  • Cross County Connection Transportation Management Association was formally incorporated in 1989 through the efforts of a group of southern New Jersey business leaders, local government officials, and representatives from the New Jersey Department of Transportation (NJDOT) and New Jersey Transit Corporation (NJ TRANSIT) to address mobility issues in the region and reduce the number of vehicles on state and local roadways. Today, Cross County Connection is a non-profit organization partnering with NJDOT, NJ TRANSIT, Federal Highway Administration, the Delaware Valley Regional Planning Commission, South Jersey Transportation Planning Organization, North Jersey Transportation Planning Authority and its members to provide solutions to complex transportation problems for counties, municipalities, employers and commuters in Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester and Salem Counties.

The inventory is meant to assist future investment in bicycle infrastruc-ture by ensuring that organizations and governments have accurate information on the countys existing bikeway network, and are able to identify network gaps and maximize connectivity. The Inventory was conducted as an update to Cross County Connections 2009 Burlington County Bicycle Facilities Inventory. The Inventory also functions as a snapshot of bikeway planning and implementa-tion activity in the county.

    This effort is part of Cross County Connection Transportation Management Associations shared vision for a comprehensive bicycle network in South Jersey that is accessible to a broad range of users. The implementation of such a network will be a major step forward in the safety, health and quality of life for Burlington County residents, and will require significant resource allocation and cooperation from state, regional and local stakeholders.

    1.1 Benefits of a Bicycle-friendly Burlington County

    Safety There were 403 reported crashes involving a bicyclist in Burlington County during the five-year period between 2007 and 2011. These crashes resulted in 341 injuries and five fatalities.1 The location of these crashes are shown on Map 1. A crash involving a bicyclist is nearly twice as likely to cause an injury or a fatality compared to a crash not involving a bicyclist. Appropriately selected and well-designed bicycle facilities create a safer environment for bicyclists and encourage addition-al bicycle activity, which has been shown to reduce the number of cyclist-related crashes through safety in numbers.2

    Public Health Burlington County has the fifth highest adult obesity rate out of New Jerseys 21 counties at 27.6% (2009), a 5.2% increase from 2004. The county ranks among the middle 50% in the state in terms of residents reporting prolonged periods of physical inactivity at 23.8%.3 Invest-ing in bicycle facilities is an effective way to encourage physical activity in the county. Research has shown that areas with bicycle facilities have higher levels of bicycle commuting and people living near bicycle facilities are more likely to be active.4

    Quality of Life Communities that are bicycle-friendly provide more travel options for all age groups, including the young and elderly. Specifically, a comprehensive bikeway network provides a fun, affordable and healthy means of commuting to and from work for those who reside or are em-ployed in Burlington County. In addition to increased travel options, bicycle friendly communities also provide additional recreation opportunities for residents, foster community engagement and strengthen a sense of civic pride. The 2009 Omnibus Household Survey found that 70% percent of

    Americans considered bike lanes or paths to be important community features. Communities that take the lead in implementing a safe bikeway network may also be eligible for recognitition under Sustainable Jersey and the League of American Bicyclists certification programs.

    Equity A comprehensive network of bicycle facilities in Burlington County will help ensure that low-income, elderly and disabled residents have access to employment, shopping destinations, tran-sit and other services without the necessity of an automobile. It is estimated that nearly 5.2% of Burlington County residents live below the poverty line and nearly 8,000 households do not have access to an automobile.5 Providing for low cost travel options is an essential component of an eq-uitable transportation network.

    Environmental Many short trips that are currently made by motor vehicle in Burlington County could be made by bicycle if safe travel accommodations were available. The New Jersey Depart-ment of Environmental Protection (NJDEP) estimates that on-road transportation accounts for over 30% of gross greenhouse gas (GHG) emissions in New Jersey.6 Approximately 38% of all trips in the United States are two miles or less.7 These types of short trips are ideal for bicycling. Even a small reduction in motor vehicle trips would improve air quality and result in a significant reduc-tion in greenhouse gas emissions that contribute to climate change.

