For more than 30 years, Burnaby’s Corinne Bergdal has been a regular at pharmacies to fill insulin prescriptions to stay alive.

Now 42, she figures she spends $5,000 to $6,000 a year to refill her insulin pump and buy related supplies to manage her Type 1 diabetes.

When she participated in a loyalty program, a small silver lining—if you could call it that—was she earned points that she could use to save money on other products in the store.

Now the College of Pharmacists of British Columbia is proposing to prohibit such programs, which include Air Miles at Safeway and Optimum points at Shoppers Drug Mart.

“The decision was made on the basis of what is in the interest of public health and safety,” said Mykle Ludvigsen, spokesman for the college. He noted that Ontario and Quebec also prohibit such programs and Alberta is at the same stage in its proposal to enact a ban.

When it comes to the environment and reducing waste, Valley Bakery has always been conscious of what it needs to do.

Owner Jack Kuyer said over the years the Hastings Street bakery reduced its use of plastic packaging, sells cleaned-out ingredient pails instead of throwing them out, donated extra product or recycled it (into breadcrumbs, for example), and reduced its energy and water usage.

And last summer Valley Bakery was the first Burnaby business to take the Burnaby Board of Trade’s (BBOT) pledge of sustainability outlining what it’s done for the environment and what it plans to do further.

“The pledge is more about recognizing that your business is making an effort to be environmentally friendly, it’s also an example to other companies,” Kuyer said. “I think it’s letting your customers know you make this kind of an effort. There’s lots of really

good reasons why taking the pledge makes sense.”

Kuyer said he hopes that other bakeries or businesses will look at what Valley Bakery is doing and be inspired to make similar changes in their own operations.

And the pledge also helps motivate Kuyer and his employees. “Sometimes you need to pat your own back to keep yourself on track.”

The BBOT has created a website for its sustainability pledge (bbotpledge.ca) which provides

case studies and suggestions in how companies could improve their environmental performance in the areas of energy, water, waste, travel and purchasing.

“The objective of this program is really to create some momentum, create awareness and really to help businesses to understand the importance of becoming more environmentally sustainable and to give them some assistance to improve their sustainability performance,” said BBOT president and CEO Paul Holden.

Ludvigsen said the college has anecdotal reports of people making decisions about their medications, such as when to fill a prescription, based on how many loyalty points they can earn. “We do know that it happens.”

There’s also a chance that if their medications are fully covered by extended health or other plans people might fill prescriptions to get the points even if their doctor has told them they don’t need to take the drugs anymore, he said.

In such cases, the drugs might be taken by mistake or end up on the street.

“This isn’t good for anyone,” he said. “We’re taking action to prevent this from happening.”

And while medical conditions and drug purchases are kept confidential, Ludvigsen said loyalty programs still require the collection of basic information such as the amount, date and time of the purchase which they use in their marketing efforts aimed at the participating customer. That’s something the college opposes.

The proposal is part of a larger number of proposed bylaw changes for the college which is nearing the end of its 90-day period for collecting feedback. The public has until Dec. 28 to comment on the proposals. Ludvigsen said based on the number of comments already received, the college expects to see a few thousand people to provide feedback before the deadline.

Once the feedback is reviewed, the board of the college will make its final decision in February, with the Minister of Health having the final say by May.

Canada Safeway, which has been encouraging customers to provide feedback, opposes the proposal.

“Safeway has been issuing

Air Miles in connection with prescription sales for 20 years and has never received any complaint or been made aware of any harm to patient care,” said John Graham, the company’s director of public affairs and government relations, in an emailed statement.

“Loyalty programs are a marketing tool retail pharmacies use in a competitive marketplace. Safeway strongly believes that prohibiting loyalty programs would severely restrict competition which is not in the public interest.”

Programs such as Air Miles “are seen as a bonus within this relationship [with the customer] that often otherwise involves trying health challenges. Safeway believes that taking away this right is simply unfair to our customers.”

Bergdal said such a change would have little impact on people who might only fill one or two prescriptions a year. But for those managing chronic diseases like diabetes, such incentives encourage people to stick to one pharmacy which is “not only good for the patient because they’re having a continuity of care, but you are getting something marginal compared to what you’re spending.”

