The Burnaby independent school so impressed Tracey Tobin, the city’s environmental services officer, with their enthusiasm that she knew just who to call when she was asked to find a school to pilot a new electronic toy recycling collection program.

For 1 1/2 weeks, Knox students will bring in their old, broken electronic toys—just about anything that takes batteries or needs to be plugged in—for recycling.

You’ve probably got one stashed away deep in the bottom dresser drawer. Somewhere in the family photo album, there’s a picture of you wearing it; you try to skip that page whenever leafing through it with visitors.

The ugly Christmas sweater is everyone’s knitted nightmare.

But for the past 11 years Jordan Birch and Chris Boyd have been bringing the seasonal fashion disasters out of the closet and celebrating the worst garments ever created by two long needles and well-meaning fingers with their annual Ugly Christmas Sweater Party, to be held Dec. 21 at the Commodore Ballroom in Vancouver.

This year the St. Thomas More alumni will be donating some of the event’s proceeds to their alma mater to help equip the school’s new gym, scheduled to be completed in the spring.

It’s part of their philosophy, they say, that good can still come out of something as bad as a gaudy green cardigan festooned with garish candy canes, dangling bells and rancid ribbons. Over the years they’ve helped out causes

like Basics For Babies, the Union Gospel Mission and various food banks.

The Ugly Christmas Sweater Party started as a gathering of friends in the Coquitlam home of another STM alumnus, Scott Lindsay. Evoking images of Hallmark moments so saccharine they could never happen in real life, Birch and Boyd wanted to make the occasion as cheesy as possible, complete with a punchbowl filled with eggnog, mistletoe hanging from door frames, gatherings around the piano to sing carols and, of course, ugly Christmas sweaters handed down over the years from crafty aunts and grandmothers.

“People thought it was such a great idea,” says Boyd, who’s now a clinical counsellor. “For some reason Christmas clothing is weird.”

“It lets you get in touch with your inner humour,” says Birch, a life coach. “When you get everybody together wearing ugly sweaters, you don’t make fun of each other any more.”

Their idea caught on. The party outgrew living rooms and kitchens and moved to the Highland Pub at Simon Fraser

University and then to the Commodore where more than 1,000 revelers will be entertained by two live bands, a gospel choir, a DJ and various contests.

Over the years Birch and Boyd have fielded media inquiries from as far away as London, England.

Similar events started up in places like Kansas City. This year, Dec. 21 has been designated Ugly Christmas Sweater Day around the world.

“It’s a global phenomenon,” says Birch. “If you’ve got one, wear it.”

DeWith said she’s used the program as an opportunity to teach her students the value of passing unused toys onto thrift shops or charity. They’re learning how to choose toys that have longer play value, don’t need batteries and are better for the environment.

party invitations that guests give monetary gifts that could be put toward a larger purchase, instead of smaller toys more likely to break down and end up in the landfill.

And, DeWith added with a laugh, in encouraging students to clean out their closets and cupboards of broken toys, they’re reminded that it makes room for new playthings.

Teaching children is the first step in raising awareness among parents of the electronic toy recycling program, just like they are for other forms of recycling, she said.

Coun. Colleen Jordan pointed out that the hockey players are not on strike but were locked out by the league.

And while “fundamentally not opposed,” Coun. Dan Johnston noted that the NHL’s offices are in New York and not in Canada.

“Maybe they could just order the Canadian players back to work,” quipped Corrigan. “That’s most of

the league anyway.”The motion was approved, by a

6-3 vote, with councillors Jordan, Johnston and Sav Dhaliwal opposed, ostensibly on principle.

Corrigan offered reassurances of the tone his letter will take.

“I will be suitably tongue in cheek for the sake of those opposed,” he said with a laugh.

City considering expanding to all multi-family buildingsWanda [email protected]

Burnaby city hall is considering making food scraps separation and pickup mandatory across the city, to meet its waste diversion targets.

Multi-family complexes that contract with the city for garbage disposal are already eligible for the food scraps program, but not those that use private contractors, said Tracey Tobin, Burnaby environmental services officer.

