tools to make the most of investments.

The Transportation 2045 plan will argue the number of vehicle trips travelled in the region must climb no higher if Metro Vancouver is to remain a livable region and not end up mired in gridlock.

Capping car travel will be hard.

The overall number of trips taken is projected to climb 50 per cent over the next three decades as a million more Metro Vancouverites arrive, all criss-crossing the region to get to 500,000 more jobs.

So planners say the proportion of trips by transit, cycling and walking must rise at a much faster rate from 27 per cent now to 50 per cent, while the share of trips by car falls.

Building more rapid transit lines is part of the strategy – TransLink estimates up to $23 billion is needed to expand the system over 30 years. The first $5 billion would merely maintain what already exists.

But another plank in the document says TransLink should “price roads and transit for fairness, efficiency and revenue.”

planning vice-president Bob Paddon said road pricing has been in long-range plans for 20 years, but it’s now becoming critical to implement.

Area mayors also want to explore road pricing, where drivers might pay more to drive on major routes depending on the time of day or severity of congestion.

TransLink’s draft document says pricing can cut congestion at peak times while offering users a choice.

“Those who choose to forego a trip, bundle some trips together, travel at a less busy time, use a less busy route or travel by another mode will be rewarded with savings in time and money,” it says.

Paddon said TransLink’s new Compass card system could make it possible to emulate Washington D.C., where subway riders pay based on both the distance travelled and by the time of day.

“The farther you go, the more you pay,” Paddon said. “And if you want to go at the peak of rush hour you pay more.”

He said airlines also make passengers pay more for the last seats as a plane fills up, while offering discounts to sell seats on underused routes or at less popular times.

Drivers will respond to price signals, he suggests, pointing to the success of the #555 bus over the new Port Mann Bridge.

Its initial ridership has doubled – it now averages 73 per cent full – as 1,600 passengers a day ride over the bridge without paying the new toll.

TransLink also wants cities to step up.

Better land use can gradually put more people and their destinations closer to transit routes.

With more people able to ride transit, planners reckon, average trip distances can be reduced by one

third.Once the 2045

strategy is approved, TransLink is to develop a 15-year plan of new transportation investments this fall.

The plan is expected to include billions of dollars to build rapid transit lines in Surrey to Guildford, Langley and White Rock, as well as the Broadway line west to UBC.

Road pricing logic may extend to transit too

Hit TV show good for business: The LiquidatorCustomers’ badge of honour to get better end of dealWanda [email protected]

Over a year ago, Jeff Schwarz let the cameras roll during his wheeling and dealing for his Burnaby business, Direct Liquidation, and now he can’t grab a sandwich without getting recognized.

“I was at Subway the other day at Lougheed Highway and I’m standing there and this guy keeps staring at me. I’m going, ‘OK, is there something wrong with me, is my fly open?’ Then finally the guy turns around and ‘oh, you’re the Liquidator.’ And as soon as he said that, it was not just him, it was like the entire lineup [of customers].”

As the star of reality show The Liquidator, which starts its third season June 27 on OLN, the exposure has certainly been good for his business on Greenwood Street, which has become something of a mecca for bargain hunters.

“We’ve had people come from, seriously, fly down literally from Whitehorse … rent a car and come out,” said Schwarz. “How can you charge somebody $10 for a shirt so I said, ‘you know what, here you go have a shirt.’”

Schwarz was even invited by a fan to make an appearance at the opening of a store in Elliot Lake, Ont. to replace one closed last year in that town’s shopping mall collapse.

He was touched at the warm reception

he had from residents of the town “in the middle of nowhere” just because of a “simple TV show about how I live every day.”

The Liquidator takes viewers behind the scenes where Schwarz can sometimes turn a profit within minutes, selling a product before the person he bought it from even leaves the store. Then there are the busts, like the crates of instant noodles he bought for a steal, but ended up having to donate to a food bank because they were nearing expiration.