When Bergdal collected points at Shoppers Drug Mart she was able to use them to buy other products in the store. She only switched pharmacies because a lack of extended health coverage meant she had to find one where her medications were less expensive.

As for the college’s safety concerns, she said people would have to be pretty calculating to place their loyalty points collection as a higher priority than their health.

“If I don’t have insulin I’m not going to be around.”

Snow dazeIt’s a little early for a white Christmas, but two days of cold, snowy weather have created wintery vistas around Burnaby. Above, a billboard for a new townhouse development in the Edmonds area seems to take delight in the storm as a pedestrian trudges by. Left, a winter wonderland along Kingsway. Below, a little snow never keeps determined golfers from working on their game at the Burnaby Mountain driving range.

The Vancouver Police Department is asking for the public’s help in identifying a suspect believed responsible for eight brazen robberies, including one in Burnaby.

VPD is working with West Vancouver Police and Burnaby and North Vancouver RCMP on the case, in which a suspect targets local grocery stores.

The Choices Market on 10th Avenue in Burnaby was robbed Oct. 26, before a second Choices, on West 57th Avenue in Vancouver, was robbed with at gunpoint on Nov. 17.

The man is suspected of robbing a Safeway in West Vancouver on March 31, during which a handgun was produced. On April 14, the suspect used a gun to rob a SuperValu in North Vancouver, and then a grocery store on Lonsdale Avenue on May 6.

That was followed by two Vancouver robberies, at an Extra Foods on May 12, and an

IGA Marketplace on West 41st Avenue on Oct. 11.

The most recent incident was Dec. 1, when a North Vancouver Toys ‘r’ Us filled

with holiday shoppers was robbed at gunpoint.

“The level of violence in these robberies appears to be escalating,” said Det. Const. Joe Danieli of the VPD General Investigative Unit in a press release. “We are concerned for the safety of the public and want to see this man arrested before someone gets hurt.”

The suspect is described as a white male, 60 years old, five-foot-10-inches, with a heavy build and short grey hair. During the robberies, he was wearing a baseball cap and dark sunglasses and was seen driving a black 2006 to 2010 Ford Explorer with black wheels.

Anyone who sees this man or vehicle, is asked not to approach him and call 911 immediately.

Anyone with information about these incidents who has not spoken to police is asked to call the Vancouver Police

General Investigative Unit at 604-717-3200 or, to remain anonymous, CrimeStoppers at 1-800-222-8477.

The suspect is described as white, 60, five-foot-10-inches, with a heavy build and short grey hair, police say.

Burnaby-based Ritchie Bros. Auctioneers has had a record year, selling more than $1 billion worth of equipment and trucks in its Canadian auctions so far in 2012.

The world’s largest industrial auctioneer, Ritchie Bros. set its record with an auction in Edmonton Dec. 13-14 in which more than $60 million in product was sold. The auction involved 550 sellers, more than 3,400 items and attracted more than 4,700 bidders from 42 countries.

The company also announced its Burnaby headquarters has been certified Leadership in Energy and Environmental Design (LEED) gold.

The 15,200-square-metre (164,000 square foot) office building in the Big Bend area of South Burnaby is home to more than 400 employees, a corporate child-care centre, fitness facility and café.

LEED features include the fact 75 per cent of work spaces receive natural daylight, 90 per cent have views to the outside; carpet, tile and furniture have little to no off gassing, carbon dioxide monitors are located throughout, and copy and janitor rooms have dedicated exhaust systems; 75 per cent of construction waste was recycled or reused; automatic lighting is used to save energy and reduce light pollution, and

the roof is built with reflective materials to reduce the need for air conditioning; and high-efficiency plumbing fixtures and exterior irrigation and the use of native drought-resistant plants in landscaping to reducing the need for watering.

Ritchie Bros. CEO Peter Blake said the project was “focused on achieving high performance in key areas of human and environmental health, resulting in the construction of a building that is a great home for our employees and has minimal impact on the environment, as well as being energy efficient and cost effective.”

A Burnaby man has been charged in connection with the theft of more than $25,000 worth of transit passes, say Transit Police.