If Burnaby goes ahead with mandating the program, it will apply no matter who provides garbage collection service, similar to the bylaw that came into effect in January 2011 that mandated recycling at multi-family buildings.

“That’s mostly because we’re anticipating Metro Vancouver’s 2015 food waste ban from residential properties,” Tobin said. That’s when garbage disposal facilities will no longer accept food scraps mixed in with the rest of the trash.

And it’s a deadline that’s not that far away.

“That’s why we’re really eager to try and get the word out that we have this program.”

It’s all part of the region’s goal of diverting 70 per cent of its garbage from landfills and the incinerator by 2015.

A year after Burnaby completed a pilot project to collect food scraps in multi-

family complexes, the program is being implemented city-wide at a steady pace.

There are now more than 40 multi-family buildings participating in the city, representing about 3,000 housing units, said Tobin.

“It takes a bit longer than single-family programs just because there’s a lot more players involved, with all the residents, the caretakers, the stratas, that kind of stuff,” Tobin said.

Nevertheless, she’s got “quite a long list” of buildings waiting for the program that she hopes to get to in the new year.

“It’s been really fantastic, actually,” she said of the response. “It’s been better than I ever imagined.

“We have seen some complexes asking for smaller garbage dumpsters because it’s starting to reflect how much they’re diverting [from the garbage headed for the landfill and incineration].”

By comparison, the program in single-family homes, “we’ve still got a lot of work to do to get the news out.”

That program has been in place for two years and there’s been an education campaign, but “we’d still like to see a lot more residents join in the program.”

Tobin said she always suggests people start with fruit and vegetable trimmings and waste, and slowly add in other foods as they’re comfortable.

In Burnaby, all food scraps, including meat, bones and cooked

foods, can be placed in the yard trimmings bin for pickup once a week to be composted at a facility in Richmond. Multi-family complexes do the same only they’re given more bins to accommodate the greater number of residents involved. Regular garbage continues to be collected weekly.

In many cases, residents in condos have downsized but still want the same sort of services they received when they lived in houses.

Separating out their food scraps often means they don’t have to take out the rest of their garbage as much since they take out the smellier, organic waste more often in their compost pails, she said.

Mayor Corrigan opposes due to costWanda [email protected]

Burnaby council has approved a motion to call on TransLink to provide public washrooms at SkyTrain stations.

The decision came out of a resolution from the TransLink Access Transit Users’ Advisory Committee requesting that municipalities adopt programs to increase the number of public toilets around transit hubs and major gathering places.

After some discussion, the city’s Traffic Safety Committee felt it was TransLink’s responsibility and recommended council state

that position to the regional transportation authority.

“I’m not getting any younger, my bladder’s not getting any stronger, my capacity wasn’t as good as when I was 21,” said Coun. Nick Volkow at a recent council meeting. “I know this would be greatly appreciated by just about everybody in the Lower Mainland.”

He suggested council should be advocating for more public toilets at Metro Vancouver as well and suggested that the price of installing a stand-alone facility would be nominal.

But Mayor Derek Corrigan wasn’t sold on the idea.

Corrigan noted that even if TransLink were to take it on, the same taxpayers pay for

TransLink as well. His concerns are mainly over

high maintenance costs, saying that when he was chair of B.C. Transit that was one of its biggest challenges, and if such an initiative were implemented it could result in costs having to be cut elsewhere to pay for it.

Corrigan said he was just not convinced it would be money well spent.

The motion was approved, with Corrigan the lone council member opposed.

Council also asked staff to prepare a memo with information on public washroom facilities in Victoria and Portland, Ore.

Narang named new school board chair

Baljinder Narang is the new chair of the Burnaby school board after being elected to the post at Tuesday’s board meeting.

Narang, succeeds Larry Hayes who served two years in the position. Ron Burton is the new vice-chair as well as Burnaby’s representative to the B.C. Public School Employers’ Association. Harman Pandher is the provincial councillor of the B.C. School Trustees Association and Gary Wong is the alternate representative for both provincial bodies.