Of course, showing off his buying-and-selling prowess only makes many customers drive for a harder bargain.

“Everybody’s trying to one-up me and sometimes they do, I’m human,” he said.

For some, it’s a badge of honour to score a bargain from Schwarz. But he’s not above losing a bit once in a while. After all, it’s good for business.

“You know when you’re playing with your kids and you kinda let your kids win once in a while?” he explained with a laugh. “And when you let your kids win the

battle they keep coming back for more?”The show’s cast of eccentric and

sometimes hilarious characters are returning, including “frenemy” José.

Schwarz said the most common question he gets asked is whether José is really as high-strung as he appears on the show or whether it’s all an act.

On the trip to Elliot Lake, he responded to the question in front of about two dozen people at the Sudbury, Ont. airport by dialing José on his cellphone.

“I said, ‘Hey José, I’m here.’ Where’s here? I told him and he just went off the deep end and they went, ‘oh my god, this guy’s real.’ Yes, José is that real.”

This season, Schwarz and the camera crew head to California in search of deals and plans are also in place for them to go to China.

The new season includes some “unbelievable” deals, Schwarz said, noting that “90 per cent of the time people just come off the street.” In some cases, he couldn’t believe the people agreed to appear on camera.

“Just think of tomatoes, maybe not the ones grown in the garden, and that’s as far as I’m going to go.”

Minding a group of kids diagnosed with Attention Deficit Hyperactivity Disorder might seem like herding cats.

But Brieanna Ingram sees it as an opportunity.

Ingram operates Outside the Box, a tutoring service specifically for kids with ADHD. In July she’s starting a summer camp for them at KRIB Youth Centre in Burnaby.

Camp Adventurous Daycamp Happens Daily, aka Camp ADHD, offers three one-week sessions packed with activities designed to help kids aged 8-12 find their passion. Each day’s itinerary of activities and outings is built around a theme like arts and sports, science, nature and the environment. On the last day they will have a chance to further explore whatever interested them the most. The kids will work in small groups of three, each guided by a trained counselor.

But, says Ingram, the campers themselves will have a huge say in how each day unfolds, including the creation of their own code of conduct on the camp’s first day.

“Our kids don’t learn rules,” says Ingram. “If they have a say they’re more connected.”

Ingram’s interest in working with kids with ADHD came from growing up with a younger

sister who was diagnosed with the disorder. Instead of regarding it as a problem, though, she saw it as a bonus; her sister could read by the time she was four, and her constantly firing imagination ensured they shared daily adventures.

By the time Ingram was in Grade 11 she was tutoring kids with ADHD, work she continued after getting her degree in Family Studies from UBC.

“They learn in active and creative ways,” says Ingram of her ADHD students. “It has to be super relevant or fun. If it’s not interesting to them it doesn’t exist.”

Ingram says ADHD kids often run into trouble in school because the system can’t cope with their unique needs. ADHD isn’t considered a learning disability in British Columbia, so there’s no funding available for special teaching

or assistance. The result is often frustration for everyone involved—the kids, their parents and educators.

Some kids end up going off the rails, labelled as troublemakers. But a few go on to become innovators and creative leaders. Entrepreneur Sir Richard Branson, actor Will Smith, Olympic swimmer Michael Phelps and singer Justin Timberlake were all diagnosed with ADHD when they were young.

Ingram hopes her camp might someday help swell those ranks.

“The intent is to give them a basis of exploration,” says Ingram. “I hope they’ll find something that really excites them and clicks with them. It’s a place they get to shine.”

Criminal impaired charges in B.C. plunged after new penalties imposedJeff NagelBlack Press

An independent study credits B.C.’s controversial drinking and driving laws for a 40 per cent drop in fatal crashes related to alcohol.

Since September of 2010, police have handed out temporary driving bans and fines to many drivers caught with blood-alcohol levels over .05, including many who blow over the criminal threshold of .08 who would previously have been prosecuted for impaired driving.

