Dr. Ramesh Pokhriyal "Nishank", Hon'ble Chief Minister of Uttrakhand inaugurated the Congress. Shri Gurudas Kamat, Union Minister of state for Home, who was the Guest of Honour on the occasion said that along with modernization, the police forces also needed to strengthen the human values and ethics in which Bureau of Police Research and Development (BPR&D) can play a nodal role. Shri Vikram Srivastava, Director General, BPR&D announced during the Conference that the first central academy will shortly come-up at Bhopal in Madhya Pradesh, aiming at bringing uniformity in police training across the country. The funds for setting up the training academy are being provided by the Union Home Ministry and 400 acres of land has already been identified for this purpose in Bhopal, he added. In continuation of the training programmes started in Punjab in 2010, four regular programmes for Constables and HCs were conducted from 25th April,

thto May 7 2011 by the trainers of G4S covering 140 participants at Ludhiana. One Training of Trainers Course was also organized from 23-27 May, 2011 for SIs to Dy.SPs. Soft skills Training for Police Personnel is a project approved by MHA for implementation under the National Police Mission.

A Conference on Community Policing was organized by BPR&D on 27th April, 2011 to study various models of Community Policing being practiced in India. Shri Kuldip Sharma, ADG, BPR&D inaugurated the conference.

Shri J. K. Tripathy, ADG (Prisons), Tamil Nadu shared his international award winning Community Policing initiative in Trichy. Shri Kapil Garg, ADG (ATS) Rajasthan made a presentation on the project “Alternate Dispute Resolution”. Various NGOs representatives present in the meeting also shared their experiences of working with Delhi Police.

Dr. M.K. Devarajan, DG & CMD, Rajasthan & Group Leader MM-2, Shri Suresh Kumar Bhardwaj, ADGP (Rlys.), Bihar, and representatives from Rajasthan, Tamil Nadu, Andhra Pradesh, Punjab, Jharkhand, Uttar Pradesh, Himachal Pradesh, Meghalaya, Delhi, Sikkim and Nagaland States attended the Conference.

Union Home Minister reviewed the Action Plan (2011-12) of Police Modernisation Division of MHA including National Police Mission on 3rd May,2011.

On the issue of revamping of National Police Mission, Home Minister directed BPR&D to fill up the large number of vacancies in NPM at the earliest. The Home Minister also desired that the possibility of

A National Workshop to discuss the progress of implementation of Transparent Recruitment Process (TRP) among CAPFs and CPOs was conducted at the BPR&D Hqrs. on 13th April,2011. Shri. Vikram Srivatava DG, BPR&D inaugurated the conference.

It was pointed out that uniformity in adoption of TRP features in various CAPFs and CPOs is lacking. SOP for recruitment of constables, approved by MHA, required to be amended by incorporating features of TRP. The need for interview in the recruitment of constables was also highlighted. ADGs/IGs in charge of the recruitment process in the BSF, ITBP, CRPF, CISF, SSB, IB and RPF attended the above workshop apart from officers from NPM ,BPR&D.

Micro Mission: 01 met at BPR&D Hqrs. on 13th June,2011 to discuss the issues relating to the implementation of Transparent Recruitment Process. The mission directorate asked it to examine the necessity of a permanent recruitment board in small States/UTs, the request from various States to re-consider the inclusion of interview in recruitment of constables, a uniform pattern regarding the sequence of written examination/physical efficiency test, interview etc. among other issues.

The Micro Mission resolved to work on a new project of developing standard training material for various ranks in Indian Police.

A meeting of Micro Mission: 03 of the National Police Mission was held under the Chairmanship of Shri Omendra Bhardwaj, DG Prisons, Rajasthan to discuss the project on “National Police Information &

It decided to rework the proposal as the network of Air Force studied on the direction of Union Home Secretary did not meet the requirements of the project. The Air Force network catered to fixed locations while the proposed project aims to provide last mile connectivity to a policeman on move. The MM also resolved to submit a revised proposal on “Forensic Science as Aid for PS level investigation” incorporating specifics requirements at the police station level.

MHA has entered an agreement with USA based Firm OST (Optimal Solutions and Technologies) for the preparation of a Detailed Project Report (DPR) for the City of Hyderabad on “Dial 100 Project : Effective Incidence Response Anytime Anywhere Policing”.

The representatives of OST made a presentation in the Bureau in the presence of Micro Mission:04 members on 17th June, 2011 and submitted that the DPR for Hydrabad city would be ready by September 2011.

The MM:05 decided to examine the CCTNS and Know your Case Status Project of Cyberabad before putting up a revised proposal on Free Registration & Monitoring of Complaints.

It also decided to revive its dropped project on Standardization of Procurement Processes (STANPRO) on the grounds that the NIC software being adopted by CAPFs does not cater to the States.

Indo-Israel LIC Interaction Meeting

BPR&D led team tests Armoured Vehicles

The Bureau officers attended the two day Interaction meeting on 30-31th May 2011 in DRDO. The officers from Israel MOD and their Indian counterparts interacted to share the technology available for dealing with various threat scenarios.

A team lead by Principal Scientific Officer, BPR&D and officer from CAPFs carried out the physical examination of mobility testing of TATA Light Armoured Vehicle and TATA Armoured Safari at Pune. Ballistic trials of the vehicles to be carried out in July, 2011.

A Working Group comprising of officers from CAPFs and CPOs under the chairmanship of Shri Vikram Srivastava, DG, BPR&D held detailed discussion on

threvision of IPS Uniform Rules (1954) on 9 May 2011 at BPR&D Hqrs. The Group suggested badges for SDG, ADG, CP Delhi and inclusion of States and CPOs created after formulation of these rules in 1954.

This Bureau has carried out an “Impact Assessment Study of Special Infrastructure Scheme” implemented in various Left Wing Extremism Affected States. BPRR&D has submitted its report on the study to MHA

thon 18 April, 2011.

Officers from BPR&D participated in GeoIntelligence Asia 2011---conference-cum-exhibition held from

th14-15 June,2011 at Manekshaw Center, New Delhi. The focus of the Conference was Geospatial Intelligence, Interoperability & Integration, Combat Identification, Surveillance Technologies, Border Management, GIS in Command & Control system etc. The exhibition displayed C4ISTAR solutions for Battlefield management, Tactical Communication, Future Digital Soldier, Command and Control Communication, Mobile Surveillance etc. Bureau officers also attended the Exhibition-cum- Conference called INDESEC 2011, organized by ASSOCHAM, dedicated to Home Land Security from 20-22 June, 2011 at Pragati Maidan, New Delhi.

thCompetencies in Police” on 28 April, 2011 at SVP National Police Academy, Hyderabad to the IPS Officer Trainees of 63 RR (including officers from Maldives, Nepal, Bhutan). The concept was well appreciated by the audience.