As for the success of Burnaby’s food scraps program, city hall has preliminary plans to do a study in 2013 to assess the participation rate and gauge the need for additional outreach and education.

Tobin said she was quite pleased that they’ve seen a “huge improvement” after reminding people there are no plastics, not even biodegradable bags, allowed

in with the food scraps and yard trimmings.

“It’s a pretty easy program to be a part of. You’re really just taking your food scraps from your garbage bin and transferring them to your yard waste bin. That’s the only difference.”

Even in B.C., where the tougher laws make the penalties for driving drunk immediate and more severe.

You’d think drivers would get the message.

You’d think with the Counterattack program out in full force, because of all the holiday parties, they’d be a little more careful.

You’d think with programs like Operation Red Nose in full swing, they’d take advantage of the free service.

Volunteers even drive your car home.

You’d think with education programs in schools, where victims in drunk driving accidents tell their stories to a rapt audience, the consequences of drunk driving would leave an impression.

But no.Some still rather risk

incarceration, or having their car towed and having to pay heavy fines, having their licences suspended—risking not only their own lives but those of others on the roads—than drink a little less, or call a cab, or a sober friend.

Is their judgment that impaired?In 1976, the year before

CounterAttack road checks started, more than 300 people a year in B.C. were killed in impaired driving crashes.

While attitudes toward drinking and driving have since changed, impaired driving remains the second leading cause of car crash fatalities in the province.

Of  all fatal crashes in B.C. each year, 31 per cent involve impaired driving.

Such tragedies can be prevented.

If you are drinking, don’t drive.

VICTORIA – On Friday, as the federal government was giving the green light to a Malaysian investment of billions more into northern B.C.’s liquefied natural gas megaproject, Coastal First Nations chiefs held their quarterly board meeting in Vancouver.

These are now the most powerful aboriginal leaders in North America, bankrolled by U.S. environmental groups and their wealthy charity foundation backers as guardians of the Great Bear Rainforest.

A major topic was the Haisla Nation, the Kitimat partner that abruptly quit its voluntary association with the Haida, Gitga’at and other communities over its plans to develop LNG exports.

This discord comes at a bad time.

Premier Christy Clark has bet heavily on LNG, not just for her government’s future, but the industrial and economic direction of the province for decades to come.

Initial press reports were misleading.

One had it that Haisla Chief Councillor Ellis Ross, the

B.C. government’s key ally on LNG, was “buddying up” with the Harper government on the Enbridge oil pipeline proposed to go to Kitimat, in the heart of Coastal First Nations territory.

Not so. Both Ross and Coastal First

Nations executive director Art Sterritt confirmed to me that they remain solidly against the Enbridge proposal. The disagreement is over how to power the processing of LNG, which the Haisla are pioneering with provincial assistance.

Sterritt said the Haisla and the rest of the group were in agreement until a few weeks ago. The plan was to follow Clark’s solemn vow to make B.C. LNG the “greenest” in the world.

All parties acknowledge that some of B.C.’s shale gas will have to be burned to process and ship LNG to Asia. The initial

idea was that one or two natural gas-fired power plants would be built, eventually backing up wind, small hydro and other renewable supplies. BC Hydro has 600 megawatts available from its dams, which would require new transmission capacity up to Kitimat to help run the first two LNG plants proposed in partnership with the Haisla.

Then the play got bigger. The B.C. government

transferred Crown land on Douglas Channel to the Haisla for an LNG project planned by Shell, PetroChina and Korea Gas. And Sterritt said he started getting signals from Victoria that the industry doesn’t want to buy power from outside producers to drive LNG cooling and compression.

Instead they wanted to power it directly with gas, using equipment called “mechanical drives” rather than electrical drives.

In a letter to Haisla members explaining why he quit the Coastal First Nations, Ross said he was insulted by Sterritt’s comments that the Haisla were choosing “the dirtiest way possible” to ship LNG. Ross

noted that emissions would be about the same if gas is burned in the LNG plant or in a power plant nearby.