The man was caught after an intensive investigation into seven thefts of monthly fare passes between August and November. The thefts happened at businesses, including large grocery stores, convenience stores and a pharmacy, across the region in Burnaby, New Westminster, Vancouver and Surrey.

The culprit would distract employees then reach over the

counter and grab the passes before fleeing from the store.

George Edward McFadyen, 44, of Burnaby has been charged with theft over $5,000. He is well known to police.

McFadyen has been released on condition that he not go to any Safeway, 7-Eleven or Shoppers Drug Mart store and to not possess more than one transit fare pass.

His next court appearance is scheduled for Feb. 6 in Vancouver Provincial Court.

Burnaby-New Westminster MP Peter Julian finished second to Prime Minister Stephen Harper in the most knowledgeable MP category in Maclean’s magazine’s Parliamentarian of the Year awards for 2012.

The awards were voted on by parliamentarians themselves.

“If voters are to come to see the NDP as a government-in-

waiting, it will have to showcase a credible cabinet-in-waiting,” said political commentator Chantal Hébert. “In his strategic position as Energy and Natural Resources Critic, the industrious Julian has a major role in the New Democrat makeover and over the fall session the bilingual MP from Burnaby-New Westminster has more than risen to the

challenge.”Julian said in a press release,

“I am honoured to receive these recognitions for the parliamentary session, but I am very conscious of the fact that the knowledge I am able to bring to Parliament is the result of representing Burnaby-New Westminster, Canada’s most diverse and most extraordinary riding.”

No details yet, parks director says, but development network and city still talking

Wanda [email protected]

Four years after announcing a new park would be built by the Aga Khan Development Network in Burnaby’s Central Valley, there is still no design or budget.

Then again, the Aga Khan will be funding the entire project, including the design and construction.

It’s to be built on 13 acres of city-owned land south of Sprott, adjacent to the Scandinavian Centre and the Ismaili Jamatkhana.

The announcement in late 2008 indicated the development network would build the park to commemorate the 50th anniversary of the Aga Khan becoming the Imam of the Shia Ismaili Muslims.

After many months of no news, Burnaby parks director Dave Ellenwood said he received a call about three weeks ago from the Aga Khan’s representatives who asked for information, including

topographical maps and descriptions of the function of land in the area, which was provided.

They said the Aga Khan was still wanting to pursue the project and the information would help them in their conceptual plans for the site, Ellenwood recalled.

“We’re willing to give them the time that they need and they remain very easy to work with,” he said.

“There’s nothing that’s really a barrier to this project, we’re just letting it take its time.”

No precise dollar amount has been mentioned for the project, but it will be significant, he said.

“Judging from their developments in Toronto and around the world, they commit the resources that are required to give the community a first-class amenity.

“It’s not going to be a bench, and a picnic site and an umbrella ... At the start of this process they wanted to make a contemplative nature park that allows people to relax and enjoy the natural beauty of the area.”

The development network built a museum and park in Toronto for about $70 million

and spent roughly the same amount in Cairo, Egypt where a complex of several buildings was constructed.

Ellenwood said it’s not yet known if any buildings are being contemplated for the Burnaby site which he expects will be on a smaller scale.

Burnaby parks staff created three rough concepts along themes of the environment, activity, peace, tranquility, beauty and serenity, and presented them at public consultations held in 2010.

People were very supportive of it and the concepts were sent to the Aga Khan Development Network for their consideration, he said, adding that city parks and planning staff will become involved as the design moves forward and is refined.

The Aga Khan has a strong connection with Burnaby, since it was chosen as the home to the first Shia Muslim settlement in Canada over 35 years ago and is the location of the award-winning Ismaili Jamatkhana and Centre on Canada Way, the first such purpose-built building in the country.

A Surrey man has been arrested after an intense police investigation into an attack on a Burnaby man in 2011, say Burnaby RCMP.

On May 22, 2011, the victim was assaulted outside a restaurant in the 7100-block of Kingsway in Burnaby.

Steven Archibald Mander, 25, of Surrey, was arrested Dec. 13 and has been charged with aggravated assault.