The Centre for Addictions Research at the University of Victoria and UBC researchers studied crash statistics before and after the Immediate Roadside Prohibition program took effect and concluded there has also been a 23 per cent drop in injuries and 19.5 per cent less property damage stemming

from alcohol-related crashes.“The goals of improved

road safety by the provincial government were achieved,” the report said, despite the “partial decriminalization” of impaired driving in B.C. that accompanied the change.

According to the study, 2,890 drivers were charged with impaired driving after the policy change, compared to 9,070 in the year prior to implementation – a 68 per cent drop.

It notes roadside penalties are enforced immediately and seen as more severe – particularly at the lower alcohol levels – while it’s a long, difficult and uncertain process to convicted drunk drivers in court.

Researchers said they can’t tell for certain if the new penalties themselves or the publicity about them are most responsible for the change in behaviour.

Criminal charges are still more likely with repeat offenders, according to the study.

It notes police can’t issue roadside penalties for crashes they didn’t witness, so criminal charges are the only option in those cases.

Provincial politicians have promoted the change as a life-saver, but they also acknowledge it has helped relieve some pressure on the congested justice system.

Officials at the Centre for Addictions Research said the findings suggest other provinces should follow B.C.’s lead.

B.C. Civil Liberties Association executive director Josh Patterson said the new approach runs counter to the presumption of innocence in our society.

“We don’t think that police should be in the position of giving out punishment,” he said.

“We think that is the job of the courts.”

B.C.’s program was revised to require the right to two breath tests, with the lowest reading being used, and an appeal procedure is now in place. Legal challenges that aim to overturn the system are still before the courts.

VICTORIA – Premier Christy Clark has rolled back salary increases for political staff, after getting an earful from voters.

Clark told reporters Wednesday that salary increases for her chief of staff and new positions with the same title in ministers’ offices will not go ahead.

“I have heard a lot from British Columbians in the last week about this issue of changing the pay scales and pay levels for political staff, so today I am rescinding those changes, because leadership means listening to people,” Clark said.

“Although the original change would have meant we were underspending the budget by $100,000, I’ve heard loud and clear that people didn’t like it.”

The lone exception is Clark’s new deputy

chief of staff, Michele Cadario, hired for the premier’s office after serving as deputy campaign manager for the B.C. Liberal election campaign. Cadario will receive a salary of $195,148 to do the operations and policy roles formerly done by two people.

Dan Doyle, Clark’s chief of staff, remains at the same salary as Cadario.

A government spokesman said Doyle never accepted any raise, but recommended the maximum for his position be increased to $230,000 to attract the best candidate for his successor.

The top rate for ministry chiefs of staff, formerly ministerial assistants, will remain at $94,500 a year. The top rate for them was first increased to $105,000, then rolled back to $102,000 before being cancelled. Five of the people

appointed to those jobs have had raises cancelled.

NDP leader Adrian Dix, contacted in Kelowna where he is campaigning in a byelection where Clark hopes to win a seat, said the raises show the government is “tone deaf” to the concerns of ordinary people.

Dix said the decision to scrap the raises is “the first victory for Carole Gordon,” the NDP candidate in the Westside-Kelowna byelection.

Gordon is running in the byelection called for July 10, after Clark was defeated by NDP candidate David Eby in a bid to retain her Vancouver-Point Grey seat.

In the May 14

general election, Gordon lost by nearly a two-to-one margin to B.C. Liberal incumbent Ben Stewart, who resigned last week to allow Clark to run.

Canada Safeway stores in B.C. have a new owner.

Nova Scotia-based supermarket firm Sobeys, itself owned by Empire Company, is buying the Safeway chain’s 213 Canadian stores for $5.8 billion.

The deal with Safeway Inc. also includes numerous in-store pharmacies, gas stations, liquor stores and other distribution or manufacturing facilities across western Canada.