    Economic The implementation and expansion of bicycle infrastructure can result in several eco-nomic benefits. Multiple studies highlight the positive impact the bicycle industry and bicycle tour-ism have had on employment levels and economic activity.8 For example, a 2001 study estimated that the state of Maine generates $66 million a year in bicycle tourism.9 In addition, a 2003 study commissioned by the North Carolina Department of Transportation estimated that construction of bicycle infrastructure produced a nine-to-one return on investment in the Outer Banks region of the state.10 These studies demonstrate that investment in bicycling infrastructure is often a sound fiscal policy, and one that could lead to further development of Burlington Countys bicycle tourism industry.

    1.2 Setting

    Burlington County, shown on Map 2, is located in southern New Jersey. It is New Jerseys largest county encompassing 798.6 square miles and stretches from the states western border, along the Delaware River, eastward to the Great Egg Bay along the Atlantic coast. The county is bordered by Mercer County to its north, Monmouth and Ocean Counties to its east, Camden and Atlantic Counties to its south, and Philadelphia and Bucks Counties, located in Pennsylvania, to its west.     countys population is 448,734 with a population density of 561.9 people per square mile.11

    The topography of Burlington County is relatively flat with minimal elevation change, which is beneficial to bicycling. There are six high-volume state highways that traverse the county, and two limited access highways, Interstate 295 and the New Jersey Turnpike, which connect the county with points north and south and prohibit non-motorized vehicle travel. There are 3,018 miles of public roads in the county with 70% under municipal jurisdiction, 17% county, 6% state and 7% park jurisdiction.12 The state highways in the county vary from two-lane roadways, with or without shoulders in rural parts of the county, to six-lane roadways with interrupted shoulders in densely developed portions of the county. County-maintained roadways vary in width and character, from rural roads in the southern portions of the county to busier arterial roads in the more developed northern parts of the county. Weather in the county is typical of southern New Jersey with warm summers and cool winters, with average highs in winter above freezing.

    Burlington County is diverse in its land use distribution, as shown on Table 1. Map 3 demonstrates that most of the countys urban development, shown in red, is concentrated primarily in the northwest, close to the urban centers of Philadelphia and Camden. The densest development is located along major highways and interstates such as the New Jersey Turnpike, I-295, Route 130, Route 38 and Route 73. Much of the countys population is also located in these areas. The countys largest municipalities in terms of population, Evesham, Mount Laurel and Willingboro Townships are located along, or proximate to, many of these corridors. Not surprisingly, the population density is much higher in the northwestern part of the county as shown on Map 4. The population density is highest in many of the older communities located along the Delaware River as wells as other areas located in close proximity to Philadelphia.

    Map 3 shows that areas located just to the east of these urban areas, in central and northern portions of the county, contain a considerable percentage of agricultural land use. These areas are suburban or rural in character and, as shown on Map 4, have a lower population density than the areas to their northwest. The southern and eastern portions of the county are heavily forested and rural in character and exhibit the lowest population densities for the county.

    As shown on Map 5, several parks and protected areas are located within Burlington County. Protected areas are especially prevalent in the southeastern portion of the county which largely falls into the Pinelands National Preserve. This region contains large tracts of land within the Bass River, Brendan T. Byrne and Wharton State Forests. Some larger parks and wildlife areas located outside of the National Pinelands Reserve include: Rancocas State Park located primarily in Hainesport and Westampton Townships; the County Fairgrounds located in Springfield Township; and Palmyra Cove Nature Park located in Palmyra Borough along the Delaware River.

    2 Methods2.1 Inventory Update

    In order to update Cross County Connections 2009 inventory of bicycle facilities, municipal officials throughout Burlington County were surveyed and asked to provide confirmation of facilities contained in the 2009 Inventory, and details on any newly proposed or constructed facilities. Municipal representatives were also asked to provide details on any additional bicycle related policies, plans and activities that exist in their communities. In total, 31 out of 40 municipalities responded to the voluntary survey.13 Cross County Connection made several attempts to contact and assist the non-responsive municipalities. The survey instrument is included in Appendix A. Respondents had the option of completing this instrument either in paper form through mail or fax, or electronically through Cross County Connections website.

    In addition to earlier bikeway inventory efforts conducted in Burlington County, Cross County Connection staff took additional steps to verify that reported existing facilities qualified as bicycle compatible roadways according to the standards established in the New Jersey Department of Transits (NJDOT) Bicycle Compatible Roadways and Bikeways: Planning and Design Guidelines.14 The impacts of applying the NJDOT Guidelines will be discussed further in Section 3. Staff members conducted field visits, consulted aerial imagery and other digital resources in order to verify that reported facilities met the criteria established in the NJDOT Guidelines. Cross County Connection staff also relied upon these additional resources to verify existing facilities in municipalities who were non-responsive.