Burnaby RCMP said no further details on the case would be provided as the matter is now

before the courts. Investigators have contacted the victim and he “continues to work towards a recovery,” they said in a press release.

“Members from the Burnaby Serious Crime Unit worked tirelessly on this investigation,” said Supt. Derren Lench, assistant officer in charge of Burnaby detachment, in the release. “For a police officer there is no better outcome than contacting the victim and their family to let them know that the person allegedly responsible has been arrested.”

There it was, hanging innocently enough on the rack on the wall.

Colourful, unthreatening, but still, under its silky exterior lurked a snake with a cruel legacy.

I pondered. I debated. I weighed the consequences.

There was no way out of it.With resignation, I wound the

ligature around my neck.It was a tie day.I am very fortunate. I don’t

have many mandatory tie days. Open dress shirts and sweaters are acceptable in my office environment.

It’s with both empathy and sympathy when I consider those men for whom every day is a tie day.

Shower, shave, and fasten on the fashionable noose.

Apart from the utterly purposeless function of this particular clothing accessory, what is truly remarkable about the necktie is that it has lasted as long as it has.

Apparently, we have Louis XIV to thank for its 17th century introduction into the mainstream

of male attire. The story goes that he saw some Croatian soldiers wearing a bit of cloth under their chins. Ignoring the possibility that they may have had sore throats, or have been messy eaters, Louis immediately seized upon this as fashion genius and began sporting his own piece of neck-strung fabric.

You would have thought his male peers would have said, “Louis, you old poofter! Lose the silly chest rag!”

But no. Louis obviously had major clothing mojo, because everyone else started to wear what became the necktie, and the staple of the well-dressed man.

Now, the world of fashion changes constantly, and is chronically fickle. In that environment, the tie ought to have gone the way of white spats

or whalebone corsets. But, again, no.

This infernal device has doggedly hung on through bowler hats, bell bottoms, and checkered suits.

And most confounding, it has done so despite the fact that it is a source of discomfort.

What’s the stereotypical reaction of a man under duress? He runs a finger around the inside of his tie-bound collar.

What’s one of the first things a guy does when he gets home after a long day at the office? He loosens his tie, or takes the cursed thing off altogether.

Gentlemen, why do we put up with this?

Think about it...Let’s take a narrow length of

cloth, and wrap it around our throats. Yes, put a knot in it so it has a death-grip on your larynx. And not just any knot – a special square, flat pattern that requires countless hours in front of a mirror to learn. Some will never quite get it, and they will look like uncultured clods.

Each one of these chunks of cloth will cost you about $50, and

you’ll need a least a dozen so you can change colours every day.

And they’ll go out of style every so often, so you’ll have to invest in longer, wider and shorter, and big stripes versus thin stripes.

Purpose? None, really. We just voluntarily garrot ourselves in the morning and stay that way all day.

Madness you say? Well, who’s tolerating this?

What if crazy Louis had spotted soldiers frolicking about with garlands of ostrich feathers around their mid-riffs? Would that be accepted with similar male stoicism spanning centuries?

Why do we do such penance? The tie offers no redemption from real or imagined sins. It teaches no lessons. It symbolizes no devotion other than  that of conformity.

Men of the world! Rise up!Cast the yokes from your

throats!Untie yourselves!

Men of the world... untie!

The Missing Women Inquiry, chaired by former judge and attorney-general Wally Oppal, was an exercise in wasted opportunities.

The inquiry report, released on Monday, tells the public almost nothing new about the sad case of the dozens of missing women from Vancouver’s Downtown Eastside. Many of them were murdered by Robert Willie Pickton, but he has only been convicted of six murders. Twenty other charges against him were stayed, ironically under Oppal’s watch as B.C.’s attorney-general.

The inquiry itself became quickly bogged down with far too many lawyers representing police officers, current and retired, at taxpayers’ expense. The police officers had nothing to fear from any testimony. None of them have been disciplined in any way.

The actual victims received minimal attention throughout much of the inquiry, although Oppal tried to make up for it with the title of his report, Forsaken, and some expressions of sympathy at his Monday news conference.

The inquiry was flawed from the start, with limited terms of reference and insistence that police be represented by legions of lawyers. They went on to take control of the proceedings and bill to their heart’s content. They slowed it to such a degree that Oppal needed time extensions and had to rush some testimony.

