Summary

Summary Quarter Two 2017 For the fourth quarter in a row both calls for service1 and offenses known to police were at historic lows in Burlington. 2 Crime and calls for service have now been markedly below average dating back through quarter three of 2016, when the BPD began reporting crime and quality of life statistics on a quarterly basis. In terms of offenses, total crimes known to police were down 26% compared to the second quarter of 2016 and down 20% compared to the second-quarter average for 2012-2016. Both of these decreases were statistically significant. Another statistically significant decrease in property crime, down 38% since last year and down 35% compared to the five-year quarter two average, drove the overall decline during this period. Except for larcenies from a person and thefts of services, rates for every property offense were below five-year averages. Violent offenses remained virtually stagnant in quarter two compared to 2016 and the five-year average. Of note, aggravated and misdemeanor domestic assaults were down 18% and 35% respectively. However, simple assaults went up 57% since 2016 and 21% compared to the five-year average, the former a statistically significant increase. Drug offenses were up slightly, about 3% from both 2016 and the average. Finally, DUI offenses were down significantly from 2016 (about 65%) and also down from the five-year average (about 57%). Calls for service overall were down 17% compared to 2016 and down 20% compared to the five-year average during quarter two of 2017. Both of these decreases were statistically significant changes. However, violent crime related calls actually increased during this period, about 23% since 2016 and 7% compared to the average. Simple assaults specifically saw a meaningful increase from the average, up about 25%, and a statistically significant increase since 2016, up about 83%. Nearly every property crime related call field decreased from the average during this quarter. Overall, property crime related calls decreased 36% since 2016 and 31% from the average. Of note, burglaries saw statistically significant decreases from 2016 and the average, 39% and 45% respectively. Larcenies from buildings, from motor vehicles, and from other locations also saw significant decreases. Retail theft calls for service decreased 53% since hitting an all-time quarter two high in 2016. Vandalism related calls for service also decreased significantly since last year. Quality of life related calls were also down significantly, both from 2016 and from the five-year average, 11% and 17% respectively. These calls decreased largely due to continued drops in noise complaints (down 21% from the average), ordinance violations (down 36% from the average), and trespass incidents (down 35% from the average). Each of these decreases were statistically significant changes. Mental health related calls for service, on the other hand, saw another increase during this period as did overdose-related calls, the former reaching a six-year high.

initiated. Doing so would be beyond the scope of this quarterly crime brief. The purpose of this report is to provide an analysis of actual crime and important quality of life indicators. Presented here is an examination of the 22 call types which most accurately represent the commission of real crime. Thus, traffic offenses, community outreach events, welfare checks and other similar incidents are not included here but are the subject of other special topics reports. 2 Calls for Service and Offenses differ in that a call for service does not always represent a criminal offense while an Offense does.

Additionally, there can be inconsistencies in counts of the same crime category across calls for service and offenses. For example, there will typically be more disorderly conduct offenses than disorderly conduct calls for service because many disorderly conduct offenses occur during an incident where police were originally called to a different call type (e.g. traffic, intoxication, domestic disturbance). On the other hand, there are typically more retail theft calls for service than retail theft arrests because in some instances police respond to a retail theft call and determine no actual crime took place. Thus, analyzing offenses is a more accurate measure of real crime known to police, but examining calls for service offers a more complete picture of where resources are required.


Summary

Year-to-Date In 2017 calls for service are down significantly, approximately 13% compared to 2016 year-to-date and 16% from the year-to-date average. Violent crime related calls are up slightly compared to the average, mostly due to increases in aggravated assaults and simple assaults. Property crime related calls for service are down 24% compared to this time last year and 22% compared to the year-to-date average. Burglaries, all larcenies and retail thefts are each down by statistically significant degrees thus far. Quality of life calls are also down significantly, about 9% from 2016 and 15% compared to the average. The exceptions are for mental health calls for service, which have continued their steady increase and are up 24% year-to-date, and for overdose calls, which have continued to rise year-over-year. All data analyzed within this report is from the internal record management system for the Burlington Police Department. Maps were created using Google Fusion Maps.

