Minutes of the meeting with MPCB Authorities held on 28.03.18 at 12 noon at TMA conference hall 1. Dr. Harshvardhan, Regional Officer, MPCB referred to the minutes of the meeting held in Mantralaya on 13.03.18 with Hon’ble Minister Environment Shri Ramdas Kadam. 2. He further invited attention to the directives given by Member Secretary MPCB vide circular dt. 8.8.2017 regarding prevention & control of pollution at 1981 for implementation of monitoring protocol. The copy of the circular is enclosed for your ready reference. 3. RO MPCB mentioned that some Industries are using bore well as well as tanker water without proper permission so they are advised to take permission from the designated Authority for using such water. He further stated that from Taloja MIDC 57 Industries were asked to give information about internal monitoring system etc. Only 42 Industries gave such information whereas remaining 15 Industries did not furnish such information. Action against these Industries including closure can be taken. 4. Every Industry should have provision of positive discharge line. 5. He narrated about the situation in CETP Taloja which does not have required technical staff. CETP has to remove the accumulated sludge from their ponds & improve the efficiency of the effluent treatment received from the Industries. In this respect a technical committee is being constituted consisting qualified representatives from Large, Medium & Small scale Industries in Taloja MIDC to oversee the work of CETP. This temporary committee will operate till 30th June 2018. 6. RO MPCB further gave example of Mahad CETP which was once in very bad condition but with the active cooperation of the Industries in Mahad MIDC the CETP is now doing very well. He appealed to the Industries representative present in this meeting to cooperate with the Authorities in solving the difficulties in maintaining the prescribed norms of COD & BOD. This type of unity & cooperation of the Industries will change the situation drastically. 7. The MIDC has introduced 25% water cut from 13.3.18 & industries producing effluent to reduce their effluent by 40 %. Meeting with MPCB Authorities held on 28.03.18 at TMA.

Minutes of the meeting with MPCB Authorities held on

28.03.18 at 12 noon at TMA conference hall

1. Dr. Harshvardhan, Regional Officer, MPCB

referred to the minutes of the meeting held in

Mantralaya on 13.03.18 with Hon’ble Minister

Environment Shri Ramdas Kadam.

2. He further invited attention to the directives given

by Member Secretary MPCB vide circular dt. 8.8.2017

3. RO MPCB mentioned that some Industries are

8. In due course there may be night vigilance & taking samples by independent agency hence Industries are

cautioned to take more precautions about discharge of their effluent. There were some queries from the

Industries as under :

a. Many Industries have ETP & treat Effluent so that parameters are within limit. Such Industries

should not be penalized with Water Cuts & restricts with effluent discharge. MPCB may apply water cut &

effluent restrictions to Industries not treating effluent as per MPCB guidelines.

b. The MIDC should not reduce the water supply below the quantity allotted in the consent given by

MPCB.

The RO MPCB promised to look into these points favorably.

The meeting concluded with thanks to the RO, SRO & other officers of MPCB & Member Industries present at

this meeting.

Stringent norms for transporters

When engaging a driver ensure that he is not only eligible to drive a particular class of vehicle but also

meets other criteria. As per Rule 9(1) of the Central Motor Vehicle Rules which imposes various conditions to

make a driver eligible to drive a goods vehicle transporting hazardous products. The Rule provides that the

licensing Authority would have to make an endorsement on the driving licenses authorising a driver to drive a

goods vehicle carrying dangerous or hazardous products.

Justice V K Jain of National Commission rejected the insurance claim of one service station who had

employed a driver for the tanker transporting petroleum product which caught fire & got burnt as the driver of the

tanker was driving without a valid license.

Taloja Manufacturers’ Association is one of the Authorised Institution by Home Department Govt. of

Maharashtra to impart training to the drivers carrying Hazardous Chemicals, Petroleum products. Transporters

of such vehicles are requested to take advantage of this facility.