The Law Society of B.C. should be concerned about such legal over-representation and misuse of scarce public funds, but no such concerns will come from that quarter. There will be no biting of the hand that feeds.

This inquiry was launched with great fanfare by Premier Christy Clark, as proof that she was doing things differently. It has ended with a thud, with little to show for all Oppal’s efforts except a raft of lawyers’ bills.

COMMENT EMail [email protected]

Re: Calls to replace Burnaby Hospital

After 30 years of living in B.C. it still amazes me that so many people here sincerely believe that a school or hospital that was built in the ’40s or ’50s must be torn down.

Especially considering the poor quality of so many newer buildings.

Leaky condos and public buildings are still around. In Toronto glass balconies and windows rain down on the sidewalks below with alarming frequency.

The downtown hospital in the European town where I was born opened in 1829 to replace a previous one that was built a few blocks away in 1390, during the reign of King Richard II of England (who was born in that town and lived there for the first 10 years of his life).

That hospital is not a listed historical building, by the way, as the 19th century is like yesterday for a town where three major churches are from the Middle Ages.

My high school was housed in a 17th century building. The City Hall, like several hundreds of buildings in town, including the Opera house, was built in the 18th

century and quite a few buildings, while only 100 to 300 years old, have Roman or medieval foundations (recycling is not a 21st century invention).

The downtown hospital was restored in time to celebrate in 1990 the 600th birthday of the hospital society.

During the renovations the central garden around which most of the wards are located was excavated, radiotherapy rooms installed underground, and a new garden planted on top.

There are two other hospitals in that town, both built in the late 20th century.

They are much bigger but nowhere near as pleasant for convalescing patients, their families and the staff as too much of the outdoor space is taken by parking lots.

In the older hospital patients can either sit in the hallways with big windows surrounding the central garden, in the garden itself or in smaller, more private gardens between wards.

In other parts of the world, 19th century hospitals, schools, offices and apartment buildings aren’t a rarity.

Even in Eastern Canada. Older buildings are strong and, more often than not, have bigger

rooms, with higher ceilings, than in recently built buildings.

Bigger rooms can be used for all sort of activities. Installing modern utilities is quite easy to do.

Women knoW When it’s not Working

I was so glad to read Marjorie Griffin Cohen’s Op Ed piece (“Women bear the brunt of poor policy”) in Monday’s Vancouver Sun.

Amid all the speculation about why women voters remain largely unimpressed with Christy Clark, Professor Cohen contributes some vital pieces of factual information.

In short, a concerted government strategy to advantage employers by suppressing wages, has disproportionately affected women.

After 11 years, not only do women’s earnings in B.C. trail the national average, they earn only 65 per cent of what men earn.

Perhaps in their rejection of

Christy Clark, women voters are making a rational political decision based on sound economic evidence.

My experience over the last year and a half of talking to women voters on their doorsteps would support this theory.

They tell me about daughters trying to pay off student loans on barista wages; they tell me about putting careers on hold because they can’t find affordable childcare; they tell me about taking early retirement to care for elderly parents.

Many of the women I meet aren’t buying Christy Clark’s “families first” rhetoric.

They know that actions speak louder than words and that the BC Liberals are deeply committed to a dogma that leaves their families vulnerable to economic forces beyond their control.

The women I meet are looking for concrete practical measures that will address growing inequality and bring about a more affordable future.

If polling shows that women do not rank economic performance as highly as men do, perhaps we are asking the wrong questions.

If hospitals in Europe can be hundreds of years old and still function well, such as the Sainte-André Hospital in Bordeaux, France, why does Burnaby Hospital need replacing, asks a letter writer.

My husband and I just returned from a trip to Mazatlan, Mexico

where Christmas was evident everywhere you turned.

One of the most spectacular sights there at this time of year are the large displays of poinsettias in roadside garden shops and as decorative features.

I must concede that I know very little about poinsettias and so I set out to learn more about these beautiful festive plants through a variety of online sources.

This is what I have discovered.