That’s true, but Sterritt points out a critical difference. If LNG producers are allowed to use single-purpose mechanical drives, no renewable energy can ever be added. And as more LNG producers rush into B.C., reserves that would have lasted 75 to 100 years could be depleted in 30.

And when the gas is gone?“These big, hulking plants that

are going to be in Kitimat are just going to be sitting there, rotting,” Sterritt said.

“It happens all over the world.”B.C.’s clean energy plan

envisions extending the BC Hydro grid, developing run-of-river and wind farms such as the big offshore proposal off Haida Gwaii, and ultimately a future beyond oil and gas.

Now, in their rush to develop LNG, Clark and Energy Minister Rich Coleman seem poised to abandon that strategy.

COMMENTRe: Few surprises in Burnaby Hospital report: MLA (NewsLeader, Dec. 5)

Kathy Corrigan and NDP health critic Mike Farnworth have been shamefully quick to dismiss the Burnaby Hospital report released by the Burnaby Hospital Community Consultation Committee. They claim much of what is in the report has been known about for years. Perhaps so. But then, what have either of them done to draw attention to the unacceptable situation at Burnaby Hospital over the past decade?

Not a thing it seems. Nada. A big fat zero! And certainly nothing anywhere near as effective as the consultation committee’s efforts over the past few months to highlight, and help define, what the hospital’s issues are.

If either Corrigan or Farnworth have read the report as I have, they would realize that replacing the older buildings on the Burnaby Hospital site with modern ones, buildings built for 21st century medicine, not 1950s medicine, is only part of the answer.

Clearly, a much more immediate piece, and one that needs to be resolved ASAP, is the unequal allocation of Fraser Health Authority resources Burnaby Hospital receives.

As a citizen of Burnaby served by Burnaby Hospital I would really like to know how this shameful situation has been allowed to persist for so long?

Why has Burnaby Hospital been treated like a poor cousin in Fraser Health’s budgeting?

Hopefully something will now be done to fix this situation and Burnaby Hospital will be treated fairly and placed on an equal footing resource-wise with other Fraser Health hospitals.

This is something Fraser Health should be able to address right away regardless of any longer term plans to replace the older buildings on the hospital site.

The committee deserves thanks for successfully raising the profile of issues at Burnaby Hospital.

And all those who bravely spoke out about the situation also deserve to be thanked.

PEDESTRIANS MUST ACT RESPONSIBLY

One of the reasons why there has been an increase in the number of accidents involving pedestrians is that more and more pedestrians break the traffic rules.

I have noticed in recent years a marked increase in pedestrians walking against red lights and jay walking.

I am all for increased use of crosswalk cameras and enhanced lighting but in addition call for strict enforcement of the traffic rules against pedestrians.

TIME FOR A TOURISM REALITY CHECK

Recently a First Nations representative vehemently opposed the exploration for oil and construction of a pipeline. He added: “...it will kill B.C.’s $7-billion tourist industry.”

Really?Having worked for over 40

years in the travel industry I had to do a double take. How could I have been so misguided?

From my humble perch I have seen tourists buy a loud shirt in Honolulu and enjoy feeling sand between their toes. In Egypt most people like to have their picture taken, riding a camel in front of the pyramids. In Paris it’s the Eiffel Tower and croissants for breakfast every morning...

Visitors to Western Canada, unless they specifically come for the Stanley Cup, a convention or the Calgary Stampede, rent a motorhome in Calgary and drive through our glorious Rockies to Vancouver. Depending on the amount of time available the ride could include Drumheller, Buffalo-Jump-Head-Smashed-In, Prince Rupert and Port Hardy. It also

works well in reverse. But even if they do things differently, there is always driving involved. Lots of it! That includes those visitors from Carolina who overnight in motels, the sports fishermen who look for salmon in Campbell River or the Seattle skier who weekends in Whistler. They have to drive, ride or fly!

Worldwide we have now raised a generation of people who were told that using gas is a sin and will destroy the planet. Some of this was bound to stick on some people. Why are we surprised that B.C.’s tourism industry is now tanking? But why would digging a trench to get oil to market affect tourism as we know it?