Sobeys hasn’t yet decided if it will keep the Safeway name or reflag the stores under one of its brands.

Sobeys already has a presence in B.C. through its IGA and Thrifty Foods brands.

Adding Safeway’s 75 B.C. stores will give Sobeys 107 outlets in this province. That compares to 101 for Overwaitea Food Group, 84 for Loblaws, 25 Walmarts and 14 Costcos.

The change of ownership may also mean changing product lines for customers who continue to frequent the stores, as well as possibly different loyalty card systems.

Both Sobeys and Safeway

offer Air Miles reward points but the new operators indicated they will move to eliminate separate loyalty programs.

Big supermarket chains face growing competition as other retailers add groceries to their shelves.

“This is a significant and historic event for Sobeys, which has been proudly serving Canadian food shoppers for 106 years,” Empire president Paul Sobey said.

He called the acquisition an “excellent strategic fit” that strengthens the chain presence in Western Canada, and leverages its existing assets to

better compete.Empire officials intend to

sell off Safeway stores’ real estate holdings and lease the properties back.

The planned purchase is subject to Competition Bureau approval.

Not everyone’s likes the deal.Some shoppers posting on

Canada Safeway’s Facebook page were critical of Sobeys, while others on Twitter doubt the takeout of a major grocery player will benefit consumers.

Once it’s in place, TransLink, mayors and the province will have to draw up a proposal for how to fund the upgrades that would be put to a referendum in the fall of 2014.

The referendum was an election promise of Premier Christy Clark, who also said during the campaign that she opposes making drivers pay to use existing roads or bridges.

Burnaby Mayor Derek Corrigan said TransLink’s intent to raise up to $23 billion, presumably funded in part through road pricing, is “far too ambitious” even for an aspirational plan.

“There is a point where reality has to set in for all of us,” Corrigan said. “We go out to the public with an unrealistic

plan, that raises expectations as to what could be accomplished, when in fact none of that is a reasonable possibility in the near future.”

Belcarra Mayor Ralph Drew said TransLink’s time frame for decisions should be reversed – the region should first decide

how much more residents can afford to pay and then decide the projects that will be built, not the other way around.

He said the other big bills coming to Metro taxpayers, such as for new sewage treatment plants, must also be weighed.

Stockholm is being held up as one example where road pricing is working to control traffic and steer more drivers to public transit.

Mayors Council chair Richard Walton recently visited the Swedish city and said it offers plenty of lessons for planning towards something similar in Metro Vancouver.

Stockholm’s congestion tax charges motorists higher amounts to enter or leave the city core at peak periods, and less or nothing to travel off-peak. The maximum they pay is the equivalent of $10 a day.

The system was introduced in 2007 and rush-hour traffic volumes promptly fell 20 to 25 per cent, while transit use rose 13 per cent on trains and 18 per cent on express buses.

The congestion tax was put to a vote of residents, but not until one year after it was already in operation.

Walton said politicians concluded it had no chance of passing until drivers saw how it worked and felt the benefits of freer flowing roads.

They agreed they’d simply scrap the

$500-million investment in cameras and detectors if it failed.

The referendum was only binding in central Stockholm, where it passed by 53 per cent. All outer suburbs voted against it by margins of up to 70 per cent. Walton said a congestion charge system wouldn’t work in Metro Vancouver because of our different geography and travel patterns, but road pricing variants will be examined. Walton remains a strong supporter of the concept based on the Swedish experience, but is leery about winning over voters in a promised referendum.

Port Moody Mayor Mike Clay said road pricing could relieve traffic jams in the northeast sector. “If we can shift people’s transportation mode as a result of a tolling policy like that, you can stretch your road infrastructure another 50 per cent,” Clay said.

“Maybe instead of worrying about building more roads we should be figuring out how to more effectively use them.”

W ith the summer solstice upon us, most of us are beginning

to look forward to all the great summer activities that our region has to offer.