There is a national Poinsettia Day celebrated on Dec. 12 which was just last week. The date marks the death of Joel Roberts Poinsett, an American botanist, physician and Minister to Mexico who

in 1828 sent cuttings of the plant he’d discovered in Southern Mexico to his home in Charleston, South Carolina.

Poinsettias are native plants to Mexico and found

in the wild in deciduous tropical forests at moderate elevations from the southern state of Sinaloa down the entire

Pacific coast and into the interior in the hot, seasonally dry forests of the states of Guererro and Oaxaca.

The Aztecs called the plant Cuitlaxochitl meaning “star flower” and used the sap to control fevers and the bracts (modified leaves) to make a reddish dye.

The plant is called La Flor de la Nochebuena or, Flower of the Holy Night and is displayed in celebration of the Dec. 12, Dia de la Virgen. Use of the plant to celebrate

Christmas dates back to the 17th century, where the flower connects to the legend of a young girl, distraught about not having anything with which to honour the baby Jesus in a Christmas procession.

An angel tells her that any gift given with love is a wonderful gift. Later, the weeds she gathers by the roadside to place around the manger miraculously transform into the beautiful red star flower we think of as the poinsettia.

Enjoy these remarkable flowers!

On behalf of the Shadbolt Centre I would like to take this opportunity to wish you and your families a safe and happy holiday season and a wonderful New Year.

See you in 2013!

Dance team takes top honoursBurnaby dance troupe Grupo

America from the World Dance Company won first place in the Casino Rueda-Cuban Salsa category and second place in the Bachata team category during the World Latin Dance Cup competition held in Miami, Florida recently.

The contest, put on by international salsa event organizer and promoter Albert Torres, was held Dec. 12 to 15. Grupo America is the only group team from Canada that has ever won in this competition, having taken first place in the same salsa category the last time they entered, in 2007 and 2008.

The group beat out hundreds of competing teams from Latin America

and around the world and did it with a multicultural makeup.

“No one at these kinds of competitions ever believes that our multi-ethnic Canadian team can dance at as high a level as the teams from Latin America,” said Erika Sanchez, the group’s manager. “Our team represents nine different cultural backgrounds. Each time we win, it’s like we’re showing the world, ‘You don’t need a Hispanic last name to dance good salsa.’”

Grupo America, which runs its World Dance studio on Imperial Street at Nelson Avenue, was started 15 years ago by Diego Sanchez and his sister, Erika Sanchez.

MaRio JoSe WRiGhT/ConTRibuTedGrupo America came away with gold at the recent World Latin America Dance Cup.

Surrey’s Dianne Watts wants reform of integrated unitsJeff NagelBlack Press

Some Metro Vancouver mayors say they’d welcome reform of regional police services but few are endorsing the idea of fully switching to a regional force from the current patchwork of municipal police and RCMP detachments.

Vancouver Mayor Gregor Robertson issued a statement supporting Missing Women Inquiry commissioner Wally Oppal’s call Monday for a regional force, saying it’s “crucial” to improving public safety and policing in the region.

Surrey Mayor Dianne Watts, however, wants to improve the current system of integrated policing units that pool resources across the region, adding that could go as far as a regional services force, but not at the expense of independent local control.

“If you solely go to a regional force, what happens is all the police are pulled out of a variety of communities to deal with an issue,” Watts said. “You’re leaving your community very scantily policed.”

The problem now, she said, is that some cities opt out of the integrated units – Vancouver and some other municipal forces don’t participate in the Integrated Homicide Investigation Team (IHIT) and instead pool efforts with the VPD’s homicide squad.

“We need to have an overriding structure and everybody has to participate,” Watts said. “It’s not about what uniform somebody wears. It’s a matter of the model.”

Port Moody Mayor Mike Clay, whose municipal force works closely with the VPD, said he’s happy with that arrangement, but would also support a bolstered system of integrated teams, while leaving local forces or detachments in charge of local community policing.

One challenge is that some cities willingly charge higher taxes than others to deliver no-call-too-small policing and mayors like Clay wonder if their cities, with a high rate of police per capita, would lose boots on the ground under a regional model.

“If Port Moody becomes part of a larger Metro Vancouver

regional police force, are we getting the same amount of attention we’re getting now?” he asked.