With all due respect, all those speaking on behalf of First Nations or Tourism BC may wish to take a reality check. Find out what many tourists do, or have done while here.

AFFORDABLE HOUSING IS BESTRe: George Derby proposes new seniors rental project (NewsLeader, Dec. 7)

The recent pitch from George Derby Centre Care facility to provide housing on the land it owns is a wonderful idea, and something that should be considered right away. The argument has been made that the housing facility would allow seniors in care to have a sense of community, that it’s their place to live and it’s adjacent to where they receive care.

That’s great, but what concerns me about the project is that it’s being billed as market housing, which may make it too expensive for seniors on fixed incomes to live in that complex and provide the community that George Derby is hoping to create.

I think the people at George Derby are sincere in their desire to have a location for their care patients to live and create a community with one another, so I hope they’ll give due consideration to the proposal put forward by Mayor Corrigan and the Burnaby city council, and opt instead to use the land for subsidized housing, so that cost and income are no barrier to residency for the patients.

A Burnaby family has made a major donation to a project at St. Michael’s Centre in appreciation for the care its staff gave a family member.

St. Michael’s is a 128-bed complex care facility, and also includes a 16-bed hospice. The centre, through its Tapestry Foundation for Health Care, is looking to raise the last $100,000 it needs to provide new therapeutic bathing rooms for its 138 residents. The first $200,000 was raised from Fraser Health Authority and private donors.

When Burnaby resident and businessman Marco Faccone learned of the project, his family contributed $25,000 in memory of his mother Anna, who passed away at St. Michael’s Centre some years ago at age 53.

“My mom was a very private person – it meant a lot to my dad and our family that the care team at St. Michael’s looked after her personal needs like bathing and maintained her dignity. We knew how important that was for her, ” Faccone said in a press release. “We are making this donation in her honour to show our appreciation and to help ensure that others receive the best possible care. The three older bathing rooms for long-term care residents are sorely in need of major renovation and renewal. The planned new rooms would make bathing a more homelike experience with hydrosound tubs designed to protect fragile skin and enhance wound healing and modern safety features.

Cycling races in town

Some of cycling’s powerhouse names will ride the boards at Burnaby Velodrome Dec. 27-30. The Superior Glass 4 Day will feature dozens of races over four evenings being contested by the likes of US Olympian, Tour de France and Giro d’Italia stage winner Tyler Farrar, Canadian Olympians Gillian Carleton and Laura Brown as well other top Canadian and American champions. At stake is $6,000 in prize money. Racing starts at 6:30 p.m. each evening, and admission is only $5, free for those under 10. Major donation received at St. Michael’s Centre

A mixed-nut product is being voluntarily recalled by its Burnaby packer after concerns it may be contaminated with salmonella.

The Canadian Food Inspection Agency (CFIA) is warning people not to consume Golden Boy brand Inshell Mixed Nuts sold in 1.36-kg (3 lb) mesh bags with the UPC code 0 64684 10948 0.

The product has been distributed nationally by Golden Boy Foods Ltd. of Burnaby.

There have been no reported illnesses connected with the product.

The CFIA is monitoring the effectiveness of the recall.

The agency notes that food contaminated with salmonella may not look or smell spoiled.

Eating food contaminated with the bacteria may cause salmonellosis, which can cause serious and sometimes deadly infections in young children, the elderly and people with weakened immune systems.

In otherwise healthy people, it may cause short-term symptoms such as high fever, severe headache, vomiting, nausea, abdominal pain and diarrhoea.

Long-term complications may include severe arthritis.

A new poll of Lower Mainland drivers who use the Port Mann Bridge shows many plan to shift to untolled routes to avoid the new tolls – especially once a half-price introductory discount ends.

The online survey conducted by Insights West suggests traffic congestion is set to worsen further on free crossings of the Fraser River such as the Alex Fraser and Pattullo bridges.

It shows a third of commuters who normally used the Port Mann Bridge at least weekly intend to actively seek out new routes to avoid the toll.