    Proposed facilities included in this report were identified by responding municipalities. Cross County Connection staff was also able to identify additional proposed facilities by consulting other resources such as state, regional and local master plans, as well as other planning documents related to bikeway network development within Burlington County. Due to the amount and varying accuracy of information available on these proposals, Cross County Connection was unable to verify if these would be proposed bike lanes, routes or paths. Therefore, the lowest level of detail provided is whether these proposed facilities would be on-road or off-road if implemented.

    2.2 Facility Classification

    Existing bikeways were classified further into three categories, shown in Figure 1:

    Bike/Multi-use Paths A bikeway physically separated from motorized vehicular traffic by an open space or barrier and either within the highway right-of-way or within an independent right-of-way. A multi-use path may also be used by pedestrians, skaters, wheelchair users, joggers and other non-motorized users. This type of facility is also known as a shared use path.

    Bike Lanes A portion of a roadway which has been designated by striping, signing and pavement markings for the preferential or exclusive use of bicyclists.

    Bike Routes A roadway that has been designated a preferred route for bicycle use through the placement of signage and/or pavement markings. This might include bike route wayfinding signage, Share the Road signage or sharrow pavement markings. This type of facility may also be considered a shared roadway.

    3 Existing Conditions3.1 Bikeway Network

    The existing bicycle network in Burlington County consists of 152.75 miles of bikeways, of which 71.65 miles are bike lanes, 33.11 miles are bike routes and 47.99 miles are bike paths. There are 396.02 miles of proposed bikeways in Burlington County of which 257.39 miles are on-road facilities and 138.63 are off-road bicycle paths. Table 2 demonstrates the com-position of the existing and proposed bikeway network in Burlington County. Map 6 shows the current network of existing and proposed bikeways in the northern half of the county and Map 7 shows the existing and proposed bike-ways in the southern half.

    The current network mileage reported in this updated inventory is difficult to compare to the network mileage reported in previous inventories conducted in Burlington County. Cross County Connection has chosen to classify bikeways under the standards established by the NDOT Guide-lines which are stricter than those applied in previous bicycle facility inventories. For example, if a municipality reported a sidewalk that permitted bicycle use as a bicycle facility during previous inventories, this segment would have been included as part of the existing network. Under the NJ-DOT Guidelines, however, a sidewalk of typical design may not be classified as a bike or multi-use path and would no longer be included as part of the existing network. Therefore, this sidewalks mileage would be removed from the network total. As a result of this effort to more accurately represent the county bikeway network, this reevaluation has led to a comparative reduction of 53.2 miles in total bikeway mileage since the 2009 Inventory. This change, while making comparisons to data found in previous inventories more difficult, improves the quality of Cross County Connec-tions bicycle facility inventories and is more beneficial to the municipalities, counties and cyclists of southern New Jersey.

    There are several significant proposed bicycle trail networks that appear frequently within this in-ventory. The most notable are the Delaware River Heritage Trail, Rancocas Creek Trail, Kinkora Rail Trail and The Central Railroad of New Jersey Rail Trail.

    The Delaware River Heritage Trail is a network of multi-use on-road and off-road trails that will total approximately 60 miles. The trail system will encompass a loop that runs along the Delaware River waterfront between Trenton and Palmyra Borough on the New Jersey side, and Philadelphias Tacony neighborhood and Morrisville in Bucks County on the Pennsylvania side. The trail will high-light many of the natural and historical highlights of this region and will pass through all of Burling-ton Countys Delaware Riverfront communities.

    The Rancocas Creek Trail will be an off-road trail system running east to west along the southern bank of the Rancocas creek between Eastampton Township and Riverside Township where it will connect to the Delaware River Heritage Trail. This trail has the potential to link many of Burlington Countys parks and natural areas together.

    The Kinkora Rail Trail is a planned off-road rail trail extending from Mansfield Township in the north, close to the Delaware River Heritage Trail, to the proposed Pemberton Rail Trail in Pember-ton Township to the south. The trail includes a constructed underpass of Route 130 in northern Mansfield Township.