Clay added he could see an amalgamated regional force if local precincts were created to preserve service levels and local autonomy – a scenario Oppal advances in his report.

Delta Mayor Lois Jackson opposes regional policing, saying it would disconnect officers from local citizens.

“I just do not believe regional policing with a great faceless group of people from all over the Lower Mainland will do our cities in good stead,” Jackson said.

SFU criminologist Rob Gordon, a longtime reform advocate, dismissed concerns of mayors, saying the concept is “not rocket science” and is done in many major cities.

He said tinkering with the integrated units is not what Oppal intends.

“The people of Metro Vancouver in particular are not being policed well,” Gordon said. “They’re not being served by this balkanized system we have.”

Oppal’s report found serial killer Robert Pickton would likely have been caught sooner had a regional force been in place, avoiding some of the poor coordination between the VPD and RCMP in Port Coquitlam and the ensuing finger-pointing at the inquiry.

He recommended the province name an independent panel of experts to begin fleshing out a proposed model for implementation.

B.C. Justice Minister Shirley Bond committed only to talk about the idea but gave no sign the province would force through reform over municipal objections.

NDP justice critic Leonard Krog was also cautious, saying there would have to be a “very careful” look at whether a new model would improve policing – as opposed to more work to improve training and coordination – and whether cities could unite behind it.

“This isn’t like who picks up your garbage,” Krog said. “You don’t want to impose fundamental changes around policing without some pretty broad support.”

Strong opposition from cities could be a deal-breaker, he added.

Krog said Robertson’s endorsement creates an opportunity to consider reform.

But he added the new long-term RCMP contract may be a barrier or add to the cost of change, even though there’s an opt-out mechanism.

Oppal’s call is just the latest. He wrote a report recommending regional policing back in 1994 and a VPD review of the 2011 Stanley Cup riot also concluded a regional police force would have handled it better.

Municipal forces police Vancouver, West Vancouver, Port Moody, New Westminster, Delta and Abbotsford, while all other municipalities in the region are served by RCMP detachments.

But some cities – Richmond, Burnaby and North Vancouver City and District – are studying their options to leave the RCMP due to their concerns over the new contract.

Gordon said he has “virtually no faith” that the current government – or the NDP if they take power after the spring election – will do anything but “dawdle” with Oppal’s regional force recommendation.

Few mayors back push for regional police force

Oppal on regional policingSome of findings from the report of Missing Women Commissioner

Wally Oppal on regional policing:- Only a regional force can provide leadership and set regional

policing priorities.- Without a unified command structure, accountability suffers.

“There are many people in charge, and when there are many people in charge, no one is in charge.”

- Criminals can exploit police jurisdictions with fewer resources or less sophisticated systems.

- Further integration of police in the Lower Mainland would merely “prop up a broken system.”

- While there’s much cooperation between existing forces there’s also “considerable rivalry” between the VPD and RCMP.

- With regionalization comes a single procedure and central command to respond to planned celebrations, riots, natural disasters and terrorist attacks.

- A larger scale Metro force can better deliver specialized services and should achieve savings through bulk buying, reduced administrative overhead and eliminating duplicate jobs.

- Options include a provincial police service, separate regional police forces, or a combination of provincial and regional policing.

A safe holiday is a happy holidayMake safety a priority this holiday season with these simple tips:

• Never kick or hit your meter if ice builds up. Call us for assistance at 1-888-224-2710.

• After a snowfall, brush snow away from your meters by hand and clear a path for the safety of our meter readers.

• Around your fireplace, consider using a hearth safety gate to help protect small children from the heated glass.

Advocates urge port to put brakes on new terminalsJeff NagelBlack Press

A campaign to block a proposed increase in coal exports through Metro Vancouver has gained the backing of public health advocates.

An open letter from three groups and numerous individual health professionals calls on Port Metro Vancouver to freeze

its consideration of applications for a new coal terminal at Fraser Surrey Docks and to expand an existing one at Neptune Terminals in North Vancouver pending further study.

The B.C. Lung Association, Public Health Association of B.C. and the Canadian Association of Physicians for the Environment cited health risks from coal dust and diesel pollution from more trains rolling through the region.