A third said they will drive over the bridge less often while 45 per cent said they will keep using it and pay the tolls.

The same drivers were also asked what they will do once the half-price introductory discount ends and they’re paying $3 tolls to use the new bridge.

More than 55 per cent of weekly Highway 1 users said they’ll seek new routes after the toll doubles and just 31 per cent said they’d keep on paying to cross.

(For all Port Mann users, including less frequent ones, 46.4 per cent said they’d seek out new routes, 33 per cent said they’d use the bridge less often and 34.5 per cent said they’d use it as usual and pay the toll. Respondents could give more than one answer so results add up to more than 100 per cent.)

Insights West president Steve Mossop said the findings show residents

South of the Fraser like the new bridge but remain “bitterly opposed” to tolling of the Highway 1 crossing.

Only time will tell, he said, whether the Port Mann ends up suffering lower-than-expected traffic volumes because of the toll, as happened with TransLink’s Golden Ears Bridge.

“We’ll see if people have the patience and tolerance to actually sit on the Pattullo or the Alex Fraser and wait through the backups to avoid that fee,” Mossop said.

“It’s not people just expressing their anger and frustration. It’s a real entrenched mindset.”

The poll also found Lower Mainland residents remain split on whether the Port Mann should be tolled – 50.8 per cent support

tolls while 45 per cent oppose them.

Among frequent Port Mann users, 60 per cent oppose tolls while 40 per cent support them.

“The issue of tolling seems to have divided Metro Vancouver into two camps,” Mossop said. “Those who are in favour since they don’t drive over the bridge, with the opposition camp being firmly entrenched among drivers who are impacted.”

TReO decal users tend to support the tolls, with 55 per cent in favour to 45 per cent opposed.

Mossop said the opposition to tolls reflects “a lot of disgruntled voters” who may yet have an influence in next spring’s provincial election.

“That’s a big number to be opposed,” he said. “Governments lose elections on numbers like that.”

He noted TReO has done an “excellent job” of promoting the bridge and luring drivers to sign up through staged discounts and an offer of 20 free trips.

Nearly 70 per cent of Metro Vancouver drivers polled said they’d signed up, roughly matching statistics reported by the province.

Sixty five per cent said they were satisfied with the new bridge itself.

A majority of drivers who use it at least monthly said they expect it will save them time.

The online survey of nearly 600 people has a four per cent margin of error.

Riding Burnaby’s boardsIt may be too dark, cold and wet for many cyclists

to hit the road, but some of the sport’s powerhouse names will be riding the boards at the Burnaby Velodrome Dec. 27-30.

The Superior Glass 4 Day will feature dozens of races over four evenings being contested by the likes of US Olympian, Tour de France and Giro d’Italia stage winner Tyler Farrar, Canadian Olympians Gillian Carleton and Laura Brown as well other top Canadian and American champions. At stake will be $6,000 in prize money

The racing commences at 6:30 p.m. each evening, and admission is only $5, free for those under 10.

On Saturday, Vancouver band Columbia will entertain between races and on Sunday, the feature event will be a 3 km pursuit grudge match between the Canadian women’s pursuit team and Farrar.

Clan climb rankingsThe Simon Fraser University Clan women’s

basketball team keeps climbing the NCAA Division II rankings moving into the top 10 for the first time.

Four weeks ago, SFU, which is 8-1 on the season, debuted at No. 17 in the USA Today Top 25 coaches poll. The following week the Clan were 16th, then 12th and now they are ninth.

The poll is a survey of 33 head coaches at Div. II institutions.

SFU will be back in action against the visiting Trinity Western University Spartans from Langley on Dec. 29 starting at 6 p.m. in the West Gym.

Steelers snag win in OTRyan Panichelli, on a set up from Colton Schock,

scored 3:05 into overtime to give the Grandview Steelers a 2-1 win over the North Delta Devils at the Burnaby Winter Club on Sunday.

Panichelli and Schock assisted on a second-period power-play goal by Sean Lan that created the tie after the Devils scored the game’s first goal with 33 seconds left in the first period. Joshua Friesen made 21 saves to get the win for Grandview.

