Building TomorrowR esidents in Tamarac have certain

expectations of their City; things as basic as working sewers and streetlights, fire and police departments who respond to your call, parks and recreation activities for all ages. Most of the time, it’s a non-occurrence: the water comes and goes as it should, streets are lit, your calls are answered in time of need and the parks are in good shape and available for play.

That happens because at the most local level -- your City government -- the budget focus is on sustaining current services and providing enhancements wherever possible. That task can be quite daunting. The 2015 budget maintains the general operating millage rate, but Tamarac collects no property taxes from over 11% of our residents. Almost 33% pay $250 or less per year in property taxes to the City. As we plan for the future, the challenge becomes how to provide the highest level of programs and services that limited dollars will allow.

Residents can be secure in the knowledge that the City’s fiscal policies are sound. As

Moody’s Investor Services noted in a Special Comment in April, “The City of Tamarac has managed its budget well despite the changing economic and financial picture…As the Tamarac example shows, strong financial management is critical for Florida local governments to maintain financial health…”

What lies in the year ahead? The City’s budget for the 2015 fiscal year is centered on infrastructure. There will be roadway improvements citywide, improvements to the stormwater system, upgrades to key water mains and water distribution systems, park renovation and construction of barrier walls. All of these designed to strengthen an aging infrastructure in Tamarac, as well as prepare the City for future growth and development.

We’ve begun to see an influx of new businesses and the expansion of existing ones, as well as the resurgence of residential construction. And, because each year’s budget supports Tamarac’s strategic plan, we’re prepared for what tomorrow will bring.

Where the Money GoesA s a new fiscal year begins, it’s appropriate to take stock of the past year and what’s

been accomplished as well as look at plans for what’s ahead.

2014 HIGHLIGHTS• Overall crime in Tamarac continues to decrease, including residential burglaries

which are down 29.5% over last year (when there was also a significant decline).

• ePermits rolled out to the community; this streamlined electronic plan review system reduces processing time, saves money and the environment.

• Completion of Mainlands Park, turning 23 acres of vacant land into a park for both passive and active enjoyment.

• Renovations were completed to the playgrounds at both Caporella Park and the Tamarac Sports Complex. Improvements include artistic fencing, benches and the addition of new playground equipment including sensory pieces for children with special needs.

• Operation NIP It helped bring 924 homes into code compliance, improving both the aesthetics and values in our neighborhoods.

• The initiation of a comprehensive program to pressure clean curbs and medians throughout the City. Once the 18-month cycle is completed, we’ll start all over again.

• The adoption of a planning and zoning Redevelopment Study as well as a Corridor Improvement Study to improve major corridors within the City. Staff has been working closely with several communities to gauge interest and begin the process of installing buffer walls along key roadways.

• Installation of the first artificial turf field on the main football/soccer field, adjacent to the new press box at the Tamarac Sports Complex. This field requires less maintenance, which means extended play time. And, because no water, fertilizer or chemicals are required it’s environmentally friendly as well.

• Lime Bay Boulevard sidewalk improvements: the construction of a sidewalk to provide the community with a link to the City’s sidewalk network.

2015 PLANNED PROJECTS• Demolition of the 36-year old Fire Station 78 and the beginning of construction of a

new facility on the site at Commercial Boulevard and the turnpike.

• The establishment of a Fire Station on University Drive and NW 72nd Street. Beginning with a temporary trailer, the station is expected to help significantly reduce response time to this area of the City.

• Renovation of Sunset Point Park including replacement of the playground equipment, shade structure and safety surface; installation of a large picnic shelter and resurfacing of the multi-purpose path.

• The installation of an additional artificial turf field to replace natural grass at the Sports Complex.

• Purchase and installation of shade systems for the Caporella Aquatic Center and the Sports Complex.

• The installation of canine agility equipment at the Gary B. Jones Dog Park.

• Bus shelter replacement at high use areas throughout the City.

• Continuation of construction of the multi-phase citywide bike path system and associated sidewalk improvements.