Aggravated and Simple Assault There were 11 aggravated assaults and 64 simple assaults during this period. Aggravated assaults were equal to their count in 2016 but up slightly from the average. Simple assaults, however, were up significantly from 2016 (83%) and up considerably compared to the average (25%). Ten (13%) incidents were mental health related, 20 (27%) were alcohol related, and four (5%) were drug related. During this quarter, these incidents were most likely to take place during the afternoons and evenings. Aggravated Assaults were concentrated mostly in the downtown area and the Old North End. Year-to-date both aggravated and simple assaults are above their 2016 marks and the average, although the increase in simple assaults is more apparent (up 24% since 2016).

Violent Crime Domestic Violence

Domestic Violence There were 20 domestic assault and 132 domestic disturbance calls for service during this period. Domestic assaults were down considerably both from last year and the average. Domestic disturbance calls also fell this period, down 20% from the average. Five (3%) incidents were reported as mental health related, 26 (17%) were alcohol related, and two (1%) were drug related. Domestic incidents were most likely to occur between 6:00 PM and 11:59 PM. Year-to-date, domestic assaults are down about 28% (although those with aggravated circumstances are not) and domestic disturbances are down 20%.

Violent Crime Robbery

Robbery There were six robbery calls for service during this period, one more than 2016 but close to the average rate. Of these incidents, three involved a weapon threat and three have resulted in the arrest of one or more suspects. Year-to-date robberies are down slightly. Of the 10 robbery incidents this year, five have been cleared by arrest.

Property Crime Burglary

Burglary There were 43 burglary calls for service during this period, down significantly from 2016 and the five-year average (about 39% and 45% respectively). The 43 burglary related calls this quarter mark the third fewest for any quarter since 2012. 40% of the burglaries were forced entry through doors or windows. The remaining involved structures that were unlocked or where no sign of forced entry existed. 56% of burglaries were at residential locations and 44% occurred in commercial spaces. The most commonly stolen property included electronics (specifically computers, televisions and video game consoles), cash and change, and medication. Burglaries were most often reported during morning and afternoon hours, likely when residents were out of their homes. Year-to-date burglaries are down significantly from the average (about 33%). As a primary indicator of property crime, the stark decrease in burglaries this year is indicative of an overall plummeting property crime rate. Overall, burglary rates have been decreasing steadily since 2012.

Property Crime Larceny from Motor Vehicle

Larceny from Motor Vehicle There were 60 reports of larcenies from motor vehicles during this period. This is a large decrease from the 76 reported last year and a statistically significant decrease (34%) from the average. In at least 70% of these incidents the vehicle was unlocked or otherwise unsecure. Most of these incidents were reported in the afternoon or evening. Again during this quarter the Marketplace Parking Garage was a hotspot for larcenies from vehicles. Year-to-date, larcenies from motor vehicles are down significantly (about 25%).

Property Crime Larceny from Building, Person or Other

Larceny from Building, Person or Other Larcenies from buildings and from other locations were both down significantly from average, about 33% and 44% respectively. Larcenies from a person were up slightly from average. These larcenies were most often reported during afternoon and evening hours. The most commonly stolen items were small electronics, cash and bicycles. Year-to-date, each of these larceny groups are down with the decrease in larcenies from buildings and larcenies from other locations reaching levels of statistical significance.

Property Crime Retail Theft

Retail Theft There were 64 retail theft calls for service, down 53% from 2016, a statistically significant drop, and down 28% from the average. Year-to-date retail thefts are down 46% since 2016 and 24% from the average, both significant decreases. Retail thefts have continued a downward trend that began with a sudden, discontinuous drop during the third quarter of 2016. During this period the BPD initiated a new policy granting local businesses the authority to issue their own trespasses to individuals suspected of shoplifting and encouraged businesses to use this practice rather than report all retail theft incidents to police. Thus, the recent drop in retail theft calls for service may be a reflection of businesses adopting this practice rather than a sign of a real drop in shoplifting incidents.