Two nights before that, the Steelers were dumped 5-1 by the hometown Abbotsford Pilots with Lan scoring Grandview’s goal against the Pacific Junior B Hockey League’s top team in the Harold Brittain Conference. The Steelers are fourth in the Tom Shaw Conference with a 14-12-1-1 record.

Last Thursday, the Steelers mauled the Mission City Outlaws 7-3 with Darcy Rai scoring twice and adding an assist. Lan and Matteo Belmonte also had three-point games with a goal and two assists each. Other Grandview goal scorers were Nicco Marconato, Anthony Dispirito and Malcolm Glaholt.

The Steelers will play in Maple Ridge on Friday against the Ridge Meadows Flames before hosting the North Vancouver Wolf Pack at the Winter Club on Sunday, 4 p.m.

Giants on top of it allAlso at BWC last weekend, the Vancouver North

West Giants continued to roll along in first place in the B.C. Major Midget League with a pair of wins.

On Saturday, the Giants defeated the South Island Royals 5-3 with Jarid Lukosevicius scoring twice. Other Giants goals came from the sticks of Trevor MacLean, Cole Todd and Eric Margo while Anthony Conti assisted on the team’s first three goals.

The next morning the Giants beat the Royals 5-2 on goals by Colton Kerfoot, Jackson Cressey, Mango, Lukosevicius and Conti.

The Giants are 19-1-2 and have a four-point lead over the second-place Okanagan Rockets.

This weekend they are in Prince George to play a pair with the third-place Cariboo Cougars who are six points behind the Giants.

After completing both its social sustainability and economic development strategies, Burnaby city hall announced it is now working on its third and final plan, a new environmental sustainability strategy.

The strategy will be developed over two years and when completed, will guide Burnaby’s environmental decisions over the coming years, according to a city press release.

The eventual document will “articulate a vision, goals

and achievable actions that recognize current challenges and opportunities, while providing the flexibility to adapt to changing needs and opportunities.”

A “blue-riboon steering committee” chaired by Mayor Derek Corrigan will develop the plan with input from the community, including stewardship groups, environmental leaders, businesses and non-profit organizations.

Work on the environmental

strategy will be complemented by two related studies party funded by BC Hydro—a community energy and emissions plan, which will develop a framework to help reduce energy use and greenhouse gas emissions in the city; and a Metrotown district energy (pre-feasibility) study, which will look at the potential for district energy systems in the town centre that would improve efficiency and reduce emissions from heating and cooling systems.

The Canadian Home Builders’ Association of British Columbia has announced the finalists for this year’s Georgie Awards, honouring the best in the residential construction industry.

This will be the 21st annual awards, which reward builders, renovators, marketers and sales representatives. The awards are known across Canada for recognizing excellence and innovation in B.C.

“A Georgie Award is recognized as an industry stamp of quality. Award entries are at a record high, and the calibre of projects is a testament to the talents and efforts of CHBA BC members,” says the CHBA BC.

This year, the CHBA BC received over 500 entries in a total of 45 categories. The categories include awards for single-family, multi-family and custom homes, as well as renovations on various budgets, marketing and outdoor spaces.

Among the nominees are Portrait Homes, Kenorah Construction & Design, Adera Development Corporation and Harald Koehn Construction Ltd.

The awards will be presented by CHBA BC and BC Homes, and are judged by a panel of residential construction industry professionals from outside of the province.

Finalists for the Grand Georgie Awards and Customer Choice Georgie Awards will be announced next month.

The Georgie Awards are named after Captain George

Vancouver, the first European to enter Burrard Inlet in 1792. Since the awards began in 1992, the categories, criteria, price points and square footage have changed to reflect new ideas in the construction industry. The most recent change has been to energy-efficiency categories, with the creation of new ones and the addition of new criteria to older categories.

Over the past six months, the Greater Vancouver housing market has seen a reduction in the number of homes listed for sale, a gradual moderation in home prices and a decrease in property sales compared to historical averages.      