• An active renewal and replacement program to maintain our aging infrastructure consisting of:

• Citywide roadway improvements

• An aggressive culvert and headwall improvement program to prevent erosion

• Stormwater receiving pond erosion control

• Sewer and water distribution system upgrades, including complete replacement of the water main along University Drive

Preserving Our Roads

Flood Insurance Fees Drop

When’s the best time to begin preventative maintenance? Before a

problem occurs. That’s the theory behind the pavement rejuvenation project that you’ll see on City roads throughout the next few months. While the roads may look fine to the casual observer, the areas that will be rejuvenated have actually suffered some deterioration – but not enough so that we can’t extend their life span.

Over time, road surfaces become brittle and start to crack. In a first for the City, we’ll be using a new process that will help improve elasticity and add another five to seven years of life to the asphalt. How does it work? A chemical is applied to problem areas and, over time, as it penetrates through the surface the road becomes more pliable.

It’s an effective process. It’s not repaving; it is rejuvenation and unfortunately in the beginning it’s not very pretty. Over time however, the appearance improves tremendously, extends the life of the road and helps delay the expense of repaving.

If you own real estate in Tamarac you’ll be glad to know that flood insurance

fees have decreased, as more than 60% of the properties in the City are no longer in a flood zone. Tamarac Building department officials worked closely with representatives from FEMA, Broward County and the Florida Department of Emergency Management to rewrite the City’s flood ordinance and finalize the new flood insurance rate maps -- which went into effect on August 18th.

What this means to you is that if you are no longer in a flood zone, you are now eligible for a preferred risk policy, which is usually much cheaper than the regular flood policy. The National Flood Insurance Program’s Community Rating System gives Tamarac a Class 6 rating, which means that those with homes and businesses still in flood zones will receive a 20% flood policy discount. BSO and Residents UniteThe Broward Sheriff’s Office Tamarac district invited the community out to enjoy a night of fun activities, free food and music to mark the National Night Out Against Crime. The annual event started as a means to reduce crime and increase safety in neighborhoods through law enforcement and community partnerships. That’s been the case

in Tamarac: as the relationship and interaction between BSO deputies and the community grows stronger, crime continues to decrease. According to BSO District Chief Neal Glassman, there is a reason that crime went down 18% last year and continues to decrease this year: residents are getting involved.

Chief Glassman and the City Commission recently honored resident Mark Rohmann with a certificate of appreciation for his “commitment to the safety and well-being of the residents of Tamarac”. Mr. Rohmann helped to apprehend a ring of criminals allegedly responsible for nearly 20 home burglaries in the City. One afternoon he spotted two suspects outside his kitchen window; when they saw Mr. Rohmann they ran to the car they had parked in his driveway. But before they left, he was able to get identifying information

to provide to BSO deputies. Because of residents’ willingness to report events like these, BSO continues to crack down on similar crimes.

If you’ve ever wondered what it takes to run the City, who is in charge of

what or how you can be more involved, Tamarac University (TU) might be perfect for you. The City will begin accepting applications in November for its multi-week civic engagement program that gives community members an inside view of how the City works. Residents and members of the business community get to hear directly from department staff and the City Commission about the ins and outs of their jobs, and how public service keeps the community going.

TU is ideal for civic minded citizens looking to network and learn about volunteer opportunities. Classes are held one evening per week at different facilities throughout the City and are led by Tamarac department directors. TU graduates complete the program with an expanded network, better understanding of how local government functions, and feel empowered to play an active role in the community.

The application process begins in November and ends January 30, 2015. Classes begin in March. Visit www.tamarac.org to apply.

Get Out and Vote

The general election is Tuesday, November 4. In addition to races on a regional and state level, you’ll be able to vote for Tamarac’s mayor as well as the

District 2 commissioner. District 4 Commissioner Debra Placko qualified to run in the general municipal election and was unopposed. Early voting runs from October 20 – November 2 at the Tamarac Branch Library, 8701 W. Commercial Blvd. Hours of operation are Monday – Friday, 9 am – 7 pm and Saturday - Sunday, 7 am – 3 pm.

You must be registered by October 6 to participate in this year’s elections. Check the back of your voter’s registration card for your precinct location. Public Art

The City of Tamarac has been awarded a National Endowment for the Arts grant for the design of an Everglades viewing platform in Sunset Point Park, 11000 McNab Road.