Of the many activities available (and on any one weekend there is so much to choose from), one event in our own backyard—literally, from Shadbolt Centre’s point of view—is the Symphony in the Park concert featuring the Vancouver Symphony Orchestra (VSO).

While it is certainly a highlight of the Burnaby summer calendar each year, this year is particularly special as the event celebrates its 25th anniversary in Deer Lake Park.

What could be better than a beautiful summer evening listening to classical music in the park?

As has been tradition, each

year a young soloist performs. This year pianist Avan Yu returns, direct from Berlin.

Avan first appeared with the symphony at Deer Lake Park in 2002 and has appeared with them numerous times since. Born in Hong Kong, he moved to Vancouver at the age of nine and became an accomplished pianist, winning the gold medal at the Canadian Chopin

Competition at the age of 17, and the silver medal and People’s Choice Award at the Santander International Piano Comp-etition in 2008.

Most recently he was the winner of the 2012 Sydney International Piano Competition.

Avan studied piano with Kenneth Broadway and Ralph Markham and is now pursuing a graduate degree in piano performance with Klaus Hellwig at the Berlin University

Gerrard, who has just completed his first full season as VSO assistant conductor. Gordon has established a unique place in the new generation of Canadian musicians as one of its fastest rising stars.

Trained first as a pianist and subsequently as a specialist in operatic repertoire, Gordon brings a fresh perspective to the podium.

His passion and his dedication to producing thrilling musical experiences have endeared him to his fellow musicians and the public alike.

I don’t want to give too much more away yet, other than to say you can expect some of your favourite music and a few surprises for the evening.

Appia Developments’ SOLO District will add another gem to the neighbourhood when it launches sales of its newest phase on June 22. Altus will be the tallest building in Burnaby at 550 feet, with office space on the first 14 floors and residential from 200 feet up.

The PNE Prize Home has been around since 1934 and is an integral part of the annual summer event. Now, the 2013 home is showcasing exactly why everyone loves this lottery.

“We’re really excited about this year’s home,” says PNE spokesperson Laura Ballance. “This is the most affordable home lottery in British Columbia and there’s a lot of anticipation around it.”

For the second year in a row, the home is being decorated by interior designer Jillian Harris. She has starred on Extreme Makeover: Home Edition, hosted Canada’s Handyman Challenge and is currently co-hosting Love It or List It Vancouver.

“Jillian did a fantastic job last year,” Ballance says. “It’s (wonderful) to have her back.”

This year’s home is over 3,000 square feet, designed and built by Britco. After someone wins it, it will be relocated to Sun Peaks Resort.

“It’s a fun project for us,” says Tom Faliszewski, manager of special projects for Britco. “The Fair at the PNE is an iconic event in Vancouver, and the Prize Home is a historic tradtion synonymous with The Fair.”

The home is built in an open-plan style, with a large greatroom and French doors to the exterior decks.

“It’s perfect for entertaining,” Faliszewski says. “It has a very spacious feel to it and feels much larger than it is.”

He’s not exaggerating. With its 10-foot ceilings on the main floor and nine-foot ceilings on the upper floor, the home feels incredibly open and airy.

Once relocated, the home will be right next door to last year’s PNE Prize Home, also built by Britco. The location is truly one of the best parts of the home, since it will feature stunning views over the ski and snowboard trails, surrounding mountains and valley.

“We try to do something different every year,” Faliszewski says. This year, Britco decided to put the master bedroom on the main floor, and include a huge upper deck on the second floor with a hot tub and a covered area that Faliszewski says is almost like a completely separate

living or play space. The master ensuite features a huge stand-alone claw-foot tub made for relaxing after a day on the slopes, along with a gorgeous walk-in shower with rain shower head.

“The deck (on the lower floor) wraps all the way around the outside of the house,” he says. “You can walk through the main rooms and then into your bedroom.”
