As part of the Department of Energy’s Home Energy Information Accelerator (HEIA), HPC is working with leaders in the energy efficiency, real estate, and appraisal industries to update and expand the use of BPI- 2101-S-2013: “Home Performance Certificate.”
Residential Building Energy Labeling
On December 14, 2016, the Portland City Council unanimously adopted a Home Energy Scoring Ordinance: requiring home energy scores for single family homes listed for sale.
HPC collaborated with the Home Performance Guild of Oregon (HP Guild), Earth Advantage and other stakeholders to support the Ordinance’s passage.

National Efficiency Screening Project
• NESP - is a group of organizations and individuals working to update and improve the way that utility customer funded energy efficiency resources are assessed for cost-effectiveness.
• NESP Members. Roughly 40 organizations representing a variety of perspectives. Membership is open to additional organizations interested in NESP.
• NESP Review Committee. Includes roughly 40 experts representing a variety of organizations from around the country.

What Does a Better System Look Like?
The Resource Value Framework (RVF)
• A new approach to cost-effectiveness
screening
• A framework – not a single test that
replaces the widely-used California
screening tests
• Provides a method to “test your test”
RVF Principles
• Energy Policy Goals. Efficiency screening practices should account for the energy policy goals of each state, as articulated in legislation, commission orders, regulations, guidelines and other policy directives.
• Symmetry. Efficiency screening practices should ensure that tests are applied symmetrically, where both relevant costs and relevant benefits are included in the screening analysis.
• Hard-to-Quantify Benefits. Efficiency screening practices should not exclude relevant benefits on the grounds that they are difficult to quantify and monetize.
• Transparency. States should use a standard template to explicitly identify their state’s energy policy goals and to document their assumptions and methodologies.

regulators, utilities, efficiency program
administrators, efficiency planners, consumer
advocates, and other efficiency stakeholders
• This Manual describes the principles, concepts,
and methodologies for sound, unbiased
assessment of energy efficiency resources
Why Develop a NSPM?
• Introduces a framework for each state to develop a test that reflects its energy policy goals.
• A way for states to “test their test.”