The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales of detached, attached and apartment properties reached 1,686 on the region’s Multiple Listing Service (MLS) in November, a 28.6 per cent

decline compared to the 2,360 sales in November 2011 and a 12.7 per cent decline compared to the 1,931 home sales in October 2012. November sales were 30.3 per cent below the 10-year November sales average of 2,420.

“Home sellers appear more inclined to remove their properties from the market today rather than lower prices to sell their properties. On the other hand, buyers appear to be expecting prices to moderate,” real estate board president Eugen Klein said.

New listings for detached, attached and apartment properties in Greater Vancouver totalled 2,758 in November.

This represents a 14.4 per cent decline compared to November 2011 when 3,222 properties were listed for sale on the MLS and a 36.2 per cent decline compared to the 4,323 new listings in October 2012.

New listings were 12.9 per cent below the 10-year November average of 3,168.

At 15,689, the total number of residential property listings on the MLS increased 13 per cent from this time last year and declined 9.7 per cent compared to October 2012. Total listings in the region have declined by nearly 3,000 properties since reaching a peak of 18,493 in June.

The region’s sales-to-active-listings ratio was unchanged from October at 11 per cent.

“Home prices in Greater Vancouver have generally declined between three and five and a half per cent, depending on property type, since reaching a peak six months ago,” Klein said. “Changes in home prices vary per municipality and neighbourhood. It’s good to check local market statistics with

your realtor.”Since reaching a peak in May

of $625,100, the MLS Home Price Index composite benchmark price for all residential properties in Greater Vancouver has declined 4.5 per cent to $596,900.

This represents a 1.7 per cent decline when we compared to this time last year.

Sales of detached properties in Greater Vancouver reached 629 in November, a decrease of 31.3 per cent from the 916 detached sales recorded in November 2011, and a 40.1 per cent decrease from the 1,050 units sold in November 2010. Since reaching a peak in May, the benchmark price for a detached property in Greater Vancouver has declined 5.5 per cent to $914,500.

Sales of apartment properties reached 750 in November 2012, a 25 per cent decrease compared to the 1,000 sales in November 2011, and a decrease of 28.7 per cent compared to the 1,052 sales in November 2010.

Since reaching a peak in May, the benchmark price for an apartment property in Greater Vancouver has declined 3.9 per cent to $364,900.

Attached property sales in November 2012 totalled 307, a 30.9 per cent decrease compared to the 444 sales in November 2011, and a 24.6 per cent decrease from the 407 attached properties sold in November 2010.

Since reaching a peak in April, the benchmark price for an attached property in Greater Vancouver has declined 3.6 per cent to $454,300.

Property owners will receive their yearly assessment notice in the first week of January from BC Assessment (BCA), the government agency responsible for determining and reporting property value estimates

This notice is BC Assessment’s estimate of a property’s value as of July 1 and, for new construction or substantially renovated homes, the physical condition as of Oct. 31 of each year.

BCA’s assessment and the market value determined by a realtor may be different. Why?

Both BCA assessors and realtors calculate market value by analyzing sales of comparable homes within a local market, and look at factors that affect value such as size of home, view, location – on a busy or quiet street, number of bedrooms, construction quality, floor level, and garage or parking stalls.

Where every lot and every home on a street are typically the same, both BCA’s value and a realtor’s value will be similar during stable market conditions.

Differences occur in

neighbourhoods where lots have been rezoned or are different shapes and sizes, where architecture and views are unique, and where owners have made changes that BCA hasn’t yet taken into account.

Differences also occur during market instability when prices rise or fall during the six-month period between July 1 and January 1 the following year.

The deadline to appeal your assessment is Jan. 31.

Once the numbers are posted, property owners who disagree with their assessment should do their homework by visiting www.bcassessment.ca and then e-valueBC to compare their assessment with those of their neighbours. Each year, about 1.6% of all B.C. property owners appeal their assessment.

Property owners should first contact their local assessment office and talk to staff who can make adjustments if there is an obvious error.

In January, visit www.bcassessment.ca and select e-valueBC to view and compare the assessed value of any B.C. property.