Property Crime Stolen Vehicles

Stolen Vehicles There were 16 stolen vehicle calls during this period, three more than last year and two more than the five-year average. In seven cases, vehicles were stolen from the owner’s residence, in five they were stolen while parked on the street, and in the remaining instances they were stolen from business parking lots, parking garages, or other locations. There was conclusive evidence of forced entry in just one incident. The remaining 15 incidents involved either unsecured/unlocked vehicles or uncertain methods of entry. Year-to-date there have been 29 reports of stolen vehicles. This is consistent with 2016 but slightly above average.

Property Crime Vandalism

Vandalism There were 99 vandalism calls for service during this period, down 29% from quarter one of 2016 and down 21% compared to the average. Incidents were mostly clustered in the downtown area as well as in residential areas in the New North End and the South End and were primarily reported during the morning hours. Year-to-date vandalism calls for service are slightly below average.

Quality of Life Disorderly Conduct

Disorderly Conduct There were 49 disorderly conduct calls for service during this period. This number is slightly down from 2016 and 19% lower than the average. Nine (18%) incidents were mental health related, 11 (22%) were alcohol related and two (4%) were drug related. While from 2012-2015 there was an observable upward trend in DC calls, the large decrease in 2016 and a continued decrease during the first half of 2017 has flattened this trend. The vast majority of disorderly conduct incidents occurred downtown. Year-to-date disorderly conduct calls are down slightly from 2016 and down 21% from the average.

Quality of Life Intoxication

Intoxication There were 283 intoxication calls during this period. This is a slight decrease from both 2016 and the average. The vast majority of calls occurred downtown with a large number of calls also originating at UVMMC. Church St was the location of the highest number of calls downtown. Most calls occurred during evening hours or in the early morning hours when bars were closing. Year-to-date intoxication calls are near their average rate.

Quality of Life Mental Health

Mental Health There were 228 mental health calls during this period, the second highest of any quarter since 2012. Mental health calls were up 30% compared to the average. The majority of calls occurred downtown and in the Old North End during this period. As mental health calls for service continue a noticeable upward trend since 2012, 2017 is on pace to reach a six-year high.

Quality of Life Noise

Noise There were 304 noise calls for service during this period, about equal to 2016 but down 21% from the five-year average, a statistically significant decrease. The vast majority of these incidents were citizen initiated calls. Year-to-date noise related calls are down about 22%. Although noise related calls for service are still expected to increase as the Summer months advance, a steady downward trend in noise complaints overall has continued into 2017.

Quality of Life Ordinance Violation

Ordinance Violation There were 194 Ordinance Violation calls during this period, down 31% from 2016 and 36% from the five-year average, both significant decreases. Most incidents occurred downtown. The most common violations were open alcohol container and bicycle violations. Year-to-date there have been 37% fewer calls for ordinance violations.

Quality of Life Overdose

Overdose There were 23 overdoses reported to the police during this period, down two from 2016 but up eight from the five-year average. The most common drug leading to overdose was heroin. Year-to-date there has been one more overdose call than in 2016 but 54% more than the average. For the past two years, calls for overdoses have shown exaggerated seasonal trends with large spikes in volume during the summer months. Overdose calls did climb this quarter and are expected to climb again in quarter three.

Quality of Life Trespass

Trespass There were 197 trespass calls for service during this period, down 27% from 2016 and 35% from the five-year average, both significant decreases. Combined with a similar drop in the last quarter of 2016 and the first quarter of 2017 trespass calls for service remain at a six year low. Likely, the recent drop is the result of the new policy granting Burlington businesses the authority to issue their own trespasses without asking for police assistance.