“You have an ethical obligation to postpone any decisions on these two coal export proposals until you have developed a broader and more inclusive decision making process which is capable of evaluating the cumulative regional health impacts,” the letter says.

Critics of the planned coal terminal expansions – which would increase coal shipments through the port by 14 million tonnes per year or

35 per cent – object to the port’s ability to approve them internally, without the consent of any city or other agency.

Much criticism has come from climate activists who don’t want U.S. coal to get to market in Asia.

But signatories to the letter say local health impacts could be significant. They project at least three more coal train return trips through the region daily, up from six now.

And they say the

BNSF railway through White Rock and Delta to the proposed Fraser Surrey Docks terminal passes just a kilometre from 10 schools as well as daycare centres and seniors’ homes Opponents of coal exports protested outside the port’s Vancouver headquarters Tuesday.

Robin Silvester, president and CEO of Port Metro Vancouver, said concerns over coal dust risks are “completely legitimate questions” that will be addressed through the public review process underway.

Whether climate change concerns should quash Canadian exports of coal is a “legitimate debate” to have at a more national level, Silvester said, but not one to have with the port at the permitting

level when coal exports have been underway here “for a very long time.”

He likened it to a homeowner applying to extend his house being told the application won’t be considered because “we’re going to stop and think about the sustainability of the forest industry.”

Silvester said most of the coal exported through Port Metro Vancouver is metallurgical coal – a critical ingredient in steelmaking – but critics note the planned terminal projects would boost exports of thermal coal that would be burned for power.

Submitted photoThe Greater Vancouver Home Builders’ Association will hold several events in the New Year, including the annual First-Time Home Buyer Seminar, above, and the Parade of Renovated Homes.

By Kerry Vital

The Greater Vancouver Home Builders’ Association is proud to announce that this year’s annual Coats for Kids campaign was a resounding success.

“We brought in around 3,300 items,” says GVHBA CEO Bob de Wit. “That’s about 10 per cent more than last year.”

Among the items collected were jackets, scarves, toys and blankets, all of which will be donated to the Lower Mainland Christmas Bureau.

“It was a great year,” says de Wit. “There were so many community members getting involved, including schools and hockey teams.”

Next year, de Wit wants to collect 4,000 items.

“We are really happy to be part of it,” he says. “It’s really gratifying ... to know that we’re helping.”

The Lower Mainland Christmas Bureau is run by executive

director Chris Bayliss, who de Wit compares to Santa Claus.

“During their busy season, he’s there working 20 hours a day,” de Wit says, adding, “It’s a labour of love for him and his staff.” Mark your

calendars for 2013By Kerry Vital

The Greater Vancouver Home Builders’ Association has a busy calendar for the year ahead, with events for homeowners, builders and other real estate professionals.

The BC Home & Garden Show will take place on Feb. 20 to 24 at BC Place. The GVHBA is a partner in the event and presents the Renovation Gallery that showcases before and after photos of professional renovations.

The show features local experts in all aspects of home ownership, from renovation to organization, appearances by HGTV celebrities and tons of tips for outdoor living

and gardening.The GVHBA Ovation Awards

will be handed out on April 20 at a gala awards dinner. The awards honour the best of the best in new-home construction, renovation and design in the Lower Mainland. The finalists will be announced on Feb. 6. The GVHBA will hand out the People’s Choice Award for the first time, giving the public a chance to vote for their favourite new or renovated project.

The annual First-Time Home Buyer Seminar will be presented on March 19. The seminar gives prospective buyers a chance learn from experts on all aspects of the home-buying process. Builders and suppliers are in attendance beforehand to allow you to ask questions. The seminar is

the largest of its kind in North America, and is always well-attended.

The GVHBA will also hold its annual Spring Renovation Seminar in May, with the date to be announced. The event is free (though pre-registration is required), and features renovators, designers and suppliers who will guide homeowners through every step of the renovation process.

The Parade of Renovated Homes will take place on June 9. The public will be invited to tour professionally renovated homes in the Metro Vancouver area. This year will be the 20th annual parade, which always includes a variety of home types and budgets.

For more information and a list of events, visit www.gvhba.org.