The project will engage the community in a series of public meetings and workshops to design a new park structure – a combination environmental education space and viewing platform – that will connect residents with the south Florida wetlands and ecology, provide a place to view the Everglades, and create an iconic design for the City to be viewed by motorists who pass along the Sawgrass Expressway.

The $25,000 grant will pay for completion of the design phase, with construction to be funded by the City’s Public Art Fund.

Between 2011 and 2013, artists Rowena Smith of Tamarac and Lynne Kroll of Coral Springs donated 22 paintings and prints to the City of Tamarac Public Art Program. Both artists

have exhibited in hundreds of museums and galleries across the nation. The paintings can be seen in the atrium of City Hall, Community Center, Recreation Center and the waiting rooms and conference rooms of several City departments. The total value of the paintings and prints exceeds $25,000.

Circle your calendar and start watching your calories because Saturday, October

18th marks the 11th anniversary of the Taste of Tamarac Business Expo. The signature culinary event of the Tamarac Chamber of Commerce will feature 30 food stations with a variety of tastings, and 30 businesses and organizations showcasing their products and services. Food samples will be free with the purchase of an $8 ticket.

Children 12 and under can participate in the Kids’ Corner featuring a high energy dance party, fall costume contest, face painting and more. It all takes place at the Tamarac Community Center, 8601 W. Commercial Blvd., from 11:30 am – 3 pm.

The Results Are In

Tamarac recently added the Open City Hall online forum to the list of initiatives aimed at providing residents with opportunities to express their opinion on important issues. Our initial topic was the Parks and Recreation Master Plan and it was a success: 200 people viewed the topic and 70 offered comments and suggestions. You raised many great points, all of which were reviewed by our Master Plan consultants.

Initial findings show that Tamarac residents are satisfied with the existing parks and recreation system and would like to see it expanded. Top priorities include increased access to parks across all modes of transportation (pedestrian, bicycle, vehicular and transit) and added comfort (shade, water fountains and seating areas). You also told us that you’d like us to expand some high-quality amenities and facilities (indoor fitness, picnic areas, walking and biking trails, and the dog park). The Master Plan will be finalized this winter and posted on the Parks and Recreation page on the City’s website.

34TH ANNUAL TAMARAC TURKEY TROT 5K RUNWake up early, throw your turkey in the oven, grab your running shoes and start your Thanksgiving festivities with the 34th Annual Tamarac Turkey Trot 5K Race! The event has more than 1,700 runners and 1,000 spectators. The Tamarac Turkey Trot is a certified race course that starts at 77th Street and Pine Island Road, winds through the Woodmont community and ends at City Hall. Participants are treated with complimentary fruit, snacks, and refreshments. The event ends with an awards ceremony presented in all age categories from under 10 through 80 and over. Awards are given to the top three runners in each age group and to the top three overall male and female finishers. MEDICARE OPEN ENROLLMENT ASSISTANCEOpen Medicare enrollment runs from October 15th to December 7th. The Aging and Disability Resource Center will have SHINE (Serving Health Insurance Needs of Elderly) counselors on site to assist seniors with open enrollment on the following dates and times:

TAMARAC EXPRESS SHUTTLETake a ride on our Express Shuttle every 2nd Thursday of the month to the following stops: Coral Square Mall, Whole Foods, Sam’s Club, Doris Market, Michaels, and Panera Bread. Starting point is Tamarac Community Center at 10:00 am. Shuttle connects to Red Route and Red Extension route. $1.00 roundtrip fee. No sign up required.

YOUTH BASKETBALLRegistration for Youth Basketball’s Winter/Spring Season begins November 3.  The league is for boys and girls ages 6-17.  Practices will begin in February with games starting in March.  The season will conclude in May.  Registration is available at the Tamarac Community Center, 8601 W. S E N I O R P R O G R A M SCalling all seniors! Want to live a more vibrant life, form new friendships, feel a sense of achievement and get in heart-healthy shape? Be part of the fun and become a member of the award-winning Tamarac Community Center Senior Program!

With more than 40 different activities, programs and services per week, there is truly something for everyone. The Senior Program has more than 800 members who participate in activities such as Jazzercise, painting, line dancing, Scrabble, volleyball, chair yoga, and much, much more.

The Senior Program is available to seniors ages 55 and up, Monday through Friday, 8:30 am – 4:00 pm.