    The Central Railroad of New Jersey Rail Trail is a proposed off-road trail that would run along an abandoned rail right-of-way that would link together many of the communities located in the New Jersey Pinelands in Atlantic, Burlington and Ocean Counties. This trail has significant sections that would pass through the Burlington County municipalities of Shamong, Tabernacle, Woodland and Pemberton Townships.

    Each municipalitys inventory of existing and proposed bicycle facilities is detailed on Table 3. Brief descriptions of each municipal bikeway network are included in this section of the report. As mentioned in Section 2, all existing bikeways reported by municipalities or included in previous inventories were verified through aerial imagery and online street imagery. Bikeways that could not be confirmed remotely were verified through field visits. The Source field on Tables 4 through 42 notes the source of the bikeway information and cases when bikeways were verified through field visits. A listing of Field Verified only in the Source column indicates that the listed bikeway was included in the 2004 Inventory and verified through a site visit.     Bass River Township

    Bass River Townships existing and proposed bicycle facilities are shown on Map 8 and detailed on Table 4. Bass River Townships existing bikeway network totals 5.33 miles. It consists of one bike lane located on Chatsworth Rd. (CR 679). As shown on Map 8, this bike lane begins at Chatsworth Roads intersection with Green Bank-Chatsworth Road (CR 563) in neighboring Washington Township and continues southeast to Maple Avenue.

    There have been 11.43 miles of additional on-road bikeways proposed within Bass River Township. These proposals consist of two adjoining facilities and can be located on Map 8 in the southern end of the township. The longest is a 5.88 mile on-road bikeway proposed to span the width of the township along Leektown Road (CR 653) and Stage Road (CR 655). The second proposed facility is a loop that runs south from Leektown Road (CR 653) into New Gretna. This facility would be located on Maple Avenue and Hammonton Road.

    Beverly City

    Map 9 and Table 5 show that there are no existing bikeways in Beverly City. As shown on Map 9, there is one proposed 1.21 mile facility that is part of the Delaware River Heritage Trail that would enter Beverly City from Edgewater Park Township, to the south, on Cooper Street (CR 650) and head north towards the river. The trail would then run alongside the Delaware River on Bank Street before becoming and off-road trail that continues alongside the river southwest into Delanco Township. The City did not respond to survey efforts, so this municipal inventory may be incomplete.

    Bordentown City

    Bordentown Citys bikeway network consists only of one small 0.12 mile segment of the Delaware River Heritage Trail that has been constructed. As shown on Map 10, the segment begins at the end of Farnsworth Avenue and heads northward across Crosswicks Creek along the River LINE rail bridge into Mercer County.

    Also shown in the map are proposed segments of the Delaware River Heritage Trail that extend southeast into downtown Bordentown, and then west into neighboring communities located along the Delaware River. There are also numerous proposed on-road bikeways, shown on Map 10, which would link Bordentowns historic downtown to outlying areas of the city and neighboring communities. As shown on Table 6, a number of these facilities stem from New Jerseys Statewide Bicycle and Pedestrian Master Plan. Implementation of these facilities would expand Bordentowns bikeway network to approximately five miles in total length.

    Bordentown Township

    Bordentown Townships bikeway network consists of one 0.54 mile paved bike path, shown on Map 11 in the northern end of the Township between Groveville Road and Old Highbridge Road. Bordentown Township has an additional 2.89 miles of off-road paths proposed that are detailed on Table 7 and shown on Map 11. Two significant proposals are segments of the Delaware River Heritage Trail totaling 1.06 miles along Burlington Street (CR 662), between the municipal boundaries of Bordentown City and the eastern border of Fieldsboro Borough, and Mansfield Township and Fieldsboro Boroughs western border. The Township did not respond to survey efforts, so this municipal inventory may be incomplete.

    Burlington City

    Burlington Citys bikeway network consists of a 1.57 mile stretch of off-road path. As shown on Map 12, this path runs alongside the Delaware River and is part of the larger Delaware River Heritage Trail system. This path also consists of a small section located alongside Commerce Square Boulevard. This small portion of the trail links the Burlington South River LINE station to the waterfront park.

    There are numerous small off-road and on-road facilities proposed for Burlington City that would strengthen its bikeway network. These facilities are detailed on Table 8 and shown on Map 12. Notable are two off-road segments of the Delaware River
