POPULATION OF· OHIO: APRIL 1, 1950

(This is one of a series of reports present·ing final population figures for selected areas in each St.ate. In this series, reports are numbered alphabetically by States. Additional reports will be issued as final figures for other States become available) .

The total population of Ohio on April 1, 1950, was ?,946,627, according to final figures for the State released today by Roy V. Peel, Director, Bureau of the Census, Department of ·Commerce. During the previous 10 years, the population of the State increased by 1,039,015, or 15.0 percent, over the 6,907,612 inhabitants enumerated in 1940. Among the States, Ohio ranked fifth in population. The 1950 population was more than 34 times as large as the popu-lation in 1810 when Ohio was first enumerated as a State.

Accordi~g to the new urban definition, Ohio had 5,578,274 persons living in urban territory and 2,368,353 persons in ~ural territory. The urban population comprised 70.2 percent of the population of the State.

Between 1940 and 1950, 70 of the 88 counties in Ohio increased in population. The most rapid rate of increase--64 •. 2 percent--was recorded for Greene County. Cuyahoga led the counties in the amount of gain with an increase of 172,282. The combined gain of Cuyahoga County and the three other counties which had numerical increases of 100,000 or more--Franklin, Hamilton, and Mont-gomery--accounted for nearly one-half of the population gain for the state. The counties in Ohio ranged iri size from Vinton with a popula-tion of 10,?59 to Cuyahoga with a population of 'l,389, 532.

In 1950 there were 900 places in Ohio in-corpor~ted as cities and villages and 27 unin-corporated places of 1,000 inhabitants· or more. The 686 incorporated places with fewer than 2,500 inhabitants accounted for 532,815 of the 5,806,021 persons living in incorporated places. Of the 51,637 inhabitants of the unincorporated

places, 36,615 were in the 22 places of fewer than 2,500 inhabitants. The incorporated places ranged in size from Yankee Lake village with a population of 53 to Cleveland city with a popu-lation of 914,808.

Under the urban definition established for use in the 1950 Census~ the urban population cqmprises all persons living in {a} places of 2,500 inhabitants or more incorporated as cities, boroughs, towns, 1 and villages; (b) the densely settled urban fringe, including both incorpo-rated and unincorporated areas, around cities of 50,000 or more; and (c) unincorporated places of 2,500 inhabitants or more outside any urban fringe. The remaining population is classified as rural. According to the urban definition used in previous censuses, the urban population comprised all persons living in incorporated places of 2,500 inhabitants or more and areas (usually minor civil divisions} classified as urban under special rules relating to population size and density.

In both definitions, the most important component of the urban territory is the group of incorporated places having 2,500 inhabitants or more. A ~efinition of urban territory restricted to such places, however, would exclude a number of equally large and densely settled places, merely because they were not incorporated places. Under the old definition, an effort was made to avoid some of the more obvious omissions by the inclusion of the places urban under special rules. Even with these rules, however, many large and closely built-up places were excluded

from the urban territory. To improve the situa-tion in the 1950 Census, the Bureau of the Census set up, in advance of enumeration, bound-aries for urban-fringe areas around cities of 50,000 or more and for unincorporated places outside urban fringes. All the population re-siding in urban-fringe areas and in unincorpo-rated places of 2,500 or more is classified as urban according to the 1950 definitiono (Of course, the incorporated places of 2,500 or more are urban in their own right.) Consequently, the special rules of the old definition are no longer necessary.

According to the new urban definition, the 1950 urban population of Ohio consisted of the following components: (1) The 5,27:3,206 inhabit-

ants of the 214 incorporated places of 2,500 inhabitants or more; (2) the 15,022 inhabitants of the 5 specially delineat-ed unincorporated places of 2,500 inhabitants or more; and (3) 290,046 persons living in other· territory in the urban-fringe areas of Akron, Canton, Cleveland, Columbus, Dayton, Hamilton, Springfield, Toledo, and Youngstown and the Ohio parts of the urban-fringe areas of Cincinnati, Huntington (W. Va.)--Ashland (Ky.), and Wheeling, W. Va. Since there were no places urban under special rule in Ohio according to the old urban definition, the popu-lation of the first element constituted the urban population under the old definition. The popu-lation of the remaining elements--305, 068--repre-sents the gain in the urban population of Ohio which resulted from the change in definition,
